INTRODUCTION
1. Introduction.
The overall structure of the thesis consists of: Introduction (12 pages)
presents the achieved main findings, overviews, objectives, subjects and the
research scope of the thesis; Chapter 1 (50 pages) deals with the basic theoretical
background about the impact of logistics services on the efficiency of the business
operation (BO ) of manufacturing enterprises (ME ); Chapter 2 (61 pages),
analyzes the impact of logistics services on the efficiency of business operation,
manufacturing enterprises in Quang Binh province. Chapter 3 (47 pages) proposes
the directions /orientation and solutions of logistics services to improve the
efficiency of the business operation and manufacturing enterprises in Quang Binh
province; Conclusion, the research categories and references (from page 160 to
page 169). To interpret and demonstrate the research issues, the thesis uses 19
tables, 25 charts, 2 figures and 09 diagrams; as well as the secondary data and the
results of primary data processing mentioned in the attached 05 appendix.
The main results obtained
in the thesis: (i) The interpretation of the
theoretical background of the logistics services with the BO of ME in the
condition of opening services market ; (ii) Research and propose a model of the

basic factors / of logistics services which impacts on the efficiency of BO of MO;
(iii) Conclusions related to both qualitative and quantitative aspects of the logistics
services impact on the BO’s efficiency of ME in Quang Binh province; (iv)
Suggesting directions and solutions of logistics services to enhance the business
operation’s efficiency of the manufacturing enterprises of Quang Binh province,
along with a number of proposals to create environment and conditions to
implement the objectives of the given solutions
2. Rationale of the research
After nearly 30 years of innovation and integration, Vietnam has gained very
important achievements in the fields of socio-economic life in which the
innovation of points of view and economic policies making positive and powerful
changes to goods market and services . Along with the country, Quang Binh’s
economy keeps on growing positively, technology science is applied into the fields
of production and business actively, such as: construction, transportation,
commerce, warehouse services, customs services, distribution services, ... The
types of services, especially logistics services has developed with more and more
diversity and variety [8]. Logistics services play an important role in helping to
improve the management efficiency, minimizing business costs and enhancing the
competitive competence in order to solve both inputs and outputs of every
enterprise [8],[11],[15].. Accordingly, logistics services will have extremely
positive impact on BO of ME in Quang Binh province.
Logistics services are a commercial operation, whereby traders organize to
carry out one or more tasks including receiving distribution goods, storing,
warehousing, doing customs procedures and other paperwork procedures,
consulting customers, packaging, marking code, delivering goods or other services

involved in commodity agreed by customers to receive remuneration. Logistics
services spelled in Vietnamese is "Lo-gi-stic" service [25]
In the context of international economic integration, Vietnam has been
implementing commitments of opening market service (from 2013 with the

ASEAN, from 2014 with the WTO) for 10/11 service sectors, the promotion of
logistics services’ positive impact on BO is regarded as one of the important
measures for Quang Binh’s enterprises to achieve higher and higher efficiency.
Logistics costs occupy a large proportion of about 21% of product consumption
revenue of ME [44]. However, the actual survey showed that a large number of
logistics services in Quang Binh province has been still bad, especially the ME
having the logistics services in terms of inventory management, customers,
components (logistics inputs / outputs) and functions, have not really met the
development requirements in the context of international integration. This makes
BO efficiency and competive competence of the ME in Quang Binh province
which was too low compared to other countries in the region and they have been
even lower when Vietnam officially opened the service market.
Therefore, in order to support actively ME in Quang Binh with the purpose of
increasing competive competence and BO effectively, it is extremely necessary to
choose the title "The impacts of logistics services on businesses operation’s
efficiency of manufacturing enterprises in Quang Binh province” to meet the
requirements of the innovation and development of enterprises today.
3. An overview of the researchs relates researches related to the thesis.
3.1. The the domestic researches
The research on logistics development has been carried out through the
typical work [12], [21], [62], [68], [72]: Developing logistics in some Southeast
Asian countries - The lessons for Vietnam (Vu Thi Que Anh, 2014); Logistics
development in Vietnam today (Dinh Le Hai Ha, 2012); The development of
logistics services in our country in terms of international integration (The Institute
for Economic Research and Development, 2010); The development of logistics
system on the East-West Economic Corridor (Trinh Thi Thu Huong, 2010);
Regarding the development of logistical services (Logistics) of Japan (Le To Hoa,
2012).
The research on potential mining solutions, opportunities and logistics
applications: there are some studies [35], [42], [47], [59]: The solution of Vietnam

logistics center development in order to enhance competitive competence for our
country's economy (Tran Si Lam, 2012); The solutions of strengthening logistics
functions for seaport system in Vietnam (Nguyen Thi Thu Ha, Tu Quang Phuong,
2012); Logistics - A form of services should be promoted in Vietnam (Nguyen
Quoc Luat Nguyen Thi Bich Ngoc, 2013); Improving competitiveness for
Vietnam logistics (Thai Anh Tuan and his fellow- workers, 2014).
The research on the development of logistics services to the enterprise level,
with typical work [7], [13], [34], [36], [40], [48]: The solutions of implementing
M&A operations effectively of logistics enterprises in Vietnam (Nguyen Thi

Huong, 2013); The solutions of developing logistics services of business of
manufacturing enterprises in Hanoi city (Dang Dinh Dao, 2009); Which way for
the Vietnamese enterprises building supply chain strategy in the economy postrecession age (Nguyen Van Duc, 2011); The development of the retail market of
consuming goods in rural areas (Pham Hong Tu, 2011); The innovation and
reorganization of goods distribution services in accordance with the conditions of
economic development in Vietnam (Nguyen Thuy Hien, 2011); The discussion of
perspective approach when studying and applying logistics in the economy and
business today (Dinh Le Hai Ha, Nguyen Xuan Quang, 2011).
The study of the nature, role, content of logistics with typical work [6], [15],
[43]: Logistics - The basics (Doan Thi Hong Van, 2010); Basics Issues of
enterprise supplies logistics (Dang Dinh Dao, 2003); Logistics - Competence of
application and development of Vietnam’s forwarding transportation service
business (Nguyen Nhu Tien, 2009).
3.2. The abroad researches
There were many studies about logistics, such as: International Logistics (A

David and Richard D Pierre Stewart, 2006); International Logistics (Donald F.
Wood, Anthony Barone, Paul Murphy and Daniel L. Wardlow, 2002); Reverse
logistics (Nguyen Van Ha, 2010); Global Logistics Management: A Competitive
Advantage for the 21st Century (Kent Gourdin, 2006); Essentials of Supply Chain
Management, 2nd Edition (Michael H. Hugos, 2006); Strategic Supply Chain
Management (Shoshanah Cohen and Joseph Roussel, 2005); Management of
Business Logistics: A Supply Chain Perspective (John J. Coyle, Edward J. and C.
John Langley Bardi, 2002); Streamlined: 14 Principles for Building & Managing
the Lean Supply Chain (Mandyam M. Srinivasan, 2004); Logistics Engineering &
Management (Benjamin S. Blanchard. Prentice Hall, 2003); Logistics: Principles
and Applications (John Langford, 2006); Integrated Logistics Support Handbook
(James Jones, 2006);
Logistics services were studied by many authors under the perspective or
some specific areas, with the following typical work: The Relationships Among
Supply Chain đặc, logistics and manufacturing strategies, and performance
(Elisabeth Angelisa Gillyard, 2003) ; The impact of logistics strategy and logistics
processes on service performance information technology (Katrina P. Savitskie,
2003); Inbound Logistics as a source of competitive Advantage (Steven A.
Samaras, 2000).
To guide practice for the transport and logistics, there are works: A Practical
Guide to Transportation and Logistics (Michael B. Stroh, 2006); (2) Transport
Logistics: Past, Present and Predictions (Issa Baluch, 2005).
Although, there were many domestic and abroad works studying about the
logistics, but the problem goes deeper to the impact of logistics services on
improving the BO’s efficiency of ME and specifically in Quang Binh province, up
till now there has been no study published yet.

4. Research purposes
The overall objective of this research is studying and proposing system of
solutions to enhance the positive impacts and limit the negative impacts of

logistics services on the BO’s efficiency of ME in Quang Binh province. To
execute the overall objective of the research, the thesis implemented the
objectives and the following specific tasks as follow:
- Systemizing the theoretical issues and practical logistics and the impact of
such services on the BO’s efficiency of ME.
Analyzing the impact of logistics services on the efficiency of the ME in
Quant Bin province and the issues raised in the development of logistics services
to improve the BO’s efficiency
- Proposing solutions in logistics in order to improve the efficiency of the ME
in Quang Binh province.
5. Participants and scope of the reserach
- Participants: studying the theoretical and practical issues about the impact
of logistics services on business performance of manufacturing enterprises (These
are investors producing and consuming products for profit).
- Scope of the reserach: The theme focused on the impact of input services
logistics (supplies and materials), logistics service output (consumption of
products) and some other logistics services for the ME in Quang Binh province,
including services undertaken by businesses themselves and outsourced logistics
services.
6. Research methodology
To achieve the research objectives, the thesis used a combination of
qualitative and quantitative methods (presented in section 1.4 of Chapter 1)
CHAPTER 1: THE BASIC THEORETICAL BACKGROUND ABOUT THE
IMPACTS OF LOGISTICS SERVICES ON THE EFFICIENCY OF THE
BUSINESS OPERATION OF MANUFACTURING ENTERPRISES IN
INTERNATIONAL INTEGRATION
1.1. Logistics services and the relationship with the BO’s efficiency of ME
1.1.1. An overview of logistics services
There are many definitions of logistics and logistics services under several
different approaches, according to the approach in this thesis as follows: Logistics

services are services related to entire ensuring operation of production and
business process including the provision of inputs to the sale of products,
organized ME by themselves or outsourced that have an impact on the business of
each enterprise in the market.
1.1.2. Classification and characteristics of logistics services
1.1.2.1. Classification of logistics services[15], [11], [37].
Classification of logistics services is carried out according to the field with
logistics services in production business and logistics services in the events;
according to bỏ the exploitation of logistics operations with 1PL, 2pl, 3PL, 4PL;

according to bỏ specialization including enterprises providing transport logistics,
distribution, goods and services of specialized logistics services; the
implementation process including inbound, output and recovery logistics goods
subject with logistics, goods in a short shelf life, automotive logistics ...
1.1.2.2. Characteristic of logistics services [8], [45], [57]
(1) Logistics services are not only a single activity but also a series of
activities covering the manufacturing of products and the ship to customers; (2) A
interdisciplinary commercial activity including many activities managed by many
ministries and branches concerned; (3) Attached to all stages of the production
process; (4) As the active support of businesses; (5) As a complete, highly
development of transport delivery service ; (6) As the complete development of
multimodal transportation services; and (7) The effect is based on the full use of
IT achievements.
1.1.3. The basic operations and relationships with BO’s efficiency of ME
1.1.3.1. The basic logistics operations that affect the BO’s efficiency of ME [5],

[6], [72].
including: Transport of technical materials and manufactured products;
Supply of materials in enterprises; Procurement and leasing services; Reserve
management in enterprises; Warehousing activities of businesses; Link of
manufacturing systems and operations; Customer service; Packing; and
management of information systems.
1.1.3.2. The relationships of logistics services with BO’s efficiency of ME.
(1) Logistics services contribute to improve the technical level of production,
rational and saving use of resources, minimize costs in the production process,
enhance the competitiveness of businesses [8], [44].
(2) To play an important part in ensuring the right time, right place (JIT),
thereby ensuring the production and business processes take place in a given pace,
contributing to improve the quality and lower product cost, using business capital
of enterprises effectively;
(3) To assist managers to make accurate decisions in the business operation;
(4) To contribute to increase the business value of the enterprises through the
implementation of additional traffic services.
1.2. The impact of logistics services to BO’s efficiency of ME and system of
evaluation criteria

BO’s efficiency of ME is an economic category reflecting the level of use of
resources to achieve the goals identified by ME.

1.2.1.3. The major criterion to assess BO’s efficiency of ME
a) The groups of absolute criteria
Business cost of ME (C - Cost): the smaller the cost per results unit (revenues
or profit) is, the higher economic efficiency gets.
• Sales revenue of ME (S - Sales): . The greater results per unit cost is, the

higher economic efficiency is.
• The profit of ME (P - Profits) [1]:

1.2.2.2. The impact of logistics services on saving cost of ME
Factors of logistics services have a positive impact on saving logistics cost and
business cost in general, specifically they have a positive impact on optimizing the
flow of inputs and outputs of ME from production preparation to products
distribution to final consumers [8].

1.2.2.3. The impact of logistics service on revenue growth of ME
Logistics services contributed positively to orient the market and improve the
ability of product consumption for ME.
1.2.2.4. The impact of logistics services on the BO’s efficiency of ME
Using outsourced logistics services ensures the work always operated punctually and
qualitatively; contributing to improve the management efficiency and reduce costs in the
production process, enhance the competitiveness of enterprises [8].
1.3. Opening markets of logistics services and the opportunities, challenges
for manufacturing enterprises
1.3.1. An overview of the process of integration and opening services markets
Markets, trade and services are developed constantly with fast speed[19];

The total level of foreign trade turnover in 2014 reached $ 298.24, increased 101.3
times compared with the year of 1986; while exports totaled 150.19 billion US
dollars, 190.3 times higher; imports reached 148.05 billion US dollars, more than
68.7 times. Exports per capita in 2000 reached $ 184.2, delivering our country
from its the list of countries with underdeveloped foreign trade and by 2014 that
figure was $ 1,587.6[55].
1.3.2. Development trends of logistics services in international integration
(1) Rent of logistics services from a professional logistics company [11];
(2) The association, cooperation in the implementation process of global
logistics services is growing [8].
(3) The presence of the 4PL and 5PL;
(4) Application of IT, e-commerce is more and more popular and extensive
in the fields of logistics [15].
(5) Development of logistics services is becoming an important target for ASEAN.
1.3.3. Vietnam's commitments to the WTO relating to logistics services
1.3.3.1. Commitment of service delivery method
Vietnam has committed all four modes of service delivery to the WTO.
1.3.3.2. Levels of commitment
There are four levels: Entire commitment; Commitment with limitations; No
commitment; and No commitment because there was no technical feasibility.
1.3.3.3. Commitments relating to the sectors of logistics services
Committing seven areas of logistics services such as transport services,
supporting all modes of transport , delivery, distribution, computer services and
relating to computer, management consulting, analysis and technical testing.
1.3.4. Opportunities and challenges for manufacturing enterprises when
opening the market of logistics services
1.3.4.1. Opening the market of logistics services, opportunities for ME
(1) ME have chances of approaching to the vast world market with trade
deals advantages;
(2) Having a great opportunity to harness the benefits thanks to the

development of logistics services;
(3) Creating opportunities for partnership development, export markets, the

approach of finance and credit
(4) Having more opportunities to approach new scientific and technological
achievements, advanced management methods.
1.3.4.2. The challenges for ME when opening logistics market.
(1) The benefits of market opening of logistics services are little;
(2) The selection of supplier logistics service providers are still confused and ineffective;
(3) The use of logistics services from foreign providers has difficulties;
(4) Human Resources for logistics have not met the reqirement.;
(5) The logistics still contains many risks.
1.4. The research method.
1.4.1. Theoretical framework and research process.

1.4.3. Scale Development
The thesis used the available scale [68].
1.4.4. Research sample
The survey sample is selected by non-random methods combining with
categorized by geographical areas methods , selected from the overall study ( all
manufacturing enterprises in Quang Binh province). The size of survey sample is
185. Objects surveyed are ME in business operation in districts, towns and cities
of Quang Binhprovince.
1.4.5. Data collection method
1.4.5.1. Methods of gathering secondary data: Searching, selecting and classifying
documents, scientific works unpublished in domestic and abroad related to
logistics services impacts on BO's efficiency of ME. Also using the evaluation
standpoint, judgment of experts, logistics researchers and enterprise’s efficiency.
1.4.5.2. Methods of collecting primary data: Primary data collected from the
survey sample by the method of direct survey on objects through questionnaires.
Implementation period of 03 months (fourth quarter/ 2013).
1.4.6. Data processing method
1.4.6.1. Data processing method: After collecting sufficient primary and secondary
data, proceeding to checkout, cleaning data before, while and after coding and
entering data Then, using 16 SPSS software as a tool for data processing.
1.4.6.2. Data analysis method: The thesis uses descriptive statistical methods;
Inspecting of those factors,the reliability and multiple regression analysis.

2.1. Natural - economic - social Natural, economic and social features, logistic
services and the BO’s efficiency of ME in Quang Binh province
2.1.1. Natural - Economic - Social features in Quang Binh province
2.1.1.1. Natural features affect the BO’s efficiency of ME
Located at between 16055'12'' to 18005'12'' north latitude and 105036'55'' to

106 59'37'' east longitude. Quang Binh adjoins Ha Tinh in the North, Quang Tri in
the South, 116.04 km long coastline of in the East and 201 km border line with
Laos in the west. The natural area is 8065.3 km2, it has 08 districts and cities [4].
The east of Truong Son has steep, narrow and complex terrain, dissected by many
fast-flowing and steep rivers and it also has mountains and midland, lowland and
coastal sands. These creat more and more difficulties for the development of
logistics services and logistics costs in Quang Binh. Quang Binh has a great
potential for developing resources of building materials industry, electric heating,
wood, glass, fishery and tourism. Convenient transportation network including all
types enables Quang Binh to connect with the country and all countries in region.
2.1.1.2.Socio-economic features affect logistics services and efficiency of business
operation of ME
The average growth rate of 7% (2010-2013), the economic structure
transformed positively and services thrive. Export value increased continuously,
reaching 138.3 million in 2013, major exporting goods is rubber, titanium ore,
rattan, pine resin, chip wood. In 2013, the population is 863350 people; including
454.536 people in working age; agriculture: 66.48%, services: 19.48%, Industry
and construction: 14.04% [4]; Quang Binh has advantages of economic activities
in the border gate(Chalo international border gate)
2.1.2. An overview of the ME in Quang Binh province
Many ME are creating an effective breakthrough step in the industrial
development of the province (Song Gianh Cement, Ang Son Cement, Thanh
Truong Cement, Hanoi-Quang Binh Beer, Ceramic Cosevco ...), many projects
being invested will bring effectiveness ; Quang Binh has two industrial zones
(northwest of Dong Hoi, Hon La seaport); five industrial clusters: Thuan Duc,
Cam Lien and Quang Phu, Tan Son, Phu Hai; and It is continuing to invest in
constructing North Dong Hoi industrial zone and other industrial zones. ME
contribute positively to the local; Exporting (2013) reached 138.3 million USD;
Collecting budget in the province reached 4,481 billion VND; annually create jobs

for 3.00 thousand workers, including creating new jobs for 2 thousand workers;
GDP per capita at the current market price reached $ 1,080 người [4].

2.1.3. The development of logistics services in Quang Binh
affects the
efficiency of business operation of ME
2.1.3.1. Transport services of technical materials and manufacturing products
Based on survey results, over 77% of respondents said that transport volume
is not large, mainly transported one way; not guaranteed on time; having high
transport costs; being unsafe for goods and customers; backward means of
transport. The logistics services have not been developed at the same time and
diversified, so ME rarely use outsourced logistics services, and they often have to
undertake the transport services inputs input transport services for production,
even in consuming products. These causes make the shipping cost of technical
materials and manufacturing products highly increase affecting the BO’efficiency
of ME in province.
2.1.3.2. Services of delivering and receiving goods
According to survey results, the volume of outsourced logistics services,
warehousing of ME in Quang Binh is only about 15%, the rest is self-organizing
to invest vehicles or selfmade. The cost of delivering and receiving goods is still
high, airport charge is too high (4.84 points), and negative charge (3.93 points),
... This has had a negative impact on logistics costs as competition and market
expansion of ME Binh Quang Binh province.
2.1.3.3. Warehouse Services
The capacity and use of the warehouse of ME in Quang Binh have not met

the demand of business operation. The logistics service providers of warehouse
have a system of large and modern warehouses mainly concentrated in the city of
Dong Hoi Economic Zone, Chalo economic gate, Hon La Gianh ports. The
warehouse system can provide customers with a modest level of services such as
goods storage and preservation, consolidation, transportation by car (trucking),
cargo containers for available goods (garments on hangers), packing (packing/
Re-packing), goods labeling (labeling), inspection of barcodes (barcoding and
scanning), closed pallet (palletizing), classification of goods (sorting) ....
2.1.3.4. Seaport logistics services
In Quang Binh, seaport logistics services only focus on Gianh, Hon La and
Nhat Le ports. Some time ago, seaport logistics services only focused logistics
services for fishing at Nhat Le ports, industrial manufacturing in Hon La and
Gianh ports before; have begun to have investment development projects in the
field of services logistics after port recently but still remained limitations,
warehouse system at the habours are mainly freight yards, no modern cargo
facilities because the sources of imports and exports across the ports are modest.
2.1.3.5. Customs service
According to the survey results, the customs procedure in Quang Binh also
still remains limitations and there should be many improvements of fairness,
advantages of administrative procedures in customs clearance services. These
have delayed goods at ports and gates, causing much trouble for many enterprises
because there is no timely service for production and circulation while the costs of

transport , warehousing and customs procedures are rising.
2.1.3.6. Logistics services support businesses
The business supporting services in Quang Binh reveals a lot of limitations,
so the cost of delivery and reveiving, warehouse is still high leading to the
reducing of product competion of ME in Quang Binh compared with enterprises in
North Central Region and throughout the country.
2.1.3.7. Classification and packaging services of goods

Most ME undertake lassification and packaging of goods, the rest rents
logistics businesses. This service is mainly done in Hon La, Gianh, Nhat Le ports
and commercial centers in the province.
2.1.3.8. Information Technology Services
According to the survey results, 69.7% of enterprises have been equipped
sites with websites, 56.6% of them have been equipped with cargo tracking
systems, besides 8.4% of them have been equipped with barcode systems (BCS),
and only 2.6% of them have been equipped with IT for transport mannagement
system (TMS) and warehouse mannagement system (WMS).
2.2. Descriptive statistical analysis of the impact of logistics services on the
BO’efficiency of ME in the province of Quang Binh
2.2.1. Logistics services impact on the reasonable use and saving of resources,
reducing costs in the production process
The survey results, over 97% of the opinion that the use of external logistics
services(transportation, freight forwarding, warehousing and customs) would reduce
logistics costs from 16% to 30%. Thus, the service has helped reduce manufacturing
enterprises logistics cost in clearance work and shorten the time of operation of its import
and export, and accelerate the speed to take the goods to the place of consumption.
2.2.2. Development of logistics services with enhanced impact competitiveness,
promote consumption of the products manufacturing enterprises
Results survey on the impact of logistics services to the turnover of
manufacturing enterprises in the province of Quang Binh is very positive: over 96%
of the opinion that the use of outsourced logistics services (transport , forwarding and
warehousing) will increase from 16-30% in revenues; 98.68% suggested that using
customs services outsourcing revenues will increase to over 30%.
2.2.3. Logistics services actively support elements and place on time (JIT),
ensuring that the production process is carried out smoothly and continuously

87% suggested that ROS and ROA will increase up to 10%.
2.3. Regression analysis of the impact of logistics services on BO’s efficiency
of ME in Quang Binh province

Results evaluating the reliability of the independent variables in the model
(the official scales) show that all Cronbach's Alpha entertainment are greater than

0.000 359.010 confirming the independent variables can explain 93.9% of the
variation of the BO’s efficiency (ROS) of ME in Quang Binh .

Thus, the relationship between the six factors of logistics services with BO of
manufacturing enterprises in the province of Quang Binh is performed following
regression equation:

According to the regression equation, when the service quality of suppliers of
materials and supplies increased (decreased) by 1%, the ROS would increase
(decrease) in average 0.879%. When the service quality of distributors increased
(decreased) by 1%, the ROS would increase (decrease) in average 0.476%. When
the service quality of other service providers increased (decreased) by 1%, the
ROS would increase (decrease) 3,758% average. When the confidence level of
using outsourced logistics services increased (decreased) by 1%, the ROS would
increase (decrease) in average 2.043%. When the extent of using the basic
logistics services increased (decreased) by 1%, the ROS would increase (decrease)
in average 0.664%. When using the service level of logistics increase (decrease)
by 1%, the ROS would increase (decrease) 1,052% average.
Thus, this result confirmes all six elements of the quality and level of using
and usage of logistics services are affecting the BO’s efficiency of ME in Quang
Binh. In particular, factors X3 - service quality of service providers has the biggest
impact level (= 3,758), followed by the element X4 - level of trusted outsourced
logistics services (= 2.043), factor X2 - service quality of the distributors has the
smallest impact level (= 0.476).

2.3.3.2. The impact of logistics services on ROC - Model 2
Model 2: Testing the relationship between the six factors of logistics services
with profit margin on costs (ROC).
The regression results presented in detail Appendix 4.2, synthesis results in
Table 2:17 shows that the regression equation is significantly smaller at p <0.01,
except for changes in quality services of distributors.

This confirms the relationship between the five elements of logistic services
and the ROC ensures the reliability of 99% or more, only quality factors of the
distributor is not statistically significant. It can be concluded there are five factors
affecting logistics ROC. Model 2 are suitable for data set and can be used.
Results show that, adjusted R2 of the equation is 0.949 and with F =431.377,
Sig = 0.000 have confirmed five independent variables explaining 94.9% of the
variation of the BO’sefficiency (ROC) of ME in Quang Binh .
The relationship between the five elements of logistics services with the BO’s
efficiency of ME in Quang Binh province is performed in the following regression
equation:

by 1%, the ROC will increase (decrease) average of 1.84%; When the extent of

(decrease) average of 0.684%; When using level of logistics service increase
(decrease) by 1%, the ROC will increase (decrease) average of 2.149%.
Thus, the results have confirmed there are five elements of the quality and level
of using logistics services are affecting the BO’s efficiency of ME in Quang Binh
province. In particular, factors X3 - service quality of other service providers impact
the most ( β 3 = 4.458), next the factor X6 - the level of using logistics services
increase ( β 6 = 2.149), factors X5 - the level of using the basic logistics services has
the smallest impact level ( β 5 = 0.684).

it makes the products produced have better quality, reduce costs and gradually
improves the competitiveness in the market.
- The development of logistics services (logistics inputs, outputs and other
logistic services) have actively supported for many manufacturing enterprises in
the province to expand and take over the market of products .
- In terms of integration, open markets, logistics services have helped
businesses in Quang Binh province access to foreign markets, improve the
qualifications and skills in business administration. Thereby it helps reduce the
cost of production and business,a more important thing is that it always guarantees
for the production of enterprises to conduct smoothly and continuously without
interruption.
- Thanks to the elements of well-improved logistics services , it is the service
quality of suppliers of raw materials, distributors and suppliers of other logistics
services (transport, logistics, warehouse yards, customs, ...) helped the
manufacturing enterprises in the province of Quang Binh trust more, the level of
using outsourced logistics services gets higher. Therefore, the elements of
outsourced logistics services have a directly positive impact
on reducing
logistics costs, increase revenue, increase ROS (resulting regression model 1) and
ROC (regression results model 2) of the ME in Quang Binh province. (See Annex

4.1 and Annex 4.2)
- Quang Binh outsource ME with a variety of services of value-added
logistics to meet the increasing demand of BO such as building system for
customers, partners both in the country and abroad, make sure the development of
BO
- The Quang Binh ME have appreciated the benefits from the use of
outsourced logistics services and outsourced basic logistics services. Therefore,
the BO of ME has been increasingly civilized, modern and consistent with
international standards, and had a positive impact on business performance.
2.4.2. The weaknesses and causes
- For the ME, not use and take full advantage of the positive impact of
logistics services to its BO, not really boldly outsource logistics services to reduce
costs, increase revenue, in particular: The manufacturing enterprises still focus on
their own logistics service (1PL), but the quality of these 1PL are limited,because
the labour force in the field of logistics services is unprofessional, the investment
of ME in 1PL infrastructure is little and out of date so low labor productivity
leads 1PL costs, especially the cost of freight is higher than the use of outsourced
logistics services (2pl, 3PL, ...). This has a negative impact on BO’s efficiency of
ME in Quang Binh province.
The apparatus management organization of logistics services of ME are
fragmented, lack of centralization and uniformity, in charge of so many
department. Contents of logistics supplies for ME have not implemented
methodically and scientificly yet. Therefore, many undertake logistics services

2.4. The general evaluation through studies impact of logistics services on the
BO’s efficiency of ME in Quang Binh province
2.4.1. Result
- Logistics services in Quang Binh have gradually grown in both content and
form of service, which has had very positive effects to BO of all businesses,

especially improving the BO’s efficiency of all ME in quang Binh province.
- Services of business In general and logistics services in particular are
growing, creating jobs, increasing revenues for the business. Logistics services
have made a positive impact on the implementation of the objectives and targets of
the manufacturing enterprises in the province.
- The development and logistics has helped many manufacturing enterprises

(1PL) in the ME developing difficultly, do not promote the effect of production –
business.
(3) The workforce of ME in the field of logistics services is beyond the
demand. The enterprises have to train and retrain workers. The issue of
information updates, policies, international laws is also a major restriction for the
staff specializing logistics services of enterprises today.
(4) The ME in Quang Binh province managing logistics services is
inadequate, develop and managein traditional experienced way and does not often
care about these types of services in both input and output, business thought does
not follow the rules of the market, which is still popular in enterprises.
(5) In the age of information explosion today, information is extremely
important factors in BO of ME. Information about the customer, the business
partner, information on market, policy, ... is still weak in ME in Quang Binh. The
cause stems from both subjectivity such as lack of professional manpower staff
qualifications are limited and other objectivity such as writing system of the state
is not consistent, there are overlaps in some where, the support of state (ministries,
localities ...) is not effective, not really geared to enterprises. All makes general
services and logistics services for the Quang Binh enterprises undevelop

commensurately with its potential.
(6) The organization of the economic relationships in logistics service
business has underdeveloped, most of the logistics service providers in Quang
Binh have not established service provision relationships long-lasting, the
development of all kinds of logistic services primarily in short, having no longterm strategy makes ME have a bias towards undertaking logistics services in both
input and output, having no logistics supplies optimization to manufacture and
supply products to customers, from which affect Bo’s efficiency of enterprise
itself, the competitiveness of products and goods of ME in Quang Binh province
is limited.

3.1.2. Requirements and prospects of logistics services in improving the BO’s
efficiency of ME in Quang Binh province
3.1.2.1. Requirements for logistics services
Need to develop logistics services to promote the role in promoting economic
-social development, and environmental protection for ME and local.

3.3.4.4. Solutions of building logistics development planning in the province
(1) Building logistics development planning , in which attaching the great
importance to planning logistics infrastructure in the province and planning,
iconstruction investing logistics centers in the province, it connects types of means
of transport;
(2) Linking logistics development planning with planning transportation system
in the province;
(3) Planning the system development of warehousing, inland container depots,
container terminals;
(4) Developing logistics systems in Quang Binh province towards sustainability
and national and regional integration.

IN CONCLUSION
Opening and integrating deeply and widely, will inevitably increase the level

of competition in the economy, therefore, BO’s efficiency is determinant of
survival and development for each enterprise. For ME, its operation mainly
produce with the desire of being accepted by the market to profit. Logistics
services have a very important role and a close relationship... and impact, affect on
the results and quality of the BO’s efiecincy of ME. With the set goals and tasks
for the subject, the thesis has focused on solving the basic problems of the impact
of logistics services on the BO’s eficiency of ME in Quang Binh province,
namely:
(i) To systemize the theoretical and practical issues in nature, role and
relationship of logistics services with the BO’s efiecincy of ME, the impact of
logistics services on the BO’s efiecincy of ME in condition of our country
opening services market.
(ii) By combining qualitative and quantitative research methods, based on the
survey of 185 manufacturing enterprises (earning 152 votes) in the locality of
logistics services impacts on the BO’s efficiency of ME in Quang Binh province.
The research of thesis drawed the new things and the following important
conclusions:
The thesis pointed out the limitations of logistics services by self undertaken
ME u (1PL) and that had a negative impact on BO’s eficiency of ME in Quang
Binh province.
The thesis analyzed and gave six elements of outsourced logistics services
with a positive impact on BO’s efficiency of the ME in Quang Binh province.
Simultaneously,it analyzed and quantifed the impact level of each factor through
two regression models. For model 1, three extremely positive impact factors on
ROS should be paid attention to in order are: service quality of other logistics
service providers; using belief level of outsourced logistics services, using level of
increased logistic services. In model 2, 5 elements of outsourced logistics services
impact positively on ROC following levels: service quality of other logistics
service providers; using level of increased logistic services; using belief level of
outsourced logistics services. Service quality of materials and supplies suppliers

and using level of basic logistics services.
From the important conclusions above, along with the review objectives,
directions of Quang Binh economic- social development, and and prospects of
logistics services in our country as well as in locals, the thesis has proposed
orientations and nine groups of solutions enhancing the positive impact of logistics
services on improving the BO’s efficiency of ME in Quang Binh province as
well as some recommendations of environment creation and condition to
implement the objectives of the suggested solutions.
