Asia Pacific Information Infrastructure

At APEC Summit2 in Bogor (1994), APII was introduced as a
cooperative framework of APEC member economies
- in response to G7’s GII, Clinton Admin’s NII etc.

At APEC TELMIN1 in Seoul (1995), the five objectives of APII
were defined
1) construction of information infrastructure
2) technological cooperation
3) free flow of information
4) human resources development
5) creation of policy and regulatory environment

APII Testbed Project, as a sub-policy for realization of APII,
was co-proposed by Korea and Japan at APEC TEL12
(Shanghai, 1995)

Preparatory Stage (1995-1998)
Korea & Japan proposed at the APEC TEL12 in 1995
Korea proposed ‘Video conference over APII’ at APEC
TEL14 in 1996

APII Cooperation Center launched in Seoul, Korea in 1996

Joined TEIN (2001)
Expanded via AI3 for TEIN (2001)

Toward a major research network in AP region
A major actor in Asia for TEIN with GEANT, European counterpart
Stronger capacity, more interconnectivities are needed
>> Currently there is no unified system for management & operation

Changing focus
From testing interconnectivity and interoperability
To conducting joint R&Ds in various application services

Cooperation among APEC member economies
Korea, Japan, Singapore and US are the main partners
APII-CC(Korea) & APII-TC(Japan) play a leading role
>> Incentives are needed for inviting more partners

Cooperation Between EU and Asia
After the Cold War, the int’l society became tri-polar with US, Europe and Asia
>> In 1996, resulted in the establishment of the Asia-Europe Meeting (ASEM)

Basic Capacity of the Link was set (12/2001):

SCR (Sustained Cell Rate) 2 Mbps

PCR (Peak Cell Rate) 4 Mbps
PCR can be increased up to 34 Mbps for the needs of
research activities
Basic Capacity was re-set (03/2002):

SCR (Sustained Cell Rate) 10 Mbps

PCR (Peak Cell Rate) 20 Mbps

from SCR 2Mbps/PCR 4Mbps, to 10Mbps/20Mbps

Traffic congestion consistently shows strong demand

Higher usage from Europe rather than from Asia
Further increase of capacity is needed

Future Scenario

KR-FR TEIN linkage will be upgraded to 34Mbps,
provided that the needed financial resources can be identified
by ASEM partners

Regarding intra-Asia connectivity, direct linkages will be
established between Korea and Malaysia
- MY will serve as a hub for the ASEAN members of ASEM

KR-US APII-TB/KREONet2 will be upgraded to 155Mbps

Unified plan for the entire Asia will be made jointly by MY
& KR
