Những đóng góp mới của luận án
1.Về lý luận
- Xây dựng lý luận về nhóm trẻ ĐLTT, hoạt động chăm sóc, nuôi dưỡng và
giáo dục trong nhóm trẻ ĐLTT , đặc trưng của nhóm trẻ ĐLTT.
- Trên cơ sở tiếp cận mục tiêu quản lý và chức năng quản lý, luận án xây dựng
lý luận về quản lý nhóm trẻ ĐLTT trong bối cảnh phân cấp, quản lý của ngành GD &
ĐT, quản lý của địa phương, quản lý của chủ nhóm và yêu cầu thực hiện phân cấp
trong quản lý giáo dục mầm non.
2.Về thực tiễn
- Khảo sát, đánh giá thực trạng nhóm trẻ ĐLTT ở Tp. Hồ Chí Minh, hoạt động
CS-GD trong nhóm trẻ ĐLTT, thực trạng quản lý nhóm trẻ ĐLTT trong bối cảnh
phân cấp.
- Khảo sát và phân tích sâu thực trạng quản lý nhóm trẻ ĐLTT của chủ nhóm,
thực trạng thực hiện phân cấp quản lý nhóm trẻ ĐLTT của ngành GD&ĐT, thực trạng
thực hiện phân cấp quản lý nhóm trẻ ĐLTT của chính quyền địa phương, những thuận
lợi, khó khăn, hạn chế trong thực hiện phân cấp và phối hợp trong quản lý nhóm trẻ
ĐLTT từ đó có những đánh giá chung về ưu điểm, hạn chế, nguyên nhân của thực
trạng quản lý nhóm trẻ ĐLTT ở Tp.HCM trong bối cảnh phân cấp.
- Đã xây dựng và khảo nghiệm 6 biện pháp quản lý nhóm trẻ ĐLTT ở Tp.Hồ

Chí Minh trong đó có xây dựng hệ tiêu chí đánh giá hiệu quả quản lý nhóm trẻ ĐLTT
trên địa bàn gốm 5 tiêu chuẩn và 14 tiêu chí đồng thời chứng minh được tính cần
thiết, khả thi của 6 giải pháp vả thử nghiệm 1 giải pháp có thể áp dụng vào thực tiễn
đạt hiệu quả cao.

Summary of the new contributions of the thesis
1. Contributions on reasoning
- Reasoning establishment on Independent and private groups of children
management is presented;

-Activities on nurture and education for Independent and private groups of
children are established;
- Characteristics of Independent and private groups of children are explored.
Thanks to an approach directed to management objectives and management
functions, the thesis establishes reasoning on independent and private groups of
children management in the context of management decentralization of Ho Chi Minh
city education and training department as well as district levels and group owners in
the context of early childhood education .
2. Contributions on reality
- Survey and assessment on independent and private groups of children reality
in Ho Chi Minh city is implemented to have a general view on nurture and education
activities and reality of the groups in the context of decentralization management as
well.
- An in depth survey and analysis is implemented to depict the reality of the
groups owners, the reality of decentralization management of Ho Chi Minh city
department of education and training as well as the reality of local authority
management. Advantages, disadvantages and challenges in the process of
decentralization management and collaboration with local authority on the group
management are also revealed. Based on the reality of decentralization management
and the advantages, disadvantages and challenges found, the thesis presents general
evaluations on benefits, drawbacks and causes leading to the reality of independent
and private groups of children management in the context of decentralization
management in Ho Chi Minh city.
- The thesis establishes and surveys 6 management measures on independent
and private groups of children in Ho Chi Minh city. 6 management measures include


a system of effective assessment which consists of 5 standards and 14 criteria.
Besides, the thesis demonstrates the importance and feasibility of the 6 management
measures

and implements a case study on one measure proving applicable and
highly effective characteristics of the measure.
