PREAMBLE
1. Reason for choosing thesis topic
The People's Public Security Forces is one of the key
components of the Party, State and people's vital armed forces, taking
on a particularly important task of ensuring absolute security and
safety for high ranking officials, important agencies, important
events, meetings and festivals organized by the Party and State and
international delegations visiting and working in Vietnam. Political
consistency is an important element in the quality and personality of
cadres and soldiers in charge of guiding and guiding cadres and
soldiers in the performance of their tasks and tasks. . To bring into
play the role of officers and soldiers in the performance of special
tasks, ensuring secrets and unexpected surprises for the utmost

continues to increase with more and more serious nature and level. In
the country, hostile forces continue to carry out the plot of "peaceful
evolution", the number of reactionary parties, political opportunism
activists, extremely taking advantage of religion, ethnicity,
democracy, human rights to attack us more aggressively. The
drawbacks effects of market mechanisms and the opening up of
international integration are increasingly clear and acute. The

corruption, wastefulness, "self-evolving" and "self-transformation"
manifestations in a part of cadres, party members, civil servants and
officials are increasingly serious ... have directly and multi-faceted
impact and set the objective requirements to build the political
consistency of cadres and soldiers of the guard force of People’s
Public Security stably. This is an urgent matter, as well as a
fundamental, strategic, long-term issue: the decisive factor directly to
the quality and effectiveness of the work of guarding, ensuring
secrecy, surprise in the absolutely safe Protection of the objects of in
all situations.
Research on the construction of political consistency, there
have been a number of scientific works, but so far no scientific work

has studied deeply and systematically the problem of the building the
political consistency of the specific object namely the guard force of
People’s Public Security from the perspective of philosophy. Thus,

Public Security of Vietnam today" is an objective and urgent
requirement, and is a fundamental, long-term, theoretical and

consistency of the Guard Force. Through the current situation has

Based on theoretical study and actual situation survey, the
dissertation proposes a system of basic solutions to the political
consistency building of the Guard Force of the People’s Public Security
of Vietnam nowadays. There are three basic groups of solutions:
promoting the role of the party organization, the leaders at all levels and
innovating the education and training; promoting the positive impacts of
socio-economic conditions and creating the political environment;

political consistency building. Each group of solutions has different
