1. Company Overview
Nam Trieu Shipbuilding Industry Corporation (NASICO) is a single member
limited liability company with 100% of its charter capital invested by Vietnam
Shipbuilding Industry Group (VINASHIN). The Corporation has been established
on the basis of re-organizing and transforming Namtrieu Shipbuilding Industry
Company, operating under the parent-subsidiary model (Pursuant to the Decision
No.1062 QĐ/CNT/TCCBLĐ dated 18th April, 2007 of VINASHIN’s CEO signed
by Vinashin’s Chairman of the Board of Directors).
Nam Trieu Shipbuilding Industry Corporation is one of the strong units of
Vietnam Shipbuilding Industry Group with modern infrastructure, advanced
technology in shipbuilding, with a large workforce of young, qualified and skilled
engineers, managing staffs, and workers. Under the parent – affiliated companies
model, NASICO develops on various business fields with a focus on new
shipbuilding and ship repairing, while also expanding and promoting supporting
industries, logistics, trading, tourism and other types of business according to
market’s demand in order to create a close link between the production and trade
with technology innovation, modern management and high specialization which
will form a foundation for NASICO to ensure its comprehensive and sustainable
development, improve competiveness and international economic integration, and
successfully achieve the goal “To develop Nam Trieu Shipbuilding Industry
Corporation into one of the strongest corporations under Vietnam Shipbuilding
Industry Group”.

2.2 Supporting softwares for cooperate governance.
The corperation is now using these following softwares:

• Financial software: Cyber Soft
• The software of “trangtinnoibo”
• Archiving software
• Membership Management Software
• Sofwares of Nupas, Cadmatic, Nestix, Napa
• Software of MARS

These softwares are separate and there is no connection among them. Some
departments have a large volume of works but do not have any softwares. There is
an information website, but there is no executive management website.

4. Comparing with competitors in the field.

The company's IT application under the outlined plan will create benefits in terms
of social-economic in excess of the current system, such as:

budget (taxes deerived from the project such as value -added tax (VAT),
corporate income, etc.)

facility will promote the development of new value-added services,
contributing to the specified goal for development of information technology.

5. Analyzing experiences, lessons from domestic and foreign enterprises.

Results from technology assessments in domestic enterprises have shown that
businesses have not yet been aware of the role and the combination of the
technology (equipment, personnel, information, management) in production with
competition pressures; the limitations in terms of technology have caused reduced
adaptability, innovation and technological advancement to enhance the added value
of products, production management capacity ...

Vietnamese enterprises have to invest in information technology applications to
enhance business performance, especially when integration opens the door.

However, they should invest selectively and strategically with specific plans instead
of investing by leaps and bounds. The major difficulties faced by domestic
businesses are the gap in technology, technical level and experiences. Therefore,
domestic enterprises should have specific business strategies and development
project, application of information technology to remain in competition. Moreover,

in order to accelerate the competitiveness, enterprises will have to reduce the
transaction time and increase service capacity, build the information system and
innovate the executive leadership, and invest wisely. Information system need to be
integrated and a closed process that links all business operations. When with
integrated information from all business sections, the company leader should have
ability to get information quickly to generate reasonable business practices. This is
because technology is just a means for business rather than a decision for business
ability in its self. Lastly, enterprises should not put price as the most impotance,
they should focus on the ability to provide long-term support, and financial viability
of the service provision. The most important thing is the technical method of the
system.

6. Solutions for Information System applications

Efficiency of measures depends on the particular stage. One of these measures is
raising the awareness of employees in applying the IT applications within the
company; completing the legal environment on IT. The enactment of the legal
framework for the IT applications can cover the whole cycle of the information
system from the beginning of the project until the system is liquidated.

Associating standards for IT applications with the implementation of international
laws, enacted the general criteria for IT to ensure safety and development;
Improving the effectiveness of the governance of information technology, issuing of
the legal regulations to correct problems arising when applying IT , check and
correct promptly the activities which are not compliant, risk checking...

Besides, it is necessary to develop the IT resources, high-tech human resources;

organize cooperation programs with foreign countries in the training of human
resources and in each particular project. Organizing online courses ensures speedy
and in wide range training to meet the demand for applying IT in businesses and
organizations.

In the current period, enterpises need reviewing, summarizing all the results of IT
development in order to give orientation for the better IT applications, which
change from the scope of application into the intensiveness of applications based
on the new technology.

7. Strategy for Information Technology Application till 2015, vision 2020

Today, information technology (IT) is available and plays an indispensable role in
the process of governance, business operations in enterprises. The development and
application of the Internet has changed the model and the operations of the business,
the transition from traditional transactions to electronic transactions has affected the
position, role and needs of the business stakeholders (customers, suppliers,
investors, etc.).

The IT investment activities in enterprises are to serve the objectives of the business
such as supporting business operation, support for management decisions, and
assisting the development of strategies to achieve competitive advantage, ... There
are many models of IT investments in the business, each model has a different
approach but shares a common aim to help businesses determine the agenda and the
relationship among the components in the overall picture of IT applications in
business. Every business needs to choose a suitable IT investment model in order to
optimize investment, catering for business objectives and to be in line with the
business’s capacity to utilize the technology.

IT Investment Model in Enterprise

The IT investment model in Enterprise is synthesized under the 4 phase process:
Basic Investment in IT; Increased IT applications in operation and management;
Comprehensive application to increase capacity of business management and
production; Investment to transform business and creating competitive advantage.
Each stage has specific objectives and complies with the basic principles of the IT
investment: investment must be suitable to the business objectives of the enterprise;
investment must be effective and investment must be adequate for human resource
to utilize and promote the investment for technology.

8. Action plan and Specific Indicators

To ensure the infrastruture for the information technology and telecommunications,
the first issue is to build a Central hub room that can connect to the WAN system of
the group, which is home for the server system, the core network facilities and the
installation of critical system equipment with multiple bandwidth paths for data
transmission to the Corporation, the Member units and the service providers. This

place also requires security and stability to ensure the stable operation of the
system.

WAN system and hub room are the important foundation in the development of
information technology to the whole corporation. It enhances the ability to focus
executives from the Corporation to the member units. In particular, it includes:
- LAN system planning.


• The hub room.
• Building WAN system of the corporation to connect to the Group network
systems.

• Deploying the Enterpise Resourse Planing (ERP).

8.1 Proposed LAN network plans and connection to the Group's WAN
a. Network architecture:

This plan selects a hierarchical network model with 3 layers in the form of
Extended Star Topology that has many advantages for both the ability to respond
and modernity. The most major network systems in companies or large
organizations around the world are all designed according to this model, which
shows it appropriateness, modernity and feasibility of the proposed plan as well as
the possibilities to manage and upgrade of the network system.

b. Proposed Design for WAN and Internet

With regard to the internet, the enterprise must make sure to provide access to
information on the Internet for the entire 500 users within the Corporation and
centrally manage these access. Providing public services such as Web, Mail, FTP of
the Corporation for the employees, customers, partners and suppliers. Providing the
backup ability for the connection channels to ensure high availability. Ensuring the
information security and safety for the entire LAN network of the Corporation.

The WAN systems must meet all the required bandwidth to connect with the
subdivisions and connect to the WAN system of the Group. Ensure performance and

bandwidth for applications such as: Video conferece, data and Voice ...

8.2 Information System and Business Management.
a. Objectives:

• To establish a solid technical relationship among the units based on the
integrated information systems.

• To standardize and improve business procedures, increasing the sense of
responsibility, and team spirits.

• To reduce manual work, spend time for thinking, innovating management,
creativity.

• To provide information for management that is accurate, timely and adequate
to effectively support the management, administration, decision and strategy
making.

• To set the foundation for basic infrastructure for future e-commerce system.
• To effectively administrating the system, responding to the needs for change
and enhancing of professional departments quickly.

b. Requirements:

• Integrating availability: Fully integrated softwares, including functions of the
manufacturing and business operations.
• Multifunctionality: Tracking money, materials, commodities, production

plans, manufacturing, personnel, payroll etc..
• Modulisation: the IT system that can be deployed and used independently for
a few or all of the modules (for example, Accounting and Inventory module
can be deployed for the mother company and the affiliates, recruiting
personnel, payroll integration with production management module ...)
• At a large scale: planning, controlling, handling multiple types of businesses
and at different locations.
• Execution time: trading and processing are done at the same time
• Operation reporting: in addition to the standard reporting system, required
output report will be designed and developed to meet the full management of
the Nam Trieu Corporation./.
