INSTITUTIONALIZATION OF A PARTICIPATORY AGRICULTURAL
EXTENSION METHOD IN BA RIA VUNG TAU PROVINCE
ABSTRACT

Participatory agricultural extension, especially Participatory Technology Development
(hereafter called PTD) - that has been elaborated based on participatory extension
projects funded by VVOB (the Flemish Association for Development Cooperation and
Technical Assistance, Belgium) - has been introduced in Ba Ria

Vung Tau province

since 2005. Although PTD was appraised as a new extension method, which can meet
actual needs of farmers, PTD has not been officially applied in activities of the Ba RiaVung Tau extension organization because of

its lack of relevant legal

documents/policies and of appropriate adjustment of PTD when applying PTD in the
context of Ba Ria

institutional approach and applying a qualitative method with tools such as: SemiStructured Interviews (SSI), formal interviews through questionnaires, the thesis has
found out some following aspects:
The Ba Ria

Vung Tau extension institutional structure is not sufficiently

compatible with wide application of the PTD .
It is needed to make some adjustment of PTD for its possible application as a
part of activities of the Ba Ria-Vung Tau extension organization.
Based on the above identification, the thesis has recommended some implicative
policies for institutionalizing the PTD into current agricultural extension activities in
Ba Ria-Vung Tau province as follows:
An extension worker network at commune level should be set up

Farmer clubs at hamlet level should be set up, which should cover some
following aspects:
These clubs are seen as representative units in term of crop and livestock
production of the province;
These clubs are considered as the smallest units in the extension system;
A club leader should be a head of sub-Farmer Organization at hamlet level (it is
not compulsory);
Club members should be people who have a passion for new techniques and
similar hobbies, and live in neighborhood areas;
Each club should set up its own operation fund.
Three-five year extension projects/programs should be developed, in which

scientists/ researchers are contracted to provide their technical support to the
agriculture extension activities.
Apart from annual budgets for running demonstration models, it is needed to get
some sources of funding for implementing experiments of clubs. The budget can be
taken from the provincial budget.
It should be stipulated that the clubs play a role in conducting activities of the
extension station at district level and the extension network at commune level.
It is recommended that extension plans should be made based on action plans of
farmer clubs. Not only concerned institutions but also farmer clubs (club management
boards should be representatives) should run monitoring activities of implementation
of experiments and extension models.
