INTRODUCTION
1. Rationality
Phu Yen is one of eight South Central Coast provinces with
many potentials and advantages for tourism development. The
province has abundant tourism resources; good tourism infrastructure,
material and technical; favorable natural and cultural environment for
tourism development (Phu Yen Department of Culture, Sports and
Tourism, 2012).
Through the initial survey, Phu Yen’s tourism development is
not commensurate with inherent potentials and advantages. Despite
owning rich and featured tourism resources but local’s tourism
products are not diverse and unique to be able to compete with other
localities in the region, aims contribute to affirm the province’s
position on the national tourism map and build a brand on the
international tourism market. Therefore, I chose topic: “Developing
the specific tourism products in Phu Yen province” for research.
2. Research objectives and missions
2.1. Research objectives
On the basis of theoretical and practical overview of tourism
products and specific tourism products development, thesis analyzes
Phu Yen’s specific tourism products development conditions and
realities. From there, propose orientations and solutions to contribute
local’s specific tourism products development in the new period.
2.2. Research missions
- Overviewing of theory and practice of tourism products and
specific tourism products development.
- Analyzing Phu Yen’s specific tourism products development
conditions and realities.
- Proposing orientations and solutions for local’s specific
tourism products development.

Phu Yen province.

Information documents and data were researched in the
period of 2009 - 2018 and orienration for specific tourism products in
the period of 2020 - 2030.

Researching differential tourism resources and specific
tourism products at destinations must be located within a certain
tourism territory system.

Researching differential tourism resources and specific
tourism products at destinations must be reviewed synthetically on the
basis of comprehensive analysis of component elements.

Researching differential tourism resources and specific
tourism products must be associated with a specific
destination/territory.

Developing specific tourism products so that tourism

activities do not damage existence and development differential

5.1. Collecting, analyzing and processing documents method
Secondary documents from some domestic and foreign
researches provide an overview of theoretical and practical basis for
specific tourism products development; from Phu Yen’s agencies and
departments help clarify local’s specific tourism products
development conditions and realities.
5.2. Descriptive statistics method
Statistical indicators systemized by authorities combined with
field survey to capture activity status at the differential tourism
resources sites and the specific tourism products developments are
basis for analysis, comments and orientations, solutions.
5.3. Field survey method
Field survey collects data on differential tourism resources
and specific tourism products development realities through 2 stages:
preliminary survey to capture developments, activity status at the
differential tourism resources sites and field survey collects
information on differential tourism resources, specific tourism
products.

2.1. Geographical location, territorial range
As one of eight provinces in the South Central Coast region,
linking with the Central Highlands, Phu Yen has natural and socio economic characterristics favorable for specific tourism products
development connection and cooperation.
2.2. Specific tourism products development connection and
cooperation
Connection and cooperation will towards buiding a regional
tourism brand with unique and featured tourism products. At the same
time help increase strength, gravity and sustainability for tourism in
the South Central Coast - Central Highlands.
2.3. Differential tourism resources
2.3.1. Differential natural tourism resources
Rich and diversified natural tourism resources with a system
of beaches, islands, reef, lagoons/bays, landscapes, preserved areas,
rivers/streams and waterfall/lake containing differential natural
tourism resources is the basis for specific tourism products
(Xep beach, Nhat Tu Son island, Yen island, Da Dia reef, Dai Lanh
cape, O Loan lagoon, Ro bay, Xuan Dai bay, Da Bia mountain)
2.3.2. Differential cultural tourism resources
Unique and featured cultural tourism resources with a system
of relics - landcapes, craft villages, festivals - folklore and cuisine
containing differential cultural tourism resources is the basis for
specific tourism products (Luong Van Chanh temple, Mang Lang
church, Da Trang pagoda, Thanh Luong pagoda, Stone herd, Stone
trumpet, Quang Duc ceramic, Go Thi Thung horse racing festival,
Local cuisine)

2.4. Special tourism services

2.4.1. Mining technologies
To fully and effectively exploit the differential values of
tourism resources, it is necessary to have modern and unique
technologies to increase attraction for tourists. Phu Yen has only
exploited the available values of tourism resources without investing
in modern and unique technologies facilities development.
2.4.2. Tourism managers
Phu Yen’s tourism managers has not shown their
professionalism in bringing high management efficiency, in order to
differential tourism resources preservation and promotion. Tourism
managers has not mobilized potentials of tourism services and local
communities to specific tourism products development.
2.4.3. Local communities
The participation of local communities will increase
attractiveness for specific tourism products; local communities
culturally and friendly in communicating with tourists will bring high
resonance for specific tourism products. Phu Yen people with “Nau”
characteristic will create specifically of tourism products.
2.5. Tourism infrastructure, material and technical
2.5.1. Tourism infrastructure
Transportation, communication and electricity - water system
have developed towards tourism services but have not yet met needs
of tourists in the peak season.
2.5.2. Tourism material and technical
Accommodation - dining, entertainment facilities and other
service facilities are relatively well developed but still not satisfy
needs of tourists in the peak season.
2.6. Tourism development policy
The local has had a tourism development policy to become an
important economic sector of province in the 2016 - 2020 period and

Phu Yen tourism planning to 2020, vision to 2030; gradually building
a tourism brand: Phu Yen - attractive and friendly destination.

The province has mobilized and used relatively effciently
capital from State budget, invested according to the central and focal
points to specific tourism products development.

3.2.3. Sociological investigation results
3.2.3.1. Tourist opinions
Rearching personal informations of tourists about: purpose of
trip, activities in trip, participation at sights, number of trip and length
of stay, tourist and accommodation forms, methods and means of
reaching destination aims research and develop specific tourism
products suitable with tourists market demand.
Survey results of tourists at Phu Yen’s differential tourism
resources sites once again affirmed that local’s specific tourism
products development focusing on tourist market is right direction and
suitable with trend of the era; on the basis of synthesizing tourist
opinions in combination with investigation and field survey of
Phu Yen’s specific tourism products development realities.
Notably, survey results of tourists about sights in Phu Yen
province show that the sights are also the differential tourism
resources sites. As such, it is feasible to develop specific tourism
products based on a combination of differential tourism resources and
special tourism services.

Accordingly, specific tourism products evaluation associated
with differential tourism resources is an important research content of
thesis to identify specific level of tourism products for local’s specific
tourism products development.

Thus, among four specific tourism products associated with
differential tourism resources are evaluated on specific level; there are
three tourism products (1), (2) và (4) reaching level 1 (very specific),
tourism products (3) at level 2 (specific) and no tourism products at

level 3 (less specific). This is an important basis to Phu Yen’s specific
tourism products development.
3.2.3.2. Expert opinions
Phu Yen’s expert opinions help thesis clearly identify some
existing problems in local’s specific tourism products development.
3.3. Specific tourism products development connection and
cooperation
3.3.1. Connecting to create interregional tourism products
Phu Yen has signed the tourism development cooperation
agreement with the South Central Coast - Central Highlands to form a
rich, diserse and attractive tourists specific tourism products system.
3.3.2. Some exist and limit
The tourism development connection and cooperation
between Phu Yen province and the South Central Coast - Central
Highlands regions have not been stable and sustainable. Tourism
products are quite monotonous, duplicated and not yet specialized,
unique; have not yet specific and high quality tourism products for
four provinces.
The region has not built a common tourism brand of four
localities; there has not been established a joint tour of four provinces
with unique characteristics of each locality. No connection and
cooperation in training to develop tourism human resourses in the
South Central Coast - Central Highlands provinces; has not connected

to organized a common cultural and tourism event to form a series of
events to attract tourists…

Phu Yen is a new destination with differential tourism
resources and able to combine to create the attractive experience and
thematic specific tourism products (Table 3.4). Making the most of
advantages of differential tourism resources will increase the
specifility of tourism products.
• Developing synchonously of special tourism services system
Special tourism services are created by tourism labor with
high profestional qualification along with good communication skills
and service attitude in effectively exploiting the value of differential
tourism resources through how to use optimally unique technology
facilities with the role of a professional tourism manager and cultural
local community. Synchronous development of a special tourism
service system at the diffential tourism resources sites will increase
the value of local’s specific tourism products.
• Improving the quality of specific tourism products
Improving the quality of specific tourism products by
combining differential tourism resources sites on the itineraries, each
place introduces a unique feature of differential tourism resources;

Connecting four specific tourism products (Dawn, Stone soul,
Yellow flower Green grass and Local cuisine) into a specific tourism
product chain with “unique”: the earliest dawn (Dai Lanh cape), the
most beautiful open-air coral (Yen island), the unique reef (Da Dia
reef), the biggest Lingaparvata (Da Bia mountain), the biggest bodhi
tree (Luong Van Chanh temple), the book was printed with the first
national language of Vietnam (Mang Lang church), the best mango
offered to the King (Da Trang pagoda), the most unique architecture
(Thanh Luong pagoda), the unique national treasure (Stone trumpet),
the unique ceramic (Quang Duc ceramic), the strangest horse racing
festival (Go Thi Thung horse racing festival), the unique “Yellow
flower Green grass” studio film (Xep beach) và the best oyster dish
(O Loan lagoon); aims upgrade specific tourism products and extend
the stay of tourists at destination to research and experience the
unique, featured and attractive specific tourism resources in local.
Conclusion of chapter 4
Chapter 4 researchs the orientations of specific tourism
products development in Phu Yen province, which refers to the
orientation bases (tourism development policy, specific tourism
products market demand, the realities of existing tourism products
development, the realities of specific tourism products development
connection and cooperation) and focus on the orientations of Phu Yen
province (specific tourism products development strategy and trend).
From there give some general solutions about development of
tourism types and products, development of tourism routs and sites,
specific tourism products development connection and cooperation
and some specific solutions aims local’s specific tourism products
development by making the most of advantages of differential tourism

resources, developing synchonously of special tourism services
system, improving the quality of specific tourism products and
connecting forming a specific tourism products chain.

CONCLUSION
From the above researches, it is posisible to generalize the
following issues:
Firstly, Phu Yen is included in the local, regional and national
tourism development master plans with immediate and long-term
tourism investment projects; an important premise for comprehensive
tourism development in the next time.
Secondly, Phu Yen in the South Central Coast region has the
potential and strength of natural and cultural tourism with the
orientations for sustainable tourism development connection and
cooperation between the localities in the region, between the region
and nation.
Thirdly, Phu Yen has relatively favorable conditions for
specific tourism products development, including necessary and
sufficient conditions, in which indispensable elements of differential
tourism resources and special tourism services.
Specific tourism products development is not only a particular
concern of Phu Yen’s the tourism industry, but also requires
participation of local’s all agencies and departments in connection

with regional and national sustainable tourism development.
Especially creating priority mechanisms and policies to attract

investment in tourism infrastructure, material and technical;
preserving and embellishing relics - landscapes; host cultural and
tourism events to develop and perfect specific tourism products.
