INTRODUCTION
1. The reason for choosing the topic
The office plays an important part in each agency and organization, it is an
advisory department which assists directly to the leader, is a contact point between
leaders and functional units inside and outside the organization. In order for this
function to be implemented, the organization and operation of the office needs to
be completed and continuously improve the quality of its operations. Central
Office of the Revolutionary Laos People's Party plays an important role in the
organizational structure of the political system of the Laos People's Democratic
Republic, assisting the Central Executive Committee, directly the Politburo, the

Secretariat in organizing and managing the leadership of the Party. The
organizational structure will affect the operation of the Central Office. The
operation has a strong influence on the quality of advisory, general and logistical
work of the Central Office. The operation quality of the Central Office has an
impact on the overall operation of the Lao People's Party apparatus.
In terms of reality, the Central Office used to be consolidated with the
Governmental Office (GO) (from 1976 - 1992) to perform the functions and duties
of advising and assisting the Central Executive Committee and the Government. It
can be seen that the consolidation was carried out in history.
The consolidation brings about the unity, focus in organization, and
execution of the Party's affairs and state management, which contributes to
perfecting the state apparatus as well as strengthening Party leadership positions.
In order to well implement this issue, the position, role as well as functions and
tasks of the Central Office should be constantly improved, especially the advisory
tasks of the office. The unification between the Party and the State still has many
problems to be solved. Therefore, enhancing the advisory role of the Central Office
is necessary and objective. Therefore, the author chose the issue "The


organization and operation of the Central Office of Lao People’s
Revolutionary Party in the condition of consolidating a number of leadership
titles" as the research topic of the doctoral thesis.
2. Research aims and tasks
2.1. Research aims
On the basis of the organizational and operational theory of the Central Office in
the condition of unifying the titles of Lao General Secretary and State President,
the titles of Chief of the Central Office and Party Secretary of the Central Office,
the thesis assesses the status of organization and operation of the Central Office,
thereby to propose a number of solutions to renovate organization and operation of
the Central Office in order to improve its operational quality and efficiency.

2.2. Research tasks
The thesis carries out the following tasks: Overview of works on organization and
operation of the office, including the Central Office; Developing theoretical
framework on organization and operation of the Central Office in the condition of
consolidating a number of leadership titles; Assessing the current status of
organization and operation of the Central Office; Proposing solutions to reform the
organization and operation of the Central Office.
3. Subjects and scope of research
- Research object of the topic is the way of organization and operation of
the Central Office.
- Research topic on organizational structure and operation of the Central
Office from various Congresses of Lao People's Democratic Party up to now and
orientation for the XI term (2021-2026) and the next one.
4. Methodology and research methods
4.1. Methodological basis


The thesis studies the issues based on Marxist-Leninist doctrine, Cayxon
Phomvihan thought with dialectical materialist perspective, historical materialist
perspective, and systematic perspective.
4.2. Research Methods
During the research process, the author has used theoretical research
methods; practical summary method; expert consultation method.
5. Scientific hypothesis and research questions
5.1. Scientific hypothesis
In Lao PDR, the assisting apparatus for the General Secretary is the Central Office,
the assisting apparatus for the President is the President's Office. However, the title
of General Secretary and title of President is unified. Therefore, if the Central
Office and the President's Office are consolidated, the apparatus will be
streamlined, the quality and efficiency will be higher.

5.2. Research question
How does the consolidation of a number of leadership titles in Lao PDR have an
impact on the organization and operation of party committee-level offices and state
agencies at the local, central levels, Office of the State President and the Central
Office?
What advantages and disadvantages does the organization and operation of the
Central Office have when consolidating some leadership titles?
What should be done in order for the Central Office to operate effectively in the
condition of consolidating some leadership titles?
6. New contributions of the topic
6.1. In theory
- Researching comprehensively, systematically the theoretical issues of the
Central Office, developing a theoretical framework on organization and operation
of the Central Office.


- Point out the factors affecting the organization and operation of the
Central Office in the condition of consolidating some certain leadership titles.
- List some reference values for the Central Office in organization and
operation.
6.2. In reality
- Based on the theoretical framework of the office, the thesis has analyzed
and evaluated comprehensively and systematically the organization and operation
status of Lao People’s Revolutionary Party Central Office.
- Determining views and solutions to reform the organization and
operation of Lao People’s Revolutionary Party Central Office.
7. The scientific and practical significance of the topic
The research results of the thesis will provide more scientific basis for organization
and operation of the office; contributing to amending the institutions on
organization and operation of the Central Office; providing the Central Office with

some solutions to innovate organization and operation; acting as a teaching and
reference material for organization and operation of the office in Lao PDR

In addition to the introduction, conclusion, the thesis has 4 chapters.

Chapter 1
OVERVIEW OF RESEARCH SITUATION RELATED TO THE THESIS
1.1. The studied issues


The organization and operation of offices in general and the Central Office
in particular has been mentioned by many researches, especially master's theses in
different specialties. Through the research works, the author found that although
the organization and operation of the office is referred, only one or several aspects
of the office are mentioned. The approach of each research work is different, some
are based on human resources of the office, while others on the information system
of the office, or on the office's functions.
1.2. The issues that need further research
- Developing a theoretical framework for the organization and operation of
the Central Office in the context of consolidating the leadership titles.
- Evaluating the current status of organization and operation of the Central
Office to clarify the achievements, limitations and its causes in the organization
and operation of the Central Office today.
- Finding out solutions to reform the organization and operation of the
Central Office in the context of consolidating the leadership titles.
Conclusion chapter 1
Through the study of works related to the topic, the thesis has found the
results to inherit, at the same time the knowledge gaps, the issues to be deployed so
as not to overlap with other works. It can be seen that the thesis has reached the
goal set out as an overview of the organization and operation of the office to find

out what results the research works have achieved, what limitations need to be
further researched.

Chapter 2
SCIENTIFIC BASIS ON ORGANIZATION AND OPERATION OF THE
CENTRAL OFFICE OF LAO PEOPLE'S REVOLUTIONARY PARTY IN


THE CONDITIONS OF CONSOLIDATING A NUMBER OF LEADERSHIP
TITLES
2.1. General overview of the office
2.1.1. Concept, characteristics of the office
- Definition: The office is an executive and general apparatus of an agency
and organization, which is responsible for collecting, processing and synthesizing
information to serve the management of leaders, while ensuring material and
technical conditions for the general operation of the whole organization.
-Characteristics: Being the focal point of the agency, connecting other
units with the leaders of the agency; it is a specialized unit, performing both
logistics functions with a strict organizational structure, it is divided into different
parts; and has legal status, seal and accounts at the state treasury.
2.1.2. Position, functions, responsibilities of the office
The office is particularly important, a constituent part, an organizational
unit with function of advising, synthesizing and logistics.
The office is responsible for setting out agenda for leaders, making general
planning; Helping leaders improve the quality of documents, institutionalize the
decisions of unit leaders and communicate those decisions to departments as well
as relevant departments; General information serving for leaders; Helping the
management board and unit leaders to issue regulations on the scope of office
work; Helping units receive people and resolve petitions; managing public asset.
2.1.3. Organizational structure and operation mode of the office

The organization structure of the organization usually includes: archival
and administrative department; Financial department: General department;
Administration Department; Security department.


Activities of the office include: Advisory work, synthesis of documents,
archives; reception, foreign affairs, coordination activities; management of funds
and assets.
2.2. The issue of consolidating some leadership titles in Lao PDR
2.2.1. Some concepts
-The title of leadership is a concept used to refer to people with high
position in the organizational structure, holding the right to direct, manage and
administer the activities of such agencies and organizations.
Consolidating the leadership titles is that a person who holds a leadership
position in the Party apparatus, and holds the corresponding leadership position in
the State apparatus at the same time. It means consolidating leadership titles in the
Party apparatus and leadership positions in the respective State apparatus into an
individual.
2.2.2. Strengths and weaknesses of the consolidation of leadership titles
- Strengths: Contributing to innovate the Party's leadership method;
enhancing the direct and comprehensive leadership role of the Party; overcoming
reliance, blaming responsibility; highlighting the individual role of the head;
organization of streamlined and efficient apparatus; improving the qualifications
and working capacity of cadres and civil servants.
- Weaknesses: Much workload, difficult to harmonize Party work governmental work; it may lead to authoritarian, democratic loss if staffing is not
appropriate; lack of qualified and capable staff to undertake both positions well;
difficulties in inspection, and supervision.
2.2.3. Some leadership titles are consolidated in Lao PDR
- At the central level: The title of General Secretary is consolidated with
the title of State President, Central Committee of the Central Propaganda



Department with the Minister of Information and Communication; The Head of the
Central Inspection Committee with the Government Inspector General.
- At the local level: The corresponding titles at provincial and district
levels are consolidated like the central level.
2.3. The requirements, impact factors and criteria for evaluating the
effectiveness, organizational effectiveness and operation of the Central Office
in the condition of consolidating a number of leadership titles
2.3.1. The requirements on organization and operation of the Central
Office in the condition of consolidating a number of leadership titles
- Must be under the direct, comprehensive, absolute and regular leadership
of Lao People’s Revolutionary Party.
- Must enhance advisory capacity.
- Must ensure administrative reform.
2.3.2. Factors affecting the organization and operation of the Central
Office in the condition of consolidating a number of leadership titles
-The leadership and direction of the Politburo members and Secretariat for
the Central Office.
-The regulations related to the Central Office.
-The contingent of cadres and civil servants of the Central Office.
- Work environment.
- Conditions of material and technical facilities.
2.3.3. The criteria to evaluate the effectiveness and efficiency of the
organization and operation of the Central Office of Lao People’s Revolutionary
Party
- Number of staff and focal points of organization.
- Quality of advisory content, synthesis.
- Procedures and time for document processing.



- Coordination of work.
- Capacity to perform tasks of cadres and civil servants.
2.4. Experience in organization and operation of some central offices
and reference values for Laos central office
2.4.1. Experience in organization and operation of some central offices
-Governmental office of Lao PDR: defines a clear and strict organizational
structure and working style; strictly implements the working principle; improves
the capacity of cadres and civil servants of the Governmental office; applies
information technology to the operation of the Governmental office.
- The Central Office of The Communist Party of Vietnam: attaching the
building structure of the Central Office with work efficiency; Research, summary
of information to serve leaders must be reliable, clear and accurate; building
appropriate working regimes and working relations
- The Central Office of Communist Party of China: attaching great
importance to the service of the central conference; supervising the organization of
implementation of the guidance of the Party Central Committee
2.4.2. Reference value for the Laos Central Office
- The apparatus of the Central Office must be streamlined and firm;
functions and tasks between units must be institutionalized, the regulations must be
clear.
- Improving the ability and quality of leadership of the Central Office
leaders.
- Taking care of material and spiritual life for the Central Office cadres and
civil servants.
- There is a mechanism for monitoring and checking validity.
- Coordinating with other offices.

CURRENT SITUATION OF ORGANIZATION AND OPERATION OF

3.1. Introduction of the Central Office of Lao People's Revolutionary
Party and the Office of the President of the Lao People's Democratic Republic

3.1.1. Introduction of the Central Office of Lao People's Revolutionary
Party
- History: After the establishment of Lao People's Revolutionary Party
on March 22, 1955, on March 24, 1955, the Central Office was established at Neo
Lao It La in Ban Dan, Suoi District, Hua Phan Province; In the context that the
Central Office cannot operate publicly, it is used under the secret name "Unit 24".
the Central Office has gone through many stages: from 1976-1985, the Central
Office has changed its name to Central Party Office - Council of Ministers; from
1986-1992; In 1993, Central Party Office and Council of Ministers separated into
two agencies: the Central Office and Governmental Office.


- Position: an affiliate of the Central Party Committee of the Lao People's
Revolutionary Party, advising the Central Committee, directly the Politburo, and
the Secretariat to organize the daily work of the Party.
- Function: Proposing ways to handle leadership easily; Providing and
ensuring working conditions for the Central Committee, Politburo, Secretariat; At
the same time, ensuring the lives of cadres, civil servants, employees working at
the Central Office and public assets under the management of the Central Office.
- Mission:
+ Implementing the advisory, synthesis functions, the Central Office has
the following tasks: helping leaders plan management activities; preparing
conferences, especially documents; help leaders improve the quality of leadership
and decision making; helping to advise on the final revision of the contents and
forms of documents before submitting them for comments and signatures; helping
leaders develop, modify, supplement leadership regulations, working practices
throughout the leadership's time; providing information for leaders and creating
material bases, having systematic, complete, accurate, comprehensive and up-todate information.
+ Performing the function of logistics, the Central Office has the following
tasks: Organizing reception and communication; Ensuring logistics needs,

managing materials and public assets; Organization of protection activities.
- Rights of the Central Office:
+ Directly deploying the leadership guidance to the Central Party
Committee, Party Committee of the ministries and local Party Committee.
+ Requesting Party and State organizations, mass organizations and related
sectors to report on the work situation to the Central Office periodically
+ Researching and proposing ideas on issues to help leaders in direction.


+ Attending the Party Committee meeting at all levels as assigned by the
Politburo, Party Central Committee Secretariat and at the request of the Party
Committees of ministries, organizations, capitals and provinces.
+ Assigning officials and employees of the organization to operate at
ministries, organizations, branches and localities to understand the status of
information as planned and under the needs of leaders and the Central Office.
+ Organizing clerk expert conference every 2 years, at national level every
5 years.
+ Deciding internal issues for the Central Office such as: building,
repairing offices, arranging staff, training and retraining officials and public
employees.
+ Collaborating, exchanging and learning experts and senior leaders with
other parties as permitted by the Politburo.
+ Checking and monitoring the operation of clerk experts with ministries,
capitals, provinces and districts nationwide.
+ Considering appointing, rotating and dismissing officials and civil
servants of the Central Office from the deputy director of the department to
experts.
+ Monitoring and inspecting the implementation of the Party's guidelines
and policies at ministries, organizations, capitals and provinces nationwide.
- The relationship between the Central Office and other offices

The coordination between the Central Office and the the President Office, the
Office of the National Assembly, the Government Office to regulate issues related
to the agenda and the division of responsibilities for serving leaders, in order to
improve performance.
The Central Office proactively proposed to the Politburo and the
Secretariat to supplement, amend or promulgate new documents on the relationship


and working style between the Central Office and offices of branches and mass
organizations and other Provincial Party Committee, City Party Committee
Meeting mode is considered as the main form. In addition, another suitable
form may be used if necessary and urgent.
3.1.2. Introduction of the President Office of the Lao People's
Democratic Republic
- Position, functions and tasks: The President Office is one of the state
agencies at the central level, serving as an advisor in the research, synthesis and
administration for the State activities of the State President and Vice President.
Rights:
To report the situation, recommendations and direction; contact with
domestic and foreign organizations and individuals at the request of the job or the
entrustment of the President or the Vice President of the State.
To issue official notices and documents to domestic and foreign
organizations and individuals.
To attend meetings of the National Assembly, Government, conferences of
sectors and localities according to the invitation or under the authorization.
As a focal point for receiving and studying applications for amnesty for
criminals who are sentenced to death penalty; proposing the establishment or
cancellation of the organizational apparatus of the State President Office; deciding
some internal affairs of the State President Office.
To cooperate with the State President Office of other countries as approved

by the superior.
- Organizational apparatus: Administration Department. Department of
General Research. Law Department. Department of organization, inspection and
propaganda. Department of Foreign Affairs.


- Some basic activities: Administrative and organizational; General
research and law; Foreign Affairs.
3.2. Organizational status of the Central Office in the condition of
consolidating some current leadership titles
Chief and Deputy Chief of the Central Office are appointed or dismissed
by the Politburo at the proposal of the Head of the Party Central Organization
Committee.
The subordinate units of the Central Office include: Department of General
Research; Department of Secretary; Department of Organization; Department of
Planning and Finance; Department of Archives; Department of Political Education
and Training; Department of training and fostering rural development; Center of
Information and Technology; Party Fund, National Defense - Security; Office.
As of December 31, 2016, the officials and civil servants of the Central
Office has 226 people, of which 82 people were female. Staffs and civil servants
advising leaders of the Central Office accounted for 76 people, including 40
officials and 36 assistants
3.3. The current status of operation of the Central Office in the
condition of consolidating some current leadership titles
3.3.1. Organization and staffing
The Central Office has 6 deputy chiefs of The Central Office, 4 Assistants
to Chief of The Central Office, 11 Heads of Department, 21 Deputy Heads, 27
Heads of Divisions, 37 Deputy Heads; civil servants and officials who are arranged
into positions hold university degrees or higher one and have experience in
working the Central Office and some comrades moving from other agencies have

experience in practical work.
Regarding party committee organization, the Central Office has 197 party
members, 7 party committee members, 1 party base and 15 cells, including 6


affiliated units directly under the Kayson Phomvihan Museum party, if compared
with Congress V, there is an increase of 8 party units, an increase of 88 party
members, of which 57 are new party members.
For mass organizations, the Central Office has focused on directing,
promoting and creating necessary conditions to make each agency work in
accordance with its role and paid attention to modify the working content and
method, making unity among organizations.
However, the leadership activities of building the party - cadres and mass
work in recent years still have some shortcomings that need to be actively
addressed in the coming time.
3.3.2. Advisory, synthesis tasks
Actively coordinating with relevant departments in a wide and thorough
way. The advisory task is getting better and better, the Central Office has step by
step become stronger, which will serve as a basis to improve the autonomy and
initiative in implementing its main roles in the coming time.
However, the Central Office still has some important issues that will have
to be resolved, that is, the ability to synthesize strategic issues which is limited, the
initiative in coordination with the relevant agencies in studying the problem is not
high. Monitoring and analyzing the implementation of policies has not yet become
systematic, providing practical information on strong and weak aspects of
leadership is still incomplete, inaccurate and not timely. In terms of building a
work program, they still fail to help Party leaders build a full-time program.
3.3.3. Clerical and archival task
Every year, the Central Office has to receive an average of 6,000 to 8,000
documents and has issued about 3,000 to 4,000 documents of all kinds. The

document procedure has been simpler, so the time for signing and processing
documents is significantly shortened.


The direction of implementation has not been consistent, not good, the
incoming and outgoing documents have not focused on one focal point.
Submission, process and issuance of documents are insufficient, the documents
with wrong administrative procedures, which have not been processed yet, have
been sent.
The sending of confidential documents has not yet complied with the
security regulations such as the regulation on writing the sign outside the envelope,
on sealing, on the sending line. The printing of documents in some parts still has
many technical errors; The content of the document is so lengthy, not clarifying the
issues which need to be resolved. The archiving of the Central Office is much
focused.
Causes of weaknesses: Due to the poor and inadequate qualifications of the
Central Office’s cadres and civil servants; The working style of some cadres and
civil servants is not standardized, the working style still lacks in professionalism;
Financial and budgetary conditions, facilities, tools ... for office work are still
limited.
3.3.4. Reception, foreign affairs, coordinating activities with central and
local offices
- Reception, foreign affairs. Coordinating with the Party Central
Committee's Foreign Affair Committee to prepare the content and conditions for
the meetings of the Lao People's Revolutionary Party, Politburo with the
Communist Party of Vietnam, the People's Party of Cambodia, and the Chinese
Communist Party.
-Association of activities: the Central Office plays a good role as a focal
point, actively coordinating with central agencies to help the Executive Central
Committee, the Politburo and the Secretariat to build working programs.

3.3.5. Management of funds and assets


The Central Office proactively cooperates with relevant agencies to make
plans, contents as well as necessary equipment for practical activities; Preparing to
serve the central conference as well as the meetings of the Politburo, the
Secretariat of the Party Central Committee, the departments of the Central Office
have actively prepared the location, the security, provided adequate and quality
documents according to contents of conferences with confidentiality.
However, the implementation of a number of policies is still slow,
overlapping, the study of regulations and safety management in each case has not
been made systematic, complete. The management, maintenance and use of
facilities are not good.
3.4. General assessment
3.4.1. Achievements and causes
Regarding advisory, synthesis tasks: Actively participating in preparing the
content of congress of all levels in the term; Coordinating with stakeholders to help
the Party Central Committee study and plan the implementation of the Party
Congress’s content; The quality of preparing the contents of meetings of the
Politburo and the Party Central Committee Secretariat has been gradually
improved; Research and recommendations to adjust the content of some important
documents of the Party Central Committee; Reform the electronic network system,
reporting regime and mechanism to provide information between the Central
Office and ministries, ministerial-level agencies and local administrations;
regularly perform the task of monitoring, synthesizing, analyzing and assessing the
fluctuation of the situation at home and abroad to serve the leaders; Improving
organizational structure under strong, compact and effective orientation; training of
cadres with political qualities, sticking to the class, having a revolutionary moral,
having sufficient capacity and practical experience, contributing to successful
implementation of functions, tasks and responsibilities as assigned.



- Regarding logistics: Actively manage and protect agency’s assets; master
the data to serve the meeting. Health care for leaders of the country. Take care of
life, improve the political, ideological, professional and cultural level for officials
and civil servants of the Central Office.
-Causes: right guidelines, and policy; Party Committee of the Central
Office is a solid base for consolidation and unity; directing regularly activities in
practice and reforming advisory work; Officials and civil servants promote the
tradition of the Central Office, actively facing challenges, working with a high
sense of responsibility; Good coordination of ministries, ministerial-level agencies
and local administrations in the process of implementing the tasks of the Central
Office; The valuable support for knowledge, experience and material from the
Central Office in neighboring countries.
3.4.2. Shortcomings, limitations and causes
- Regarding organization: Organizational apparatus of departments of the
Central Office is still cumbersome; also inadequate in managing, arranging and
using the right people and right jobs; A number of departments of the Central
Office have not performed well the tasks, functions, powers and working methods
- Regarding activities: Lack of legal documents; The relationship between
the Central Office and other agencies has not been well coordinated; The advice of
the Central Office for party leaders is still not good; The data, statistics, research of
the situation are incomplete, slow, the implementation of the reporting system is
not timely, making leaders face have difficulties; Still advising things that are not
feasible or cannot solve the problem; Looking down on monitoring, checking and
organizing the implementation of the Party's guidelines and policies; The clerical
and archival system is still messy and complicated; Reception has not been
thoughtful; The working style of cadres and civil servants of the Central Office is
not really dedicated.



-Causes: The leadership and direction are not close and timely; political

cadres and civil servants lack the necessary stability, especially the contingent of
officials and civil servants holding leadership and management positions; due to
limited capacity and professionalism of the Central Office’s cadres and civil
servants; Regimes and policies for cadres and civil servants are not clear and
satisfactory, especially not paying attention to encouraging creative capacities of
cadres and civil servants; The tasks of checking, summarizing practice, reporting,
reflecting, asking for superior’s opinions in the advisory tasks of the Central Office
has not been regular, without plan and without focus.
3.4.3. Assessing the model of office which consolidates office of the
Party Committee and office of the People's Committee at all levels in the Lao
People's Democratic Republic today
- Strengths: office which consolidates office of the Party Committee and
office of the People's Committee is the local state administrative agency, which
has the function of advising and serving the activities of the provincial Party
Committee and provincial People's Committee, and district Party Committee and
district people's committees at localities. The office is an equivalent agency at
department/bureau level, directly under the People's Committee but not a
specialized agency.
In terms of organization, the consolidated office is more streamlined with
fewer levels, fewer intermediaries. In terms of operation, due to the streamlined
apparatus, its adaptability and flexibility are high.
- Limitations:


Although there are certain limitations, the consolidation of the office of the
Party Committee and People's Committee at local level is still more advantageous,

still brings about positive effects.

- Innovating the organization and operation of the Central Office should be
associated with the renewal of the Party's leadership mode.

- Innovating the organization and operation of the Central Office should be
associated with a team of specialized civil servants.
4.2. Solution of innovating the organization and operation of the
Central Office in the condition of consolidating a number of leadership titles


4.2.1. Strengthening the leadership of Lao People's Revolutionary Party
for the renovation of organizational structure and operation of the Central
Office
-Improving the theoretical, educational and professional qualifications of
cadres and civil servants, especially members of the Central Office.
- Strictly implementing the principle of democratic centralism in Party
activities.

4.2.2. Consolidating the Central Office with the Office of the State
President
After consolidating between the Central Office and the Office of the State
President, the name of the consolidated office is: OFFICE OF CENTRAL PARTY
AND PRESIDENT.
The office integrates with the functions, duties and powers of the Central
Office and the Office of the President.
Organizational apparatus of the Consolidated Office includes: General
Department; Department of General Research; Leadership Secretariat; Department
of Organization; Department of Financial Planning; Department of Archives;

Department of Training and Retraining; Department of Legislation, Inspection and
Propaganda; Department of Foreign Affairs; Center of Information and
Technology; National Defense-security fund


4.2.3. Improving working mechanism in the direction of strengthening
the relationship between the Central Office and the ministries, central agencies
and localities
- Continuing to study and develop legal documents to improve the
mechanism and coordination regime between the Central Office and functional
agencies advising to serve senior leaders of the Party - State.
- Regulating the regime of regular meetings between the General Secretary
and the Standing Secretary of the Party Central Committee's Secretariat with the
Central Office ; between the Central Party and other agencies.
- Strengthening coordination, feedback, reporting, providing information
between the Central Office and other offices.
4.2.4. Improving the capacity of cadres and civil servants of the Central
Office
-Building standards: Being a person with revolutionary will, faithful to the
party's leadership guidelines, without multi-party ideology; loyal and serve

the following capacities: Advising the highest leaders of the Party; organizing and
enforcing working regulations, programs and work plans of the leading agencies of
the Party and leaders of the Party; high sense of discipline, keeping secrets of the

Party and State; spirit of solidarity, cooperation, promotion, humility


-Renovating and improving the management of cadres and civil servants of
the Central Office: Reviewing and evaluating the contingent of cadres and civil
servants; Completing the regime of recruiting cadres and civil servants,
implementing mechanisms and new mechanisms for assessing, commending and
disciplining cadres and civil servants; Developing a uniform process for reducing
payrolls in the Central Office apparatus; Decentralizing the responsibility to
manage cadres and civil servants, empowering the rights and responsibilities of
