OF PJ-10 ARTICLE
Scope of work
The vendor shall manufacture and supply washers specified in this document. It will be the
responsibility of the vendor to design and manufacture the required Press Tools & Dies to realize
the final product (50,000 No.) including the surface protection operations and inspection. The
vendor should carryout complete manufacturing of the required tooling including any inspection/
checking media. All washers shall be manufactured by punching and blanking method only.

QA Plan
This is applicable for manufacturing of Washers made out of materials Carbonized Steels,
Corrosion resistance Steels, Spring Carbon Alloy Steels & Al alloys. These are categorized
under the following designation, GOST 13463-77, GOST 13464-77, GOST 13465-77,
GOST 11872-89, GOST 11648-75, GOST 10450-78, GOST 10906-78, GOST 11371-78,

TECHNICAL REQUIREMENTS
1.1
Precision Press Tools & Dies should be used to manufacture the washers specified
in this QA Plan
1.2
Surface of the washers should be without cracks, blisters, dents, sharp edges,
flashes, rusts etc.
1.3
Anti-corrosion protection with coating or chemical passivation to be carried out as
per the designations in the washer

bend in and bend out for 90° Angle.

RAW MATERIAL FOR WASHERS
4.1
The raw material for these washers to be procured in sheets
4.2
General Requirements
4.2.1
De-lamination in rolled stock is not allowed.
4.2.2
In macro structure of rolled stock there should not be de-lamination,
accumulation of flattened blisters, slag inclusions and flakes, visible
without magnifiers.
4.2.3
The raw material sheets are to be in cold rolled condition with bright
surface finish.
4.2.4
Sheets should be supplied with trimmed edges.
4.2.5
There should be no cracks, tears, exfoliation and other defects noticeable
by naked eye.
4.2.6
Grinding for the defects allowed but the area of grinding on the face side
of the sheet should not exceed 5% of the total area of the sheet.
4.2.7
After etching surface should have a matt finish with gray shade.
4.2.8
Surface of the sheets should be even, smooth and clean.
4.2.9
Presence of any pitted surface and over pickling on the surface of the
sheets is not allowed.

6.0 ACCEPTANCE CRITERIA (GOST 17769-83)
6.1 Checking of external appearance
6.1.1
Checking of external appearance to determine the presence of surface
defects and design defects (failure to carry out special elements, for
example grooves, threads, bends and others), its quantity and dimensions.
6.1.2
While checking external appearance, parts are differentiated into critical,
medium and non-critical defects. Critical defects – cracks stress and folds
in the place of changing cross-section of parts. Medium defects –
expanded bubbles, stamping cracks and damage of thread Diameter, if its
quantity and dimensions exceeds the permissible norms and design
defects. Other defects are related to Non critical defects.
6.1.3
Checking plan for external appearance – single-stage. Checking level and
values of accepting level defects are given in table-16.

6.2 Checking of geometric parameters
6.2.1
Geometric parameters (dimensions, tolerance forms and surface
roughness) should be checked after completion of checking of external
appearance as per point 6.1
6.2.2
The first fifteen components punched by the press tool is subjected to
100% inspection as per the component drawing, If found OK the press
tool is cleared for further production activities.
6.2.3
While checking geometric parameters, parts are differentiated as Basic and
Second-stage parameters.

6.3 Checking of mechanical properties
6.3.1
Mechanical properties are checked by testing the withstand-ability for
bending on mandrels or bars and the number of bends is not less than four.
6.3.2
During the mechanical property checks, parts are differentiated into
destructive and non-destructive checks.
Non-destructive checks – checking the spring properties of washer,
hardness of washer etc...
Destructive checks – Bend tests, and all other tests which make the part
useless for assigned functionality.
6.3.3
During the bend tests the samples are bent till the sides are parallel around
the mandrel or bar with a diameter equal to double the sheet thickness.
6.3.4
The rounding radius for jaws during bend tests is taken as five times the
sheet thickness.
6.3.5
Chemical composition analysis to be carried out and mentioned in the
quality certificates.
6.3.6
Specimen for checking the mechanical properties - One sheet, roll or strip
may be taken from a batch or lot for carrying out bend tests and chemical
composition analysis.
6.3.7

6.4 Checking of coating quality
6.4.1
While checking the coating quality, parts are differentiated by its type of
thickness, porosity, durability to adhesion and protecting properties of
coating
6.4.2
Where ever coating thickness to be checked, raw material of same
composition either flat or round are to be used for finding the actual
thickness of coating by measuring it before and after coating. Following
test should be carried out on washers coatings.
Test for checking the thickness of coating (Gravimetric method,
X-ray fluorescent method and radiation method)
Test for checking the porosity of coating
Test of cohesive strength of coating (Heat method as per table-19)
Test to check the protective properties of metallic coating
(Salt spray test, chamber Temperature 35-50°C)

6.4.3
Measuring instrument which ensures a measurement error of not more
than ±10% is allowed to use.
6.4.4
Control plan for checking the coating quality – single-stage. Control level
S – 2. Acceptance level of defectiveness AQL = 4 %.
6.5
Hydrogen embrittlement relief
When the surface hardness is above 32 HRC (320HV), process investigation shall
be conducted using a test to detect hydrogen embrittlement, to be sure that the
process with regard to embrittlement is under control. Post plating hydrogen deembrittlement shall be carried out at a temperature as per SAE AMS 2759, within
4 hours after plating, the soaking time shall be 8 hours for 10.9 property class.
The time-temperature chart shall be maintained for each batch of hydrogen deembrittlement cycle. If embrittlement is discovered, modify the manufacturing
process.
7.0 PACKING, MARKING, TRANSPORTATION & STORAGE
7.1 Packing
7.1.1
It is not allowed to mix the different varieties of washers together i.e.
materials, size, type of coating or thickness of coating.
7.1.2
Timely anticorrosive protective packing shall be carried out with oil paper.
7.1.3
Entire batch of washers of a particular designation shall be sub divided
into a size of fifty numbers each and packed in plastic package. Each
plastic package shall bear the appropriate designation, including complete
part number, lot identification no., quantity, the manufacturer’s mark and a
pictorial representation of the contained item. Packages shall be made in
such a way that they are protected against mechanical damage in transit
and these shall be placed inside a carton/plastic box and sealed. These
carton/plastic boxes are placed inside the wooden box.
7.2 Marking
7.2.1
Outside the wooden box, designation of the washer shall be mentioned.

7.2.2
Weight and quantity of the item shall be mentioned outside.
7.2.3
Quality certificate from QC for the approval of the item shall be enclosed
inside the box.
7.2.4
Packing list for the entire items inside the box shall be pasted outside the
wooden box.
7.2.5
Suppliers & Customers company address and contact person shall be
mentioned outside the box.
7.2.6
Opening side of the box shall be mentioned.
7.3 Transportation & Storage
7.3.1
Copy of the invoice challan shall accompany the consignment.
7.3.2
Due care shall be taken while loading, unloading & transportation.
7.3.3
Storage shall not be done in open to atmospheric condition.

10.0
SURVEILLANCE:
The vendor shall permit DRDL representatives to observe/monitor the manufacture of
the item at the vendor's works during the execution of the contract.
11.0
INSPECTIONS AND QUALITY CONTROL:
The vendor shall prepare a detail manufacturing process plan and quality control plan and
submit to DRDL before execution of the job.
12.0
ACCEPTANCE CRITERIA:
It is the responsibility of the vendor to developed gauges & tools to carry out all
acceptance tests at the vendor's premises. Vendor shall submit two copies of the
following documents.
Raw Material certificates.
Mechanical properties certificates
Dimensional report.
Coating thickness certificates
Hydrogen de-embrittlement
Based on the above certificates and fulfillment of this Scope of Work and QA Plan,
washer will be accepted.
Final acceptance authority of the complete washers will be with DRDL.
13.0
REJECTIONS:
DRDL reserves the right to reject any material/items not conforming to this Scope of
Work and QA plan or to authorize modifications. The deliverables must be supplied
within the PDC.
