Corporate culture plays a very important role in the development of every business
since for any business if lack of culture, language, materials and general information called
the business knowledge it is difficult to stand firm and survive. In today's social trends, the
resources of a business are people that corporate culture is the link and multiplied the value of
each individual resource. Therefore, it can be said that corporate culture is the intangible
assets of each business, creating the difference of each firm and is a very important factor
determining the success or failure of the enterprise. To identify the importance of corporate
culture, in recent years; Vietnam Posts and Telecommunications Group (VNPT in
abbreviation) have been always concentrated on building a separate culture for business,
which has contributed significantly to the success of VNPT.
I. General introduction about the group:
1. Name and headquarter of Vietnam Posts and Telecommunications Group
- Full name: Vietnam Posts and Telecommunications Group
- International Trading Nam: Vietnam Posts and Telecommunications Group
- Abbreviated name: VNPT
- Headquarter at 57 Huynh Thuc Khang, Dong Da district, Ha Noi city
2. Legal status:

The parent company - Vietnam Posts and Telecommunications

Group is a state-owned limited company with 100% of charter capital.
3. Business line:
- Services and telecommunications products, information technology;
- Survey, consulting, design, construction, installation and maintenance of
telecommunication works, information technology and communications;
- Production, import and export business, material supply, telecommunications
equipment, information technology and communications;
- financial services, credit and banking;
- The other lines as prescribed by law.

5. Organization of VNPT:
VNPT is the postal service, telecommunications, information technology in Vietnam;
formerly the Post Office was established in Vietnam in 1946. VNPT has over 100 member
units, including the Vietnam Posts and Telecommunications Group in 63 provinces and cities;

inter-provincial telecommunication backbone inter-provincial companies; international
telecommunications companies; two mobile networks (Vinaphone and Mobilphone); Institute
of Post and Telematics – Telecommunications; 4 mid-level vocational schools; 4 hospitals and
nearly 100 subsidiaries or associated companies. The group has over 90,000 workers with
qualifications, sticks with the Group and has infrastructure, modern network spread
throughout the city in the country. Before 2000, VNPT was the exclusive provider of
telecommunications in Vietnam. Currently, business telecommunications services are the field
with the competition, with many different service providers such as Military Telecom
Corporation (Viettel), Saigon Postell, EVN Telecom, GTEL Mobile... However, VNPT is the
largest provider in the market of Post and Telecommunications in Vietnam and as enterprises
with growth of annual sales to over 20%, contributing significantly to economic development
of Viet Nam and given the telecommunications sector of Vietnam on par with the developed
world. In addition to business development, VNPT is also very interested in building
corporate culture from the care of officials and employees with the spiritual life, physical
environment,

cultural

communication; internal corporate behavior; to the communication of customer care,
implementation of social policies... Therefore, VNPT has 10 traditional glorious golden
words: Loyalty, dedication, courage, creativity, love.
II. Some cultural factors contributing to the success of VNPT:
The cultural elements of VNPT have contributed directly and indirectly to the success
of VNPT in recent years. To get advanced corporate culture and advantages, VNPT has made
many synchronization methods. One measure is to build a system of corporate institutions,
including the name, self-control, job analysis, requirements. Then build channels of
communication, build institutions and focus institutions and democracy such as: Diversifying
the types of training and human resource development; standardizing functions, duties and
powers; mechanism harmonious combination of business interests to become the common
house, people's fate boat... The factors that constitute the corporate culture of VNPT are built
based on law-abiding, transparent, open and democratic discussion and equality, consistency
between rights and obligations of industrial workers and the rights and obligations of
employees to business.
1. Labour policy: Human resources is the most important asset of every business.
Ultimately, the success or failure of each business is from man itself. Identify the importance
of human; VNPT has labor policy that has advanced synchronization, namely:
1.1 – Recruitment policy: The recruitment must come from the demand for production
and business through the selection of transparency and objectivity in employment regulations,

regardless of the familiar. Candidates must be checked for pre-qualification documents, then
perform direct testing of expertise and other qualifications (foreign languages, computer ...).
Ability to communicate, behavior, presentations are required by hiring location; those who are

to make satisfactory delivery of new positions, he or she will be formally employed; if not
achieved, the company will not recruit. Recruitment policy of VNPT has helped to recruit

1.2.- Standardization of the functions, duties and powers: VNPT built and
promulgated labor standards titles from senior management employees, secondary to the
direct labor in each sector and each job (requirements for education, the level of knowledge;
skills, the ability to do; the task title) so they will be the basis for the allocation of labor, job
performance evaluation of employees. Through the application of the standard title, it makes
labor policy easier; workers are trying to learn and improve their research for significant use
in the higher position from which they have higher incomes.
1.3. Job rotation policy applies to training and retraining of workers and officials
who know more work, with experience in different jobs. In addition to new jobs when they
have new motivation to complete the job, avoid work with the old form of the path, lost minds
of workers. The constantly moving work is done with all objects from the workers and
professionals to leadership positions in all units of VNPT.
1.4. Training policies: This is the tradition of VNPT, to reach out to new
technologies, improve the professional qualifications of workers from the senior management
to workers. Every year, VNPT has planned workforce allocation to study (both time and
money), improve and update the knowledge management, new technologies. VNPT has an
academy and Telecommunications Technology, 04 professional schools training intermediate
level expertise on post and telecommunications. In addition, VNPT also associates with many
universities and large institutions in and out the country; then send their officials at all levels
of attendance, creating human resources qualified for VNPT to long term, contributing in the

great success of supporting industries.
1.5. Appointment policy, importance of personnel: In human resources, the leaders
are the most important and the core of the labor force in the VNPT Corporation. If there are
good leaders, business can achieve higher performance, by contrast, if the wrong appointed
leaders, who have ethics and capacity inadequately with leadership position will make
enterprise left behind or may go bankruptcy. Therefore, VNPT has issued regulations on the
appointment of leading cadres and regulations from the selection of employees in the
planning: Location, expertise, leadership... to carry out training, nursing, appointing.... To

attract talents to work, VNPT implements comprehensive solutions such as public employers
to choose the financial policy of paying bonuses corresponding to the contribution of
employees. Appointment of talented people into management positions is consistent with the
operating capacity of the staff training policy in the good environment, training, good working
conditions for employees; the financial incentives are to loyal employees...
2. Pay policy: Salary is important and the most fundamental of workers working in
VNPT since it ensures that the material needs of life of workers and their dependents are
good, while offering them a positive savings necessary to meet the demands of their lives (in
sickness and procurement of assets, investment used for profit ...). Therefore, VNPT has
always viewed the guaranteed salary for employees in the past and maintains VNPT as a unit
with an average wage of workers in high-level compared to state enterprises in particular and
the Viet Nam enterprises in general industry. VNPT implement policies based on the actual
distribution to contribute to business results of the employee, to avoid the distribution of
scraping by, but also prevent the delivery of so many unreasonable things for some people
that do not match the premium rate their contribution. Wage fund is distributed to each
department based on the work of that department. The determination of the monthly wages is
paid by the employee self-assessment, classification and through the managers. Leadership
directly reviews, to the chief for approval. 80% of wage fund is used to divide the monthly

salary, 20% of wage fund is used to divide workers into the holidays. The salary increase is
also done regularly and irregularly. Periodically, VNPT considers raising salaries to the
employees who fulfill their tasks. For workers with outstanding achievements, in addition,
VNPT also rewards a salary increase soon. With the above pay policy, VNPT has actually
motivated employees to work and assured with enthusiasm, dedication capability, allowing
business is constantly evolving.
3. Reward policy: VNPT has issued regulations on emulation to encourage officials
and employees who have contributed to the production and business activities of the
corporation. The commendation is done periodically (quarterly, annually) and reward
extraordinary achievement in its own specialized. Modes of rewards include certificates of
merit and reward at high or low level depends on the specific merits of the collectives or

Prime Minister, Certificate of Merit from the Ministry of Information and Communications,
Certificate of Merit from the CEO Group come with the bonus of merit is the corresponding

4- Welfare policy: Welfare policy is a valuable tradition of VNPT. The welfare fund is
created from a operating profit of the business, usually at 1.5 month average salary and partly
from business support to fund the cost of union funds by 2% total income of enterprises. In
addition, the employee also contributes 1% of salary fund. The welfare funds, union funds are
used to visiting wedding, to support difficult workers, family workers in the enterprise. The
establishment of welfare facilities for workers and organizations relate meetings, seminars,
sightseeing, and vacation for employees. Furthermore, VNPT also used to partially fund the
implementation of social policies such as support, support for the poor, the difficulties, people

suffering from natural disasters both at home and abroad. Welfare activities have created a
unity of enterprise; workers form communities of love; care and support each other; sharing
hard times together, the tribulation; the joint development venture strong industry and create a

Taking care to ensure safe working environment; caring for sick workers; helping
workers secure work, dedicating with the business. When the unfortunate disease, the
company takes care treatment, rehabilitation nurses so workers reduce the cost of treatment,
recover quickly return to work for business.
6- Activities of organizations: NPT is the traditional enterprise and is more active.
Organizations in VNPT are trade union, youth union, women's Veteran. The unions are
organizations of workers to participate voluntarily, is to facilitate business activities on their
part and partial funding, to be held corresponding to structural apparatus production of each
business unit. Each organization has its own function but a general order to all for the purpose
of caring for and protecting workers' rights and encourage employees to actively participate in
business activities to help business grow .

to promote the image of VNPT customers, while to their employees, wearing uniforms also
finds itself the responsibility for implementation of the business and to have a sense of
responsibility over the work.
8- Develop institutional focus and democracy: VNPT is the construction business
and is the internal governance system fully, basically, the system. All field activities are
normalized to the regulations, it comes with the job execution apparatus, monitoring
apparatus, test and evaluate the performance of each division, each individual. These
regulations are based on actual requirements of production and business, are consulted
involved in the development of workers, of each section. When implemented, the employees
participate in supervision. Through the construction and implementation of regulations, they
can help the good operation of VNPT, people voluntarily comply with strict procedures and
regulations set out.
9- Working equipment and facilities policies: VNPT Corporation ensures
conditions, environment and facilities for employees to work wholeheartedly to their work.
There is enough space to work area, spacious enough air, light, temperature; the working
facilities fully equipped and suitable for each job. For example, professionals are equipped
with tables, chairs, computers, desk phones, internet and other office facilities to work. It
creates belief of customers.
10- The coordination of activities between units of VNPT Group: Partnerships and
coordinate food ideas, responsibility, between the various member units of VNPT. Every

time, when a unit does well or bring new ideas, there are effective exchange of information to

other units of VNPT with learning and applying. This partnership has made good overall
strength for VNPT in the business process.
11- Leapfrog policy, advanced technology are applied throughout VNPT strategy in
recent years and has helped the VNPT Telecommunication network and modern technology
equipment get advance in the world, providing the best service to customers, thereby helping
to develop business.
12. Communication attitude, courteous service, caring, thoughtful customers are the
tradition of the post office and a guideline for the operation of every member of VNPT. It
directs customers to customer service, making customers feel happy about the products and
services provided by VNPT. VNPT thereby can help to create the trust, customer satisfaction;
sell more products and services to increase revenue growth, profitability, business
development.
13- implementing social policy: VNPT is the traditional enterprise to actively
participate in social activities.
- Every year, VNPT have organized volunteer youth teams, combined with the youth
of the schools, the Institute of Telecommunications VNPT organize free training classes on
telecommunications, information technology for schools, residents of rural areas and in the
remote areas. Through free training and dissemination of knowledge of telecommunications,
information technology has created a good image about the business to customers and society,
which have created new customers for VNPT.
- VNPT actively participates in activities to support charities, local help by natural
disasters, the poor, poor students, building houses of gratitude, foster Vietnam hero mothers....
Funds from the welfare fund of a corporation will be taken from the fund of social policy by
the workers’ contribution and workers contribute directly to their salary.
Especially VNPT has invested hundreds of billion for the poverty in 02 poor districts

of Vietnam under the Government's program 30A: Muong Te and Muong Nhe district of Lai
Chau province by building schools, health centers, roads, telecommunications networks,
information technology.
- VNPT made provision providing universal telecommunications services for the local
areas and remote areas; border, island with the purpose for social development, not for profit
information... Especially there are the construction and maintenance of the system of postalcultural points in all communes in the country. The program has helped people in rural areas
access to information about political, economic, social, cultural situation and taking news of
Vietnam in particular and world in general. It also helps them have more business knowledge,
social knowledge through this program. Therefore, the image of VNPT is promoted widely;

people have better perceptions about the business ... help businesses maintain and develop its
market expansion.
14- Take reputation for acting to customers and business partners cooperation:
VNPT is a reliable partner of all its customers and partners with respect to only take the
prestige, respect and comply with its commitments to customers even though the process is
favorable or difficult. Therefore, over the years, VNPT always keeps business partnership
with customers, creates a reputation in the marketplace to help more and more successful
VNPT.
Conclusion:
In the trend of economic integration, economic globalization world, the international
competition is increasingly fierce and the corporate culture plays an important role in helping
maintain businesses and lasting development. Identifying the importance of corporate culture,
in recent years Vietnam has many businesses built, maintaining separate corporate culture
based on their cultural values. They have traditionally good and cultural values to suit
production requirements of the enterprises and a living proof for this assertion is VNPT./.
