INTRODUCTION
1. The urgency of the thesis topic
The youth, who are a special part of society, have an important
position throughout the history of building and preserving our nation.
Facing new requirements of the cause of national construction and
defense, all levels and sectors need to promote the youth’s roles, who
need to continue to assert themselves to be really a leading and creative
force in the social life, under the leadership of the Party, the orientation
and guidance of the Union.
The Youth Volunteer Movements launched by the Youth Union
on a national scale since 2000 is a very meaningful, educational and
humanistic activity. It is also an medium for gathering solidly and
attracting the youth to participate in revolutionary activities. Volunteer
activities have create great significance in many aspects, economy politics - culture - society, security and national defense. At the same
time, through that, the youth are trained, devoted and grown. They live
with ambition, have ideal and constantly improve the sense of
revolutionary enlightenment.
The effectiveness and impact of the Youth Volunteer
Movements is really great, but the research on the Youth Volunteer

Movements in Vietnam is not much and has not really reflected the
overall picture about the status of it in Vietnam.
Therefore, the PhD student selected the topic "Youth Volunteer
Movements in Vietnam from 2000 to 2014" for the historical doctoral
thesis, specialized in Vietnamese History. The thesis is really necessary
because it not only evaluates the reality, the contribution and impact of
the Youth Volunteer Movements on the socio-economic development of
the country, but also gives lessons to promote and develop youth
volunteer activities in the future.
2. The purpose and research task of the thesis
2.1. Research purposes
- Clarify the process of establishment, development, operation
and major contributions of the Youth Volunteer Movements for the

country's socio-economic, security and defense development from 2000
to the end year 2014.
2.2. Research tasks
- Research on the history basis, the process of establishment and
development of the Youth Volunteer Movements; analyze the status of
volunteer activities and evaluate, comment, draw some experiences;
propose solutions to promote the effectiveness of the Youth Volunteer
Movements in the current and upcoming periods.
3. Subject and scope of research
3.1 Research subject
The Youth Volunteer Movements, which was launched and
implemented by the Ho Chi Minh Communist Youth Union.
3.2. Scope of research

- On space: The thesis focuses on researching the Vietnamese
youth’s voluntary activities throughout the country.
- On time: The thesis studies the above issues in the period from
2000 to the end of 2014 and mention a certain level to the youth
movements before and after the period of 2000 - 2014.
- On the content: The thesis studies the historical basis, the
process of formation, development, the content of activities, and the
results of implementing the Youth Volunteer Movements, organized by
the Central Committee of Ho Chi Minh Youth Union.
4. Theoretical foundation, research method of the thesis
4.1. Theoretical foundation
The thesis is conducted based on the basis of MarxismLeninism, Ho Chi Minh's thought and perspectives of the Vietnamese
Communist Party on the youth, youth work and youth movement.
4.2. Research Methods
- The thesis mainly uses historical method and logic method; at
the same time, the thesis combines other research methods such as
statistical methods, comparisons, politics, sociology... In addition, the
author of the thesis also conducted methods of investigation and

interviews with a number of Union and union officials, typical
volunteers.
5. New scientific contributions of the thesis
- The thesis systematically studies the Youth Volunteer
Movements from 2000 to 2014, draws some experiences and proposes
solutions to promote the effectiveness of volunteer activities of
Vietnamese youth.
- The thesis contributes and supplements many valuable

documents on organization and operation of Youth Union, Vietnam
Youth Federation, Vietnam Student Association. These documents
would contribute to the research activities and teaching history about
Youth Union and Vietnamese Youth movement.
6. The theoretical and practical significance of the thesis
- The thesis contributes to the study of theory and practice and
the youth movement, as a scientific basis for the renewal of awareness
and operation methods of Ho Chi Minh Communist Youth Union in the
new situation.
- The thesis can be used as reference for research and for
training institutions to teach union staffs on youth work.
7. Structure of the thesis
In addition to the Introduction, Conclusion, List of references
and Appendices, the content of the thesis consists of 4 chapters, 12
periods.

1.1. The research works on the youth, Union work and youth
movement

Until now, the research on the youth, Union work and youth
movement has received the attention of not only policy makers, advocates
and policies in the political system but also many researchers. The
outstanding works include: "Youth work is a priority task in human
strategy" by author Vu Oanh (Youth Publishing House, Ho Chi Minh City
1991), "Proceedings of President Ho Chi Minh’s Thought Workshop on
youth mobilization” of the Central Committee of Ho Chi Minh Communist
Youth Union (1995), "Gather and unite the youth through the movement
of revolutionary action in the Doi Moi period" by Dang Canh Khanh,
Nguyen Hong Thanh (Youth Publishing House, Hanoi, 1997), "The youth

1.2. Research works on volunteer activities and Youth
Volunteer movement in Vietnam.
Typical works are: "Youth Volunteer movement, for theoretical
and practical issues" by Dang Canh Khanh (Youth Publishing House,
Hanoi, 2001), "Spark the Youth Volunteer Movements” published in
Propaganda magazine, No. 3, 2009 by Dang Canh Khanh, " Proceedings
of 15 years of youth movement (2000 - 2014)" of the Central Ho Chi Minh
Communist Youth Union (Youth Publishing House, Hanoi, 2015).
There are also dozens of articles, writing in journals, scientific
conferences related to the movements of the youth and the Youth
Volunteer Movements and hundreds of valuable reports summarizing the
Union terms and the youth movement through the Congresses (from 2000
to present) of the provinces, the Youth Union and the Youth Union
members for reference and research to implement the topic.
1.3. Research results of published works and issues that solved

by the thesis.
1.3.1. Overview of research results
- Previous research projects have provided the author with the
theoretical basis of Marxism - Leninism, Ho Chi Minh's thought about the
youth, youth work and the application of the Vietnamese Communist Party
of Vietnam in current youth leadership.

- The previous authors have shown the fact that over the past 30
years, youth movements have always been organized to launch in
accordance with the requirements of the renewal career.
- Some projects focus on assessing the role of youth power, youth
movements with social development, the current status of youth power,
which are also important for the content of the thesis.
- Historical works of Youth Union and Associations, and
overview research on Union work and youth movement, which provide
relatively complete data and evidence about the youth movement and
contribute significantly to the author's overview on the history of the
Youth Union, the Association and the impact of the youth movement.
In general, the above studies have mentioned some aspects of the
Youth Union and Youth Movement activities in general, Youth Volunteer
Movement in particular at different angles, contributing to clarifying the
position, role of the youth, youth work and youth movement in the
renovation period. However, there are not many works of in-depth
analysis, assessing the impact and effectiveness of the Youth Volunteer
Movements on the fields of social life; not yet clarified the opportunities,
major challenges for the youth, youth movements and volunteer activities
in the current integration period.

1.3.2. Issues that are solved by the thesis
- Overview historical basis, the process of formation and
development of the Youth Volunteer Movements; summarizing practices,
clarifying the multi-faceted impact of the Youth Volunteer Movements on
society, challenges and issues that still limit the volunteer activities ...
- Analyze more specifically the theoretical and practical basis of
the Youth Volunteer Movements, thereby confirming the position and
important role of youth and youth movements in the renovation years.
- Make assessments, comment, draw some experiences, and
propose solutions to promote the role of the Youth Volunteer Movements
for the development of society in the new period.

THE PARTY AND THE STATE’S VIEWS ON THE
YOUTH, YOUTH WORK AND HISTORY BASIS FOR
DEVELOPING YOUTH VOLUNTEER MOVEMENT IN
VIETNAM
2.1. the Party and State’s view on the youth, youth work and
youth movement
2.1.1. Some basic issues about youth work, youth movement and
Youth Volunteer movement
The concepts related to youth work show that doing research on
youth work, Union work, youth movement and Youth Volunteer
movement is a big, important, complex work, which has theoritical and
practical meanings, helping the author have a more comprehensive view
when studying, analyzing and evaluating the Youth Volunteer
Movements.

2.1.2. Ho Chi Minh's thoughts and Vietnamese Communist
Party’s views on the youth and youth work.
Ho Chi Minh's thought about the youth and youth work is very
deep and comprehensive. Ho Chi Minh is always objective when
recognizing and evaluating the youth, having a firm belief in the youth and
recognizing the youth issues in the sustainable inheritance development
among generations. In the education, training, and organization of youth
forces, Ho Chi Minh has a comprehensive and practical perspective to
build generations, who inherit revolutionary activities in long-term.
Imbued with Ho Chi Minh's thoughts and morals, Party's views
and guidelines on the youth leadership, Youth Union work was expressed
in the documents of the Congress and Central Executive Board
Resolutions Party cadres, the Politburo, the Secretariat, circulars and
directives over the periods. Every period, the Party's thinking is always
renewed to suit the youth generation. The Party increasingly raises
awareness, associating theory with practice to lead and orient youth work,
organizing the Union more and more comprehensive, promoting the
strength of youth in building and protecting the Fatherland.

2.2. Historical basis and policy of the Central Committee on
Youth Volunteers movement
2.2.1. Historical basis
The Youth Volunteer Movements in Vietnam has a historical basis
and has a premise of typical youth movements in previous revolutionary
periods.
2.2.1.1. Youth movements in the period of struggle for national
independence and wars against French colonialism and American

imperialism (1931-1975)
From the establishment (March 1931) to the August Revolution
(1945) under the leadership of Vietnamese Communist Party and President
Ho Chi Minh, the Youth Union promoted the pioneering role, with active
and strong struggle movements to successfully complete the Party's
mission and deserve to be an powerful arm and a reserve team of the
Party.
After the August Revolution, there were profound volunteer
movements, especially popularity. These are the movements of teaching
and learning the national language, the movement of joining the youth
volunteers teams, the movement of participating in volunteer teams for
agricultural production, the movement of moving to the South, the
movement of joining the Army to kill the enemy, and the movement
Intensify production, practice savings, expand guerrilla war and fight
terrorism in urban areas.
After the war against the French colonialists, the Vietnamese
youth actively participated in the movement National construction labor
and struggle for national unity, Voluntary emulation exceeding the first
plan (1961 - 1965); Hanoi's youth and students volunteered to build and
develop economy, culture in mountainous areas; the movement Ba san
sang, Ba dam dang, Nam xung phong,... contributed greatly to the Great
1975 Spring victory to liberate completely Southern, united the country.
2.2.1.2. Some typical youth movements from 1975 to before 2000
After the reunification of the country, Ho Chi Minh Communist
Youth Union launched appropriate youth movements to implement new

revolutionary requirements and tasks. That is the movement: Voluntary

labor to build the country (launched in December 1975), Young
Volunteers build new economic zones (since 1976), Three lead activities to
be collective owners (started In January 1978), The youth lead, created
and defended the Fatherland (1987), the youth established their career,
the youth protect the country (1993), Volunteer campaign Summer
cultural light (1994), campaign Green Summer (1997) ...
Reviewing youth movements that have shown both theory and
practice. The Youth Volunteer Movements, was later mobilized by the
Central Youth Union with a historical basis, is a foundation for
development of Vietnamese youth generations’s revolutionary activities
over long periods. Volunteer movement has become a characteristic and
outstanding quality of youth and is an expression of deep integration with
the world youth movement.
2.2.2. The policy of the Central Committee on Youth Volunteers
movement
2.2.1.1. Historical background
By 2000, the domestic and international context had many
advantages for Youth work and Youth movement. The strong
development of science, technology, globalization process and outstanding
socio-economic achievements of Vietnam after 15 years of innovation
have positively impacted awareness, thought, attitude, politics of union
members and youth. The proportion of the youth who believe in
supporting the country's renovation is increasing: in 1990: 71.1%; 1993:
83.6%; 1999: 92%.
However, the new millennium also poses significant challenges
such as higher and higher requirements for education, skills, practical
operation capacity; the resistance of hostile forces; the reverse side of the
market economy; negative phenomena, natural disasters, epidemics ... are
adversely affecting the natural and social environment for the development
of the youth.

Taking opportunities, overcoming challenges, and developing
vigorously are vital issues of Vietnam. This is both a request and an

opportunity for the Union to promote patriotic emulation movements,
gather and educate children, prepare for the youth to enter the new
century.
2.2.1.2. The policy of launching the Youth Volunteer Movements
of the Central Committee
Continuing the spirit of typical youth movements through
revolutionary periods, aware of the requirements of the period of national
industrialization and modernization, February 2000, the Central Executive
Committee officially launched the Youth Volunteer Movements in the the
whole country.
During the VII, VIII, IX, and X National Union Congresses since
the year 2000, the content of volunteer activities was often the main
content of youth movements, which launched by the Congress. This is
really a great policy, a breakthrough in Youth work and youth movement,
while promoting the potential of the youth, creating an educational
environment and training for the youth, because of the development of
youth, of the community, and of the country.
Summary of chapter 2
Throughout his life, President Ho Chi Minh always believed,
thought of and cared for educating the youth generation. Vietnamese
Communist Party has inherited and developed creative Marxism-Leninism
and Ho Chi Minh's thoughts on evaluating youth, organizing youth
movements and building Communist Youth Union in Vietnam.
The history of development, successes and experiences of youth

movements throughout the history of the Youth Union are the basis, the
foundation for the establishment of the Youth Volunteer Movements on a
national scale in 2000. Since then, the Youth Volunteer Movements has
always been one of the leading youth movements, maintained and
developed by the National Union Congresses.

FORM AND ACTIVE CONTENT OF THE YOUTH
VOLUNTEER MOVEMENTS (2000 - 2014)

3.1. Some forms and models for implementing the Youth
Volunteer Movements
3.1.1. Some forms of implementation
Based on the annual programs of Youth work and Youth
Movement, the Central Committee and the Youth Union members in
provinces and cities actively develops plans to organize volunteer
movements and programs. throughout the Youth Union system, the Youth
Associations and the Student Association from the central to basis levels.
In order for spreading and promoting high effectiveness of the
voluntary movement, all levels of the Youth Union have carried out
extensive propaganda on the purpose and meaning of the Youth Volunteer
Movements, thereby helping to mobilize the funds from the cooperation,
contribution, support, funding of the community, society and the gathering
of numerous members, youth, social forces ,enthusiastically responded and
actively participated.
In the first years, the time for implementation of a Youth
Volunteer Movement only focused highly on one or two months in
summer in some big provinces and cities. Until 2014, the volunteer

activities of youths were organized regularly and continuously throughout
the year and spread throughout most areas, especially focusing on
difficult, mountainous, deep-lying, remote, border, islands areas.
In addition to implementation in terms of the target groups or
general programs for the majority of the youth, based on the time, nature
and scale, the Youth Volunteer Movements has been organized for many
years by the Youth Union levels in many forms and types of activities
such as regular volunteer activities, focused peak activities, voluntary
activities according to specialized teams.
3.1.2. Some models and organizations have volunteering
activities in Vietnam
There are many volunteer models in Vietnam today and there are
many ways to identify and distinguish volunteer models. In terms of legal
status, formal voluntary activities are defined as activities organized by
legal entity registration organizations; Unofficial volunteering is

understood as activities, conducted by individuals, clubs, teams, volunteer
networks, based on consensus of the group and no formal legal entity
registration.
Each model and each organization of volunteer activities have
strong and weak sides. However, in terms of overall factors, the
volunteering activities of organizations in the political system, especially
of the Youth Union, has many advantages, programs, professional plans
and is organized more effectively, more deeply than other volunteer
models.
3.2. Volunteer activities participate in socio-economic
development and environmental protection

3.2.1. Some major movements and content
Volunteer activities related to participation in socio-economic
development with rich and diversified contents and with many specific
movements, programs and activities such as: Youth movement joining
hands to build new rural areas, build literatures urbanization,
implementation of socio-economic development programs and projects;
Program of hunger eradication and poverty alleviation in remote areas,
organizing young intellectuals teams to voluntarily participate in rural and
mountainous development ...
Besides voluntary activities related ensure security - national
defense, numerous youths, pupils and students in localities and units have
actively participated in environmental protection activities, coping with
climate changes and building urban civilization effectively and practically
in association with key activities on the occasion of the Lunar New Year
tree planting festival for thanking Uncle Ho; Youth Month; Youth
Volunteer Summer Campaign, Earth Hour; National Week of Clean Water
and Environmental Sanitation, World Environment Day, program Clean
the Sea; held Voluntary Saturdays, Green Sunday ...
3.2.2. Achieved results
In the year 2000, the youth across the country volunteered to
receive and complete 51,995 youth projects, deploying 10,845 projects,
including some typical programs and projects such as Poverty reduction

programs in remote areas; the young remove the monkey bridge, builds a
new rural bridge project , the Project of organizing young medical teams
to voluntarily participate in rural and mountainous development, the
Project of building "Youth entrepreneurship village" along the Ho Chi

Minh road and border routes; the participates in building Ho Chi Minh
Road Program.
With the motto towards basic, many buildings, the youth work has
been implemented and focused mainly on new things, hard work, urgent
tasks, difficult areas that require high level volunteer spirit of youth.
Particularly in the youth months from 2003 to 2009, the youth in
the whole country carried out 222,468 buildings, the youth work at all
levels with a total value of hundreds of billions of dong and millions of
workdays.
Summer voluntary campaigns from 2000 to the end of 2014, the
youth in the whole country renewed, repaired and upgraded 105,716 km of
rural roads, newly built and repaired 5,702 rural traffic bridges, 71,236
houses for policy families, difficult families, 20,019 cultural works and
entertainment places for people, which are worth ten billions dong. The
Youth Union levels organized 12,359 career counseling sessions for
900,639 union members and youths; job placement for 1,541,888 union
members and youth, of which 313,694 people were given jobs; 232,039
union members and the youth are supported with loans from the social
policy bank.
Only in the years 2000, 2002, 2005, 2006, 2008, 2011, and 2012,
Youth Union at all levels organized 20,016 classes, sessions, performance
points, transfer and training of scientific and technical products and
business for 1.381.806 people, contributing significantly to socioeconomic development of localities, especially in remote and isolated
communes.
Volunteer activities related to the environment protection, respond
to climate change are also enthusiastically responded by all levels of
Youth Union and members. As a result, in the Summer Volunteer
campaign, there were 46,453 volunteer teams with 6,487,412 the youth

volunteering to participate in environmental protection activities.
Particularly in the period from 2007 to 2012, the union organizations
organized 237,758 classes, propaganda, education and training on
environment and climate change, attracting nearly 9,306,877 children to
participate; consolidate and build 20,000 models of clubs and teams on
environmental protection, attracting more than 1,570,189 youths to
participate.
3.3. Volunteer for social security
3.3.1. Some major movements and content
In the field of volunteering for social security, there are typical
activities, programs and movements such as the Entrance Exam Support
Program, Entrance School Support Program, Voluntary Blood Donation
movement, health care activities, provision of medical examination,
medicine and treatment for people; volunteer programs Green summer,
Red phoenix flowers, Pink vacation, Green march; activities to support
policy families, support children who has difficult circumstances; summer
programs for children, care for teenagers, children; When drinking water,
think of its source program...
3.3.2. Achieved results
In the Youth Months and the Summer Volunteer Campaign,
gratitude activities, When drinking water, think of its source program are
widely deployed, attracting a large number of youth union members and
youths, with profound educational significance. Only in the Summer
Volunteer campaigns of 2003, 2005, 2006, 2008, 2010, 2011 and 2012,
organizations of all levels organized visits, gave gifts, took care of
468,087 policy families and Vietnamese heroic mothers; In 2005, 2006,
2008, 2012, they repaired and built 10,425 housesfor policy families with
millions of workdays, which are worth ten billion dong.

Community health volunteering activities are also effectively
implemented in campaigns. Most of the provinces and unions have
organized voluntary medical and doctors teams. Only in 2002, 2003, 2006,
2010, 2014, the Youth Union at all levels organized over 12,000
volunteered medical and young doctors teams, with over 124,973 medical

doctors, young doctors participated in medical examination and treatment,
free medicine distribution in localities for 3,524,378 people.
Also in the field of medicine, for community health, voluntary
blood donation activities attracted a large number of participating
members and youths. From 2010-2014, there were 4,656,368 turns of the
youth participating in blood donation, receiving 3,288,172 blood units;
7,514 new models in propagating and mobilizing people to participate.
Many localities have established and maintained teams of volunteer youth,
who are willing to donate blood in emergency situation.
In the Summer Volunteer campaigns, the Entrance Exam Support
Program, Entrance School Support Program have been effectively
implemented by the provinces, the Youth Union, the Student Association
in provinces and the cities. The programs over the years attracted 501,324
the youth and students to participate in helping 8,235,817 turns of
candidates; advice, support, introduce 1,886,882 free accommodation and
cheap accommodation; distribute tens of thousands of counseling
handbooks and maps to contestants and parents; Provide thousands of free
meals, free bus tickets. Total mobilized resources for the program are ten
billion VND.
Activities to take care of children are organized by various levels
of Youth Union and throughout the Youth Month during the Summer

Volunteer campaign. Many activities attracted the participation of many
children such as: "Exciting Summer" , "Good in literature and have fine
handwriting " contest, "Young singing song", "Let's go to school together"

3.4.1. Some major movements and content
In the field of national defense, political security and social safety,
the Youth Volunteer Movements is concretized with many contents:
Volunteer activities to ensure traffic safety, prevention of social evils,
projects to build youth islands, Youth villages to settle in the border,

propagate and prevent crimes, prevent social evils, drugs, prostitution,
HIV, AIDS, activities related to the sea and the island nation ...
3.4.2. Achieved results
Activities of the Youth Union, got involved in political security,
social order and safety, prevention of evils, especially drug, prostitution,
HIV and AIDS , are promoted strongly through the Youth month and
Volunteer summer. According to separate statistics, during the period from
2007 to 2012, all levels of Union in the whole country have built over
75,073 models of youth security teams and self-defense militia groups,
attracting nearly 1,197,687 million participants. In addition, there are
"Law Clubs", "Drug Prevention Club", "Peer Education Team", model
"The voices of the youth, drug-free areas, social evils – free
neighborhoods", street children club, "life skills team"...
Activities related to maintaining traffic order and safety were also
implemented throughout the voluntary campaign by various levels of the

movement The youth and Traffic Culture, which contribute to promoting
the propaganda and dissemination for union members and youth to

During the Summer Volunteer campaigns, the whole Union

organizing 156,256 training and propaganda sessions on traffic safety.
Looking to the nation' sea and the island, only in the period of
2007-2012, Union organizations in the whole country mobilized, donated,
supported young volunteers who join the army and soldiers on the Spratly
Islands by money and gifts, with the amount of over 349,688 billion VND.

and quantity; with diverse goals and solving many tasks. The content of
voluntary activities has many innovations in a specific, clear, and close
manner to the practical needs of the locality and units, meeting the needs
and legitimate aspirations of the youth. Besides, every Youth month and
each volunteer campaign have appropriate action topics, thus contributing
to improving the effectiveness of volunteer activities, positively
addressing the pressing issues of community.
4.1.2.Methods for implementation
- Youth Volunteer Movement is basically implemented from the
Central Youth Union to local Union members.
- The levels of the Youth Union and the Association have made a
change, contributing to increase in the attractiveness of the movement.
Implementing the movement towards diversifying activities is to meet the
needs of youth and society.
- In the early years, the Youth Volunteer Movements was held
mainly in the summer, but later it became a regular, continuous, yearround activity in the whole country and became a charismatic movement,
spreading to many classes in society.
- In the period from 2000 to 2014, there were many other youth
movements organized by the Youth Union, Youth Associations, and
Student Association but the Youth Volunteer Movements had a longer
implementation time. wider scale, richer content, form of implementation,
and more participation forces.

Movements

- Efficiency for education: youth volunteer activities have aroused
and educated the spirit of mutual affection and values of morality,

humanity, ambition, volunteerism, social positivity among the Vietnamese
youth. At the same time, the Youth Volunteer Movements has created
many opportunities and access to the educational environment for many
vulnerable the youth.
- Socio-economic efficiency and community contribution: youth
volunteer activities have contributed to the socio-economic development
of the locality and the country, solving new things, hard work, and
pressing social issues of the community; contributing to improvement of
people's intellectual standards, strengthening and building a cultural and
spiritual life, building cultural life at the basic level, taking care of
community health, maintenance of traffic order and safety, and the
environment protection, building civilized lifestyle ...
- For the construction of the Youth Union and the Association:
Youth Volunteer Movement has gathered a large number of the youth to
participate, form teams, groups and youth clubs, contributing to building
organization of Youth Union and Association in localities. Among
activities in the movement, the Union and Union officials were trained in
practice, the professional skills were enhanced, and thereby the role and
prestige of the Union and Association were confirmed in society.
4.1.4. The reasson for the successes of the Youth Volunteer
Movements
The Youth Volunteer Movements is inherited and developed from
the youth movements in the previous period, so it is attended by many

The direction and administration work of the Youth Union levels

There is still a gap between the needs of the area and the unit,
which receive voluntary activities, the needs of the youth with the ability
to organize voluntary activities of the Union level.
Conditions for organizing volunteer activities are not really
guaranteed. Mechanism of coordination among relevant agencies and
some Union officials’ organizational skills and qualifications are still
limited.
Some volunteering activities have not paid attention to depth,
leading to the sustainability and effectiveness of some low volunteering
activities.
All levels of the Union and the Association have not had effective
solutions to promote and gather all those who are capable of participating
in volunteer activities.
4.1.5.2. Reasons
Several Youth Union staffs and Association officials’ awareness
about the meaning of the Youth Volunteer Movements is still incomplete.
Many Union officials in the basic levels lack experience and change
positions so some movements have not been effective and maintained yet.
Regular attention and guidance and support to ensure conditions
for organizing volunteer activities at the level of Party committees,
authorities and sectors are still limited.
There are no specific and unified regulations in volunteer
activities. Policies to protect the rights of the youth when participating in

voluntary activities are not guaranteed, thereby not encouraging the youth
to participate in volunteer activities.
The negative sides of the market mechanism impact a small
number of the youth’s positive morale and attitudes when participating in
the Youth Volunteer Movements.
Many spontaneous volunteer organizations, with various forms of
existence and activities, also sometimes have a negative impact more or
less on the reputation of volunteering.

Movements in the coming time will continue to be recognized, supported
and continue to be a method of gathering, uniting, promoting the youth in
national construction and defense. The Youth Volunteer Movements is not
simply organized in the traditional way but will use social networks and
technological power to achieve the highest efficiency. The Youth

period. The reverse of the market mechanism, the non-cultural toxic
products, the increase of social evils, dangerous crimes negatively impact

needs and aspirations of youth volunteers are increasingly diverse.
However, the conditions and facilities of the Union and the Association
are still lacking, failing to meet the requirements. The degradation of
politics, ideology, morality, lifestyle of a large number of officials and
party members, social negative, bureaucracy, corruption and wastefulness
have impacted the youth. .
4.3.2. Requirements and solutions to promote the Youth
Volunteer Movements in the upcoming period
4.3.2.1. Requirements for the Youth Volunteer Movements
For the Youth Volunteer Movements, the 11th National Union
Congress has set specific requirements, clearly identifying areas to focus
on implementation in the period of 2017 - 2022: Volunteering to join
hands to build new rural areas, volunteering to participate in civilized
urban construction, volunteering to protect the environment, responding to
climate change, volunteering to ensure traffic order and safety,
volunteering to ensure social security.

Movements in the coming time
- For the Party and the State
