INTRODUCTION
1. General introduction about the dissertation
Topic "Training management of colleges of Vietnam Electricity
Group approaching the total quality management (TQM)".
The practice of training and training management at colleges of
Vietnam Electricity Group (EVN) shows that in order to improve the
training quality, it is necessary to innovate appropriate training management
with the colleges' practices and modern educational management trends of
the world. This is a matter of theoretical and practical significance. The
dissertation inherits selectively researches, the research works on training
management and training quality management. On that basis, it clarifies the
theoretical and practical basis and proposes training management measures
at the colleges of Vietnam Electricity Group according to the total quality
management approach.
2. Reasons for choosing dissertation
For the Electricity industry, building a team of skilled and capable
technical staff meeting the requirements in the period of industrialization
and modernization of the country and international integration is a top task.
To well carry out that task, the colleges of the Vietnam Electricity Group
need to renovate the training management and research activities and apply
the advance management models into practice of colleges to continuously
improve training and fostering for technical staff meeting well the high
demand of society.
The Colleges of Vietnam Electricity Group have the task of training
professional technical staff for the Electricity industry. The training
management of the colleges also reveals shortcomings; the role of the
subjects in training management has not fully promoted their responsibilities
... The above-mentioned shortcomings require a gradual study of
management innovation in accordance with the peculiar characteristics of
the school's vocational training. It is also consistent with the specificity in


the environment of the Electricity industry, combined with modern
management trends, quality assurance, optimal efficiency to constantly
improve the quality of technical staff training to response to work
requirements in the current situation. From the above reasons, the author
chooses the issue of "Training management of the colleges of Vietnam
Electricity Group approaching the total quality management (TQM)" is an
urgent issue both theoretical and practical aspects.
3. Research purpose and tasks
* Research purpose:
Building theoretical and practical basis, proposing training management
measures at the current colleges of Vietnam Electricity Group approaching the
total quality management (TQM).

Marxism-Leninism; Ho Chi Minh's educational ideology and guiding views, the
basic and comprehensive educational renovation path of the Communist Party
of Vietnam.

The project uses systematic approach, development approach, practical
approach, total quality management approach (TQM), to clarify the theoretical
and practical issues of training management. and propose training management
measures at colleges of Vietnam Electricity Group approaching the total quality
management (TQM) .
5.2. Research methods
* Group of theoretical research methods: Researching, analyzing and
synthesizing educational and scientific works on training and training
management; scientific works, research results of domestic and foreign works,
books, scientific journals, dissertations related to the topic.., on the basis of
which clarify theoretical issues of training management theory of the colleges of

learning in schools inside and outside the Electricity industry.

1.1. The work of the authors abroad on vocational training and
vocational training management in colleges
Author Tyler (1949) said that the training program must include its
four basic components, including: training objectives; training content;
training methods and processes, and methods of evaluating training results.
The United States is considered one of the countries with the most
developed education and training in the world, in vocational training of
American. Since the establishment of the People's Republic of China in
1949, vocational education has undergone a process of adjustment, reform,
improvement and solid development. In Japan, considering human resources
as a decisive factor for the country's future since the early 1980s, Japan has
set the goal: Training new generations with dynamism, creativity, and
specialized knowledge. Deep learning, the ability to think and work
independently, the ability to communicate internationally to meet the
demands of the world, with the continuous progress of science and the trend
of global competition-cooperation
1.2. The work of the authors in Vietnam on vocational training and
vocational training management in colleges
In 2005, Nguyen Hong Minh with a ministerial-level research project
"Researching and developing a vocational training framework program".
The author has systematized theories such as: List of training occupations;
vocational training program; vocational college program; framework
program; establishments building vocational college framework programs.

The author also analyzes experience in developing vocational college

framework programs of countries such as Japan, Thailand and Singapore.
Tran Kiem implies the need to determine the measurement criteria
for achieving the goals through the assessment criteria (input students'
qualifications, teaching facilities, etc.), assessment standards of process
(educational and teaching process), outcome evaluation criteria (behavior,
performance, promotion ...) as well as management performance evaluation.
Nguyen Lan Phuong researched "Managing the quality of training at private
universities in Ho Chi Minh City from the view of total quality
management" has analyzed and clarified the theoretical basis of the model of
managing quality training in Vietnamese universities.
2. Scientific research works related to training management in
colleges approaching the overall quality management (TQM)
2.1. Scientific research works of authors in foreign countries on
training management approacing the total quality management (TQM)
In the development process of social life, many different views and
management models has formed and developed, notably, total quality
management (TQM). According to Ishikawa, quality management in the
direction of TQM takes innovation as the main goal. Therefore, quality
assurance is an endless process and thus the quality of the product always meets
diverse requirements, always changes according to the increasing needs of
customers, and at the same time customer-oriented
Davies and Ellison studied the criteria for evaluating the European
quality system with the US quality assessment model. In "Educational
Admissions" (2001), Hoy W.K and Miskel C.G mentioned the origin, concept,
philosophy, quality management model. Among the six criteria of the
Malcolm Baldridge National Quality Award is a list of quality from the
perspective of TQM as a basis for assessing organizational quality. Those are
6 criteria: 1) Leadership; 2) Develop a strategic plan; 3) Focusing on
customers and markets; 4) Information and analysis; 5) Focusing on human
resources; 6) Management process.

Sallis Edward, an English researcher who examined TQM issues in
the context of British education in his work "Total quality management in
education" The book is divided into 16 major areas, with a focus on the core
contents of TQM and its application in education, highlighting the following
issues: Organizing from the perspective of TQM, leadership in TQM, tools
used in TQM ... Also in the work, Sallis has pointed out the products of
education, the quality of educational services, the customers of education.
2.2. Scientific research works of training management of the
approaching the total quality management (TQM)
Tran Khanh Duc has a lot of researches on the quality management
of education and training. In 2004, the monograph "Managing and

accrediting the quality of human resources training under ISO & TQM"
reflected the basic research results of the theory and practice of applying
ISO, TQM perspective, standards and processes. in the management and
accreditation of the quality of human resources training
(university/college/professional secondary school). In the research of Tran
Thi Thanh Phuong: "Managing the power university according to the
approach of overall quality management" studied the arguments for building
a quality management system for the training program, from which build the
training program management system. According to author Dang Viet Xo
[75] with "Training management at the University of Technology - Logistics
of the People's Police under the approach of overall quality management

quality management is a method of high quality management, aiming at
constantly improving the quality, each person in the organization is imbued
with quality cultural values.
3. Overview of research results of published scientific works

Firstly, overseas training management is aiming to meet the
requirements of training quality human resources in the context of the
world's modern scientific and technological revolution.

have goals, content and methods. Is it necessary and feasible?
In order to carry out the above-mentioned research contents, the
author respectfully inherits the research results of foreign and domestic
related works; Based on the theory and practice of innovative viewpoints on
education and training management to clarify the above contents.

THEORETICAL BASIS OF TRAINING MANAGEMENT OF THE

training under the project; visiting, surveying, learning and exchanging

Companies; the highest is the Group level, the General Director directs the
strategy of training and developing human resources of the Group; The focal

Colleges). The training management of the schools under the Vietnam
Electricity Group is directly managed by the Group and the Ministry of
Education and Training; Ministry of Labor, War Invalids & Social Affairs
and General Department of Vocational Training. The training management
of the Corporations is under the direct management from the Vietnam
Electricity Group to the Corporations, the Electricity Companies carry out
the training activities of the Corporation and the focal point is the Board of
organization and personnel.
3.1.2. Characteritics of the colleges of Vietnam Electricity Group

* For classes organized by Vietnam Electricity Group: Each
Committee proposes requirements on the content that needs to be trained,
develops a proposal to open a class to submit to the leaders of Vietnam
Electricity Corporation for approval;

for learners in the best way.

* Limitations and causes of limitations
The college is developing a quality policy, so the development of
training strategies, regulations in education and training, new issues raised
about the training management of a college are new, meet the certain
difficulties, most of managers and lecturers are still young, teaching
experience, training management are not many, lecturers with insufficient
doctoral degrees, management staff, experience in teaching, practical
knowledge in teaching, training management is weak so it also affects the
quality of training as well as training management activities of the college.

types of training of the school, the dissertation has identified the role of training
in combination with the survey results and actual survey, chapter 3 of the

SOLUTIONS OF TRAINING MANAGEMENT OF THE COLLEGES
OF VIETNAM ELECTRICITY GROUP APPROACHING THE
TOTAL QUALITY MANAGEMENT (TQM)
4.1. System of training management measures at the
colleges of Vietnam Electricity Group approaching the
total quality management (TQM)

handle situations that arise in reality. The consensus is that the above
will clearly see the inevitability and objective requirements of training
management of the colleges of Vietnam Electricity Group approaching
the total quality management (TQM).

from family education, in the general education system, from the social
environment at the colleges of Vietnam Electricity Group with the task of
"Teaching people, vocational training", the implementation of this solution
is even more important to perform the task of training qualified workers
with good skills, industrial manners to meet social requirements. This is one
of the current urgent requirements of workers in the country and the
international labor market..
* Measure 7: Organizing training links between colleges of Vietnam
Electricity Group and enterprises
School leaders as well as businesses need to choose a joint training
model in accordance with the current conditions of the school and
businesses so that the joint training, take advantage of the ability, and the
two sides simultaneously determine the principle: Split sharing rights and
community responsibilities, ensuring the interests of both parties.
Enterprises and schools perform management functions from
planning, organizing, directing implementation to checking and

supervising all components of joint training such as: Inputs, processes,
outputs and jointly regulate the impact of the context. At the same time,
the government should issue a policy to identify the responsibilities of
businesses with training.
4.2. The relationship between measures in training management
at colleges of Vietnam Electricity Group
The author has proposed seven measures in the dissertation, each
with different objectives, content, and organization, but the measures are all
closely related to each other. a unified whole. When organizing and
implementing measures in training management at colleges under Vietnam
Electricity Group approaching the total quality management (TQM), we
must implement synchronous implementation of measures, do not overlook
any measures, and at the same time, based on the characteristics, human
resources, material resources, the environment, impacting factors, influences
and assurance conditions of the school to organize and deploy
implementation, bringing the highest efficiency in training management.

The survey prepares a referendum on the necessity and feasibility of

the seven measures proposed in the dissertation, the assessments are graded
according to the following scales. The necessity to evaluate: Very necessary;
necessary; less necessary and unnecessary. Feasibility of evaluation level:
Very feasible; feasible; less feasible and not feasible.
Test method: Use the questionnaire method to survey evaluation
opinions by giving a scale of:
On levels 1 to 4 (1: Very necessary; 2: necessary; 3: Less necessary;
4: Not necessary). Feasibility is calculated from levels 1 to 4 (1: Very
feasible; 2: Feasible; 3: less feasible; 4: Not feasible).
Test subjects: Managers, lecturers at colleges of Vietnam
Electricity Group this is an important object, because they are the
people who directly conduct management and organization activities to
implementing objectives, requirements, and training management of
the colleges of Vietnam Electricity Group approaching the total quality
management (TQM). The number of votes included: 15 votes of the
Principal, Deputy Principal; Dean, Deputy Dean; head, deputy head of
colleges of Vietnam Electricity, 10 votes from the managers of the
Department of Labor, Invalids and Social Affairs, 5 votes from experts
in the field of education management and 92 votes of trainers. The
third-year students reason the author of the dissertation solicits the
opinion of the third-year students because they have experienced the
training process at the school, the number of referees is 120 people, the

The results of testing the necessity and feasibility of training
management of the colleges of Vietnam Electricity Group approaching the
total quality management (TQM) which the author proposed are very
suitable. The measures are surveyed and explored with very high consensus
all reached 80% or more. The measures “Directing the management of
teaching activities of lecturers at the college of Vietnam Electricity Group”
is considered as a key issue to create attractiveness and attract relevant
organizations and forces who take part in training management at the
college of Vietnam Electricity Group.
4.2. Testing and evaluation
Based on theoretical research, assessing the status of training
management of the colleges of Vietnam Electricity Group, the author has
proposed 7 measures, through testing the proposed measures in the
dissertation are in scientific and practical basis. The measure “Directing the
management of teaching activities of lecturers at the college of Vietnam
Electricity Group” is most appreciated. In order to confirm the scientific and

practical features of that measure, the author conducted a content testing
with this measure.
4.2.1. Test purpose
On the basis of the proposed measures, the author conducted a
natural experiment to: Assessing the effectiveness of teaching activities
of lecturers, the feasibility of this content at the Ho Chi Minh
Electricity College that aims to improve the effectiveness of the
teaching management of lecturers in particular and the effectiveness of
teacher management in general.

4.2.2. A test sample
This study used a random sampling method. A total of 60 randomly
selected samples, of which 30 lecturers from the Faculty of Industrial
Electrical (test group) were applied new management measures and 30
lecturers of the Electrical System Faculty (control group) were applied the
old management measures.

* Test procedure
A study on management of teaching activities of lecturers at HCM
Electric Power College is conducted according to the following process:
Step 1: Prepare documents, develop a set of test preparation tools
including survey questionnaire, interview, consult experts.
Step 2: Testing phase.
The experimental group applied the method: "Directing the
management of teaching activities of lecturers at the Vietnam Electricity
Group" which focused on managing the teaching planning; managing the
implementation of training regulations; managing classroom lectures;
innovating and using teaching methods; management of organizational
forms of teaching; methods of testing and evaluating teaching results;
scientific research activities to improve knowledge; teaching aids and
equipment.
The control group applied the method of organizing and managing
the teaching activities of lecturers at the electricity colleges of Vietnam
Electricity Group previously implemented.
Step 3: Measure the results, the changes of 02 groups of participants and
the control group from which draw conclusions about the feasibility and
effectiveness of the above measure.

4.2.7. Test conclusions
Analyzing, comparing and comparing the results of the two groups of
subjects, the test has confirmed the feasibility of the measure: "Directing the
management of teaching activities of lecturers at colleges of Vietnam
Electricity Group” is highly effective and fulfills the purpose of the
dissertation that meets the requirements of education and contributes to
improving the quality of education at HCM Electric Power College
Conclusion of Chapter 4
From the study of theoretical and practical basis, chapter 4 of the
dissertation has identified three requirements and proposed seven
measures of training management of the colleges of Vietnam Electricity
Group approaching the total quality management (TQM): Organizing
training courses to raise the awareness of managers, lecturers and staff
about the need to training management of the colleges of Vietnam
Electricity Group approaching the total quality management (TQM);
Formulating strategic plans for training management and training quality
policy at colleges the colleges of Vietnam Electricity Group; To direct
the management of teaching activities of lecturers at colleges the
colleges of Vietnam Electricity Group; Completing the training
management system at the colleges the colleges of Vietnam Electricity
Group; Strengthen the inspection and evaluation of training management
results at colleges the colleges of Vietnam Electricity Group; To build a
quality cultural environment at the colleges the colleges of Vietnam
Electricity Group; Organizing joint training between colleges of Vietnam

Electricity Group and enterprises; From the practical situation of training
management of the colleges of Vietnam Electricity Group approaching the
total quality management (TQM).
CONCLUSIONS AND RECOMMENDATIONS
Firstly, the Ministry of Labor, War Invalids and Social Affairs should
recommend to the government that it should give autonomy in the enrollment
work to the colleges of Vietnam Electricity Group because the enrollment
subjects in the electricity industry have special characteristics. enemies in terms
of professional capacity, occupational skills in some aspects it is also influenced
by psychological factors and talents of future technical staff.
Secondly, the Ministry of Labor, War Invalids and Social Affairs is
studying to change and supplement some documents on training management in

the direction of stronger decentralization for principals, and at the same time, it
should identify appropriate training methods in the direction of combine yearly
training with credit-based training.
Thirdly, from theoretical and practical research, the dissertation
analyzed the interpretation and proposed training management of the
colleges of Vietnam Electricity Group approaching the total quality
management (TQM), the training institutions in the electricity industry can
study and apply measures approaching the total quality management (TQM)
as well as training quality management at their units to continuously
improve the quality of education and training in the electricity industry.
Fourthly, the colleges of the Vietnam Electricity Group need to
promote the strength of the management leaders, teachers and students to
manage training in schools. Every member and everyone is self-managing
their own tasks, so the assignment of tasks, powers, specific conditions for
each specialized department and each individual to make a plan for

themselves, self-monitoring, checking the performance of individuals and
organizations to detect, adjust and help people to fulfill their assigned tasks.
Fifthly, the colleges must develop a quality cultural regulation, which
requires a change in the organization's culture; methods of style,
relationship, working and management, including construction and
development of tradition, prestige and affirm the core value is the quality of
training in the school's training management with a new management
mindset, a new way of thinking, a new principle but also a matter of
changing literature of organization in the school.
