INTRODUCTION
1. Reason for choosing thesis topic
In the general context of improving the quality of human
resources to meet the requirements of industrialization and
modernization of the country, the quality of human resources in the
Forest Protection Department of Quang Ninh province has a special role
and position. The quality of human resources in Forest Protection
Department of Quang Ninh province is a great motive for law
enforcement in the field of forest protection. It can be seen that the
quality, efficiency as well as the advantages and limitations of the
operation of the Quang Ninh Forest Protection Department are attributed
to the quality of human resources directly.
In implementing the renewal line of the Party, in recent years, the
quality of human resources Quang Ninh Forest Protection Department has
made positive changes. In addition to implementing the guideline of
improving the quality of training, self-training is the proper attention to the
training and fostering, so the quality of human resources in the forest ranger
department is constantly improving. The structure of human resources with
the ratio between generations of staff gradually came into standardization in
line with the orientation of cadre work of the Party. However, along with
these positive changes, there are limitations and inadequacies that are most
prominent today is the comprehensive nature of the organizational structure,
the payroll is still the status of both redundant, missing, even a weak place.
Staff rotation has not been in line with standardized procedures yet. There
are still a number of cadres, employees and laborers in the Forest
Protection Department trying to avoid the difficult and complicated areas.
That makes the team appear the mind, emotions, motives, wills that are not
clear, especially the process of improving the quality of human resources is
not commensurate with the requirements from newly developed realities.
At present, besides the positive effects, there are negative


effects from different objective and subjective factors. The negative
sides of the market economy, the rich and poor gap in society and the
force of the "poachers”, etc. have affected to the staffs, cadres and
employees in the forest ranger branch. This impact is more complex,
sophisticated and risky in Quang Ninh. Quang Ninh is a province with
forests in the land border and forests in the sea, Mong Cai border gate where trade is very large and strong. Direct human resources are cadres,
employees and laborers in Quang Ninh Forest Protection Department
who must have comprehensive knowledge in all aspects not only in its

own field, but also in other areas such as land and maritime border
security, commercial law, etc., while also having to deal with many
different forces in performing functions and tasks. In that sense,
improving the quality of human resources of Quang Ninh Forest
Protection Department is both unique and special importance and
emerges from the current urgency.
Up to now, there have been no scientific researches that focus
on improving the quality of human resources of Quang Ninh Forest
Protection Department at present from the perspective of philosophy.
The above theoretical and practical grounds have prompted the
author to select the topic of “Improving the quality of human resources
of the forestry industry in Quang Ninh province at present” to do a
doctoral thesis on philosophy.
2. Purpose and tasks of the research
* Purpose of the research
The dissertation clarifies a number of practical and theoretical
issues on quality improvement of human resources of the forestry
industry in Quang Ninh province and proposes some basic solutions to
further improve the quality of human resource of the forestry industry in

Quang Ninh province at present.
* Tasks of the research
The dissertation gives an overview of the research related to the
dissertation topic and identifies the issues need addressing in the dissertation.
The dissertation clarifies basic theoretical issues on the quality
improvement of human resource of the forestry industry in Quang Ninh
province today.
The dissertation analyses, evaluates the practical situation,
identifies the causes and anticipates the tendency of improving the
quality of human resource of the forestry industry in Quang Ninh
province at present.
The dissertation proposes some basic solutions to the improvement of
human resource of the forestry industry in Quang Ninh province at present.
3. Object and scope of the research
* Object of the research: The practical and theoretical issues on the
quality improvement of human resource of the forestry industry in
Quang Ninh province.
* Scope of the study:
In terms of content: The activities related to the quality improvement of
human resource of the forestry industry in Quang Ninh province.

Agriculture and Rural Development of Quang Ninh.
In terms of time: Investigation, surveys and sufficient numbers

4. Theoretical, practical basis and methodology
* Theoretical basis: The dissertation is based on the viewpoint of
Marxism-Leninism, Ho Chi Minh's thoughts, the lines and views of the

Communist Party of Vietnam on human resource, quality improvement
of human resources in socio-economic development in general, human
resources of the forestry industry in particular. The dissertation consults
the interdisciplinary theories and achievements that related to the study.
* Practical basis: The dissertation is based on the actual quality
and quality improvement of human resource of the forestry industry in
Quang Ninh province; evaluations, summarizing reports and statistics of the
functional departments, the Branch of Quang Ninh Forestry, results of
survey sociology and practical surveys by the author. Besides, a number of
scientific works related to this study are consulted and made use of.
* Methodology: The dissertation uses the methodology of
dialectical materialism and historical materialism, specifically: methods
of analysis and synthesis, history and logic; generalization and
abstraction; sociological investigation methods, etc. to fulfil the purposes
and tasks of the dissertation. These methods are used appropriately to
different parts of the thesis.
5. New contributions of the research
The dissertation builds up the conception and interprets basic
factors setting the quality improvement of human resource of forestry in
Quang Ninh province. In addition, the dissertation anticipates the
tendency and proposes a number of solutions to improve the quality of
human resource of forestry in Quang Ninh province at present.
6. Theoretical and practical significance of the research
*Theoretical significance: The dissertation contributes to clarify
the theoretical basis on the quality improvement human resource of
forestry in Quang Ninh province at present; it can be sued as references
researching and teaching related to the industry of forestry and human
resource of Quang Ninh province.
* Practical significance: The dissertation provides a number of
scientific arguments for leaders and directors of every level in planning

the policy and building measures to improve the quality of human
resource of forestry in Quang Ninh province at present.
