PREFACE
Logistics is a tool to link the activities in Global Value Chain and is seen as a
tool, a means to link many different areas of business strategy. Logistics is very
important for economic development in Vietnam. Logistics services contribute to
improving management efficiency and reduce costs in the production process,
enhance the competitiveness of enterprises. Logistics services contributed to
increase the business value of the transport companies.
Acknowledging the importance of logistics in economics development in
Vietnam, I decide to take my internship in Asian Dragon Logistics company, a
developing logistics company in Haiphong. I hope this internship will provide me
practical knowledge, enhances my understanding of theories studied at the Vietnam
Maritime University.
In this report, I discuss about the procedure of importing the full container
loaded cargoes. By observation and practice, I expect to present clearly and
accurately this procedure at Asian Dragon Logistics company
My report presents in detail the procedure of importing full container loaded
cargoes at Asian Dragon Logistics company before analyzing and comparing it with
the procedure in fact. By unbiased evaluation, I give some comments about the
strengthes, weaknesses, as well as proposing suggestions to improve this procedure
more efficiently and advanced.

INTRODUCTION
Necessity of research topic
The economy of our country has shifted to market mechanism with many
economic sectors involved in the fields of the national economy including the
import and export service. In that situation, Asian Dragon Logistics company
entered into a fierce competition with other economic organizations operating in the
field of import forwarding.
Significant changes in economic and socio-economic mechanisms of the
economic paradigm shifted to Asian Dragon Logistics new opportunities and
opportunities but also posed difficulties and a big challenge for each step of

development of shipping service of marine Asian Dragon Logistics
Recognizing the importance of forwarding activities and through the
internship time at Asian Dragon Logistics Company, I chose the topic "Research on
the procedure of importing full container loaded cargoes at Asian Dragon Logistics
company " to write a graduation thesis. The purpose of this thesis is learning more
about the importing full container loaded cargoes process at Asian Dragon Logistics
company as well as finding strengths and weaknesses through which to propose
measures to improve the efficiency of the procedure of importing full container
loaded cargoes.

CHAPTER 1. LITERATURE REVIEW
1.1 Freight Forwarding activities.
1.1.1. The definition of Freight Forwarding
1.1.1.1 Freight Forwarding service
According to the unified rules of service delivery personnel of international
federations of International Federation of Freight Forwarders Associations (FIATA):
“Freight Forwarding is any service related to the transportation, consolidation,
storage, loading, unloading, packaging or distribution of goods as well as ancillary
services and consultancy relating to the provision of services. This includes, but is
not limited to, customs or financial matters, the declaration of goods for official
purposes, the purchase of insurance for goods and the collection of money or the
making of documents relating to the goods.”
Therefore, basically, freight forwarding is a collection of jobs related to the
transport process that involves moving goods from the shipping place (the shipper)
to the place of receipt (the consignee).
The concept of logistics services is broader, and it has an impact from the
pre-production stage until the goods arrive at the hands of the end consumer.

According to this concept, logistics services involve both the importation of raw
materials and fuels as inputs to the production process, the production of goods and
the distribution and distribution channels to reach the end-users. This definition of
logistics services contributes to a clear distinction between individual service
providers such as transportation, delivery, customs, distribution, manufacturing
support, With a professional logistics service provider, we take on the whole process
of forming and delivering to the end consumer. Freight forwarding is part of
logistics. Professional logistics service providers require a solid professional
expertise to provide a "package" service to manufacturers. This is a highly
specialized job.
1.1.1.2 Forwarder
A person who businesses freight forwarding service is called Forwarder or
Freight Forwarding Agent. The forwarder may be the owner, ship owner, loading
and unloading company or warehouse, professional forwarder or any other person
who has registered for the forwarding business.
Chau (2008) argues that "a forwarder is a worrier for the goods to be
transported under a fiduciary contract and acting in the interest of the fiduciary but
himself is not the ferryman. The forwarder also undertakes all work related to
forwarding contracts such as: storage, warehousing, transshipment, customs
clearance, inspection ... "(Chau, 2010, p. 03)

In the beginning, the freight forwarder usually only acts as an agent
performing some tasks entrusted by importers such as loading and unloading,
warehousing, consolidation, paperwork, transportation Domestic, procedures for
payment of goods ...
Currently, not only does the forwarder perform customs procedures, but

he/she also provides a full service package on the whole process of transportation
and distribution of goods.
1.1.2. Classification
1.1.2.1 Classification according to delivery criteria
First-party logistics: The owner of the goods himself organizes and carries
out the delivery and delivery activities to meet his own needs. In this form, the
owner must invest in means of transport, warehousing, labor. First-party delivery
increases the size of the business and often reduces business efficiency because the
business is not sufficient. The necessary tissue, experience and technical skills
complete all steps to achieve the absolute quality in forwarding operations.
Second-party logistics: The second-party logistics provider is a service
provider for a single activity in the chain of forwarding operations (transportation,
warehousing, customs clearance, etc.) to meet Needs of the owner. This category
includes: shipping, road, air, shipping companies, customs document…..
Third-party logistics: is the person on behalf of the owner of the goods that
manages and carries out delivery activities for each functional department, for
example, on behalf of the consignor carrying out the export and transit procedures

1.1.2.2 Classification according to commodity criteria

including hazardous and dangerous goods.

1.1.2.3 Classification according to transportation criteria
1.1.2.3.1 Water transport
Water transport includes inland water transport (traffic on rivers, lakes,
canals), long shore transport and transportation on the sea, ocean.
Water transport has the advantage of being cheaply transported due to the
large volume of transportation, with specialized fleets, and partly built by nature.
Waterway transportation is particularly important for North and Central
Europe, as it is blessed with an intricate network of rivers, combined with the
perfect man-made port system, the ship Rafts can easily reach large population
centers.
1.1.2.3.2 Road transport
Roads are a popular mode of transport, providing reliable, fast and reliable
transportation. This method is particularly popular for the transportation of goods
such as children's toys, watches, candy, agricultural products, dairy products...

door-to-door services quite effectively, especially in the United States, where

1.1.2.3.3 Railways transport
Rail transport is less flexible than road transport. Trains can not provide
service to any location at the request of the customer as it is not possible for people
to install rails and to build terminals and facilities. As well as modes of air transport,
waterways, pipelines, railways can only transport goods from one station to the
other. And despite improvements, the speed of train travel is still slower than road
vehicles (except for the TGV high speed train of France at 300 km / h). In addition,
trains often arrive on a fixed schedule, and the frequency with which they operate is
not high and is certainly not flexible, easy, fast or anytime anywhere. Because of
such disadvantages, although the freight rates are relatively low, railways are still
less applicable
1.1.2.3.4 Air transport
In stark contrast to waterway transport, air transport is only suitable for
goods with small volume but high value, especially goods that need to be

transported in short time such as rare goods, vegetables Fruits, fresh food, fashion
items, special goods.
Often, customers will choose this method when there is no other way,
because of the following reasons: the freight is too high, the procedure is
complicated, it requires a lot of paperwork and certification, and it cannot provide
door-to-door service, but only from port to port. Despite the weaknesses mentioned
above, airfreight in the necessary cases is still used because of two major
advantages: the speed of transportation is very fast and the safety is very high.
1.1.2.3.5 Pipelines transport
This is a specialized mode of transportation, just to transport items such as

gas, dry oil, clean water, chemicals or peat. Pipeline transportation provides
customers with very high levels of service at an acceptable cost. In this method the
product is delivered on time because the product flow through the pipe is controlled
and controlled by the computer, so that labor costs are cut. It rarely loses or
damages and is unaffected by the weather when the goods are transported in the
tube.
1.1.2.3.6 Multimodal transport
Multimodal Transport, or Combined Transport, is a method of transport that
combines two or more modes of transport to transport goods between two or more
countries on the basis of one Multi-modal transportation contract.
1.1.3 The role of freight forwarding
Freight forwarding contributes a part of added value to products and
services. First of all, the delivery meets the requirements of the customer in terms of
location: the product is only valid when it reaches the consumer, if it is transported
to the right place; it means the value of the goods increased. At the same time, it
also meets the need for time, the choice of transport means of delivery and delivery
will decide whether the goods arrive in time or not. Value added is the fact that
customers get services or products in the right place at the right time

a very important role. If materials cannot be provided in the right place at the right
time, production will be interrupted, cannot be carried out continuously, resulting in
serious consequences.

1.2 Freight forwarding of importing full container loaded cargoes in
Vietnam
1.2.1 History
At the beginning, the forwarding was only domestic. The task of forwarding
now is to clear customs clearance for imported goods as a Customs Broker. Then,
the forwarding operation expands to either export or import goods depending on the
purchase activity. On the basis of state authorization, forwarding may be on behalf
of the exporter or importer to declare and carry out customs procedures as a
customs broker.
Previously, forwarder did not take on the responsibility of the carrier.
Forwarding is just a bridge between the shipper and the carrier. The forwarder
receives another commission from the shippers or from the carrier to carry out
various tasks such as receiving goods, delivering goods, making documentation,
customs procedures ... on the basis of the trust contract. In Europe, forwarders have
provided consolidation services for ocean freight. Particularly in containerized
freight, consolidation services are indispensable to turn less than container load
(LCLs) into full container load (FCLs) to take advantage of container carrying
capacity, capacity and reduce shipping costs.
1.2.2 Nowadays
Until today, imports of FCL in our country today are increasing. Particularly
in 2013, FCL imports increased sharply; due to the governments reform policy on

Thanks to the reduction of import tax, domestic enterprises are stepping up
importing more, while the importing of FCL cargoes has a large proportion
compared to LCL. The highlight of this policy is the reduction of import tariffs on
technology goods such as laptops, telephones ... which help expand the Vietnamese
customer base, enabling more people to have access to information technology and
avoid the backward situation compared to the age
FCL imported makes the goods easier to manage. The goods will be in the
same product, the same product characteristics, quality, and convenience for
forwarders in all aspects: arranging, shipping, customs clearance... Based on the
current situation it will grow not only in 2013, but also in the next years
1.2.3 The role of importing FCL cargoes

1.2.4.2 Exchange rate
The factor of exchange rate is important in determining the item, partner,
business plan, and business relationship of not only one business but also the whole
industry. The change of this factor will cause a strong fluctuation between import
and export ratios
1.2.4.3 Banking and financial system
The financial and banking system intervenes deeply to the import and export
of raw materials, which play an important role in the management and provision of
capital, in charge of efficient payment.
1.2.4.5 Fluctuations between domestic and foreign markets
Imagining the importation as a bridge between foreign markets and our
country. All fluctuations in domestic or foreign markets have a strong impact on
each other. This is an international freight forwarding operation by sea so any of the

1.2.4.8 Natural conditions
Freight forwarding is the activity of shipping and related services so that

2.2.2 Interpretation of the process
Step 1: After the forwarding company signs the delivery contract with the owner (as

the importer in the economic contract), the task is to clear customs clearance for
importing and transporting goods safely and Deliver to the consignee at the place
indicated by the consignee in the above economic contract. The consignee shall
provide the forwarder of the forwarding company with a set of records including:
- B / L ( Bill of Lading) or SBL (Sea Way Bill) (Surrendered / original);
- Packing list (original)
- Commercial invoice (ordinal)
- Certificate of Origin (C/O if available);
- Contract (original)
Step 2: After receiving this original application, the staff of the forwarding office
will need to sign for the consignee to receive the 5 vouchers as stated above. When
signing, he or she need to write clearly what kind of application, original or copy,
number of copies, date of receipt). After that, the clerk will need to photocopy the
documents in many copies, to serve the work as needed, depending on the nature of
the work (it is necessary to give the recipient to the star certification or not). When
certified as a true copy, the consignee will sign, stamp the name and title of the
certified copy of the original and "true copy of the original" stamp together with the
seal of the enterprise – here is the importer.
After a while, the consignee will receive: "arrival notice" or "arrival notice". The
consignee will send this notice to the forwarder of the delivery company. Depending
on the liner carrier, different delivery forms come in the form of the following:
- Name of ship

- Expected time of arrival

Notice of when receive the D/O: In the delivery note, the delivery officer verifies
that this is the consignment of goods that need to be cleared or not, based on the bill
of lading (usually the consignee has checked paid)
Step 3: When the date is approaching the expected arrival date, the forwarding
agent should actively contact the shipping company that the ship has arrived, when
it will arrive at the port of discharge. Upon acknowledgment of the ship's arrival at
the port of discharge, the forwarding agent holds a original or surrender bill of
lading and a letter of recommendation along with the identification card (if any) to
the shipping agent's representative office (the address shown on the notice of arrival
to get D/O.)
After arriving at the shipping agent's representative office, the forwarder shall
present a letter of introduction, original bill of lading or surrender bill of lading,
identification (if any) to the staff of the shipping agent's representative office. He or
she will accept and give the fee. Depending on the business direction of each
shipping company, the closing fees will vary. … For example, document fee, D/O
fee etc. The forwarder pays the fee upon request, signing the receipt, D/O receipt
and receipt (Note: the name and tax code of the business on the invoices of the
forwarding company or the owner of the goods, subject to the agreement of the
goods owner and the receiver). When receiving D/O, the D / O will be
representative office seal of the shipping company (In Vietnam).
Depending on the shipping company, the number and color of the D/O are different.
There are many colors in the shipping line: white, blue, yellow and pink. There is a
whole liner that is white, for example: Vina Consol.
Once the original D/O has been delivered, the agent of the shipping agent gives the
forwarder another D/O with the same contents as the received D/O, forwarder will

sign to the confirmation on this D/O is that the order was received.

Because when the consignee delivers the documents to the forwarding company, the
consignee has checked the validity of the documents, or corrected them when they
happened to be invalid, so the data in the documents matched. At this point, when
receiving the D / O, the forwarder will just check and compare the D / O contents
with the bill of lading, to detect the errors of the D / O (if any). D / O is not valid.
So when receiving the order, the forwarder needs to compare the order with the bill
of lading (copy) right at the shipping agent with the following main contents:
- Name of ship
- Waybill number
- Name and address of consignee
- The shipper
- Name of goods
- Type of goods: (FCL or LCL)
If it is LCL cargo, checking how many bales, how much weight
If it is FCL cargo, checking the number of containers, the type of container (20 'or
40'), container number, seal number, volume of each container
- Port of loading
- Port of unloading
In particular, the forwarder must pay attention to the validity of the D/O in terms of
warehousing, storage, storage of containers to arrange reasonable time, carry out
procedures for receipt of goods to prevent the emergence of additional this cost, due
to overdue D/O of cargo (because there is a free shipping line, and shipping charges
after the D/O expires)
Step 4: The forwarder will need to continue the preparation of the application file

* Notes when preparing the customs clearance application file:
1. If the D / O has expired and has not yet cleared the customs procedures for
receiving the goods, the expenses incurred for warehousing, storage, This means

paying a fine for late delivery, at the shipping agent. Submit D/O to shipping agent,
shipping agent, write bill and stamp on D/O: "extended, date ... x ... month ... y ...
year ... z ..." or " Renewed on ... x ... month ... y ... years ... z ... and "paid" or "paid".
It means that the D/O has been extended to ... x ... months ... y ... years ... z.... Then
the forwarder pays the money, signs the bill, gets the bill and the extended D/O. In
case of expiration of D/O, it must be extended prior to submission of dossier to
regional customs office. Prior to the liquidation of goods at customs yards, the D / O
must remain valid.

2. In the import goods declaration form, if the goods are new, they must be
inscribed with "new goods 100%" in the item names in the declarations.
3. If the goods are without C / O, they must be inscribed "not submitted, not owe C /
O" in the lower left corner of the declaration form (see illustrations in the illustrated
vouchers).
4. Used imported machinery must be inscribed with "used goods, the quality of
which is over 80%". Goods must be over 80% to be imported
5. If the goods are imported under the CFR price, the owner must declare CIF to
calculate the import tax and VAT (if the goods are subject to the above two taxes).
6. In item 20 of the declaration, the total volume and the total of bales must be
indicated.
7. The copy papers must be signed and sealed by the head and the stamp "true
copy".
8. The seals in the clearance documents and other relevant documents must be
consistent. One stamp of the company's stamp is that of the branch is invalid.
9. The signature of the documents must be the same person, may be the director or

someone authorized by the director, must be accompanied by a letter of
authorization in the customs clearance document.
10. If the declaration is enclosed with the appendix and enclosed with the enclosed

11. When arriving at the customs office of the customs clearance area, the delivery
officer shall bring with him the business registration certificate and the registration

12. If it is a taxable item and the state controls the minimum price when importing,
if the price on the invoice is lower than the minimum price, the minimum price shall
be used as the basis for determining the tax calculation price; opposite, take the
price on the invoice serves as the price for tax purposes.
13. If the item is taxable, the tax rate when imported with or without C/O varies. If
there is a C/O, the tax rate will be lower if there is no C/O. When filing the dossier,
if the enterprise fails to submit the C/O, the customs office shall proceed to
