Question 5. Read the passage below carefully and answer the questions.
A plan for London Traffic
London, like so many big cities, has traffic problems that seem to get worse every
year. Tom Jenkins, a bus-driver, was asked what he would do to improve the situation if
he was put in charge of London transport. This is what he said, “ If you put me in charge
of London transport, I’d make a number of changes. I’d ban private cars from central
London between 7.30 a. m and 6. 30 p. m unless the owner actually lives in the area. I’d
build a lot of new, cheap car parks near the railway stations on the outskirts of London,
so that people could leave their cars there and travel to and from work by train. I’d
decide a standard fare for all bus or tube journeys in the centre, and I’d make it possible
for people to buy ten or dozen tickets at one time. Then the buses and taxis would be
able to move much more quickly and easily, and life would become more comfortable
for everyone”.

Cars became popular as a quick and comfortable way of getting
around. This is still true when you will drive along a quiet country
road or a modern motorway. As far as you getting from one place
to another in the city is concerned, it is a different story. Whenever
I want to get up anywhere in a hurry. I leave the car at home and
go on foot. It often turn out to be much more quicker. I still make
the mistake now and again of thinking the car is an efficient means
of a transport. The other day my wife was feeling a bit under the
weather. She had been having terrible headaches for some long
time and she decided she couldn’t take it any more and asked from
me to give her a lift to the doctor, whose surgery is in the centre
part of the town. We live in a suburb in the old quarter of the city and it
is twenty minutes away on foot. On the way back, however,
it is all up hill and I must to admit it can be exhausting, especially on a
hot day. Reluctantly I got the car out of the garage and we set it off,
I was muttering about the wonders of taxis. My heart was sank as we
hit the first traffic jam- I knew we were beginning a long journey.
