 A prerequisite and impulsive element of
the development of a corporate, a
country.

VietNam Law : “An investment project is a set of proposals
relating to spend capital on creating, expanding or improving certain
facilities in order to achieve the growth in quantity or maintain,
improve, enhance quality of products or services within certain time”.

 Overview of project management:
 The application of knowledges, skills,

tools, techniques into project performance
in order to meet demand from a project.
 The process of overall planing,
coordinating time, resources and
monitoring achieving project’s goals.

 Over view of project management (cont):
 The distinction between project performance (PP) and
project management performance (PMP).
 The project management performance enhancement is a
key factor guaranteeing the success of a project.
 Performance is an intangible thing and hard identification,
so that choosing exact tools for assessing project
performance to enhance PMP of corporation is a challenge.

 Hydro Power Management Board No.3 (HPMB3)
 Vietnam Electricity (EVN) is a state corporation
+ Investors of many major electricity project.
+ 66% of total power capacity of Vietnam electricity system
with 38% power capacity from hydropower.
 HPMB3 is a member of EVN, assigned to manage construction
of hydropower projects in the central region of Vietnam.
 The project managements in HPMB3 mention to monitoring
and assessing results of PP but do not mention to PMP.

 PMPA model, which was proposed by Bryde et al and
examined by Tahir.M.Q et al, has positive impact on PMP
and used as a framework to assess PMP of a corporation.
 The application of PMPA models to assess operational
efficiency of project management have done by developed
countries but not antecedent in Vietnam.
 The study of applying PMPA model to analyse the
effect of influential factors on project management
performance of project management boards in Vietnam is
neccessary. This research is also becoming an urgent
demand in HPMB3.

whereby we propose solutions enhancing project

management performance in HPMB3.

 Prior researches towards project have been conducted
by Atkinson.R (1999); Barad.M, Raz.T (2000), etc.
 Prior researches towards project management have
been conducted by Loo.R (1996); DeWitt.A (1998);
Bryde.J.D (2003), etc.
 For finding influential factors to effect the success of a
project in a chain of works of project management
progress, many researches have been conducted as:
Munns.A.K, Bjeirmi.B.F (1996); Westerveld.E (2003);
Bryde.J.D (2003), etc.
Prior researches towards PM and PMP:

 The European Foundation for Quality Management
(EFQM) excellence Model, which can be used to assess
an organization’s progress towards excellence.
 PMPA model proposed by Bryde et al, which is
customize shape of EFQM model for assessment of

project management performance of an organisation.
 The study of Tahir.M.Q et al about significance of
PMPA Model.
 The study’s findings indicated that PMPA model can be used as a
framework to assess PMP.

Hypothesis:
 H1: The PM Leadership has positive effect over the PMP.
 H2: The PM Staff has positive effect over the PMP.
 H3: The PM Policy and Strategy have positive effect over
the PMP.
 H4: The PM Partnership and Recourses have positive effect
over the PMP.
 H5: The PM Life Cycle Process has positive effect over the
PMP.
 H6: The PM Key Performance Indicators have positive
effect over the PMP.

Survey method:
 Type of research: Quantitative.
 Level of research:
Confirmatory.
 Measuring object: PMP in
HPPMB3.
Survey Object: HPPMB3 staffs
and project partner.
 Questionnaires: 5 point Likert
Scale is used.
 Sample size: 150 sample.

Survey method (cont):
Questionnaires consisting of 1 dependent variables (PMP)
and 6 independent variables (L, S, PS, PR, PLC, KPIs).

 Questionnaire was developed depending influential
factors on PMP and there are some supplement element.
 150 questionnaires will be delivery to questionereds
throught 2 ways:
- Sending questionnaires directly to HPPMB3 staff and
project partner.
- Sending questionnaires to their e-mails and request to
answering questions by telephone (if any).

Response rate of questionnaires:
 After data collection, I will code data in
Excel 2003 and SPSS16.0. For calculating
results, Multiple Regression analysis and
Pearson Correlation are used.
Research Design:
 If collected data is not enough 150 samples as I expect, I
will check to explain suitably. Incase neccesary, I will try to
send questionnaires more to collect data, do not design data
by random by myself.
