CONTENT OF NEW CONTRIBUTIONS OF THE THESIS
1. On theoretical basis:
The quality management system applies the quality management framework model is the
implementation, review and evaluation activities performed by the quality management activities of
the College in order to achieve the training objectives, and satisfy the needs of stakeholders (internal
and external), with the desire to achieve the highest efficiency and the most economical cost.
The quality management system in the College applying the quality management framework
model is shown through the basic contents, including: Developing objectives of quality management
activities; Develop content through the elements that need to be managed in the quality management
system (program content management, teaching and learning activities management, learner
management, organization personnel management, facility management, financial management,
university-industry relationship management, scientific research and international cooperation
management, document and records management, executive support management; and evaluation,
quality management system assessment, analyzation and improvement management); Determine how


to organize the quality management system; Evaluate the performance of the quality management
system. Quality management activities in the College are the management of the above activities,
through the performance of management functions for each of those activities, in combination with the
use of available resources of the school to achieve the targeted goals.
Theoretical issues about the operation of the quality management system, including: the
importance of quality management activities; objectives of the quality management system; contents,
methods of organizing and evaluating the performance of the quality management system; personnel
deploying the quality management system; information system supporting the quality management
system; and conditions to support quality management activities.
There are many factors affecting quality management activities, many of which belong to the state
management mechanism of quality management activities in TVET; globalization trends and
international integration; career and employment competitiveness; There are many factors belonging
to individuals and leaders of units. Notable factors are: awareness of managers, lecturers and
executives about the role of the quality management system; the role of the unit participating in quality
management activities; quality cultural environment of the college.


2. On the practical basis
Practical research is carried out with survey method by questionnaire and in-depth interview
method. The survey sample is 277 managers (rectors; leaders of faculties and departments; heads of
departments), lecturers and executives of 06 colleges in the North, Central and South regions. The
survey results show that: operating the quality management system in colleges is very necessary and
effective for the units. The system of processes and forms helps the school's work to be unified, the
work is planned and on schedule. The quality management process is evaluated by managers, teachers
and staff at the necessary and effective level when operating in practice and effectively controlled in
the school. Quality of teaching and learning management; training and training service have been
significantly improved. Management and supervision activities in the units are easy to implement.
Coordination between units is enhanced. Awareness of managers, teachers and staff is improved. In
spite of the leadership's commitment to implementation, there are still a few managers, teachers and
employees who do not really understand the effectiveness of the application of the quality

management process, so there is still a fear of change. working according to the old habits, leading to
the uncompleted efficiency of construction and application of the school's tasks.
During the operation of the Quality Management System, the school actively reviewed the
organizational structure of the college, transferred and supplemented functions and duties of the
affiliated units; shifted from the form of functions and tasks management to process-based work
quality management associated with tight control activities, contributing to improving work quality
and efficiency. However, the biggest limitation of school quality management activities is the
commitment of management leaders at all levels and the attention to contribute to the development of
human resources for quality assurance activities inside the school. There is a sense of coping among
staff which reduces the meaning of quality management activities in a sustainable way. Resources and
other quality assurance conditions are very limited, continuous quality improvement faces many
challenges and difficulties because the school currently does not have data on the quality management
system through evaluations. Funding for school quality management is still limited.
The results of the survey on the influence of 7 factors affecting quality management activities in
colleges stated: Perception of members at the school about quality management activities; Social
awareness of vocational training; Competitiveness in terms of occupation and employment; The
cultural environment at school are considered to have the highest level of influence.
3. Regarding quality management measures
On the basis of theoretical research, the current status of quality management activities in colleges,
based on the principles of ensuring objectives, system, feasibility, practicality, efficiency, inheritance
and development, the thesis proposes 07 quality management solutions in the College.
The proposed solutions have been surveyed by questionnaires about the necessity and feasibility,
showing that the proposed solutions have high necessity and feasibility; need to be performed
synchronously to produce the best, most optimal results. The experimental results of solution 01
confirm that the solution is feasible, reliable and effective.
