Planning to build information system to enhance business and management
efficiency of Nam Dinh Power Company in the period 2012-2016 and vision to
2020
Answer:
1) Introduction about the Company and IT application capability:

Nam Dinh Power Company is a major unit in Vietnam's power sector. The
company has over 600,000 regular electricity customers. The company has over
400 officers regularly using computer, and IT department with more than 20
informatics engineers. Currently, the company has one LAN with more than 300
computers.

Currently, the electricity sector holds a monopoly position without competitor in the
electricity distribution sector. Therefore, the application of information technology aims
at mainly increasing management efficiency, reducing the cost of production and
business.

Some computer software being used by the Company includes:

- CMIS Customer Management Information Systems, version 2.0
- FMIS Accounting software

- HR Management Software
- E-oficer Document Management Software
- MMIS Material Management Software


The above software are used separately.

2) Introduction about CMIS – Customer Management Information System
2.0:
2.1) The development and characteristics of the system:
Customer Management Information System (abbreviated as CMIS –
Customer Management Information System) is an integrated information system
designed and built by the Information Technology Center - Vietnam Electricity
based on modern technology to meet the requirements of electricity business
process.
With the aim of strengthening computerization in the Power business, and
developing customer services, Vietnam Electricity has invested in building
Customer Management Information System CMIS Version 1.0 and has applied it
since Feb 2004.
This is a common software system used in the business of power first applied
uniformly across EVN, at a large and complex scale, wide range of applications,
entirely new technology compared to systems of some other units. After 3 years of
development and application, CMIS 1.0 has shown the apparent effect in the power
business, management as well as reduction of the cost of investment in the
purchase of support software.

However, with the rapid development of information technology as well as
the growing requirements in the power business, and rather higher cost for Oracle
license, the introduction of a new CMIS version 2.0 which is more flexible, able to
work on multiple platforms of database (SQL Server first) to provide Companies a
reasonable and optimal choice for the issue of copyright of the system software,
database, and the best solution to current shortcomings of the system is very

necessary and useful.
CMIS 2.0 system serves mainly the business operations at the power branch
offices, mainly at Power Sales Office. Staffs at units access the program using
password and user name to perform business functions with granted powers:
update of information, computing, printing, information search, information
exchange with external systems.
Managers at all levels from the Business Management Division to Electricity
Branches, the Company and the Group can access the program using a password

and user name to perform professional functions with granted powers: report,
statistics and information search.
Users can interact with the CMIS 2.0 through deskptop application on the
workstations (Windows version) or through the browser (Web version).

2.2) Benefits


Management efficiency: With Customer Management Information System,
information will be promptly reported to the executive leadership quickly
and reliably; business processes is unified over the power company and the
power sector.

Material efficiency: Customer Management Information System has brought
about a relatively large economic benefit for the electricity sector,
contributing to improve the efficiency of application of information
technology in management.



Social efficiency: CMIS system which has been built and deployed has
allowed power companies to apply information technology in the electricity
business operations, forming a closed production cycle and management of
customer information from signing to liquidating contracts.

2.3) Feature

Management of electricity customer service information: The functions
related to customer service information management include customer
development to ensure compatibility with customer management of the
power sector, management of information from the registration to liquidation
of contracts; addition and changes in the course of contract performance;
information related to dealing with violations in the use of electricity, etc.




Electricity meter reading update management and electricity billing:
The functions of billing and close management of meter readings
continuously from month to month; Transactions of management of bill:
issuance, to return, charge collection, liquidation and delivery.



Electricity charge management: The functions of debt management,
customer debt information management: Every issued electricity bill and
every transaction performed on the bill.



Management of power loss: The loss management function allowing to
define a loss area in a logical manner, ensure a dynamic application for the
loss determination of the Electricity Company, Branch , Ward, road line, the
loss area.



Management of power meter: The function of management of meter and
other metering equipment throughout the life cycle of the equipment from
the warehouse, testing, hanging /removal and liquidation.



Summary and report sub-system: Export all the reports of electricity
companies and branches in accordance with regulations of EVN. The
function also allows the declaration of other reports as required by
management.

Subsystem management sub-system: Management of information related
to the system including: Accessing and leaving the system, user group,
permissions to access the functionality of the system; establishment of
parameters for the system during its operation such as database connection
settings, determination of operating units and operation date of the system,
etc.

2.4) Technical Information

• Database Management System: SQL Server 2000

2.5) Deployment experience

CMIS 2.0 System has been deployed at Office of the Group (EVN), all 5
Electricity Corporations, the electricity member companies, the subordinate
electricity branches around the country.

3) Planning of building Enterprise resource planning (ERP):

3.1) Brief description of the ERP system and the expected cost for
implementation:

It can be seen that the company has applied separate 5 softwares as mentioned
above and will apply a number of other software, but management efficiency has
been limited. Therefore, it is necessary to build a Enterprise resource planning
(ERP) of the Company.

Accordingly, instead of separate software, ERP system integrates all the
operational activities of the departments and divisions in an overall software
system. Each department has its own professional management module which can
exchange data with each other, implement business processes in accordance with
the general workflow from department to another department as a whole. ERP is a
great software system linked to many different hardware systems and including a
variety of databases. ERP meets the needs of electronic transaction, sending and
receipt of data on Web.

The implementation of ERP system is a continuous process from project

management, change management, operational deployment, and support service to
training and technology transfer. Therefore, it requires all employees in the
company to participate in such process with the best spirit of cooperation to
implement the overall system for the enterprise.

Budget for implementation of ERP is estimated at 5 billion. The budget is
used for software, hardware, implementation and maintenance, copyright and other
costs.

3.2) The benefits from ERP implementation:
- ERP system consists of many separate applications integrated in the process
to improve productivity, provide information to leadership to make better and more
efficient decisions. Users can promote and comply with their responsibilities,
minimize redundant work and improve work efficiency.
- ERP helps staffs organize, implement, manage and test business operations
and operating information correctly, quickly, and conveniently at a lower cost and
higher efficiency. Business application sub-systems are linked closely together in a
common and consistent database for the whole enterprise. It also contributes to
arranging the operations of the business in good order.
- Due to requirements of management and operation, business leaders and
professional staffs at departments need to quickly get the necessary data and
process information to actively meet the changes of the situation; In particular,
enterprise operating information allows the Company’s leadership to capture the
necessary information online about the daily activities even when they go on
business trips.
