INTRODUCTION
After completing the course Strategic Management by Prof. Dr. Vu Thanh Hung
guidance and teaching, I found this course very meaningful, practical and necessary for
those who are managing, leaders, officials of state bodies, business units and companies.
Apply the knowledge learned, here I am pleased to present content requires
individual assignments, as follows:
1. Strategic Concept:
Currently there are many different definitions of strategy, the basic cause of this
difference is due to the different belief systems about the organization in general and the
different approaches to the organization's strategy particular.
In terms of ontology, depending on the perspective of positivism (positivism) or
follow the trend of building (constructivism) that the essence of strategy is determined
according to the laws of nature or have a significant impact on the subject. In fact, usually
defined strategy towards practices aimed at facilitating the process of organizational


practice. According to Johnson and Scholes, the strategy is defined as follows: "The
strategy is to determine the orientation and scope of an organization's activities in the
long term, in which organizations must gain the advantage through a combination of
resources in a challenging environment, the best to satisfy the needs of the market and
meet the wishes of the actors involved in the organization ".
2. The concept of business strategy:

Business strategy is to establish long-term goals of the business, giving the action
plan the most general way, then choose the action plan, deploy allocation of resources to
be able the achievement of corporate objectives that were set out. Business strategy is
used in the most common sense 3:
- Establish long-term goals of the business.
- Give the general action programs.
- Selection of the action plan, the allocation of resources deployed to implement
that goal.
3. The importance of the strategy:
We can say the development and implementation of strategy really has become a
leading task and is a content, important functions of corporate governance, it is being
widely adopted in the enterprise. Currently popular notion that: "Business Strategy is the
art of coordinating the activities and control them in order to reach long-term goals of the
business". Regarded as a strategic business process administrators have toward corporate
governance with strategic thinking with a view: Strategy or not enough, but must be able
to implement new organizational guarantee for business success public. Corporate
governance and strategic. This is the perspective of strategic management approach
popular now.
4. Introduction of the unit:
In 1993, the Board of Management of Hai Phong Export Processing Zone was
established under Decision No. 358 / TTg dated 07/15/1993 of the Prime Minister to

5. Strategies to attract FDI and use of the IPs and EPZs:
The most important goal of IPs and EPZs is to attract foreign investment to the

climate of the country, IPs and EPZs become tools effectively attract FDI oriented
governments are applied to expand production and business activities in the area and

with one another and with local businesses.
Planning attracting FDI by industry, field, partner matching the advantages of each
region and each sector to promote investment efficiency of each locality, region,
consistent with the overall planning to ensure benefits Overall national and economic

6. Review the attraction and use of FDI in the Industrial area:
Achievements:
Forming system 17 planned industrial park with total area of 9710 hectares.
Among them was established and put into operation 08 zones (with 12 projects IZ
infrastructure development), with a total area of 4,600 hectares, nearly 7 times higher
than before 2008, equal to 6% of the total area of industrial park International (288 IPs
nationwide - a total area of 81,000 hectares, Hanoi has 8 IPs - 1,236 ha, HCMC 15 IPs 2,175 ha, Bac Ninh has 8 KCN- 2654 ha), to meet the development needs to 2015 and
orientations for next year.
Dinh Vu Economic Zone Cat Hai has been established and approved by the
general planning with total area of 22 540 ha, is taking steps to implement investment

projects in infrastructure construction necessary to build a complete system
comprehensive infrastructure and modernization of EZ including IPs and EPZs, forming
investment climate, business is particularly advantageous; initially attracted some FDI
projects with large scale of transnational corporations, the premise here is very favorable
to the successful development of this EZ. The formation of EPZs and industrial areas
where it will make a fundamental change in the technical infrastructure within and
outside the district, is the basis for the formation of urban areas, industrial service future.
Regarding the quality of the production projects: The IPs have attracted some FDI
projects

with

high

technology,

advanced

manufacturing

technology,

product

competitiveness, some companies, the Group brands of the 500 largest global companies,

contributing to the global value chain as Genral Electrics (GE), Bridgestone, LGE,
Idemitsu, Toyota ...

Industrial Park Development has contributed to the process of economic
restructuring, innovation-led growth model of industrialization, modernization,
urbanization and new rural construction: FDI, participants completed promote economic
restructuring through the development of business volume of industrial production,
creating many important industrial products, new products, increase exports, stimulate,
promote industrial development local; while promoting the service activity, thereby
increasing the proportion of services in the economic structure of the city, reducing the
share of agriculture in GDP.
Operation of industrial parks already contribute to promoting administrative
reform, improve the investment environment, the city's business; building and perfecting
the management staff of the State of investment management and the IZ, EZ.
Abridment:
Technical infrastructure - outsize industrial society, EZ yet to meet development
requirements and can not meet favorable conditions for attracting direct investment
projects abroad have big capital, modern technology, have spillover effects, stimulating
the economic development of Hai Phong and the northern provinces. Social infrastructure
is still low, the lack of international 5-star hotel, offices for rent, entertainment,
recreation, hospitals, international schools ...; in particular, the city has not implemented
the project to build housing and provide domestic services for workers in the IZ, EZ.
The company building and business infrastructure capable IPs capital, the ability
of investment promotion, secondary care now uneven. Besides the industrial park
infrastructure development synchronous attract efficient investment, remains one of the
companies do not work well, some less developed industrial park, the occupancy rate of
industrial land is not high.
Investment promotion activities slowly reformed methods, forms of activities, the
construction program, the investment promotion plan not close to the target, the
characteristics of the market, not linked to the formation of ground clean (condition of

roads, electricity, water, labor ...), the coordination and coherence between the sectors
with the Management Board and the Company are not comprehensive infrastructure.
Results attracting investment has been rising in recent years, but not commensurate with
the potential, advantages and has not met expectations of leaders and people of the city.
The compensation for site clearance, land investment project construction and
infrastructure development of industrial zones, urban zones many difficulties and
obstacles, resulting in slow progress, unable to meet the demand created clean surface to
attract investment, took the opportunity to recognize the potential of FDI projects than
having to wait too long; IPs typically related to compensation and clearance of
agricultural land, residential land as VSIP, Nam Cau Kien, Trang Due, Anyang.
Human resource development needs of the industrial zones, EZ, especially trained
workforce lacking, industry and the quality of training has not met the requirements of
FDI. On the other hand, workers' income is generally low, basic life guarantee themselves
a minimum level; conditions of accommodation and cultural life, the spirit of the
employees working in the IZ is very difficult, should also appear condition quit, stop,
slowdowns.
Many investors are still violating labor regulations, as no suitable labor regulations
law, extend the probationary period, pay grades and ranks improperly prescribed by law.
On the other hand, the employers, especially in enterprises with 100% foreign capital
lack of legal understanding of Vietnam, further propagating the law has not been carried
out regularly, the right audience. But in reality, many investors are still deliberately not
implementing the provisions of the law.
Environmental protection projects in the industrial zone is not complete, some IPs
have launched investment promotion but have not finished building wastewater treatment
plants concentrate (Trang Due, Nam Cau Kien, Minh Phuong) , making it difficult for
environmental protection.
Low budget contribution. Production activities - business most FDI in the IZ, EZ
affected and the impact of the national economy and of its parent company, the project

commitments (Nam Cau Kien, An Duong).
7. Development Strategy of Industrial area in Hai Phong in the future:
Advantages:
Vietnam is one of countries with stable political mechanisms of integration
innovation policies continue to be fully consistent with the market economy, macro

participate in the economic organization of countries and regions, a number of
agreements signed multilateral and bilateral.

sector of the production line leading to unattractive secondary investors wishing to
invest in production of parts Small retailers in Vietnam. Most of the manufacturing
plants, assembly of foreign investors in Vietnam must go to import the essential
components in the countries in the region such as Thailand, Indonesia, ...
Hai Phong city with the strength the sea, harbor international gateway but
logistics is still underdeveloped. Haiphong have a specialized university training in the
maritime industry but no formal training in logistics services that shortages led to severe
human resources in this field, especially when investors care engaged in the
transportation market since 2014.
8. Strategies to attract FDI in the Industrial area in Hai Phong in the future:
From the reality of the investment attraction of FDI for many years and the ups

In summary, by means of SWOT analysis used to assess investment potential of
IPs and EPZs under management unit Hai Phong EZ. 28.000ha is near urban areas,
industrial zones, non-tariff areas, deep water port with investment scale modern
infrastructure, adapt naturally attracted prestigious address concerns and beliefs Foreign
investors, in water to the city of Hai Phong. But the development of the infrastructure of
the whole city as well as the improvement of infrastructure in economic zones to match
with the surrounding areas of Asia as well as in other cities throughout the country
needed more support, resources especially the attention, directing overcome difficulties
of leadership at all levels and relevant departments especially Haiphong to realize from
overall planning to detailed planning by Government approval.

9. Specific objectives in the period from 2014 to 2020:

Minh Phuong, VSIP, Trang Due, Trang Cat in EZ and IPs: Son, An Duong, Nam Cau
Kien outside EZ with a total area of 1,235 hectares of industrial land. Fill 50% of
industrial land reclamation of industrial zones in Nam Dinh Vu with an area of about 716
hectares. Attracted about $ 12 billion invested in industry, services and ports.
Fill 20% of urban land and services in urban areas under the project VSIP urban
and Trang Cat, an area of 300 hectares, attracting investment of about $ 12 billion.
