Becoming the 150th member of WTO, the world trade organization- (in January
11, 2007), Vietnam also integrations deeper the area trade and world trade. From
that, it increases the investment of economic groups, the strong country in the
world….and the groups and foreign companies has gradually joined in all areas
and dominates the Vietnam market. An urgent requirement with inland
enterprises that they must have the new solutions and rearrange to competition,


survive and develop in market economic which is highly devastating in this time.
Human recourses’- is success key of every organization- with the create active,
the knowledge, value skill to keep all destiny and decide survive and develop of
organisation. So, the exploitation, using and development the human recourse for a
good way is the first condition, guarantee for the success of organisation. The most
important is in business environment which is so much challenges and changes in
integration trend and international competition.
Human also is “raw gas” of the enterprises, the resources provide the best
competitive advantage for enterprises because according to experts, competitors
are able to “clone” the strategy, business methods, products and services but the
talent can not “copy”. In the paper, we want to show some analysis about affect
elements to keep employees
in Vietnam enterprises and
some

solution

to

the competition advantage which cannot be copied by

keep our customers and competitors is human resources

employees in this time.

II. The situation of labor nowadays, the elements affect to the loyal of employees,
the effect solution to keep employees
1. Structure and real labour in Vietnam


At the end of 2009, Vietnam will have approximately 86 million people, standing
13th in the world and 2nd in Southeast Asia. Child (from 1 to 16 years) accounted
for 40% the total population, number of people in working age is approximately
50 million people, including young workers between 15-34 years old accounted
for more than 50% of the total number employees.
Education level, intellectual and technical expertise are upgrading, hte number of
labour with professional skills are now up 25% but it still occur the situation that
lack of worker. According to a survey, it has 72.4% of students who graduates

with an excellent doplima but lack of practical experience, 46.3% lack of
knowledge sectors and 42.3% had a poor command of foreign language.


The rate of brain drain, the jump of job are increase: in the past, the jump job
situation just occur in young labour with hope that raise their income. Nowadays,
in the volatile economic situation, this situation more and more occur (10-13%
per year) with many reasons: the unprofessional of work environment, conflicts
with leader, the development of career unclear, organization structure not
suitable, lack of hamony in reconstruction companies...



The strick of labour increase: in two recent year, the strike in Vietnam has
constantly increassed. According to statistics has 387 cases in 2006 and 541 cases
in 2007. According to unofficial figures in 2008, a total of 775 group cases,
which led to many consequences such as:
production delays have not been reached,
reputable


businesses

damaged

in

the

market....


Productivity and reduced work performance:

This is the factor which is affecting the exist and
operation of business. The reason can from the
lack of confidence in the company’s new policy
decisions, the changes about organization structure, staff always has a insecure feeling
about their future....
2. The theory about the elemnets affected the motivation of workers
Many researches got the doctrine which creates the motivation for employees as
Maslow with the ladder needs doctrine, Victor Vroom about expectations doctrine and
the two-factors doctrine of Herzberg.... and all of this doctrines also meet a goal of
human to bring the best effect for organization and enterprises. To understand the
problem of motivation for employees we will examine the steps as follows:
a. The essence of labour motivation:


The labour motivation also showing through the concrete work which each of
staff taking upon and in their behavior with organization. It means that it does not

have general motivation for every employee. Each one got a different works and

can have different motivation to work more positive. The labor motivation also
keeps with a job, an organization and a work environment.


The labour motivation is not entirely dependent on the personal character. It can
change frequently depending on the objective factors at work. At this time, an
employee can have high motivation but in other time he/she is unlikely to remain
in them.



The labour motivation depends on them, the employees often actively worked
hard when they do not have any pressure at work. When working in an active
volunteer, they can achieve the best labour productivity.



The labour motivation gives an important role in the increased productivity when
other condition input has no change. Motivation labour also is an invisible power
from within to promote them labour than enthusiasm. However, the labour
motivation just the source to increase labour productivity. Because this is also
depend on capacity, skill of employees, the level of scientific technology of the
production line.

b. Creating the labor motivation



We want make the motivation for employees to work, we must find the ways to
create this motivation. Therefore, “the labour motivation is system of policy, the
solution, the management procedures affect the employees to make the employee
have their motivation to work.”



In order to create the motivation for employees need to know that the employees
working to achieve which is motivated in their work to motivate employees.



Construction the main purposes of employee

The income purpose: this is the most important purpose which the employee
works. Because the income helps defray their own lives and families, ensure
the life and development.

 The purpose of personal development: this is what the employee wants to
improve themselves through the training, development, social and cultural
activities. This goal is improved, more attention when the employee has
sufficient income to ensure life.

 The purpose to meet the social activities is the need to participate in social

activities to assert him. When two proposes is met to satisfy, the social
activities will paid by employees in interest.
Therefore, creating motivation is using the solution to increase employees doing
their work and giving them the opportunity to achieve their goals.
c. The elements make the labor motivation.


The element depend on the individual of employees

The structure demands of employees.
 Material needs: these are the most basic needs to ensure about the life of
every one such as food, clothing, travel, accommodation…This is the main
demand and is the main motivation which make every one to do their job. Life
is increasing; the needs of people also changes from demand about the
number to the demand about quality.
 Demanding for spiritual: those needs require people to meet the conditions to
exist and development about intellectual term. Social is also more
development, the demand about the spiritual values also include raising it.
 Demanding for learning to improve the capacity.
 Demanding for aesthetic and social interaction.
 Demanding for social equal.
The needs about material and spiritual of human have a complication relationship
with each other that started on the relationships of matter-consciousness. These are two
main needs and also are the basics to do the motivation for labour.


The values depend on labour individual:
 Actual capacity of workers: all the knowledge, experience which the workers
have compiled during the study and labour. Each employee has a different
ability to make their own work more actively also different. When they have

enough condition to promote their capabilities, their motivation will increase.
 The personality of each employee: is the individual element within each
person and expressed through their views before an event. The workers view

can be positive or negative. So creating the motivation for workers also bear
an influence of their character.


The inside elements of job:

The elements depend on the nature of work which the employee is doing.


This is the fit between the ability to work with the level of the employees, when
the employees feeling that their job is suitable they will motivate in labour to get
their achievement. In contrast, this job is unsuitable. They will bore and not
focused on work.



The elements of manager environment. All of manager in organization have an
affect with the motivation labour of employees, such as:

Conditions and the timeline labour: these are the factors which affect very
much for the motivation labour. When we have a good condition labour,
advantage working environment, workplace safely and sanitation, the workers
will love their job, and work better.


 Organizing and serving at the workplace: is the arrangement, layout work for
the employee to ensure the best working environment for employees develop
a maximum their capacity. Besides, we should create the conditions for the
production process which is continuous.
 The remuneration of labour: is the amount of money that the organization paid
to employees for what they have served. When the employees feel that the
income received is commensurate with the effort they put out, the employees
will have motivation to service for organization. The unequal in remuneration
of labour will affect the motivation of labour because they think that this is
unfairly. So the manager must have a suitable in the remuneration of labour
which is way to create psychological comfort and collective solidarity.
 Assessment work: is an important manager active the human resources and
always existed in every organization. Assessment activities resulting in the
determination of the workers that the employee has take through their ability,
achievements and prospects of each employee. From that, we will give the
human decisions involved. The assessment results can affect the emotional

problems of each person so if inaccurate assessment may lead to the
undesirable consequences.
 Labour discipline: is the prescribed standard for personal behaviour of the
workers that organization built and based on the current legal and ethical
standards of society. When managers done the labour discipline, they should
avoid handling personal grievances that caused to discontent for employees.
 The training for the labour is the active to improve the quality of human
resources of the organization. Therefore in the organizations, the training can
develop. It should have a plan and doing this for a basically clear. The

subjects should choose carefully to avoid the wrong train about skilled
professionals. The employees wants to improve their learning and skills to
meet the production when have a consequently in the training policy. It will
be a reasonable motivation for their work.
 Organizational culture: is full of culture behaviour, communication within the
organization. The place also has good culture will have a high spirit of unity,
finish the job is easier, working with spiritual vigour fun, officers and
employees take care of together each other in work and in life. In contrast,
though in a higher facilities condition, reward, salary will also good. It will
make a frustrating feeling for employees.
2. Some researches about satisfaction level of employees
Through the theories about the motivation for employees above and the
labor solution in nowadays, we can said that this is the new practice for
human resources problem. This problem is the research about the
satisfaction of employees to finds the ways to keep them stay on company.
The concept of “Studying satisfaction of employees” is still new to the Vietnam
business though it is very popular in the world. In the foreign corporation, the research
interest in satisfaction of employees is consider no less important to the study of
customer satisfaction and is do to maintain the stability of the apparatus human
resources. By contrast, in Vietnam business, the level of dissatisfaction of employees
has showing on their action.
The “Research satisfaction level of the worker” is one of the most effective
ways to measure the satisfaction level and commitment level of staff in company.

Through the research about work environment and relative factors, the enterprises can
understand the attitudes and opinions of worker to find out the solutions for the posed
problems.


According

to

the

statistics

are

incomplete, IBG company conducted a Satisfaction survey of current work on a
national scale through the online survey. End of the date March, 8 2011, the study has
received the attention of many different groups: office, labour, production, marketing,
sales, team leader, concentrate managers in the business of many fields such as:
Business- Services, consumer goods, Finance, Real Estate and Health-Medicine;
mainly in the age group under 40 year olds.

According to survey result, the average satisfaction level of staff about organization
and work at 2.92 points. (on the 5 scale)
The participants were enjoyed the survey also evaluated and got mark for the elements
that they are satistied at work. In particular, friendly relations with co-works is the
criterion which satisfied with the most employees. Besides, the opportunity to training
and raise the level reached the lowest mark in five criterion.

However, through the chart is analysis above, we can see the lower satisfy level of
employee about the important elements of business, only average, which completely
with general result about satisfaction level with job. (2.92 points)

When they asked about the ablility to changes a new job in 2011, up to 64% of
workers said that they will find a new job and also 6% who did not clear direction.
According to this, the survey participants shared the reasons why they leave. One of
this reasons, it has 35% related to bonuses, 23% of unsatisfy the training needs,
increasing knowledge, 19% of the lack of environment professional.

We was going to find the reasonable of this shift and also asked the related questions
to the expectations of workers in new jobs. And the results showed that the factors
attracting people to find work , opportunity to work with enterprises with a good

training policies and guided by talent leaders who take care their staff are two
important elements.

4. Some effect solutions to keep employees
Through this examinal result, we can see that labor markets have the strong move
and have the standard which established ralative such as Salary and Working
environment and it becomes the basic require of employees. The new standards is
established, they look for opportunities where have able to increase knowledge and
work with friendly co-workers, under the guidance of talented leaders.


And get the requirement according to the criteria examined above, we need some
specific implementation following:


a. Construction the labor norms, responsibility and standard of conduct for each
employee:
When promote the collective strength and spirit of enthusiasm, the manager
should built the objectives and tasks for staff. One of this way is give out the target
vital and important which company should through such as increase sales with last
year, through the market share of competitors...If managers have their purpose, their
employees will combine and “sacrificing themselves” for shirt color flag of their

company. These tasks need to to do are: identify the operational objectives of the
business, common the goals to workers and make them understand the goal.


Identifing the specific goals and the norms, standards of conduct for employees,
they must give powered and accountable. Risks from the decision of the assigned
personnnel will be very small when we have a training program and good tutor.



Review regularly and fairly complete the task level of employees that will help
workers adjust their behavior to suit the requirements of the organization since it
helps them work better.

b. Creating the advantage condition for employee to finish their job
The task of leader is create an advantage condition in job helps them realize that
their work are doing suitable with their expertise, skill and can develop their job and
the future. Along with this is makeign for employees feeling that they are a important

part in company. The manager should “pull” all their employees in important active in
company. Then they will love and worked hard over. The steps are follows as:


Division of labour allocated appropriately to ensure “right people, right job”
which did not difficult on the job for workers.



Providing full and in time the needing condition which survive for job.
Redesigning the job get employees an interested feeling which helps them get
many interesting eager to help them work.

c. Stimulating physical and mental for employees

“Salary is an amount which the employee received from their manager after

finish a certain tasks.” So, salary is a powerful tool that motivates people to work. It
must reflect the contributions of workers and the basic necessities in their lives. They
will develop their talents, promote the labour force.


However, it is not right for all organization where pay a higher salary for

employees to get motivated. Because this depends on ability to pay and will pay
of organization. So, the role of stimulating labour through salary needs to

properly identify the relationship between salary and the dedication of
employees. When we paid for labour, must ensure the requirements and basic
principles in order to create incentives for employees to work
Creating the labor motive through bonuses
“Bonus is one of the most important treatment tools in the labour motive for
employees, increase incomes for employees, make them more enthusiastically.” When
they achieved, manager must reward timely. This important work must do regularly
and not wait until the end of the year such as the election excellent staff, employees are
more innovative and the best customer service, the best salesperson…can conduct
monthly or quarterly.


The election must be very fair and reasonable. The implementation of recognition
or award to formal. Information should be commended publicly for all
employees, partners and especially the families of the people are rewarded.



Managers should recognize and reward for employees who do not in excellent
employee list. But they also finished, well done their job and stick with their
company. The managers rewarded about their achievements, it will become a dug
almost effect

Mantling stimulation for employees:
Creating a stable position for employees working

Each of employees also hopes that they will get a good job; it started in the
steady demand of human life. In addition, people always want to grow all their own
ability, to learn, represented himself.
In fact that, when employees got a stable job, their psychologically will more
stable and concentration in the higher job. They will tend to strive more strongly to
high achievements in labor. Managers need to make to employees a stable
psychological job, creating the trust from employees to help them stick with their jobs
and organizations.
Building good relation in company
Social atmosphere in the company are expressed in normal social interaction
between the workers to ease social relationships, for leadership, for the job.

Labour stimulation is created the inside impulse of people who came with labour.
This impulse created on a certain impact on the objective sense. So, when we
impulse any labour active, we must notice the psychology elements such as
business purposes, needs, interests, motivation of each individual and a variety of
psychological characteristics as well as collective individuals which can form the
effective stimulus.
Organizing the training to improve skills, new training.



Nowadays, technology science also developed, people did more and more
exposure with high level jobs. So, the needs learning to raise level, response time
as technology changes.




The managers need to notice in train and develop to preserve and raise the quality
of human recourses. However, the training needs doing in a standard to give good
result. The training need the care of organisation for their workers which create a
feeling of confidence to combine between workers with organisation, give for
them a motive to develop their ability to work for organisation. Besides, it is a
condition to application of technical advances in management and organisation.
Setting up the competition movements, establish performance.
The organizations created the competition movements in labour which make the

striving in yield of workers, save the materials, improve economic efficiency. The
workers will try to get or over the purpose which has bring forward before. The
organization will rewards, encourages for the workers. They will compare their ability
with their co-work. This will make a competition in work, stimulate their intellectual.


Manager needs to create the competition movements which make a sense of
responsibility, interest, requiring the struggle, competition in the labour. Going
with it is rewards to motivate them, make them feel superior interest, finish their
work and have promotion opportunity. Besides, business should building sport
club, the primary organizational culture, building a large fitness center, exercise
rooms and villas at the resort for the employees to rest and recreation. The
individual relations will formation and consolidation on this action.

I. Conclusion:
We can say that in the globalization, which increases the ability of each business,
the most important thing is the competition ability for each individual. By many ways,
that also specific and uniform from meet the lowest needs to highest needs, the

workers can promote their ability and contribution for the general development of
business. On this paper, we just give a part of the real researches and the ways to keep
the workers. We hope that these results will provide for business and manager a good
look about the personnel action in the development of business today.
