Abstract:
The seafood export business has grown to be a significant economic sector, benefiting the lives of people
not only in coastal rural regions but also in coastal areas while also helping to restructure agriculture and
rural areas, eradicate hunger, and reduce poverty. This study aims at the current situation that seafood
exporters are facing when there are still many shortcomings in the quality inspection process before
exporting and learn about the intervention of government. Facing the difficulties and challenges of the
Covid-19 epidemic, the tension between Russia and Ukraine along with the energy crisis and food crisis
in the world, Vietnam needs to take advantage of more opportunities to promote seafood export
activities, showing an important role and irreplaceable position in the international arena. In the end,
the Vietnamese government has set a goal to boost seafood exports by 2030 and capture a share of the
EU market.

I.

INTRODUTION:



Vietnam is a country with a coastal location and an exclusive economic zone of over 1 million km2, with a
coastline of more than 3,260 km and about 4,000 islands and archipelagos. Since then, the development
of Vietnam's trade or export industry has always been placed as one of the unique features of Vietnam's
economic sector. Besides, the seafood export industry with fish products is always an export industry
that is considered a tradition sector in Vietnam. Not only bringing economic value but also creating
millions of jobs for millions of people in the whole country. This article discusses challenges and
opportunities and makes some recommendations to boost Vietnam's seafood exports in the coming
time.
According to Bang Tam (2022), By the middle of the second quarter of 2022, Vietnam's seafood exports
reached more than 3.6 billion dollars, up 47.3% over the same period in 2021. This is a positive sign that
Vietnam's seafood industry is gradually recovering and grow up the terminal output. According to VASEP,
there are 3 challenges for seafood exports in the last quarters of the year. That is the scarcity of raw
materials to ensure export production, increasing freight rates along with increased input costs.
In this study, the impact of the seafood export industry on the economy and how government
intervention has brought development to the export industry will be presented. The VASEP policy has
brought strong success to the face of Vietnam's seafood export industry.
II.

RATIONALE:

The fishing industry consistently views export as the driving force behind the trend of opening up and
integrating the country and gives this sector priority when prioritizing investment. A crucial foundation
for the growth of the fisheries economy has been laid by the seafood industry's focus on increasing

investment in the right places. This has led to a significant shift in production and business, the creation
of numerous jobs and higher wages for fishery workers nationwide, and the creation of a significant
source of income for the state budget.
The fields of fishing and aquaculture are all oriented to be developed for export. Export activity has
become a major driver to promote fishing and aquaculture. In recent years, the fisheries sector has
actively promoted the application of advanced science and technology to production, linking raw
material production with processing, and promoting trade in order to expand export markets to many
countries. more.

III.

IN-DEEP ANALYS:
a. Tremendous growth:
Over time, Vietnam's seafood sector has taken advantage of favourable conditions to
increase production and export, accomplishing numerous amazing accomplishments
including significantly contributing to the country's GDP and providing jobs for products
and services. Numerous communities around the nation are seeing a change in growth
thanks to hundreds of thousands of local employees, The fisheries industry has
advanced significantly between 2011 and 2020.(Figure 1)

According to Nguyen Anh (2021), The industry's efforts are also in efforts to build a key
national brand such as pangasius, ... At the same time, always apply new-generation free
trade agreements such as CPTPP, EVTFA, RCEP ... combined with promoting trade
promotion activities, creating leverage to bring Vietnam's seafood exports to the
international market.
b. Situation:
According to Duc Minh (2021), Vietnam has been warned by the European Commission
(EC) for not complying with the Regulations against Legal, Unreported and Unregulated
Fishing (IUU) since October 2017. Vietnam's "gold card" has been withdrawn, which

means that seafood exported to the EU will be 100% inspected instead of export
verification.
In addition, the seafood export market is said by many pangasius exporters to China, this
market still pursues the "Zero COVID" policy, providing very good imported seafood

inspection services, but therefore, the number of returned goods is also very high, some
enterprises in the industry have stopped exporting to this market.
In addition, also due to the heavy effects of the Covid-19 epidemic, many businesses
said that although their orders are many, their replacement human resources are not
enough to be able to complete those contracts.
The main challenge facing export businesses today is the high cost of delivery of raw
materials, which causes a dramatic decline in corporate profit and weak and
uncompetitive export items. The state management agencies must thus have strategies
to lower transportation costs and to rent out warehouses and yards as a result of the
current pressing situation.
Although, Vietnam has expanded its seafood exports to more than 160 markets of other
countries, in which the leading countries are: the US, EU, Japan, China, Korea, ASEAN,
etc. Australia, the UK, Canada, Russia, account for about 92-93% of the total seafood
export value of Vietnam. But our market share growth in the EU market has been slowed
down for the sake of IUU's. (Figure 2).

c. Government Intervention:
What is VASEP? Vietnam Association of Seafood Exporters and Producers (VASEP) is a
voluntary organization of seafood processing and exporting enterprises in Vietnam,

aiming to coordinate and link the activities of enterprises, help each other to improve
the value, quality, and competitiveness of Vietnamese seafood products, develop and
create a source of raw materials for seafood processing and export, and represent and
protect the legitimate and legitimate interests of seafood.
As far as I know, the provisions in Article 3 of Decree 67/2014/ND-CP on investment
policies for the fisheries sector. For the essential infrastructure items of the fishing port,
the anchorage area to avoid storms (including wharves; embankments, breakwaters,
sand barriers; dredging channels in and out of the port, water areas for mooring ships);
mooring works; systems of buoys, signals, signal lights; specialized communication
systems).
Set a common goal for the whole industry by 2030, develop fisheries into an important
national economic sector, produce large commodities associated with industrialization modernization, sustainable development, and proactive adaptation with climate change;
have a reasonable structure and organizational form of production, high productivity,
quality and efficiency; has a prestigious brand name, competitiveness and international

integration; people's material and spiritual life is constantly improving, ensuring social
security; contribute to ensuring national defense and security, maintaining the
independence and sovereignty of the sea and islands of the Fatherland.
EVALUATED:
Basically, the policies introduced by the government have changed the old face of a major
economic sector of Vietnam. The seafood export industry is being innovated towards

industrialization and modernization and continues to develop comprehensively towards
sustainability, becoming a large commodity production industry, with a structure and forms of
production organization. reasonable, bring high productivity, and quality products. But the
government is still neglecting in the race to remove the "yellow card" of IUU, many fishermen
are still making mistakes in the process of fishing, but the law is still too loose. The State also has
to offer tax reduction policies for businesses on logistics technologies or related to export taxes.
CONLUSION:
One of the goals of the renovation phase of Vietnam's seafood export industry is to promote the
existing strengths of the industry more, through which not only pangasius exports are the
mainstay, but there will also be adding other species. Along with that, businesses and the
government will continue to develop our country's market share in the EU. Thereby with the
new position and force, the export industry will certainly bring valuable benefits not only to the
economy but also to many other aspects.
