INTRODUCTION
1. The urgency of the research topic
V.I.Lenin has built and implemented the theory of new-type party of the
working class, democratic central regime is considered the core principle of the
communist party. That argument was acquired and applied by our Party until now.
However, from the experiences drawn in the recent Party congresses,
especially the limitations and shortcomings pointed out by the Party in the fourth
Central Resolution of the 11th and 12th terms, shows that there are major guidelines
, still mobilizing the collective wisdom to discuss and vote by majority but still
wrong? The promotion and appointment of officials to properly implement the
"process" still suffer many shortcomings, causing frustration and discontent in
public opinion? The lessons learned emphasize the cause of violating democratic
central principle. Therefore, the urgent needs to overcome limitations to recognize
this principle is really urgent.
The sense of responsibility and under the philosophy, the PhD student
decided to choose the issue "V.I.Lenin's point of view on the democratic central
regime and the use of our Party since the renovation until now" as the research
topic.
2. The purpose and research task of the thesis
2.1. Purpose
Evidence and clarification of the theoretical value of V.I.Lenin on
democratic central regime; comparing the application of our Party in the renewal

period, the thesis proposes solutions to improve the effectiveness of Party building
in the coming time.
2.2. Mission
Firstly, the evidence clarifies the point of view of V.I.Lenin in the
democratic central regime.
Secondly, analyzing and assessing the situation of applying the viewpoints of
V.I.Lenin on the Party's democratic central regime since the renovation until now.
Thirdly, proposing some key solutions to improve the effectiveness of
applying the viewpoints of V.I.Lenin is carried out in the current Party building.
3. Subjects and scope of research of the thesis

Subjects of study: classic works of V.I.Lenin on democracy and democratic
central regime; Party Resolution from 1986 to present.
Research scope:
Limiting the issue of theory and practice to apply the regime of democratic
central in the Party, not to study other fields in depth.
In terms of time, the thesis focuses on the period of formation and
development of viewpoints on the democratic central regime of V.I.Lenin. Studying
the use of our Party in the innovation phase.
4. Basis of methodology and research methods
The thesis uses methodology of dialectical materialism, historical
materialism of Marxism-Leninism, logistic methods - history, analysis - synthesis.
5. New scientific contributions of the thesis
Firstly, the thesis contributes to systematizing the viewpoints of V.I.Lenin
about democratic central regime as well as clarifying the nature and content of this
viewpoint.
Secondly, the thesis generalizes, points out the achievements, limitations and
main causes when applying the viewpoints of V.I.Lenin.

Thirdly, the thesis proposes a number of solutions to enhance the
effectiveness of applying the viewpoints of V.I.Lenin to the regime of democratic
central.
6. The theoretical and practical significance of the thesis
Providing scientific arguments to recognize and properly apply V.I.Lenin
point of view in the construction of the Party today.
The thesis can be used as a document for research and teaching in the fields
of philosophy, Party building...

CHAPTER 1
LITERATURE REVIEW
1.1. Works that study the viewpoints of V.I.Lenin on democratic central and
democratic central regime.
1.1.1. The research works of foreign scientists
The study of A.V.Xambouopop (Soviet Union), the principle of democratic central
and the unity of the Marxist Party; G.Vintecphen (Germany), Democratic central
regime and high requirements for party members; V.Coripsich (Soviet Union),
Founders of Marxism-Leninism discuss the Party's collective leadership. Scientists
unify the principle of democratic central by V.I.Lenin is the basic principle of the
Party. Inside, concentration and democracy are two dialectical unified sides. The
regime or principle of democratic central has the same understanding: that is the
principle of democratic central in the Party.
1.1.2. The research works of domestic scientists
Many research works carries out on this issue and focus on the following
trends:
First, the Party must be organized and necessarily operate under a democratic
centralism. Focusing will make the Party powerless.

Expressing this thought was by Nguyen Van Huyen, with the work "On the
principles of organization and operation of the Party"; by author Nguyen Ba Duong
with the article "The current meaning of Leninism theory on the building of the
ruling Party".
Second, democratic central is a regime and mechanism of leadership; good
implementation of this mechanism will ensure the Party having unified power of
thought, politics and organization.
Nguyen Tien Phon with the scientific work "Democracy and democratic
central - theory and practice", Nguyen Phu Trong with the work "Building and
correcting Party - some theoretical and practical issues". Commenting on the fact
that if the democratic central regime is broken, the nature of the Communist Party is
compromised and the Party cannot become an exemplary vanguard of the working
class.

agree together: the idea of democratic central regime is stated and recorded by

1.2. The researches on the application of V.I.Lenin's viewpoints on democratic

Research by author Le Duc Binh, democratic central or central democracy;

leaders and individuals in charge; by Nguyen Tien Phon,... The authors commented,

Party's democratic central regime in the renovation period

V.I.Lenin on implementing the principle of democratic central in building the ruling
party"; author Nguyen Minh Tuan "Principles of democratic centralism in Party
activities"; author Duc Vuong "Implementing the principle of democratic central",

the era of innovation, the Party has blown the flow of democratic energy to be born

In summary, the research works have affirmed: the use of the viewpoints of
V.I.Lenin on the democratic central regime of our Party, in the innovation period is
creative rather than stereotyped and machinery. The application of the principle of
building a party in association with the ruling Party's leadership thinking,
implementing a comprehensive national renewal, has brought great achievements.
The authors also see limitations and shortcomings when applying.
1.3. The research works on solutions to improve the effectiveness of using the
views of V.I.Lenin on democratic central regime.
1.3.1. Solutions to improve education awareness, institutionalize

principles into specific regulations, regulations, strengthen self-criticism and

Reflecting this thought, Nguyen Phu Trong, Building Party Corrections,
some theoretical and practical issues, the author proposes three solutions:
One is to understand correctly and to have a unified awareness of democracy.
Secondly, there are specific regulations and regulations on democracy in the
Party.

Thirdly, the mechanism of supervision, inspection and struggle to ensure the
implementation of democracy.
1.4. An overview of existing research works and further research issues
In general, studies have been conducted in foreign and domestic countries to
conduct a deep research on Lenin's point of focus on democratic central and
democratic central regime, expressed in the aspects that the dissertation author has
analyzed according to the sections in the overview. Most studies agree that
V.I.Lenin is the one who stated and pointed out the specific contents of the principle
of democratic central in the Party.
Domestic scientists, when studying this issue, have focused on the
organizational and operational aspects of concretizing the above principles, while
confirming the principle of democratic central as a regime, and leadership
mechanism, which guarantees unity and creates the Party's strength.

However, no research has gone deeply, focusing on this issue in the
philosophical and objective aspects. Therefore, research on issues related to
political parties in general and the party of the proletariat in particular will be what
gives us a more comprehensive and holistic view. So, it is necessary to have a study
from a philosophical perspective on this issue, to grasp the principles of reasoning
with practice; look at analyzing things in the whole. To do that, the thesis will have
to apply the knowledge from the adjacent specialties in research. On the basis of
such approach and implementation, the thesis must definitely conduct surveys,
analyze and clarify the content of viewpoints of V.I.Lenin on the democratic central
and the application of this view of the Vietnam Communist Party from changing
period until now, pointing out the problems that we are currently facing, and
suggesting useful solutions to fundamentally solve those problems.
Summary of chapter 1
In their studies, scientists united, C. Mac, Ph. Angghen laid the foundation of

ideological focus on democracy, V.I. Lenin absorbed and developed into a scientific
doctrine, revolution of building a new-style party of the working class.
The authors discovered weaknesses, limitations and offered many solutions
to overcome. However, the proposals are sometimes too "left" or "right" to make
them not really convinced when applying that principle in practice.
From the research results, the dissertation author determined to continue to
solve the following basic issues: First, survey and study the basic contents of V.I.
Lenin's point of view on this issue; Second, analysis and evaluation of the
process of applying V.I. Lenin's views on the party's democratic centralism in the
revolutionary cause, especially since the renovation; and third, try to propose some
suitable solutions to improve the effectiveness of V.I. Lenin's viewpoint in the new
revolutionary period of Vietnam.

CHAPTER 2
VIEWPOINTS CỦA V.I.LENIN ON DEMOCRATIC CENTRAL REGIME
2.1. The view of V.I.Lenin on concentration and democracy in the Party
2.1.1. The view of V.I.Lenin is concentrated in the Party
Firstly, to get focused there must be a tight organization.
Expressing the power of concentration is in an organization, but it must be a
strong revolutionary, cohesive and serious discipline organization, the Communist
Party. On the basis of a profound analysis of the socio-economic regime of Russia
in the late nineteenth century, Lenin determined that the basic task of establishing a
new Marxist party was also the best first and important task. In the work Where to
start? V.I.Lenin pointed out how to solve this problem.
Secondly, with individuals in the organization, the focus is expressed in
submissive, absolute leadership, unconditionally for the party organization.
Focus is absolute, unconditional submission. The person who requires in the
Party must implement centralized discipline, the minority must submit to the

majority, the subordinate must submit to the higher level, the whole Party must
submit to the Central Committee.
In summary, cognitively, V.I.Lenin points out that concentration in the Party
must be associated with organization, discipline and absolute obedience, with sense
and responsibility. In terms of action, it must be wholehearted and whole-hearted to
fulfill the Party's objectives and tasks; because the Party is a tightly revolutionary,
self-conscious, unified will, the unity, discipline, and leadership.
2.1.2. The view of V.I.Lenin on democracy in the Party
Firstly, according to V.I.Lenin, democracy must really be free. But that is
freedom in the organization.
Secondly, democracy in the Party also means to uphold the responsibility and
accountability of its democratic rights.
Thirdly, democracy in the Party is also a respect for those who have broad
knowledge, constructive opinions, and even other thoughts - contrary to leadership
ideas.
Fourth, democracy must be associated with publicity.

In short, democracy in the Party is freedom in organization, freedom to
discuss but action must be united. In order to have true democracy, all party affairs
must be public and transparent.
2.1.3. The centralized and democratic point of view is reflected in
V.I.Lenin's thought of the new proletariat
First, the party must be built on the basis of democratic central regime,
Focus on creating unity about the goals, ideals, views, ways, organization and
actions, making the Party unified.
Secondly, the and leadership collective regime is one of the important contents
in the democratic central regime.
V.I.Lenin clearly points out the close relationship in the Party's leadership

activities, "Discussing is generally discussed, but the responsibility is for each
person."
Third, self-criticism and criticism are the Party's development rules.
Because, self-criticism and criticism is actually self-aware, self-examination,
evaluation, in order to find shortcomings and limitations, making the Party stronger.

V.I.Lenin points out that: The Party cannot mix the whole class, but there
must be selected terms including the most advanced and enlightened elements. The
party is the vanguard of the class, so there must be a new organization to guide
people to fight for a common purpose. The party must have a responsibility to
closely relate to the masses to fulfill its historical mission.
2.2. The regime of democratic central as a principle in building Party in new
type and as a state regime
2.2.1. Democratic central regime as a principle in building a Party in new
style
Viewpoint on "democratic central regime" in the letter "To send the secretary

URRENT SITUATION OF DEMOCRATIC CENTRAL REGIME OF
PARTY TA FROM THE RENOVATION TO NOW
Through 30 years of innovation and maturity, with the position of power, our
Party has accumulated many valuable experiences, supplemented and developed
appropriate arguments in new conditions. Summarizing to show some outstanding
results, achievements, lessons learned for Party building work are needed.
3.1. Ho Chi Minh's thoughts about on democratic central
3.1.1. Ho Chi Minh's thoughts about concentration in the Party
According to Ho Chi Minh, the concentration in the Party is understood to be
a minority that submits to the majority, subordinates submit to the higher level, the
department must submit to the whole, all party members must unconditionally abide
by the Party's resolutions. He stressed: "The party is full of people, but when it
comes to fighting, it is just like a person."
3.1.2. Ho Chi Minh's thought about democracy in the Party
The Party's democracy is understood to be an incentive to speak out, straight
out within the Party, making people boldly express their opinions, making the Party
focus on intellect, strengthening the Party's strength; at the same time must practice
democracy regularly and widely.
3.1.3. New developments of Ho Chi Minh on democratic central regime
First, Ho Chi Minh considers concentration and democracy to go hand in
hand: democracy must go to central and central on democracy.

3.2. The successes of our Party in applying the views of V.I.Lenin on the
"democratic central regime" since the renovation to date
3.2.1. In terms of awareness
3.2.1.1. "Democratic central" - the basic principle of the Party
organization
The entire Charter of the Communist Party of Vietnam, demonstrating the
principle of democratic central on each side of the Party's activities. During the past
86 years, the principle of democratic central has always been valued in the Party's
activities from the central to grassroots levels.
3.2.1.2. Party view is the leading force of the State and society, operating
within the framework of the Constitution and the law - New development steps

3.2.2. In terms of action
3.2.2.1. Expanding democracy, strengthening solidarity, promoting the
principle of democratic central in building the Party to make a breakthrough
Our Party is deeply aware of the importance of promoting democracy. From
the 6th Central Conference (2nd time) term VIII up to now, the Party has requested
the expansion of democracy and issued many resolutions on the practice of
democratic centralism. The formation of the Party's policies and policies comes
from real life.

and society has helped the Party strengthen the strength of national solidarity

3.3. Some limitations of our Party in using the views of V.I.Lenin on the regime
of democratic central since the renovation to date
3.3.1. The inadequacy of our Party's perception of the democratic
central regime
The incorrect and incomplete perception of the nature of the democratic
central regime, first of all shows that there exist many different understandings in
party members. This has the potential to lead to the implementation of poor

democratic central principle in party organizations and party members. Expressions
of these understandings often fall into the following common states:
Firstly, misunderstand the democratic nature.
Secondly, theoretical research and practical review are not timely.
Thirdly, there is a lack of specific and appropriate regulations and
guidelines.
3.3.2. Limiting in applying the views of V.I.Lenin about democratic
central regime
3.3.2.1. The concentration of bureaucracy and authoritarian and
democratic forms has not been thoroughly overcome
The bureaucracy in building resolutions, decisions, and policies as well as
organizing the implementation of those decisions
Because officials and party members are not really active in the comments,

the Party's guidelines and resolutions often do not close to reality.
Arbitrary action, loose discipline, poor sense of responsibility

CONCLUSION
