INTRODUCTION
1. Rationale for the study
Academies and army officer schools are the training institutions,
responsible for training cadres for the army, training masters, doctoral
degrees, engineers, bachelors of Science and Engineering.
Simultaneously, they are the places to conduct military scientific
research in general and military technology in particular. Scientific
research provides theoretical and practical issues directly affecting the
performance of functions and tasks, and at the same time it provides
important arguments for planning and deploying military and defence
undertakings, lines and policies of the Party, the State and the army;
application of scientific research results to military building, national
defence of all people; and participate in socio-economic development
and struggle on the ideological and theoretical front.
The party committees of academies and army officer schools is the
leading nucleus, the place of the intelligence, bravery and will of each party
committee, leading all activities of academies and army officer schools, in
which scientific research is a central. Whether the scientific research tasks of
academies and army officer schools are of high or low quality depends on the
leadership of the school's party committees.
The leadership of the scientific research is a regular activity, very
important in the leadership activities of the military party committee,
academies and army officer schools to maintain and strengthen the focused
and unified leadership of the party committee for scientific research. The
quality of leadership in scientific research is one of the bases for evaluating
the leadership capacity and fighting strength of military party committees.
For the Party Committee of academies and army officer schools, the
leadership quality of science research has a positive impact on the quality of
leadership in education and training tasks.
Over the past years, the Party Committees at academies and army


officer schools have several guidelines and measures to focus leadership
in accordance with the current situation. Scientific research tasks in
schools and academies have developed in both quantity and quality,
gradually increasing efficiency, contributing to improving the quality of
education and training and scientific research at academies and army
officer schools. However, due to both objective and subjective reasons,
the quality of leadership in scientific research at some academies and
army officer schools reveals certain shortcomings, limitations, namely:
slow innovation leadership knowledge of scientific research tasks; fail to
make use of the scientific research resources, especially the scientific

staff; The leadership quality of science research has not had a clear
change, which directly affects the results of scientific research as well as
training and education at academies and army officer schools.
Currently, facing the strong development of science and technology
and the requirement of protecting the Fatherland, it is crucial to develop
military science and build a regular and elite army, step by step modernize; the
requirements of fundamental and comprehensive innovation of education and
training according to the smart school model, the task of education, training
and scientific research of students, military students continue to have
development, the higher demands are placed on the leadership of scientific
research of the Party Committees at academies and army officer schools.
From the above-mentioned reasons, the thesis’s author decides to
choose the issue "Improving the quality of leadership in scientific
research of academies and army officer schools" as his doctoral thesis
with its urgent and practical significance.
2. Aims and objectives of the study
Aims

Clarifying the theoretical and practical issues, proposing solutions
to improving the quality of leadership in scientific research of the party
committees at academies and army officer schools.
Objectives
Giving an overview of the research related to improve the quality
of leadership in scientific research of the party committees at academies
and army officer schools.
Clarifying the basic theoretical issues to improve the quality of
leadership in scientific research of the party committees at academies
and army officer schools.
Assessing the current situation, indicating the causes and drawing
some experiences to improve the quality of leadership in scientific
research of the party committees at academies and army officer schools.
Identifying the requirements and proposing some solutions to
improving the quality of leadership in scientific research of the party
committees at academies and army officer schools.
3. Object and scope of the study
Object
Improving the quality of leadership in scientific research of the

The thesis focuses on the quality of leadership in scientific

officer schools; participants are the staff of the agency, the student
management staff and the team of trainers; documents and sufficient data
are from 2013 to present.

4. Theoretical, practical basis and methodology
Theoretical basis
The thesis is conducted basing on the theoretical system of MarxismLeninism, Ho Chi Minh's thought and the views of the Communist Party of
Vietnam on the Party, Party building; The views of the Party, State, and Army
on scientific research and leadership of scientific research are shown in legal
documents, ordinances, regulations, etc.
Practical basis
Practice leadership of the quality of leadership in scientific
research of the party committees at academies and army officer schools;
reports, summaries and assessments of the Central Committee, the General
Political Department, the General Staff, the party committees, the board of
directors (the rector board) of the military cadres, academies and army
officer schools on scientific research; results of investigations and actual
surveys in military cadres and academies and army officer schools.
Research methodology
On the basis of the methodology of Marxism-Leninism, the thesis
uses a combination of research methods of specialized and
interdisciplinary science; in which focus on methods: analysis, synthesis;
history, logic; statistics, comparison; theoretical research, practical
review; sociological Investigation; professional solution.
5. New contributions of the thesis
The thesis formulates and clarifies the conception of the quality
and the quality improvement of leadership in scientific research of the
party committees at academies and army officer schools.
The thesis summarizes some experiences in improving the quality
of leadership in scientific research of the party committees at academies
and army officer schools.
The thesis proposes some specific and feasible solutions to
improving the quality of leadership in scientific research of the party
committees at academies and army officer schools.

6. Theoretical and practical significance of the study
The results of the thesis clarifies the theoretical and practical
issues to improve the quality of leadership in scientific research of the
party committees at academies and army officer schools; it provides
scientific arguments for party committees and affiliated party

organizations, commanders at all levels in the military cadres, academies
and army officer schools to research, refer and apply to the leadership

teaching in military schools.

conclusion, and the list of published author's works related to the thesis
topic, the list of references and appendices.
Chapter 1
AN OVERVIEW OF THE THESIS-RELATED RESEARCH
SITUATION
1.1. The studies overseas related to the thesis
1.1.1. The studies related to the task of education, training and
scientific research
Typically:
Improving the quality of training at the National Defence
Academy in the new era by Soutchay Vonsavanh (2002). In this book, the
author has explained the theoretical and practical problems of training
quality at the National Defence Academy Cay - Xun Phom - vi - han;
proposing solutions to improve the quality of training at the National
Defence Academy of Cay - Xun Phom - vi - Han. In which, it has

mentioned about solving the relationship between improving the quality of
training and improving the quality of scientific research. This doctoral
thesis’s author can apply when studying the issue of improving the quality
of scientific research leadership in association with improving the quality of
education and training of the military party committee.
Scientific research capacity of lecturers of social sciences and
humanities at the National Defence Academy Cay - xon Phom - vi - han by
San Xay Ma Ni Vong (2015) in Journal of National Defence Academy of
Cay - xon Phom - vi - han. From the analysis of the scientific research
capacity structure of the social sciences and humanities lecturers, the author
has given a number of solutions to develop the humanities and social
science research capacity, which defines raising awareness and
responsibility of party committees at all levels, enhancing the leadership of
party committees at all levels in the development of scientific research
capacity of lecturers of social sciences and humanities.
The studies overseas related to scientific research tasks mainly
present problems of organizational theory and scientific management in
general, but not associated with the leadership of a party organization.

The purpose is to set out guidelines, orientations and directions
according to certain principles, and this is the basis for the author to
assert the significance of scientific research tasks.
1.1.2. The studies on the communist party's leadership in
different fields
The ideological work of the current Lao People's Revolutionary Party
by Scandinavian-Spring-Steel Phim-Ma-Son (2013), In this work, the author
presented about the role, position and characteristics, requirements and
principles of ideological work of the Lao People's Revolutionary Party;

solutions to enhance ideological work of the Lao People's Revolutionary
Party. The thesis has identified the top important solution to enhance the
ideological work of the Lao People's Revolutionary Party, which is to enhance
the comprehensive, absolute and direct leadership of the Lao People's
Revolutionary Party. Thus, the thesis has affirmed the position, role, and
importance of the leadership of the Party for ideological and theoretical work.
Modern leadership science by Vuong Lac Phu, Tuong Nguyet Than
(2000), National Political Publishing House. The book analyses China's
experiences on the issues of leadership nature, leadership institutions, and
decision-making in leadership; institutions of revolutionary action strategies
and strategies, measures for implementing tasks; Art and leadership methods,
etc. The authors mentioned the issue of cultivating the quality of the leader,
specifying the content, characteristics and effects of cultivating the quality of
the leader, in which the improvement of the leader's quality is required to
enhance the leadership and is the basis for improving qualifications, leading
arts, content of improving quality must be comprehensive in terms of
politics, knowledge, competence and psychology.
The authors also affirmed the needs to apply modern scientific
methods in leadership activities, combining closely between the method
and the art of leadership.
Thus, these authors have indicated the important role of the party's
leadership in each working aspect as well as set out the need to go into
depth into the theoretical and practical research of each issue, however,
the specific research. It is possible that the party's leadership activities
for scientific research tasks, especially to improve the quality of
leadership in scientific research tasks in military schools, have not been
systematically and intensively studied. These bases help graduate
students to assert the important role of the leadership of the Party in
general in scientific research tasks and improve the quality of leadership
in scientific research of the party committees at academies and army

officer schools.

1.2. The studies in the country related to the thesis

and clarified the basic issues of improving leadership capacity in
performing the task of education and training of the party committees at
academies and army officer schools; propose solutions to improve
leadership capacity in performing educational and training tasks of the

the decisive role of Academy Party Committee’s leadership.
Linking scientific research with educational innovation and training
at the School of Political Officers in the light of the Resolution of the XII
Congress of the Party by Vu Van Thuong. The author has outlined the
results of the University's scientific research and affirmed that the results of
scientific research activities have directly contributed to the development of
new issues to meet the requirements of the task of educating and training, at
the same time it proposes some solutions to linking scientific research
activities with innovating education and training.
However, the author did not mention the leadership role of the party
committees at all levels, especially the decisive role of the leadership of the
School Party Committee for the task of scientific research.
Industrial networks 4.0 and challenges for education - training, and
scientific research at the Academy of Air Defence - Air Force by Huynh
Minh Chien (2017). The author has pointed out some issues about the
Academy's scientific research. It confirms that the scientific research task is
attached to the training task of lecturers and the Military Service.

basic contents that need to be done in the entire army, that is: enhancing
the leadership and direction of the party committees and commanders at
all levels for activities of science, technology and military environment.

However, the author has not set those measures to specific contents that
need to be implemented in a unified manner in terms of directions and
guidelines under the Party’s leadership.
In summary, the above scientific works mentioned the issues
related to scientific research activities and party leadership in many
fields. However, in terms of improving the quality of leadership in
scientific research missions of military Communist Party committees,
military People's Committee, especially concepts, regulatory factors and
evaluation criteria as well as a system of solutions to improve the
leadership quality of scientific research are not thoroughly researched.
1.3. An overview of the results of the published works and the
issues need further addressing in the thesis
1.3.1. An overview of the results of the published works
First, these works have explained issues of the significance and role of
scientific research activities, affirming the position and role of scientific research
activities in general, said scientific research in universities; associate scientific
research with specific subjects and with education and training.
Second, these works have affirmed the leadership of the
communist party, pointing out the objective rule of the party's leadership
over the military; the research focuses on analysing and clarifying the
position, role, necessity and necessity of implementing the party's
leadership in working aspects, in each specific field.
Third, some works have mentioned the leadership role of the party in
each specific field, focusing on improving leadership capacity and fighting
strength of all levels of the party committees and party organizations. For
universities, focusing mainly on leadership improving the quality of education
and training, while affirming the decisive role required for party leadership in all
aspects of the school's activities, including scientific research activities.
Fourth, these works have proposed several feasible practical
solutions to improving the quality of scientific management, building a

contingent of scientific staff; point out the characteristics of scientific
research activities in universities.
Thus, there has not been any research on the issue of improving
the quality of leadership in scientific research of the party committees at
academies and army officer schools. It can be confirmed that this
doctoral thesis is new, fresh, and original and it does not overlap with
any scientific works published previously.
1.3.2. The issues need further addressing in the thesis
First, the thesis clarifies the basic issues on academies and army
officer schools, the organizational structure, functions and duties of
academies and army officer schools.

Second, the thesis clarifies the basic issues on the party
committees at academies and army officer schools and the leadership in
scientific research at academies and army officer schools.
Third, the thesis conducts surveys, assesses the current situation,
points out the causes of the advantages, limitations, and draws
experiences in improving the quality of leadership in scientific research
at academies and army officer schools.
Fourth, the thesis analyses the situation of improving the
leadership quality of scientific research of the party committees at
academies and army officer schools.
Fifth, the thesis proposes a system of solutions to improving the
quality of leadership in scientific research of the party committees at
academies and army officer schools.
Conclusion chapter 1
The Party’s leadership activities in general, the leadership of
scientific research and improving the quality of leadership in scientific

research in particular are very important, especially the party
committees at academies and army officer schools. Over the past years,
there have been many scientific works of agencies, organizations,
individuals and scientists pay due attention to this issue in many
different angles and scopes. The typical works have been synthesized
and analysed thoroughly.
The results of the published works related to the thesis are valid
for reference and inheritance in the research. The works have discussed
the significance and the role of scientific research activities, affirming

universities in particular; stating the leadership of the communist party
and an objective rule of party leadership over the military; giving
scientific forecasts about the development of scientific research in
accordance with the development of education and training at academies
and army officer schools.
However, in terms of improving the quality of leadership in
scientific research of the party committees at academies and army
officer schools, especially the conceptions, the regulatory factors
and the evaluation criteria as well as the solutions to improving
the quality of the leadership of scientific research the party
committees at academies and army officer schools have not been
studied thoroughly.

Chapter 2
THEORETICAL AND PRACTICAL ISSUES ON IMPROVING
THE QUALITY OF LEADERSHIP OF SCIENTIFIC RESEARCH
OF THE PARTY COMMITTEES AT ACADEMIES AND ARMY
OFFICER SCHOOLS

2.1. The task of doing scientific research at
academies and army officer schools and the basic
issues on the leadership of scientific research of the
party committees at academies and army officer
schools
2.1.1. Academies, army officer schools and the scientific
research task of academies and army officer schools
* Academies and army officer schools
Academies and army officer schools are a part of the system of
military and national universities, having legal status, performing the
tasks of education, training, scientific research and construction. The
regular military school is under the leadership and direction of the
Central Military Commission, the Ministry of National Defence, the
Party Committee and the superior commanders.
The structure of academies and army officer schools includes: the
board of directors (for the academies), the rector board (for officers'
schools); education and training management agencies; scientific
disciplines; student management unit; agencies, units and establishments
for education and training.

schools (is the Party Committee of the Central Military Commission), the

highest leading body between the two congresses of the Party
