INTRODUCTION
With international name is Vietnam Electricity (EVN), Vietnam Electricity
Group is one state-own enterprise of Vietnam which is interdisciplinary. With
slogan: “ EVN light the faith”. EVN always be an important branch to bring
the light for all in Vietnam. The main field of EVN is production, transmission,
import and export electrical energy. EVN build emitting electricity factory,
electricity system for distributing to households, import and export to other
countries such as China and Laos, ensure supplying electricity as
plan of government.

A. SOME GENERAL THEORY ABOUT BUSINESS CULTURE

If culture is the system of standards and values that people in a community is
shared to implement, the business culture as well as the standards or values that
the company shared and compliance by members in company. However,
business culture is not sustainable, or immutable, but it's open, has always been
receptive, cultivates, and sometimes lost.
Business Culture help all members understand their values to company
An organization can develop when all members understand their main job and
role with very specific goals, they are lived in a free environment , shared
ideas, are recognized when they are successful ... all understood that, they are
an indispensable component of the company. They are one of working system
and they are very important in it. System will stop working if loosing them.


Business culture created a chance for all members in company work
together, pass across difficult period of company and they can work
overtime.
Solidarity and working momentum is the most necessary for a company which


is in difficult time, especially for company is ready to bankruptcy.
All members of the company need solidarity and sacrifice. The higher level the
company has, the most influential members as the need to sacrifice more. To
overcome the difficult situation, companies need a comprehensive strength and
power to shore. It come from Business Culture - Culture of unity and sacrifice.
B. BUSINESS CULTURE VALUES OF EVN AND THE EFFECTS

I.

Introduction of EVN

EVN is the leading economic in electricity field of Vietnam and area, plays a
key role in the task of ensuring national energy security. EVN to honor this
value with the goal of building trust, credibility by quality of products and
service, honesty and sense of responsibility. EVN committed to all partners that
will always ensure quality as top target, meet the increasing needs of
customers.

II.

Business culture values of EVN

Decisive action motto of EVN is finish obligation in capacity as an important
economic group in economic and country. All members of EVN undertakes to
act in national interest, for the prosperity of the country. EVN aims to build a
beautiful image of high responsibility, of caring and dedicated in working and


acting. Each member of the EVN will strive, sacrifice to make this motto .


EVN participate in business telecommunications, EVN Telecom has many
advantages over other partners such as the use of fiber optic cable on line 500
KV, 220 KV, 110 KV invested by electricity project capital, with available
infrastructure, poles hanging telecommunication cables, land and utilize
existing rooms of the electricity sector to improve or build new showroom or
sales room; staff is both powerful electric customers and just a the propagator
for service. Especial based on big branch of EVN.

III. The effects to the business result
After 5 years in telecommunications business, EVN Telecom is on the brink of
bankruptcy and the government had to transfer funds, facilities and human
resource to Viettel to manage with the aim of ensuring customer rights and
creating job for EVN telecom employees.
Viettel also rushing to convert customers who wish to transfer to Viettel and
after 31.03.2012, all EVN subscribers which is not transfer to Viettel will
switch to stop the service. 4500 billion to buy the terminal, in which
corporations pay 45% of electricity costs. and after spending all this money by


EVNTelecom, since 2009 the Electricity Corporation shall invest 100% of the
terminal unit price fiber optic infrastructure, antenna, stations which the
Electricity Corporation to lease EVNTelecom just 15 years depreciation and
interest loans 0%.

Compared with the other network suppliers, EVN has powerful staffs, is the
peak period in 2010 with the staffs of up to 13,000. In 2010, EVN Telecom
reorganize the telecomunication work with other measures such as making
regulations on the head, appointment of telecommunications leader
specializing in the Electricity Corporation and request the Electricity
Corporation appointed officials in charge of telecommunications leader in the

2011, EVNTelecom inability to pay, per month to 176 billion debt hanging.


Business failures of EVN Telecom has many causes, including:
The reason of human resource: team working on telecommunications largely
but was not good and staffing is not reasonable. VT & IT Committee of the
EVN Group is the leader in advising on the work of EVN Telecom but not
strong enough workforce. In meeting the telecommunications many units
proposed Board VT & IT EVN must have a better workforce to be able to

EVN Telecom is the implementation of tasks such as building a business plan

CDMA 450 MHz network has many disadvantages for mobile services but
there are many advantages of fixed wireless services. EVNTelecom provide
fixed wireless services, plus value-added services on wireless Internet CDMA
450 MHz made the difference and this is exclusive on the market. However,
customers wishing to use the Internet less than 1%, was mainly popular client
only needs to hear call. For this situation, EVNTelecom should order 90 %
fixed wireless phone with simply function to hear and call from 600000vnd to
700000vnd for each machine. But on the contrary, EVNTelecom order high


tech wireless phone with many function and the price is about 2 million to 3
million vnd for each machine. The customer can not buy the phone which have
a high price and it is the reason for undevelopment of customer. There is no
revenue if company can not develop customer, and made out investment capital
accumulation for terminals and EVNTelecom had to make business E-COM
package, donated wireless phones for business customers, but with the
conditions of using at least 2 years, monthly charges incurred at least
200000vnd. Because of unable to manage the team of collaborators led to the
arbitrary development, there are many subscribers does not address.
Implementation of business E-COM package was stoped after a short time, the
reason is revenue was not enough for paying high price terminal.
Network operating staffs is the weakness of EVNTecom. CDMA Network

Expansion Project period 5 has completed installation of BTS equipment and
transmission equipment in the fourth quarter of 2008. Last quarter of 2009 the
new BTS station put into operation due to lack of manpower. During this time,
although Viettel's BTS install after, Viettel leased fiber channel satellite
transmission speed 128kb / s to put the station into operation for the purpose of

The second reason is wrong technology choice : CDMA 450MHz technology
has some advantages but mostly cons.

place clearly, each region to be achieved certain success.
