INTRODUCTION
1. Reasons for choosing the topic
The effects of the current training context will bring opportunities and
challenges, especially for higher education, it will bring better results for
universities to be aware and prepared soon before these changes. The solution is
that universities need to develop their own development strategies, and
implement comprehensive innovation in management. In particular, it is
especially important to innovate training management because this is a the most

important activity of a university. Therefore, universities must have a new
approach in training management; It is necessary to study and make research
for training methods to meet high-quality human resources for the local
development in the current period.
Through theoretical and practical research, the author found that training
in capacity-based training is not only an indispensable trend but many advanced
education in the world have successfully applied that is the requirement and
solutions for local universities to improve the quality of higher education,
enhance competitiveness and integration capabilities. From the above reasons,
the author chooses and enthusiastically carries out the research topic "
Management of Engeering training at local universities under capacity
approach" as a doctoral thesis topic.
2. Purposes of the research
On the basis of research on theory and practice of management
Technical technology training at local universities, the author proposes
training management measures to improve the quality of training in the
context of fundamental innovation, comprehensive education ahead of the
challenge of the Industrial Revolution 4.0 and current university autonomy.
3. Objects of research
* Objects of research: Training activities of Technical technology at the
local universities under capacity approach
* Objects of study: Management in Technical technology training of local
universities under the capacity approach.
4. Research tasks
4.1. Study the theoretical basis of training and management of Technical
technology training at local universities according to capacity approach.
4.2. Surveying, analyzing and assessing the status of training and the
status of management of Technical technology training at local universities
according to capacity approach.
4.3. Proposing measures to manage Technical training at local

universities according to capacity approach.
5. Scientific hypothesis and research questions
5.1. Scientific hypothesis
Training in Technical technology at local universities according to
capacity approach is an advanced and effective training method. However, with
the requirement of social development that requires high quality human
resources, the management of Technical training at local universities reveals
many limitations. The requirements for local universities must innovate the
training management mechanism. Therefore, if we propose Technical
management management measures based on the capacity approach combined

with access to the system, approach CIPO in local universities in a synchronous
and appropriate way, it will work actively working to improve the quality of
human resource training to effectively serve local industrialization and
modernization needs. Since then, improving the quality of education as well as
prestige and position of local universities.
5.2. Research questions
- What are the characteristics of training in the technology industry and if following the
capacity approach, how will the program development process be effective?
- What is the management model at local universities that brings advantages
and difficulties in the management of technical technology? Can it be based on
capacity approach and CIPO model to identify which management content?
- What are the current status of training and management of technical
technology training at local universities based on the capacity approach and what
are the strengths / limitations?
- Can it be based on the capacity approach and CIPO model to show how
technology management training measures at local universities can improve the

situation?
6. Limited scope of research
- Limit research content: research on Technical technology training at
local universities according to capacity approach.
- Limitation of management subjects: study management measures for
principals and managers in local universities.
- Limitation of research areas: research topics at 3 local universities:
Hung Vuong University, Hai Phong University and Hong Duc University
- Limitation of survey subjects: surveying 500 subjects in 5 groups
including: managers, lecturers, students, alumni and employers.
- Limited duration of research: Surveying the status of training and
management training at local universities according to capacity approach in the
last 3 years (from 2016 to 2018).
7. Approaches and research methods
* Approaches: System approach, CIPO approach, Capacity approach
* Research methods: The theoretical research methods, Practical research
methods: basic surveys, in-depth interviews, experts:
* Statistical and data processing methods
* Verification methods
8. Protection points
8.1. The application of Technical technology training methods according to
the capacity approach in local universities in Vietnam must inevitably innovate
training management to meet the basic requirements of capacity-based training.
8.2. The current status of Technical technology training management in
local universities in Vietnam currently has limitations and does not meet the
basic requirements of training according to capacity approach, leading to
inadequate quality of training.
8.3. The system of Technical technology training management measures
according to the capacity approach at local universities in Vietnam proposed by
the project will overcome the limitations and meet the basic requirements of

training. According to capacity approach to improve the quality of human
resource training in the Technical technology sector in the current period.

9. New contributions of the thesis
9.1. The dissertation has created a theoretical framework, clarifies further
theories on training and training management of Technical technology
Technology according to capacity approach at local universities in the context of
current educational innovation. According to capacity approach, CIPO model is
applied to control input, process management, output management and take into
account environmental factors that affect the quality of trained human resources.
9.2. The dissertation is an in-depth study of training management of
Technical technology technology in terms of competency-based approach in
local universities in Vietnam in order to identify strengths / limitations in
training management practice and causes. Since then, propose measures to
manage training in Technical technology technology according to capacity
approach in local universities in order to improve the quality of human resource
training to meet the needs of local industrialization and modernization under the
impacts of current situation.
9.3. The dissertation is a useful reference, at least in the first stage of
application of Technical technology technology training methods based on
approaching capacity in universities, especially for local universities; helping
educational managers and educational policy makers have a basis to build
strategic solutions, particularly for local universities in context of current
educational reform.
10. Structure of the thesis
In addition to the sections: Introduction, conclusions and recommendations,
lists of references and appendices, the thesis is presented in 3 chapters.

Conclusion chapter 1
In chapter 1, the author has codified the theoretical issues of training and
management of Technical technology training in terms of capacity approach at
local universities in all aspects; at the same time, analyzing the impact of
objective factors and subjective factors on training and management of
Technical technology training at local universities under the capacity approach.
On the basis of theoretical research on training and training management,
the author found that the training management method in the direction of
combining system access, capacity approach and CIPO approach is very

suitable to the model of local universities. Therefore, the author has researched
and applied the CIPO model in training management in the Technical
technology sector according to the capacity approach including: Inputs
Management; Process Management; and Outputs Management and at the same
time paying attention to the impact factors of the context on Technical
technology training management.
The content of the theoretical basis for training and management of
Technical technology training in local universities plays an important role as a
basis for studying, surveying the situation and proposing training management
measures.

2.7. Overall assessment of the current status of training management
of Technical Technology training at local universities according to capacity
approach
2.7.1. Strengths
- The local universities have trained qualified human resources,

contributing to economic development - society in each locality.
- The work of accrediting higher education quality is focused. Until April
15th, 2018 there has been 21/27 local universities completed Self-assessment
report. Among them, 10 universities have been certified by quality accreditation
organizations.
- The management of higher education has a positive change. The
implementation of education has been legalized through the Higher Education
Law (2012) [47]; Law on vocational education (2014) [48].
- The organization of the local universities is operating in accordance with
the regulations of the Ministry of Education and Training, the university
charter, in accordance with the actual conditions.
2.7.2. Limitation
- Several universities do not actively promote all internal forces in training
management due to not being fully and thoroughly aware of the importance and
necessity of Technical training in terms of capacity approach.
- Objectives, contents, training programs, methods and forms of training
organization, teaching, learning, testing, and evaluating training results, etc.

- Infrastructure, facilities have been invested but not commensurate with
the scale of training, have not yet caught up with the advanced change of
current production technology is the common difficulty of universities. To
remove this difficulty, training institutions need to strengthen cooperative
relationships with businesses so that students have the opportunity to practice
on advanced and modern equipment. However, a large number of universities
do not have proper awareness and initiative in building relationships with
businesses so the training efficiency is not high.

After 20 years since the first local university was founded. The local

not taken the standard of performance as a basis for evaluation; The adaptability of
local universities to the impact factors of the context is "slow" and leads to
"latency". Therefore, the management efficiency of Technical technology training
has not been in line with the requirements of the training under the capacity
approach
In conclusion, the current status of Technical technology training
management in local universities according to the capacity approach is having
many problems on input management, management of teaching process,
output management and ability to adapt to the impact factors of the context.
Therefore, the requirement is that there should be management measures to be
suitable and feasible.

need. feasibility of proposed measures. The author has conducted surveys with
many different subjects (managers, lecturers, alumni, employers) about the
necessity. feasibility of measures. Test results show that the author's hypothesis
hypotheses have been specified; The proposed measure system has the

and efficiency of training.
At the same time, the author has experimented with the method of
"Enhancing cooperation between universities and organizations, business” at
Hai Phong University. This is an important measure in Technical technology

premise to implement other groups of measures.
CONCLUSION AND RECOMMENDATIONS
1. Conclusion:
Training Technical technology majors at local universities according to
capacity approach is the training orientation. At the same time, it is also an
important solution in current higher education innovation. However, the local
university system is still embarrassing when implementing important tasks.
Through the research process, the author draws the following conclusions:
The thesis has conducted an overview of training and management of
Technical technology training at local universities. Simultanously, the thesis

establishes a theoretical framework for management of Technical technology
training under capacity approach.
The current status of training and management of Technical technology
training at local universities shows that universities have not really shifted to
training according to learners' capacity approach. The main cause of the above
situation is that the training management of universities has not kept up with the
way of innovation in training. Therefore, for the local universities to implement
the training model according to capacity approach and to meet the requirements
of the labor market, there should be appropriate and feasible measures.
Based on the results of theoretical research, training status and training
management, the thesis has proposed 5 measures on management of Technical
technology training at local universities. Measures have a close and supportive
relationship with each other.
