PRESAMBLE
1.

The urgency of the thesis

Firstly, fighting against opposing views is the law of existence and
development of the Marxist-Leninist doctrine in general and Marxist-Leninist
political economy in particular. The Marxist-Leninist doctrine has a radical
scientific and revolutionary nature, which deals with the problems brought about
by the practice according to the objective, comprehensive, historical, and
concrete law in order to improve the world in the direction of progress. and
deeply humanistic. The vitality of Marxism-Leninism is not only reflected in the
admiration, and creative application of the revolutionary cause of communist
parties, workers, peace-loving people, progress in the world, but also associated

with the struggle against hostile misconception. In other words, fighting against
the theoretical opposition to Marxist-Leninist is the law of existence and
development of this doctrine, in which political economy is a part.
Second, it comes from the importance of criticizing misconceptions through
teaching political economy. Criticisim of misconceptions in Marxist - Leninist
political economy learning is a good environment to foster theoretical and political
thinking skills for students. To refute these misconceptions persuasively, students
must constantly learn to fully grasp the spirit of Marxist-Leninist political economy,
to use the holistic and systematical view to refute one-sided, deviant views, to
collect data, process information from practice, get development results in the long
process to reject short-sighted views, deliberately exaggerate shortcomings
beforehand. In the process of struggle, the capacity of political and theorical
thinking of students will be constantly strengthened.
Third, it comes from the complex situation of the struggle on the
ideological front, the present stage theory and from the negative impact of
misconceptions on society, especially on students. In the context of a market
economy, many students in universities have been and will be attracted to the

pragmatism, freedom, pursuit of material temptation, and against good
traditional values of the nation, lack of cultivation and training in quality,
ethics, and lifestyle.
Strengthening the criticism of misconception through Marxist-Leninist
political economy teaching in universities in general and in universities in
Hanoi in particular is meaningful and urgent. With that, PhD student chose
”Criticism of misconceptions through the teaching of political economy in
universities in Hanoi today” as doctoral thesis.
2. The purpose and tasks of the research
2.1. The research purpose

To clarify theoretical and practical issues of the fight against
misconceptions through teaching political economy and to propose solutions
to the fight against misconceptions particularly by teaching Political economy
at universities in Hanoi.
2.2.The research tasks
- Clarify the rationale for the fight against misconceptions through
teaching political economy at universities in Hanoi.
- Analyze the current situation of the fight against misconceptions
through teaching political economy at universities in Hanoi.
- Propose solutions to increase the effectiveness of the fight against
misconceptions through teaching political economy at universities in Hanoi.
3. The object and scope of the research
3.1. The research object
The act of criticizing misconceptions through teaching political
economy at universities in Hanoi.
3.2. The research scope
In terms of content, the dissertation focuses on the fight against
misconceptions through teaching political economy at universities in Hanoi.

In terms of space, the scope of thesis research is limited to universities
in Hanoi. The scope of the survey focuses on a number of political science
schools

for

non-economics

students:


Academy

of

Journalism

and

Communication, Hanoi national university of Education, Foreign Trade
University, National university of Civil Engineering, University of Transport
and Communications, Thuy Loi University, Trade Union University, Hanoi
Open University.
In terms of time, the data used in the thesis surveyed from 2010 up to
now, the solutions apply until 2025.
4. Rationale, practice and research methods
4.1. Rationale
Theoretical basis of the thesis is the views of Marxism-Leninism, Ho
Chi Minh Ideology on ideological struggle. Resolutions, directives,
conclusions of the Central Committee, the Politburo, the Secretariat of the
Party Central Committee on criticism of hateful views on ideologicaltheoretical issues, protection of private foundations Marxism - Leninism, Ho
Chi Minh Ideology. The writings and articles from leaders of the Party, the
State, the military, and the results of research of domestic and foreign
scientific researchers related to the topic.
4.2. Practical basis
This is a critique of hostile misconceptions relating to political
economy system in universities in Hanoi today through university data and
sociological survey data conducted by the author; along with the directives,
resolutions, programs and projects of the Communist Party of Vietnam, the
Ministry of Education and Training on ideological struggle and criticism of

hostile misconduct in political economy teaching; reports summarizing the
current education and training activities, scientific research and ideological
struggle in the universities in Hanoi.

4.3. Research Methods
The thesis utilizes the methodology of dialectical materialism and
historical materialism, and uses a combination of methodologies such as
systematic approach, method of combining theory with reality. statistical
methods, analytical and synthesis methods, historical-logic methods,
sociological investigation methods, interview methods and expert methods.
Specifically:
Using a Systematic Approach throughout the thesis, the thesis is aimed
at approaching the object of study of the Thesis (The act of criticizing
misconceptions through teaching political economy at universities in Hanoi)
as an integral part of the supporting system for the Party's ideology, and a part
of the education-training activities. This method is also used to present the
problems and the contents of the thesis in a sequence, a logical layout with the
tight and cohesive inheritance and development of the problems, the internal
content to complete the tasks defined for the thesis.
Using the method of combining theory with practice in all chapters of
the thesis to examine each research problem in relation between history,
theory, legal and practical implementation. This method is also used to
consider and propose views and solutions to promote the process of criticizing
misconceptions through teaching Political Economy at universities in Hanoi
currently in Chapter 4.
Statistical methods are used when an overview of the research is related
to the thesis topic. Particularly used in Chapter 2 of the thesis combined with
the sociological survey method and the interviewing method, to collect data

reflecting the current status of the process of criticizing misconceptions
through teaching Political Economy at universities in Hanoi.
Analytical and synthesis methods are used mainly in chapters 1 and 2 of
the thesis. Specifically, it is used to drill down into the exploration, evaluation

and presentation of theories, critique of misconceptions in general, and the
process of criticizing misconceptions through teaching Political Economy at
universities in Hanoi in particular.
Historical - logic method used throughout the thesis. The thesis aims at
systematic theoretical issues and evaluates the reality of the process of
criticizing misconceptions through teaching Political Economy at universities
in Hanoi in the context of specific history. This method is also used in
predicting the antagonistic activity of hostile forces in the field of political
economy and defining the requirements for criticizing wrong views through
the teaching of political economy. The process of proposing solutions to
promote the process of criticizing misconceptions through teaching Political
Economy at universities in Hanoi is also used to view perspectives and
solutions. Proposals fit into the historical context (to be predicted) in the
coming time.
Expert method used in all chapters of the thesis, through which the
author consulted the opinions of managers, scientists with experience in the
field of research.
5. New contributions of the thesis
First,

complement

and


clarify

the

rationale

for

criticizing

misconceptions through teaching Political Economy at universities in Hanoi:
- Clarify the concept of "misconception", distinguish misconceptions
with different opinions of officials, party members and a part of the masses
want to contribute to build, improve the pathway of the Party, policy and law
of the State;
- Proposing bases for identifying misconceptions about MarxistLeninist political economy;
- Identify the subject, purpose, mode, object of the process of criticizing
misconceptions through teaching Political Economy at universities in Hanoi

Secondly, through surveys and investigations at five typical
universities, assessing the actual situation, identifying the causes of
achievement, limiting and identifying five groups of problems posed by
criticizing misconceptions through teaching Political Economy at universities
in Hanoi.
Thirdly, identify four requirements and propose five feasible solutions
to promote the act of criticizing misconceptions through teaching Political
Economy at universities in Hanoi

6. Theoretical and practical meanings of the thesis
The research results of the dissertation contribute to the scientific basis
in the fight against misconceptions through teaching Political Economy at
universities in Hanoi. The dissertation can be used as a reference, research,
teaching in academia, universities and colleges throughout the country.
7. Structure of the thesis
The thesis includes: Overview, 3 chapters (7 periods), conclusions, list
of research works of the author, list of references and appendices.

The above-mentioned studies provide the scientific literature on
critique of misconduct in general, criticizing misconceptions through the
teaching of political economy at universities in Hanoi in particular. These are
the precious scientific documents that the thesis can inherit.
The research has addressed to a certain extent the fundamental issues
such as the need to criticize misconduct; conception, concept of

misconception, critique of wrong view; grounds for identifying misconduct;
Criticism of wrong views; status of critique of misconduct; the viewpoint
guiding the activities of criticizing misconduct; Solutions to critique
misconceptions.
The author of the thesis respects the research results in the above
mentioned scientific works and would like to inherit those results in the
process of the thesis.
b) Issues the thesis continues to study
* Issues inherented and systematized

The thesis inherits and systematizes the following research results:
- Theoretically: The thesis inherits and systematizes the concept of
misconceptions differentiates misconception to the opinions of the scientists
and the contingent of Party cadres who wish to contribute supplementing and
developing Marxist-Leninist theories and the line and point of view of the
Party; Definition of criticizing misconceptions.
- Practically: The thesis directly inherits the data, documents and
conclusions that have been investigated, surveyed and used in scientific
works, which have been officially announced reflecting the situation of
ideological struggle. , theory in general, the reality of ideological struggle, the
theory through the teaching of the subject of political theory in particular.
* Issues inherented with completance and development
- Inheritance and clarification of scientific grounds to identify
misconceptions in the field of political economy. Many scientific works have
provided and interpreted the basis for identifying wrong political views. The
scope of the thesis, however, focuses on struggling against misconceptions by
teaching political economy, so it is necessary to add criteria to delineate,
accurately identify the misconceptions in the field of political economy in

order to protect the Marxist-Leninist political economy and the economic
development of the Communist Party of Vietnam.
- Select and add to the main factors affecting the fight against
misconceptions through political economy teaching in universities in Hanoi.
The research that the PhD candidate is approaching refers to many factors that
influence the ideological struggle. The dissertation will inherit and analyze the
factors that affect the fight against critical attitudes in general, and also directly
affect the fight against misconceptions in the field of Political Economy;
providing factors that directly affect the fight against misconceptions through
teaching political economy across universities in Hanoi.

- Inherit and generalize the situation of anti-aggression of hostile forces
in the field of political economy in recent years. From a variety of
perspectives, the study has reflected complex developments in the
antagonistic activity of hostile forces in a wide range of contexts.
* Issues that published works have not directly discussed, the thesis
must study
Since no research has been approached directly, systematically to the
fight against misconceptions through political economy teaching in
universities in Hanoi, the PhD candidate must study and answer a number of
issues:
- Contents, methods and the necessity of the fight against
misconceptions through political economy teaching in universities in Hanoi.
- Practically situation of of the fight against misconceptions through
lecturing political economy in universities in Hanoi in current time; Causes of
achievement and limitation.
- The guiding view of directing the fight against misconceptions
through the teaching of political economy in universities in Hanoi in the

coming time.
- Solutions to promote the fight against through political economy
teaching in universities in Hanoi in the coming time.

Chapter 1
ISSUES REGARDING THE CURRENT POLITICAL ECONOMY
TEACHING SYSTEM AT UNIVERSITIES IN HA NOI
1.1. Misconceptions and the fight against misconceptions
1.1.1. Misconceptions
Misconception are point of view not compatible with Communist Party
of Vietnam's directions, State of the Socialist Republic of Vietnam’ laws and
policies against the interests of Vietnam people, which are disseminated to the
masses in order to break social consensus, divide the national unity and
obstruct the socialist revolutionary cause in Vietnam.
1.1.2. The fight against misconceptions
Criticism misconception is the struggle in the ideological field, led by
the Communist Party of Vietnam, and directly conducted in order to
condemn, reject misconception, contribute to protect the base knowledge of
ideology of the Party, and protect, consolidate, perfect the development of
socialist revolutionary line.
1.2. Identity and the need to fight against the misconceptions of
Marxist-Leninist political economy
1.2.1. Misconceptions about Marxist-Leninist political economy
1.2.1.1. Content of misconceptions on Marxist-Leninist political
economy
First, points of view deny the Marxist-Leninist political theory on
capitalist production.
Firstly, hostile forces seek to deny the doctrine of values, which is the

basic foundation of Marxist-Leninist political economy.
Second, hostile forces attack the theory of surplus value, the
cornerstone of the Marxist-Leninist political economy, and the sharp
theoretical weapon of the working class against Bourgeoisie.

Third, hostile forces argue that Marxist-Leninist economic theory of
capitalism and monopoly capitalism has been completely outdated in the present
period. Capitalist production relations have completely changed in quality.
Second, point of views deny the Marxist-Leninist doctrine of the
transitional period, leadership and economic development of the Communist
Party of Vietnam.
Firstly, hostile forces are criticism people's ownership regime.
Second, hostile forces deny the economic leadership of the Communist
Party of Vietnam.
Third, hostile forces criticize the model of socialist-oriented market
economy developed by our Party.
Fourth, criticize the model of centrally planned socialist economy.
1.2.1.2. The subject of misconceptions on Marxist-Leninist political
economy
Firstly, hostile forces are the main force, face-to-face confrontation,
conducting propaganda against the revolution of our country drastically and
systematically.
Second, actors of misconception is opportunistic, degenerative,
metamorphic people in Vietnam.
Third, actors of misconception are those with poor political identity
1.2.1.3. Objects affected by misconceptions about Marxist-Leninist
political economy
The audience of propaganda that the actors of misconception on the

Marxist-Leninist political economy want to reach are the mass of people.
However, in order to achieve high efficiency, hostile forces usually focus on the
following groups: cadres, party members, students, intellectuals.
Students are dynamic audience, which is sensitive to new things, and
always have the spirit of learning and have favorable conditions to access the

media. This group is not stable in political awareness and easy to engage in
counter-revolutionary political activities.
1.2.1.4. Method of propagating misconception of Marxist-Leninist
political economy
Hostile forces use a variety of methods to spread wrong political views,
such as using the internet, using radio and television channels, illegally
publishing newspapers, documents, cultural products, film, taking advantage
of the activities of civil society organizations and taking advantage of the
propaganda activities.
1.2.2. The necessity of the fight against misconceptions toward
Marxist-Leninist political economy
1.2.2.1. Concept, subject, object, purpose and content of criticizing
misconceptions through the teaching of political economy at universities.
Criticize misconceptions through teaching political economy in
universities is a proactive, purposeful and planned activity implemented by
pedagogical actors and directly by teachers of political economy to affect
students in a variety of ways and means to equip them with basic knowledge
of Marxist-Leninist political economy, therefore rejecting and disabling
negative influence and create immunity against misconception for students. It
also equips students with the knowledge and skills they need to actively
participate in the criticism against misconception on political economy.
Direct actors, which are teachers of political economy in universities

must have the following basic requirements:.
First, lecturers of political economy must have good political
awareness, ethics and lifestyle.
Secondly, lecturers of political economy must have professional
qualifications and competencies appropriate to their teaching major with
regularly updated knowledge.

Third, lecturers of political economy must participate in scientific
research.
Fourth, lecturers of political economy must understand social reality.
Fifth, lecturers of political economy must regularly study and improve
their research and teaching skills.
*Audience affected by criticism of misconception through teaching
political economy in the university are students. With distinctive features,
students are one of audiences vunerable to strong attacks and susceptible to
misconduct.
First, students are always creative, especially interested in new
knowledge and want to reexamine traditional values.
Second, students like to participate in collective activities and are prone
to being dominated by "crowd psychology.".
