INTRODUCTION
1. Rationale for choosing research topic
Youth work (YW) is a strategic issue of the revolution. The
implementation of YW is the responsibility of the entire political system,
of which the main responsibility belongs to youth union officers (YUO) at
all levels. The YUO directly researched and proposed to the Vietnamese
Communist Party, the State, the Party committees, the Party organizations,
the Government, leading officials, heads of localities, agencies and units
guidelines and measures for leadership, management, direction and
operation of the Youth Union and youth movement (YM) work in each
locality, agency and unit. They directly organize union activities and
conduct YW. Therefore, the capacity in YW of YUO directly determines
the quality and effectiveness and development of the youth union work
and YW in agencies, units, levels and branches.
The Infantry Division (ID) in the Vietnamese People’s Army is the
direct superior unit of the grassroots units. Being aware of the role of
youth, the role of YUO and the YW capacity of YUO in the division, in
the past years, the Party committees, party organizations, leading officials,
and political agencies of IDs have always been concerned the leadership
and direction in building strong union organizations, fostering and
improving YW capacity of YUO at all levels. Therefore, YW capacity of
YUO in IDs has had many positive changes. Quality and effectiveness of
the Union and YM work of IDs in the Military Region and Army Corps
have been increasingly improved, contributing to the successful
implementation of the task of training, combat readiness, building strong
units and assigned missions for each division.
However, in some units of IDs, awareness of Party committees,
party organizations, leading officials, and functional agencies on
improving YW capacity of YUO has certain limitations. YW capacity of a
number of union officials and IWC capacity have not been able to meet


the requirements, tasks; proposals and drafting of the union's action plan
are limited; awareness and responsibility of self-study and training of
union officials are not high; the organization of YW activities are still
embarrassing, capacity to conduct YW is limited. Therefore, improving
YW capacity of YUO in infantry divisions of the Vietnamese People's
Army (VPA) is a particularly important issue.

In the new situation, the task of building and defending the
Socialist Republic of Vietnam, the task of construction and combat of
the army has been posing new requirements for the union work and
YW in the army, directly to build a strong YUO. Meanwhile the hostile
forces continue to disrupt Vietnam's revolution. The struggle in the
ideological and cultural fronts is tough and complicated. Depression of
ideology, politics, morality, lifestyle, expression of "self-evolution",
"self-transformation", negative and social evils are directly affecting
awareness, ideology, morality, lifestyle of young people. With such
significance, the following issue: “Promoting youth work capacity of
youth union officials in the infantry divisions of the Vietnam
People's Army today" was chosen as the doctoral thesis, specialized in
Party building and State Government.
2. Purpose and tasks of the research
Purposes
The dissertation clarifies a number of practical and theoretical
issues and proposes solutions to promoting the capacity of YW for YUO
at IDs in in the Vietnam People’s Army at present.
Tasks
The dissertation gives an overview of the research related to the
dissertation topic.

The dissertation clarifies basic practical and theoretical issues on
YW, promotion of YW for YUO at IDs in the Vietnam People’s Army.
The dissertation evaluates the current situation, indicates the
causes and draws some lessons for promoting YW for YUO at IDs in the
Vietnam People’s Army.
The dissertation identifies requirements and proposes solutions to
promoting YW for YUO at IDs in the Vietnam People’s Army at present.
3. Object and scope of the research
Object of the research
Promotion of YW for YUO at IDs in the Vietnam People’s Army.
Scope of the research
The dissertation concentrates on YW capacity and promotion of
YW for YUO at IDs of military zones and army corps. The participants
are officials, YUO and the youth from local units of IDs. Investigation,
surveys and sufficient numbers survey data from 2015 to present.

4. Theoretical, practical basis and methodology
Theoretical basis
The dissertation is based on the viewpoint of Marxism-Leninism and Ho
Chi Minh's thoughts; the lines and views of Vietnam Communist Party on the
youth, YW, the youth union, YM, the building of Ho Chi minh Communist
Youth Union, the Party’s strategic personnel work in the new period.
Practical basis
The reality of the youth union work, YM, YW capacity and
promotion of YW for YUO in the army in general and at IDs in
particular; summary reports of the Ministry of Defence, the General
Department of Staff, General Department of Politics and different
related branches on political and party work, YW at IDs; results of

survey sociology and practical surveys made by the author.
Methodology
The dissertation uses the methodology Marxism-Leninism,
dialectical materialism and historical materialism, combined with the use
of methods of analysis and synthesis; history and logic; generalization and
abstraction; sociological investigation methods and experts consultancy to
fulfil the purposes and tasks of the dissertation.
5. New contributions of the research
Building and clarifying the concept of YW capacity and its
promotion of IDs in the Vietnam People’s Army.
Summarizing some experiences on promotion of YW capacity at
IDs of YUO in the army.
Proposing some feasible and specific solutions to promoting YW
capacity at IDs of YUO in in the Vietnam People’s Army at present.
6. Theoretical and practical significance of the research
The dissertation contributes to further clarify the theory and
practice of YW capacity, its promotion of YW officials at IDs in the
Vietnam People’s Army. The findings of the study provide the
scientific arguments for leading, directing and promoting YW
capacity YUO at IDs in the Vietnam People’s Army. The dissertation
can be used as references for researching, teaching and learning the
subject of political and party work at military academies, officertraining colleges of the Vietnam People’s Army.
7. Structure of the thesis
The thesis includes: Introduction, 4 chapters (9 periods),
Conclusions, list of scientific works of the author related to the
dissertation, list of references and Appendices.

1.3.1. An overview of the results of the

previously published works related to the thesis
Because of the vital role of the youth for every country and every
nation, scientists worldwide pay great attention on the youth, YW in the
society and in the military. The previously published works show the
following basic points:
First, these works have thoroughly interpreted the views
Marxism-Leninism, the Communist Party, the Party and the
State’s leaders on the youth, the Communist Youth Union and
building YUO in the revolutionary cause.
The previously published works have fully analysed the views
Marxism-Leninism, the Communist Party, the Party and the State’s leaders on
the youth, the Communist Youth Union and building a strong youth union
officials who are able to effectively fulfil every task assigned. These serve as
foundations for the thesis to clarify the basic issues on the youth, YW, the
Youth Union and building YUO in the revolutionary cause.
Second, these works have built up the concept and
interpreted the basic points on the youth, the youth union, the
Communist Youth Union and YUO.

These works, by different ways, have formed such basic terms as: the
Youth, YW, YM, the role of the youth on the revolutionary cause.
Simultaneously, they have built up the terms of the Communist Youth Union,
its role, position, YUO, building the youth organization and YUO in general
and in the military in particular.
Third, these works have assessed the current situation of the youth,
promotion of the vital role of the youth, the youth organization, and YUO in
specific revolutionary phase
These works have conducted surveys on YW, the youth union

organization, including the construction of YUO in the society, in the military
of different areas. They have indicated the achievements, shortcoming, their
cause and issues need addressing in the revolutionary phase.
Fourth, these works have proposed directions,
requirements and solutions to promoting the role of the
youth, improving the quality of YW, YUO
The above-mentioned findings are considered as precious ground
to conduct this study. However, until now there have been no works
basically and systematically touching upon the capacity of YW and
promotion of the capacity for YUO at IDs in the Vietnam People’s Army
under the perspective of the Party Construction and State Government.
Therefore, the thesis entitled: “Promoting youth work capacity of
youth union officials in the infantry divisions of the Vietnam
People's Army today” is of originality, no coincidence with any previously
published works in Vietnam as well as in the world.
1.3.2. The issues need addressing in this thesis
To fulfil the aims, tasks, object, and scope of the thesis, the
following issues need addressing:
Firstly, clarifying the basis issues on the IDs in the Vietnam
People’s Army at present. Its structure, types of IDs (full form,
contracted, permanent frame), functions, tasks and organizing frame
of the Party Committee, the political system and different
organizations of IDs.
Secondly, clarifying the system of youth organization, YUO at IDs in
the Vietnam People’s Army. It clarifies the terms of the youth organization,
organizing types, functions, tasks, such basic issues on YUO at IDs as:
quantity, structure, quality, role, responsibility, task, and authority, working
relation, requirement for personality, ability, working style, feature and role of
YUO at IDS in the Vietnam People’s Army at present.

Thirdly, building the concept of YW at IDs, including: the aim,
subject, participant, object, content, form, way, and features of YUO at IDs
in the Vietnam People’s Army at present.
Fourthly, building the concept of YW capacity and promotion of YW
capacity for YW officials at IDs in the Vietnam People’s Army; basic issues
on promotion of YW capacity for YW officials at IDs. Building the concept
of YW capacity of YW capacity for YUO at IDs in the Vietnam People’s
Army; components making up YW capacity; the concept of promotion of
YW capacity for YW officials at IDS, including: aim, subject, content, form,
and measurement; assessing criteria to promotion of YW capacity for YW
officials at IDs, issues of regularity in promoting YW capacity for YW
officials at IDs in the Vietnam People’s Army at present.
Fifthly, accurately assessing the current situation of promoting YW
of YUO at IDs in the Vietnam People’s Army, indicating the achievements,
shortcomings, their causes, experiences for promoting YW capacity for YW
officials at IDs in the Vietnam People’s Army at present.
Sixthly, analysing the objective and subjective factors affecting the
promoting YW capacity for YUO at IDs at present and in the coming time.
Accordingly, the dissertation proposes requirements and solutions to promoting
YW capacity for YUO at IDs in the Vietnam People’s Army at present.
Conclusion of Chapter 1
The overview of the previous research works in the country and
worldwide shows that these works have interpreted the role and position of
the youth, YW, nurturing capacity of YW. Besides, these works have also
made scientific prediction its benefits and efficiency for the nation’s
construction, protection and development in general and for the military in
particular. The above-mentioned works state that they have some common
features in terms of subject, object, scope and content, yet there have been no

works systematically and specifically researching into “Promoting youth
work capacity of youth union officials in the infantry divisions of the Vietnam
People's Army today", specialized in Party building and State Government.
Therefore, it can be confirmed that this thesis is of originality, no coincidence
with any previously published works.
Chapter 2
BASIC THEORETICAL PRACTICAL ISSUES OF IMPROVING
YOUTH WORK CAPACITY OF YOUTH UNION OFFICIALS IN
INFANTRY DIVISIONS OF VIETNAMESE PEOPLE’S ARMY
2.1. Youth union officials and youth work capacity of youth union
officials in infantry divisions of Vietnamese People’s Army

officials in infantry divisions of Vietnamese People’s Army
* Infantry divisions of Vietnamese People’s Army

The IDs are a type of tactical and campaign unit in the VPA, fully
staffed, armed, and equipped with technical equipment as prescribed. IDs
are main fighting force of the army, attacking or defending independently in
one direction of the military zone, the legion or in the campaign formation
of the superior unit. IDs are the core force in the people's war to defend the
Fatherland, to participate in protecting order and security, fighting for
failure of conspiracy, activities of hostile forces
* Characteristics of IDs of Vietnamese People’s Army
Firstly, infantry divisions are fully staffed and equipped with
weapons, equipment, technical facilities. Young people are accounting for
a large proportion, being the main force performing tasks.
Secondly, the infrastructure of the infantry divisions are built
solidly, spaciously and modernly, meeting the needs of training, daily life,

material and spiritual life of officers and soldiers.
Thirdly, the central political task of infantry divisions is
training, readiness for combat and combat, and readiness to accept
and complete all assigned missions.
Fourthly, the IDs are located in strategic areas and key defensive
areas of the country, often stationed in the midlands, mountainous, deeplying and remote areas, where the economy is underdeveloped and the
people's intellectual standard is and people's life is still difficult.
* Youth union organizations in IDs of Vietnamese People’s Army
The youth union organizations in IDs are the grassroots organizations
that are established in regiments, battalions, companies and agencies of divisions
and regiments, according to the Regulations of the Ministry of Defense, the
instructions of the General Department of Politics, under the direct leadership of
party committees, party organizations at the same level, under the direction of
political agencies, political officials at the same level; under the management of
commanders, heads of agencies and units; a place to admit, educate and train
union members and organize union members and youths to successfully
implement the Party's guidelines and policies, the State's policies and laws, the
tasks of the army and the units.
Organizational structure of youth union organizations in IDs of VPA
It is based on the structure, organization, tasks, the number of union
members to form a 3-level, 2-level and 1-level grassroots organizations. The
3-level grassroots organization is established in regiments, brigades and the
equivalents, with associated organs in battalions, associations in companies
and the equivalents. The grassroots Executive Committee has 9 to 15

members. The Standing Committee has 3 to 5 members with the term of
every 5 years. The 2-level youth union is established in independent battalions
and the equivalents with associations in companies and the equivalents. The

Executive Committee has 5 to 8 members, with the term of 5 years twice. The
1-level youth union is established in independent companies and the
equivalents. Division is organized in platoons, units and equivalents. The
Executive Committee has the term of 1 year
Functions of youth union organizations in infantry divisions of VPA.
The Communist Party of Vietnam determines: “The Ho Chi Minh
Communist Youth Union is a trusted reserve team of the Party, regularly
replenishes young forces for the Party, succeeds the glorious revolutionary
career of the Party and President Ho Chi Minh; the core force in the youth
work; a socialist school; youth rights representative; in charge of Ho Chi Minh
Young Pioneers' Team”.
Duties of youth union organizations in infantry divisions of VPA
1)Educate Marxism-Leninism, Ho Chi Minh ideology, Party
lines and policies, State policies and laws ...; 2) Organize pioneering
movements of the youth union towards performing political tasks of
the units ... 3) Proactively and actively participate in political,
military, cultural activities effectively...; 4) Have close relationship
with the local union organizations where the troops are stationed ...;
5) Participate in building strong local political base and take care of,
educate and train young children; 6) Build a strong union
organizations ...; 7) Regularly contribute ideas to build the Party and
units; 8) Do well the development of the Party
* The team of youth union officials in IDs of VPA
The YOU in IDs of VPA are cadres and officers who are appointed to the
position of public affairs assistants in regiments, divisions and officers, and
professional soldiers elected by the congress of the youth union, operating under the
leadership of the party committee, party organization, direction of party committee,
political commissars (party committee secretary, party organization secretary where there is no political commissar, political officers), the management of leaders
and guide of political, managerial and directive agencies of the executive committee
of the youth union at all levels according to the assigned functions, tasks and

powers.

Be responsible with party committees, commanders, political
commissars, political officers of the same levels and superiors for all
activities of youth union work and YM work in the units; operate
under the leadership of the party committee; under the direction and
guidance of political agencies, political commissars, political
officers, superiors and their commanders.
Tasks
1)Based on the instructions and resolutions of the party
committee, the YW plans of the superior political agencies, the situation of
the Youth Union and youth units, the draft of the action plan to present the
Executive Committee meeting and the union meeting for discussions and
decisions. 2) Guide, inspect and urge the implementation of the Union
work plan, promptly detect the need to concentrate on the direction. 3)
Actively work with related agencies and sectors to organize the successful
implementation of youth union work plans. 4) Firmly understand the
situation of the Union work and YM and report to the Political
Commissar, political officers, the political agencies of the higher level. 5)
Organize the administrative work routine
Work relationship of youth union officials in infantry divisions
The relationship with the party committee, the party
organization at the same level, is the relationship between
compliance of leadership and leadership.
The relationship with political commissars, deputy political

commissars, political officers, party secretary (where there is no political
commissars, political officers) is the relationship between observance of the
direction and the direction.
The relationship with the commander of the unit at the same level is
the relationship between observance of management and administration and
the management and administration.
The relationship with the political agency at the regiment level, the

fluctuating, so the research and learning to improve the capacity of YW are
facing many difficulties.
Secondly, the composition and structure of YOU in IDs in the army
are diverse with inequality of knowledge and practical experience in YW.
Thirdly, YUO in IDs in the army are basically trained
in military schools, but have not received in-depth training
YW and union work.
Fourthly, YUO in IDs in the army are mostly responsible,
understand their responsibilities and duties, have the right motive for

development, loyalty to the army.
* The roles of YUO in IDs of VPA
Firstly, directly advise and propose to the Party committees, party
organizations, and chairing officials guidelines and measures for leading and
directing union work and YW.
Secondly, be the force that directly develops the plan and
organizes the implementation of the union work and YW in IDs.
Thirdly, be the core force in building a strong and excellent union
organization
Fourthly, represent and protect legitimate will, aspirations and
interests of the youth union members, be the flag to gather the
pioneering youth union members to successfully accomplish the tasks of
the army and units.
2.1.2. Basic issues about youth work and youth work
capacity of union officials in infantry divisions of the Vietnam
People's Army
* Concept of youth work in infantry divisions of Vietnamese
People’s Army
The youth work in the infantry divisions of the Vietnam People's Army is
the combination of guidelines and measures for leadership and direction of the
party committees, party organizations, leading officials, political agencies, activities
of union organizations in gathering, organizing, educating and training youth union
members and young people; promoting the pioneering role, the revolutionary
movement of young people, protecting the legitimate interests of young people,

creating conditions for young people to contribute to the revolutionary cause,
always making progress and growth.
The purpose of the youth work in the infantry divisions of the

Vietnam People's Army: gathering, organizing, educating and training
young people; promoting the pioneering role of young people and the
revolutionary action movement of young people
The subjects of YW in IDs. Leading subjects: Division Party
Committee, Regiment Party Committee, Battalion Party Committee,
Company Cells, functional agencies of regiments, IDs
Subjects directing the youth work in the infantry divisions of
the Vietnam People's Army: include political commissars, deputy
political commissars, political officers, deputy political officers, party
committee secretary, party organization, regiment political agencies,
ID political agencies, Army Youth Committee
Subjects managing the youth work in the infantry divisions of the
Vietnam People's Army: including military commanders and deputy
commanders of all levels IDs according to the scope of their

IDs in order to provide scientific arguments to help Party committees, party
organizations, chair officials and political agencies to determine the right
guidelines and measures to direct, manage, and organize the implementation
of YW in divisions
Building youth union members to become new socialist people
Organizing, motivating, gathering young people, pioneering,

successfully accomplishes the central political task of the units.
Organizing revolutionary action movements of the youth, taking part
in building Youth Union, building Communist Party, building strong local
political units and bases.

Taking care of building, creating conditions for union organizations to
operate and promote the pioneering role. Taking care of the legitimate
interests of young people. Working closely with organizations and forces.
Creating favourable conditions of physical and environmental
infrastructure for the effective implementation of YW, the work of
summarizing and concluding and well as learning lessons in YW.

Conduction of YW in IDs with quality and efficiency, attaching
importance to the application and good implementation of the following
forms and measures.
Education, propaganda, advocacy and gathering of youth union
members in performing the tasks
Through leadership activities of party committees, party
organizations, directing and guiding activities of political commissars,
deputy political commissars, and political officers of political agencies at
all levels in IDs with YW.
Good organization of revolutionary movements, promotion of
pioneering, active, creative roles of young people; conduction of exchange
and twinning activities.
Through the management activities of the unit commander for
YW, the direction, management and operation of the Union Executive
Committee at all levels.
Through forms of practices and activities of the union organizations

at all levels and YM; competitive movement; movements of divisions and
of superior levels.
Through the implementation of central political duties and other

and forces in IDs to the improvement of YW capacity of YUO are
increasingly being raised.
Secondly, the content, form and measures to

results.

YW capacity in some aspects, meeting the requirements

that the subjects and forces involved fully grasp the requirements and
simultaneously implement solutions simultaneously. Each solution has a
different position and role but has a close relationship with each other,

Vietnamese People’s Army. Therefore, in the implementation process, the
subjects and participating forces do not absoluteize or overlook a solution,

and situation of each unit to have the best results.
CONCLUSION
1. Research results of the works related to the dissertation topic
are valuable sources for the researcher to determine the research
direction of the thesis, possible inheritance issues suitable to the subjects
and scope of the research of the thesis, issues that need to be
supplemented and developed in order to carry out the research contents.
The results of literature review of foreign and domestic works related to
the thesis topic have shown that, although there is a certain degree of

overlapping, so far no works have been making comprehensive and indepth research on improving the youth work capacity of youth union
officials in IDs from the perspective of building Party and Government.
2. YW capacity of YUO in IDs is a total crystallization of
knowledge, experience, skills, ability, practical organization level,
specific capabilities of union officials associated with the position,
responsibilities, duties, including capacity of advising and proposing to
Party committees and party organizations guidelines, measures,
leadership and direction of YW; capacity to direct, guide and inspect the
organization for the youth union to understand thoroughly implement
guidelines and resolutions on YW; capacity to carry out contents, forms
and measures of YW according to their functions and tasks; strong
capacity to build union organizations and Executive Committee.
3. Improving YW capacity of YUO in IDs contributes practically
to the outcomes of training, combat readiness, effectiveness of YW, the
building of YUO with good internal competency, fulfilling the tasks before
the requirements of new development. In order to do so, organizations and
forces must thoroughly grasp and strictly implement the principlinary issues

in improving YW capacity of YUO in IDs.
4. During the past time, the party committee and the party
organization were proactive in resolving the leadership resolutions to
improve YW capacity of YUO in IDs. Political Commissars, political
officers, the commanders always created favourable conditions and
environment, had close and direct plan, program; functional agencies
advised, directed, guided and carried out effectively activities to
improve YW capacity of YUO in IDs. In addition, activities to
improve YW capacity of YUO in IDs still showed limitations and
shortcomings. A number of party committees, chair officials,
functional agencies were not fully aware of and highly responsible
for the activity of improving YW capacity of YUO in IDs; YW
capacity of a part of the union officials was still limited. Therefore,
improving YW capacity of YUO in IDs is an urgent issue at present.
5. In order to improve YW capacity of YUO in IDs in the current
period, the stakeholders and forces involved in the process should be acutely
aware of the impacting factors, strictly implement the requirements of
improving YW capacity of YUO in IDs. At the same time, it is necessary to
synchronously implement solutions to improve YW capacity of YUO in IDs.
