INTRODUCTION
1. Rationale
Renovation and stability are two sides of a problem of
regularity in the process of social development. Therefore, the
awareness and correct application of the relationship between
renovation and stability in the process of social development are
significant to the process of renovation aimed at sustainable
development and human development in Vietnam today.
In fact, after more than 30 years of persevering with the
renovation process, our country has obtained "great achievements
of historical significance" [34, p.16]. However, besides the
achievements, during the renovation process, our country has also
encountered many limitations and weaknesses with extremely
complex difficulties and obstacles, which threaten the stability of
all areas of social life, such as economy, politics, culture, etc. The

question of how to continue the renovation to both achieve the goal
of development and avoid disrupting the general stability of the
society thus is posed. A series of questions and issues are being
posed for the renovation process in our country today. And such
questions and issues need to be further studied, clarified and
resolved in time to come.
Due to the urgency from both theoretical and practical aspects,
“The relationship between renovation and stability in Vietnam today”
is selected as the topic of this doctoral thesis in Philosophy.
2. Research objectives and missions of the thesis
2.1. Research objectives of the thesis:
From the theoretical explanation of the relationship between
renovation and stability, the thesis analyzes and clarifies the actual
situation of relationship between renovation and stability in Vietnam
over 30 years of renovation; on that basis, it proposes directions and

solutions to effectively resolve this relationship in the coming years
of renovation.
2.2. Research missions of the thesis
First, the thesis provides an overview of research relating to the
research topic, which is the relationship between renovation and stability
in Vietnam today.
Second, the thesis explains some general theoretical issues
about the relationship between renovation and stability.
Third, the thesis analyzes the actual situation (achievements
and limitations) of addressing the relationship between renovation
and stability in Vietnam over 30 years of renovation, the causes of

that situation and some issues that are being posed.
Fourth, the thesis proposes directions and solutions to
effectively address the relationship between renovation and stability
in Vietnam in the coming years of renovation.
3. Research subject and scope of study of the thesis
3.1. Research subject of the thesis: The research subject of the
thesis is the relationship between renovation and stability in Vietnam
in the renovation period.
3.2. Scope of study of the thesis: Scope of study in terms of space
is in Vietnam. Scope of study in terms of time is the renovation period
of Vietnam (from 1986 to present). Scope of study in terms of content
is the relationship between renovation and stability in basic areas of
social life, such as economy, politics and culture.
4. Theoretical basis and research methodology of the thesis
4.1. Theoretical basis: The thesis is based on the theoretical
basis of Marxism - Leninism and Ho Chi Minh ideology. The basic
doctrines, principles and laws of historical materialism and
dialectical materialism are the basis for solving research problems in
the thesis. Using the viewpoint and strategy of the Communist Party
of Vietnam as foundation, the thesis analyzes and interprets the status

of the relationship between renovation and stability in Vietnam over
30 years of renovation. In addition, the thesis also inherits the
achievements of domestic and international scientific research which
have been published and related to the research topic.
4.2. Research methodology
On the basis of the theory of Marxism - Leninism, Ho Chi Minh

ideology and viewpoints of the Communist Party of Vietnam, the
thesis uses methods of dialectical materialism, historical materialism
and methods of social sciences research, such as analysis, summary,
comparison, generalization, and interdisciplinary approach in
analyzing the dialectical relationship between renovation and
stability in Vietnam today.
5. New scientific contributions of the thesis
First, on the basis of clarifying some common theoretical issues
about the relationship between renovation and stability, the thesis
affirms the relationship between renovation and stability in Vietnam in
the renovation period is dialectical.
Second, the thesis somewhat analyzes the actual situation
(achievements and limitations) of addressing the relationship
between renovation and stability in Vietnam over 30 years of
renovation, clearly pointing out the causes of that situation and some
issues that are being posed.
Third, the thesis proposes directions and guiding solutions to
effectively resolve the relationship between renovation and stability
in Vietnam in the coming years of renovation.
6. Theoretical and practical significance of the thesis
6.1. Theoretical significance of the thesis: The thesis
contributes to a better understanding of the relationship between
renovation and stability in general and the relationship between
renovation and stability in Vietnam today in particular.
6.2. Practical significance of the thesis: To a certain extent, the

findings of the thesis can be used as references for policy consultancy

and planning of the Party and the State and for philosophical research
and teaching of the dialectical relationship between renovation and
stability and its application to reality in Vietnam in the renovation
period.
7. Thesis structure
In addition to the introduction, conclusion, list of author's
scientific works and references, the thesis is presented in 4 chapters
and 12 sections.
Chapter 1
OVERVIEW OF RESEARCH WORKS
RELATED TO THE THESIS TOPIC
1.1. Research works related to some theoretical issues about the
relationship between renovation and stability
A number of research works have approached theoretical
issues about the relationship between renovation and stability from
many different angles and perspectives, such as economy, politics,
culture, society, etc. These works have presented different
understandings about stability, renovation, development, stability
and renovation in the society, the relationship between renovation
and development, the relationship between stability and
development, or the relationship between renovation, stability and
development. Especially after the 11 th National Congress of the
Party, the authors started to discuss about the dialectical nature of
the relationship between renovation, stability and development as it
is the first relationship that need attention when addressing the 8
relationships established by the Party.

1.2. Research works related to the actual situation of resolving
the relationship between renovation and stability in Vietnam
in the renovation period
The review of some research works related to the actual situation
of resolving the relationship between renovation and stability for
development goals shows that: Some works have considered the
actual situation of more than 30 years of renovation of our country in
specific fields, such as economic renovation, political renovation,
cultural and social renovation, etc. Some other works focused on
reviewing and evaluating the achievements as well as limitations of
our country over 20 years, 25 years and 30 years of renovation and
from there pointed out lessons learned in building socialism in the
renovation period. Foreign authors also presented their views and
assessments of Vietnam's current development situation and
prospects for sustainable development; the role of the State in
implementing policies, the role of social organizations, etc. in the
transformation of Vietnamese society from a relatively closed one
with centralized and bureaucratic planning to one with quick
urbanization and global integration.
1.3. Research works related to directions and solutions to
effectively address the relationship between renovation and
stability in Vietnam
Some research works have proposed directions and solutions
to better resolve specific relationships, such as: The relationship
between economic renovation and political renovation; the
relationship between market economy and socialist orientation; the
relationship between economic growth and cultural development,
implementation of social progress and justice, etc. Systems of
solutions are offered by authors from different approaches. Some
authors also compared the economic Vietnam's economy to that of

neighboring countries such as Laos and Cambodia after the war and

in the context of globalization. They also compared Vietnam's
development strategy with China's and considered the question of
development for stability or stability for development, etc. Thereby,
some authors have assessed the importance of renovation policies
and the results that Vietnam achieved through these policies.
1.4. Evaluation of research findings related to the topic and issues
that need to be further studied
1.4.1. Evaluation of research works related to the thesis topic
The above review proves that the relationship between
renovation and stability in Vietnam has been studied many times, not
only in specialized books and articles published on domestic scientific
journals, but also in international studies. In particular:
First, in terms of theory, some research works have
presented concepts and definitions of renovation, stability,
development and sustainable development from different viewpoints
such as politics, economics, philosophy, etc. and somewhat
differentiated these concepts with those that are almost equivalent,
such as movement, reform, renewal, immobility, etc. Some works
have also considered and interpreted the relationship between
renovation, stability and development, the relationship between
renovation and development, liberation and development, etc.
However, how renovation and stability are related to each other, how
to renovate without conflicting with or breaking stability, how to
stabilize without hindering renovation, etc. are still theoretical issues
that need to be further studied and clarified.

Second, in terms of practical research, some works have
considered the actual situation of more than 30 years of renovation of
our country in specific fields, such as economic renovation, political
renovation, cultural and social renovation, etc. Some other works
focused on reviewing and evaluating the achievements as well as
limitations of our country over 20 years, 25 years and 30 years of

renovation and from there pointed out lessons learned in building
socialism in the renovation period. However, in-depth analysis of
achievements and limitations in resolving the relationship between
renovation and stability in our country and its manifestations in all
areas of life in order to clarify the theory of this relationship in the
renovation of our country is still lacking.
Third, among research on the actual situation of our country's
renovation from 1986 to present, some works have presented
directions and solutions to continue the renovation and development
for socialism in Vietnam. Some other works have proposed directions
and solutions to better resolve specific relationships, such as: The
relationship between economic renovation and political renovation;
the relationship between market economy and socialist orientation;
the relationship between economic growth and cultural development,
implementation of social progress and justice, etc. However, there
are hardly any works directly proposing solutions to effectively
address the relationship between renovation and stability in our
country in the coming years.
From a philosophical perspective, there are still many
significant theoretical and practical issues that need to be addressed in

studying the topic on the relationship between renovation and stability
in Vietnam today. Therefore, there are still many questions left
unanswered in the research on the relationship between renovation and
stability for development goals in Vietnam. The research findings
mentioned above will serve as an important foundation for the PhD
student in determining the contents and methods to write this thesis.
1.4.2. Issues requiring further research of the thesis
First, from a philosophical perspective, the thesis focuses on
clarifying some theoretical issues about the relationship between
renovation and stability such as: The concept of renovation, stability
and development; interpretation of the dialectical relationship

between renovation and stability; analysis of the cognitive process of
the Communist Party of Vietnam regarding this relationship.
Second, the thesis analyzes the situation of resolving the
relationship between renovation and stability in Vietnam over 30
years of renovation. In particular: Achievements in the process of
implementing the relationship between renovation and stability;
limitations in implementing the relationship between renovation and
stability; causes of these achievements, limitations and some issues
that are being posed in the process of resolving the relationship
between renovation and stability in Vietnam.
Third, the thesis proposes directions to effectively address
the relationship between renovation and stability in Vietnam in the
next stage of renovation, such as persevering with the goals of
national independence and socialism; persevering with socialist
orientation, etc. The thesis also proposes some guiding solutions to

address this issue, such as: improving awareness, combining
relationships, creating resources in the process of addressing the
relationship, etc.
Chapter 2
SOME THEORETICAL ISSUES ABOUT THE
RELATIONSHIP BETWEEN RENOVATION AND
STABILITY
2.1. Concepts of renovation and stability
2.1.1. The concept of renovation
In general, renovation in society can be understood as
change, the action to replace those that are obsolete and no longer
suitable with the new, better and more progressive, in order to meet
requirements of social development..
The uniqueness of renovation in Vietnam today is manifested
in the fundamental change of development model to be suitable for
new conditions and circumstances in order to continue to exist and

grow.
The subject of social renovation is human, namely the ruling
Party, the State and the people. Therefore, the success or failure of
renovation depends on the leadership and management capability of
the Party and the State as well as the support of every citizen.
The core content of renovation in our country is renovating
development thinking and development methods in order to find the
way to achieve socialism in accordance with conditions and
circumstances of Vietnam rather than changing development goals.
The driving force of renovation. The ultimate goal of social

renovation is for the people and by the people.
The process of renovation in Vietnam. Initially, our country
started the renovation for the economy, which derived from
economic demands. Renovation gradually spread to politics and then
comprehensively and consistently to all areas of social life.
2.1.2. The concept of stability
Social stability is a state in which specific historical and social
conditions take place in a certain order, in agreement with the laws,
which is manifested in the harmony and balance of factors of social
development, such as politics, economy, culture, society, etc.
Conditions to ensure stability of a country is economic
development, political stability, social equality, democracy and the
solid belief of people in the path of development of the country.
Criteria to evaluate social stability are the unity and harmony in
areas of social life as well as in each area.
Economic stability is also created from respecting and
proactively applying laws of the economy, commodity economy and
multi-sector economy operating under market mechanism (such as
the laws of supply and demand, commodity and currency,
cooperation and competition, social division, etc.) Such laws must be

properly understood and proactively applied and regulated so that
they will not happen spontaneously.
Political stability in Vietnam is the stability of the political
regime, the stability of the power of the ruling class through the
political system (including Party leadership, State management with
the coordination of socio-political organizations)

2.2. The relationship between renovation and stability
2.2.1. Renovation and stability are two sides that are closely
associated with each other in the movement and
development of social life
First, renovation and stability are two dialectical sides between
mobility and immobility, between preservation and elimination for
development goals. Second, renovation and stability can occur
simultaneously. Third, renovation and stability are all elements in a
process of socio-economic mobility and development.
2.2.2. Renovation is the method for development and the premise
for stability
First, renovation is a method for development (in some
respects, renovation is also the condition for development). Second,
renovation creates a premise for stability.
2.2.3. Stability is the condition and environment for renovation
First, stability is the condition for successful renovation and
development. Second, stability creates a favorable environment for
renovation, in which people conduct creative behaviors for the sake
of development.
2.2.4. Development as the target of renovation and stability
In the process of social mobility, renovation and stability
are always associated with development. Renovation is the
beginning of development, the method of social development, while
social stability is the condition and the premise for successful
renovation and development.

Renovation is associated with stability and promotes

development. In each specific period of the society, either stability,
renovation or development can be prioritized; however, no matter
what period it is, a stable social environment is required for
renovation towards successful development.
Stability and renovation always have a close relationship with
sustainable development. Sustainable development is essentially the
development that still ensures stability, harmony, and balance among
different areas in order to maintain the long-term development of
society and humankind.
2.3.
The cognitive process of the Communist Party of Vietnam
regarding the relationship between renovation and stability for
development goals
The years before renovation: In the 70-80s of the twentieth
century, Vietnam was in a severe socio-economic crisis. The context
at that time required the Party and the State to find a new way, a new
path to get the country out of the serious crisis.
The 1986 – 2001 period: The 6th National Congress of the
Communist Party of Vietnam had officially launched a
comprehensive renovation strategy for the country. With this
strategy, the Party identified renovation as a vital matter. The Party
and the State had identified the immediate goal of escaping from the
socio-economic crisis and creating stability in all aspects of life as
the basis for the next steps of renovation for development goals. In
this period, stability was considered an important premise for
national renovation in the early stage of construction and
development.
From 2001 to present: In the context that the renovation in
our country is facing many risks and challenges, the Party
emphasizes the promotion of comprehensive renovation of the

country, but at the same time, renovation must also be considered in

the harmonious relationship with social stability.
Conclusion of Chapter 2
By analyzing some general theoretical issues about the
relationship between renovation and stability, the following
conclusions can be drawn:
First, renovation and stability are two sides of a problem of
regularity in social mobility and development. Renovation is a state
associated with change and mobility of the society, while stability is
a state associated with the regular balance and harmony in a certain
order. The basic content of renovation in our country is renovating
the thinking and practical activities in the fields of economy,
politics, culture, etc. The conditions to ensure stability of a country
are economic development, political stability, social equality,
democracy and the solid belief of the people in the country's
development strategy. The criteria to evaluate social stability are
the unity and harmony in areas of social life as well as in each area.
Second, there is an interactive relationship between renovation and
stability which promotes mutual development. Renovation is the
premise and the method for stability and development, while
stability is the condition and the environment for development.
Renovation and stability have mutual impacts and promote each
other for development goals, so the important condition is stability
and stability is achieved through renovation. Third, in the process
of implementing renovation policies in Vietnam, addressing the
relationship between renovation and stability is the principle that

needs to be sustained in all fields, from politics to economy, culture
and society, etc.

ADDRESSING THE RELATIONSHIP BETWEEN
RENOVATION AND STABILITY

IN VIETNAM IN THE RENOVATION PERIOD:
CURRENT SITUATION AND ISSUES POSED
3.1. Some achievements in the process of addressing the
relationship between renovation and stability in Vietnam in
the renovation period
3.1.1. Maintaining stability in all areas of social life - conditions
and environment to promote successful renovation
3.1.1.1. Political and social stability create conditions and
environment
for
renovation
and
socioeconomic
development
Sociopolitical stability is the condition and the premise to
ensure the comprehensive renovation of the country to be
successful. The country's sociopolitical stability has created
conditions for the unity in the will and action of the Party, the State
and the people in economic development. The development in the
harmony of nature, society and human, combining with the
synchronization of economy, politics, culture, etc. will ensure

stability and sustainable development.
3.1.1.2. Stable economic development creates solid foundation for
renovation in the fields of social life
Economic stability is created from mastering, respecting and
implementing activities in accordance with the law of commodity
economy, multi-sector economy, market mechanism (such as the law
of supply and demand, commodity and currency, cooperation and
competition, social division, etc.) Economic stability in our country is
created also by maintaining the socialist orientation for the economy.
With efforts to control the economy, after more than 30 years of
renovation, Vietnam's macro-economy has had achievements as proof of a
relatively stable development and fairly good "health" of the economy.
The outstanding achievement proving the stability of our country's macro
economy is a relatively high economic growth rate, which brings great

changes to the whole society.
3.1.1.3. Stable cultural development becomes the spiritual
foundation and motivation for socioeconomic development
After more than 30 years of renovation, we have built and
developed an advanced culture imbued with national identity, making
culture truly a driving force for socioeconomic development. First is
the stability of mind. Second is the building of a healthy cultural
environment. Third is the development of people which creates
conditions to bring into full play all intellectual potentials of people
in the cause of renovation.
3.1.2. Enhancing renovation in all areas of social life - a premise
for solid, long-term stability

3.1.2.1. Economic renovation and its achievements have created a
material premise for social stability
The renovation process in Vietnam is carried out on the basis
of effective economic reform and improvement of people's lives in
order to make reasonable political reforms. That is the logic of
renovation, from awareness to action, from economy to politics of
our country. In particular: First, achievements in renovating
economic thinking. Second, economic renovation helped out country
to get out of economic crisis and take the first steps of development.
Third, economic renovation has created material foundations for
social stability.
3.1.2.2. Political renovation and its achievements have set the
premise for stability in all aspects of society.
First, achievements in renovating political thoughts. The
achievements in renovating political system are reflected in the
renovation of institution, organization, content and method of
operations, which are carried out synchronously at agencies of the
Party, the State and other mass organizations in the political system.
Second, renovation of political system, which is manifested in the

renovation of institution, organization, content and method of

Third, promotion of socialist democracy. Socialist democracy in our
country is first and foremost implemented by the socialist rule-of-law
State owned by the people in an overall mechanism.
3.1.2.3. Cultural innovation and its achievements have created the

spiritual foundation and motivation for socioeconomic
stability and development
Renovation of cultural thoughts. In the renovation period, the
Party's viewpoint is to closely coordinate economic growth and
cultural development and implement social progress and social
justice in each policy and each step of development. In practice: The
economy of our country during the renovation years has had
remarkable changes, creating an important premise for cultural
development.
3.2. Some achievements in the process of addressing the
relationship between renovation and stability in Vietnam in
the renovation period
3.2.1. Inconsistent and incomprehensive renovation resulting in
an unsteady foundation for social stability
3.2.1.1. Political renovation is not in sync with economic
renovation (the relationship between economic renovation
and political renovation has not been well addressed)
The renovation of political system has not made any
breakthrough and is gradually lagging behind the rapid movement of
the domestic economy and society. State management in many stages
is still weak. In many places, promotion of people's right to be their
own masters is still for show. Inside the Party as well as at state
agencies, bureaucracy, authoritarianism, harassment, embezzlement
and corruption are still taking place and becoming increasingly

serious.
3.2.1.1. Cultural renovation has not created a motivation for

socioeconomic renovation and development
The awareness of the role and value of culture for
development is not consistent and comprehensive. The awareness
of some agencies and some localities on the role of cultural factors
is inconsistent.
3.2.2. Instability in the fields - a factor hindering renovation
3.2.2.1. Economic instabilities hinder renovation and development
Vietnam's macro-economy has a lot of instabilities due to a
serious imbalance between savings and investment, which forces the
economy to face trade deficit, state budget deficit and rapidly
increasing debt, etc.
3.2.2.2. Political instabilities hinder renovation and development
First, this issue is reflected in the summary of practices and
theoretical reseach. Second, it is also reflected in the renovation of
political system. In the fields of politics and political system,
renovation is still slow and not synchronized with economic
renovation, especially in terms of renovating organization, institution,
mechanism and policy.
3.2.2.3. Cultural instabilities hinder renovation and development
The limitations and weaknesses in the process of socio-cultural
and environmental renovation have created instabilities in the social
life of people as well as the living environment, thus affecting
people's health, quality of life as well as confidence in the renovation
on the way to socialism of the country.
3.3. Causes of achievements, limitations and issues raised in the
process of addressing the relationship between renovation
and stability in Vietnam

First is the Party's right understanding of the relationship
between renovation and stability for development goals. Second is
the effective management and administration of the State in
addressing this relationship. Third is the advantages of domestic and
international situation for the process of addressing this relationship.
3.3.1.2. Causes of limitations
First, the awareness of the importance of the relationship
between renovation and stability for development is still
inconsistent. Second, in some places, the management and
administration work of the State in addressing this relationship is
still inadequate. Third is the difficulties of domestic and
international situation.
3.3.2. Some issues raised in the process of addressing the
relationship between renovation and stability in Vietnam
3.3.2.1. Inadequate awareness of the importance of the relationship
between renovation and stability for development
What is the nature of the relationship between renovation and
stability, and how to establish that relationship? Theses are issues
posed that need to be addressed on the basis of respecting objective
laws, taking the practice as foundation, regularly researching and
summarizing practices to timely and effectively handle practical
issues.
3.3.2.2. The relationship between renovation and stability is yet to
be consistently and harmoniously addressed in areas of
socioeconomic life
Renovation is a process of regular changes, thus, it
inevitably leads to the breaking of existing socioeconomic structure

to gradually shape a new one. It make the existing stability
temporarily disappear while the new stability with new
socioeconomic structure has yet been formed. Therefore, the
relationship between renovation and stability must be harmoniously

addressed.First, it is required that the economy is rapidly developed
but still ensure its sustainability. Second, the fight against
bureaucracy, corruption, degradation of morality and lifestyle of
public officers and members of the Party must be promoted. Third,
the role of culture as a motivation for sustainable development is
required to be promoted.
3.3.2.3. Lack of resources in the process of addressing the
relationship between renovation and stability for development
In order to well address the relationship between renovation
and stability for development, one of the requirements is to create
resources for renovation and stability. These includes available
resources such as natural resources, land, environment, etc.;
economic, cultural and social resources, human resources, etc.
Conclusion of Chapter 3
By analyzing the actual status of the relationship between
renovation and stability for development in Vietnam in the renovation
period, some conclusions can be drawn as follows:
First, in more than 30 years of renovation, Vietnam has
obtained great achievements in all areas of social life. These also
include achievements in recognizing and well addressing the
relationship between renovation and stability for development of the
Party, the State and the people; addressing the relationship between

renovation and stability in the fields of politics, economy, culture,
etc.
Second, besides those achievements, the renovation process
of the country for development purposes also encounters many
limitations and weaknesses in addressing the relationship between

and comprehensive, thus has not created a solid stability, which
hinders the course of renovation. Therefore, in order to continue to
rapidly and sustainably develop, the Party and the State need to

Third, from the achievements and limitations in
implementing the relationship between renovation and stability for
development in Vietnam, a number of issues has been posed which
requires further attention, such as raising more adequate awareness of
the importance of the relationship between renovation and stability
for development; coordinating renovation and stability for
development in a harmonious and consistent manner in areas of life;
promoting all resources to develop the country, etc.

ORIENTATIONS AND SOLUTIONS TO EFFECTIVELY
ADDRESS THE RELATIONSHIP BETWEEN
RENOAVATION AND STABILITY
IN VIETNAM TODAY
4.1. Orientations to effectively address the relationship between

renovation and stability in Vietnam today
In order to effectively implement the relationship between
renovation and stability in Vietnam today, in our opinion, it is
necessary to focus on the following issues:
4.1.1. Persevering in the goal of national independence and
socialism in addressing the relationship between renovation and
stability
The problem in the implementation of the relationship
between renovation and stability in our country today is how to
deeply perceive and more effectively build socialism.
First is
renovating the concept of development goals. Second is renovating
the concept of development path.
4.1.2. Maintaining socialist orientation in the process of

addressing the relationship between renovation and
stability
Maintaining the socialist orientation is an important
viewpoint and principle of the entire Party and people throughout the
renovation process.
In order to maintain the socialist orientation,
on one hand, objective economic laws must be complied with; on the
other hand, the conflicts that have negative effects must be accepted
and regularly resolved in order to create a certain harmony, balance
and stability in the society.
4.2. Some solutions to effectively address the relationship
between renovation and stability in Vietnam today

4.2.1. Raising awareness of the relationship between renovation
and stability of the Party, the State and the people
In order to raise awareness of the Party, the State and the
people of the relationship between renovation and stability for
development goals, it is required to: First, correctly determines the
role of the relationship between renovation and stability in the
development of the country today. Second, specify the relationship
between renovation and stability for development goals in each
development policy across sectors. Third, continue to study,
summarize theoretical and practical issues to better clarify the
relationship between renovation and stability for development goals,
with emphasis on the role of people.

capacity and effectiveness of the State's macro economic regulation in
economic development.
4.2.2.3. Promoting the role of culture in addressing the relationship
between renovation and stability for development goals
First is, changing the perception of the role of culture.
Second is, combining inheritance and acquisition, preservation and
elimination in cultural development. Third is, promoting the role as
direct motivation of culture to economic development and people's
lives improvement. Fourth is, strengthening the leadership of the
Party and State management of culture.
4.2.3. Creating resources in the process of addressing the
relationship between renovation and stability for
development
4.2.3.1. Human resources
First, changing perceptions about human resources
development. Second, promoting industrialization, modernization
associated with the development of knowledge economy. Third,
enhancing education and training renovation thoroughly and
comprehensively.
4.2.3.2. Other resources
Natural resources: Plans are in place for exploiting, using
and replenish these resources in long term; at the same time,

management and supervision are required to promote natural

resources in the process of renovation and stability of the country.
Cultural resources: Promoting positive aspects of Vietnamese
culture, limiting negative points and learning from advanced cultures
in the world, in order to build an advanced and modern Vietnamese

in our opinion, in order to continue addressing this relationship in

with the development path that we have chosen, fighting against the
allegations that distort our renovation career; at the same time,
eliminating factors causing political and social instability, promptly
preventing and repelling risks of sociopolitical instability. Third, it is
required to continue raising awareness of the Party, the State and the
people about the importance of the relationship between renovation
and stability for development goals in the current renovation process.
Fourth, creating resources in the process of addressing the
relationship between renovation and stability for development of the
society, in which special attention is paid to the development of
human resources. Fifth, it is needed to combine renovation, stability
and development in a consistent and harmonious way for all fields of
society. The role of politics is required to be promoted in addressing
the relationship between renovation and stability.
