ACM FOUNDATION BUDGET 2012
1. INTRODUCTION
This report was commissioned by the CEO of ACM Foundation to analyze Tazanian
government’s changing health priorities in 2012 as reflected in its 2012 budget to
ensure funds are appropriately apportioned to areas of most need. There is no
significant change in ACM’s funds for 2012, it still stands at US $2 million. If ACM
duplicates its fund allocation, this may not be appropriate to Tazanian government’s
budget and there may be many people who have diseases do not receive enough
support.
This report will analyze the data related to Tazanian Government’s Health Expenditure
and the ACM Foundation’s Expenditure in 2011 and 2012 to produce recommendations
for an appropriate response to the changing health budget of the government.
2. FINDINGS
The findings have been compiled from an analysis of Tanzanian Government’s Health
and the ACM Foundation’s Expenditures from 2011 to 2012. There are three
departments to consider: Hospital Infrastructure, Infant mortality and High Risk
Disease Prevention. This analysis reveals the section which needs funds from the
organization.
2.1. The Decline in Budget for High Risk Disease Prevention
Between 2011 and 2012, the government’s health expenditure on High Risk
Disease Prevention remarkably decreases from US$5.2 million to US$3.5 million.
However, the threat level still remains high. The equivalent figure for ACM in this
category was US$0.9 million in 2011. Therefore, there might be a considerable
lack of funds for High Risk Disease Prevention. If it is the case, many people who
have high-risk diseases can not receive enough help and the number of death
caused by these diseases may increase.
2.2. Already enough Budget for Hospital Infrastructure and Infant mortality
In 2011, the government’s actual expenditures on Hospital Infrastructure and
Infant mortality are lower than that in 2012 by US$0.8 million and US$1 million
respectively. Therefore, these two categories were funded fairly enough and they
do not need too much expenditure from ACM Foundation. If ACM Foundation


continues to give great funds for these two categories which are not necessary to
be expended, there would be the lack of money to solve the problem of decrease in
Tazanian Government’s Health Expenditure on High Risk Disease Prevention.
3. CONCLUSION
The decrease in expenditure on High Risk Disease Prevention would lead to the
situation that many people who have high-risk diseases would not receive enough
support and they may die because of not being supported in time.
4. RECOMMENDATION
 Much more money should be expended on High Risk Disease Prevention. Because
the sums of ACM Foundation’s Funds for 2012 is roughly equal with that for
2011, the amount of money spent on Hospital Infrastructure and Infant mortality
should be moved to High Risk Disease Prevention. Therefore, many more people
will get over these diseases.
 Expenditures on Hospital Infrastructure and Infant mortality should be reduced to
take more consideration to the High Risk Disease Prevention. If ACM Foundation
declines those expenditures which are not necessary to receive so much support, it
will have the solution to the lack of money spent on High Risk Prevention.
