I. RAISING THE ISSUE
Open economy and more growing every passing day, in addition to the
demand for housing, transportation, entertainment, health care needs with the best
quality of the Vietnamese people is increasing. To compete and survive, hospitals
were forced to upgrade and rapid application of new technologies to the clinical
and administrative management in order to increase operational efficiency and
improve service quality.
Information Technology (IT) is an effective support means and highly
effective in the management of general administration and management of the
health sector in particular. The use of Information Technology (IT) in managing
hospital is clearly an urgent need, contributing to the hospital tobe developed
comprehensive, step by step to meet the requirements of medical and health care
for people.
Application of technology has helped the hospital management and
efficient resources use, prevented from losing hospital fee, transparency financial
of patients, helped to control using rational drug safety, saved waiting time and
efforted to waiting time of the patient.

II.PROBLEM SOLVING
A. INTRODUCTION ABOUT LAM HOA GENERAL HOSPITAL:
Lam Hoa General Hospital in Thai Binh province was officially
established on 01 October 2007, forerunner of the Lam Hoa Health Services,
which was established in 1997. The first work in the creation of the brand name
"Lam Hoa" is Mr. Nguyen Xuan Lam, former Chairman of the Lam Hoa Hospital,
a Party member, a son of Hung Ha district, a soldier who has more than 40 years
working in the health sector. After more than 30 years working for Hospital in

Thai Binh Provincial in 1997 and he stands out by the disaster medical
establishment called Lam Hoa. He has worked hard for over 10 years, he is
persistence with his colleagues to build and brand development Lam Hoa from a
small Medical Service Establishment to become a major brand in the health sector.
Lam Hoa General Hospital is the leader birth of Thai Binh province in the
field of non-public health, welcomed nearly a thousand patients to health care each
year. Hospital services spearhead technical upstream lithotripsy and laparoscopic
surgery.
After nearly five years of operation, the brand "Lam Hoa" has become a
health and address the treatment of people's trust in and outside the province. In
four consecutive years, hospital is honored to receive the Certificate of Merit of
the Health Ministry "For Outstanding Achievement Tasks, Health Plan" in 2008,
2009, 2010, 2011; gold medal "For the health of Vietnam in 2009" by the Ministry
of Health and the Gold Cup" top 500 products and services in Vietnam " by the
Ministry of Industry and Trade in 2011.
Development direction of the Lam Hoa General Hospital in the near future
is to build a hospital with infrastructure and modern equipment and high quality
machinery for the treatment; investing in personnel training and collection talent
to cater effectively for people's health care.
B. REALITY OF IT APPLICATIONS IN HOSPITAL
1. Software applications in the management
IT application in the care, health care is an inevitable trend of the health
sector. Lam Hoa Hospital had a scientific working model, and it is more efficient
when deploying reasonable software technology.
- General management software which is provided by the Department of
Health to be used for managing patients who come to treat as inpatients and

outpatients. The patient coming to treat are welcome timely, issued medical codes,
guided to clinics and other services.
- Software application for health insurance management inpatient
treatment, management fees and health insurance payments.
- MISA Accounting Software Applications for the financial management
has been put into operation in 2011 instead of the administrative and accounting
software.
Overall, this software has helped hospital too much in managing outpatient
examination and treatment as well as the financing, reducing the time for
administrative work to spend more time serving the disease. In addition, the use of
software to help the staff in the hospital renovation work style is faster and more
scientific.
2. Software applications in statistical work:
Lam Hoa Hospital has applied the Medisoft 2003 Software Applications for
managing medical record reports, statistical reports and storage. It is because of
this software that search the records of patients, statistical reporting is done fast.
3. Internet applications in management and research
Hospital has set up a website page to be able to introduce their healthcare
services and to answer the patient's questions without wasting time to the hospital.
In addition to using e-mail application to send and to receive statistical
reports, through this system board center and functional rooms are also used to
inform the direction form or to send report ... to direct units tobe fast.
C.SWOT ANALYSIS
1. Strengths

Lam Hoa Hospital has established Information Technology Department

with a team who is proficient computer knowledge and expertise, enthusiasm and
passion for the job.

2. Weaknesses
- Software applications are inadequate because at the same time need to use
the 3 individual software however they did not meet the demand of the hospital
such as lack of pharmaceutical management functions, letter management , patient
management ... and there are no consistency between these softwares together.
- Human Resources of Information Technology Department are not enough
to manage large-scale network while hospital has opened Lam Hoa General Clinic
(Hung Ha district) as needed, leading to the deployment of hospital management
software to meet difficult more and more. Level of computerization in the staff is
low to reach the knowledge of using the software.
- Network is too obsolete, low server configuration, no reserve and
generator is not enough power to run the LAN when running out of power
3. Opportunities:
- The economy is growing, the need to protect human health is increasing,
so appling IT really need to minimize the time and effort for both patients and staff
members in hospital.
- Science and Technology is growing, so there will be many new IT
applications to be born and useful for medical care.
- The State encourages applying IT in hospitals.
4. Challenge:
- Some hospital applies IT application which is outdated, or ineffective.
D. COMPARED WITH COMPETITORS IN HOSPITAL INDUSTRY:

Compared with hospitals such as the Viet Duc Hospital, General Hospital
of Thai Binh province..., Lam Hoa Hospital also has its own strengths and

weaknesses.
Provincial hospitals and upper hospital are mostly had high-speed Internet.
They have applied online remote surgery system, reducing travel costs for patients
and increase the success rate for the surgery soon.
Viet Duc Hospital and General Hospital of Thai Binh Province use
Medisoft Software 2003. However, due to amount of patients come to treat disease
in 2 hospitals are too many, it is not effective for the hospitals in management
work, it makes costly labor input and it is only met the requirements of Reporting
Statistics Management System of the Health Ministry and many other reports of
Department.
E. ANALYSING EXPERIENCE, LESSONS DOMESTIC AND FOREIGN
BUSINESSES
Through deploying software in hospitals, managers have learned many
valuable lessons in the deployment of IT applications, which are:
- It is necessary to have strong determination and consistency in the
implementation of the leadership at all levels.
- It is necessary to have adequate and consistent investment in
infrastructure facilities such as computers, networks, software.
- About training human resource, it is necessary to strengthen the training
of all officials and employees in the hospital on the use of computers and software.
- When building software deployment and management for hospitals, the
hospital should ask software vendors hand over technical documentation, source
code, database structure ... to proactively with a database of hospital later.
F. LEARNING "IT" APPLICATIONS SOLUTIONS IN INDUSTRY:

- Continue to implement statistical reports management software in
hospitals.
- Developing common softwares used in conjunction with a number of

basic modules, which has open source, support speed up hospital IT applications
in hospital management.
G. STRATEGIC IT APPLICATIONS AND E-COMMERCE TO 2020:
1. Hospital's LAN:
LAN system in the hospital's infrastructure and information system is a key
factor to the success the hospital management software application because it
directly impacts the speed of the hospital management software synchronization.
Therefore, it should be a good LAN design consultancy to meet the service
requirements of the system now and in the future.
2. Internet connection
The use of Internet services, connectivity services and Internet application
services in the hospital system is urgently needed, it is a gateway to update traffic
with Medical science and technology in the whole country and the world, it
encourages Internet development priorities hospital and it is a big advocate of the
health sector.
3. Website of hospital
The hospital's website to create a database of information on the
development process, hospital organizations, medical supplies and equipment,
drug lookup service, ability to serve patients, the scientific research, training,
international cooperation, health care services as required; help hospital staff,
students and interested citizens lookup meet timely information for patients,
research scientific research and training; enhancing information exchange in the
hospital system as well as the scientific basis in domestic and abroad.

4. Increasing investment resources for IT applications
Annually, hospital need to allocate an appropriate budget for investment or
re-investment in IT.

organizations to seek resources to develop software, update the knowledge,
solutions and latest information about this field.
H. SPECIFIC ACTION PLAN AND TARGETS
In order to manage the application of IT well, efficient and contribute to
improving the quality of health care management service. I have the following
suggestions:
1. Regular funding support for IT
Each year, it need VND 150,000,000, divided into two times.
2. Equipped with more powerful configuration server
Director Board and Chief Informatics Officer will discuss with Thai Viet
Co.,Ltd. (Thai Binh province) to find the type of servers to meet the needs of the
Hospital.
3. Completing with full management software modules and unified in the whole
industry

4. Replication using e-mail and website management and information exchange
between leaders and departments together

III. CONCLUSION
Strengthening the IT application in hospital management basing on
increasing hospital management system with IT application and strengthening
activity capacity of the staff , help managers grasp information quickly and
accurately; simplify administrative procedures, eliminate intermediate activities,
facilitating medical services quickly, conveniently and promptly; consistency for
active data management ... That is target what Lam Hoa General Hospital
proposed and intended to be achieved in the 5-year period from 2013 to 2018 and
vision to 2020.
