Bài tập về Quản trị dự án trong xây dựng
Being responsible for the team working the first phase of the project, specifically “cooperate with local authorities for land clearance, compensation, land preparation
(Backfilling) for construction with the deadline on June 20, 2013’’, my detailed action
plan is as follows:

Part I: Introduction to management of the first task under the project
The main work of the first task under the project is land clearance, compensation and
land preparation. This task can be divided into two main activities as “Land clearance
and compensation” and “Backfilling”.
The tasks are divided into 25 categories that need construction schedules. In which,
“Land clearance and compensation” consists of 19 categories (details in table 1) and
“Backfilling” consists of 6 categories (details in table 2).

Site inspection carried out in Tu Liem District where the project will be implemented
states that land is mostly farming land with relatively terrain and no ponds or lakes
over the area of 200 m2. However, 60 farmer households plotted in the area and need
removing.

Part II: Implementation of Land Clearance and Compensation.

A- Work of Land Clearance and Compensation

Remarks:
Lunar newyear festival (Incl. Lunar carlendar date: Dec 29, Jan 1, 2, 3. Equally with solar carlendar date from Feb 9 to Feb 12, 1023).
When we made schedule we have calculated to this period of time and it will have no negative effect to our project’s progress (item 10).

Legal basis for implementation of the project.
(Details of Item 1)
1. 2003 Land Law
2. Decree No. 197/2004/NĐ-CP dated 03/12/2004 of the Government on
compensation, rehabilitation and resettlement in the event of land recovery by
State
3. Decree No. 84/2007/NĐ-Cp dated 25/5/2007 of the Government with
additional provisions on issuance of land use right certificates; on land
recovery; on exercise of land use right; on order and procedures for
compensation, assistance and resettlement when the State recovers land; and
on resolution of complaints about land.
4. Decisions of Hanoi People’s Committee allowing MAGACO to implement the
project of new urban zone in Tu Liem District, Hanoi City.
5. Decision No. 62/2008/QĐ-UBND dated 31/12/2008 of Hanoi People’s
Committee issuing Regulations on prices of land types in Hanoi City in 2009.
6. Notice No. 14/TB-STC-QLCS dated 21/01/2009 of Hanoi Department of
Finance on announcing unit price as the basis for compensation, assistance to
vegetables, animals on lands of land clearance in Hanoi City.
