Introduction Letter
for me to introduce to readers the
and Communication Technology (ICT). This is an annual official publication of the
National Steering Committee on ICT and the Ministry of Information and
Communications from 2009, which has been built based on information and data
synthesized from related ministries, associations, provincial departments of ICT,
enterprises and ICT training institutions throughout the country.
In 2012, the Central Committee of the Party XI issued Resolution No. 13-
NQ/TW on building a harmonized infrastructure system in order to make our country
to become an industrialized and modernized nation by the year of 2020. The
resolution has also reinforced the determination, and has created a motivation to the
sector of Information and Communications to boost the development of the
information infrastructure together with the national programs and projects to be able
to contribute to the economic and social development for the sake of industrialization
and modernization of the country. This year also witnessed that the Ministry of
Information and Communications strengthened to steer the implementation of the
national plan on digitizing the transmission and broadcasting terrestrial television and
marked 15 years of formation and development of the Internet in Viet Nam. Thus,
these important issues will be analyzed in this White Paper. In addition, in order to
meet the demand of ICT statistics as well as to promote the ICT sector, the 2013
White Paper will be updated on evaluations and rankings of international

1. OVERVIEW OF VIET NAM ICT IN 2012
In 2012, Viet Nam ICT still witnessed an growth with a number of important achievements. This
was regarded as a highlight of the economy of Viet Nam which has been affected by the economic
recession.
The Vietnamese Telecommunications and Internet infrastructure has been continuously and
strongly invested, especially Internet broadband connections. Operators such as VinaPhone,
MobiFone, Viettel have focused on accelerating the progress of network investment, increasing their
capacities and diversifying services. Up to December 31
st
, 2012, the total number of telephone
subscribers in the country reached more than 141.2 million, including 9.5 million fixed-line telephone
subscribers and 131 million mobile subscribers. Although the development of the telephone
subscribers demonstrated a level-off due to the market saturation, the numbers of mobile and Internet
subscribers continued to grow at a rate of 3,42% and 2.46%, respectively compared to those in 2011.
Most notably in 2012, the number of the fixed Internet broadband subscribers increased rapidly by
24.74% amounting to 4,775,368 subscribers. The strong growth in the number of mobile and Internet
broadband subscribers showed an abundant potential for the development of the telecommunications
market in Viet Nam. Besides, according to the recent statistics, the number of 3G subscribers has
declined from 16 million to 15.7 million. This can be explained by the aggressive cuts of inactive
subscribers from the network providers. Nonetheless, in a practical way, the number of 3G subscribers
continued to grow thanks to the policies on stimulating telecommunication services consumption of
providers, for example: reducing the 3G service cost to make the 3G service become more competitive
than the ADSL service. Moreover, the downward trend of the costs of 3G terminals and the impact of
the convergence of electronics - telecommunications Internet are also contributing to the growth of
3G subscribers.
Overcoming difficulties and challenges that the economy is facing, the IT industry maintained a
high growth - rate economic sector, directly contributing nearly 7% of country GDP

. This sector,
simultaneously creates a diffuse effects to boost other sectors and fields of the economy and society
25,458 million USD, an increase of 86.3% compared to the same period of 2011. In particular,
hardware - electronics industry continued to thrive thanks to the dramatic growth of exports. Hardware
- electronics industry revenue in 2012 reached 23.015 million USD (a growth rate of 103.2%
compared to last year), made up 90.4% of total revenue of the IT industry sector and raised the average
revenue per employees per year in this sector up to 110.287 USD over the past 5 years. This makes
this group become one of the largest export sectors of the country. However, the areas of foreign direct
investment contributed 96.5% to the value of the export of computers, electronic devices and
components produced in Viet Nam, typically enterprises such as Samsung, Canon, Panasonic,
Foxconn, Nokia, etc. with some main export markets such as China, Malaysia, Japan and European
countries. The software industry is facing many difficulties and challenges due to the economic
recession and inflation. In fact, many businesses showed a fall of 30% in their revenue and some
ceased business operations. Besides, the software enterprises found it difficult to seek for qualified
employees to meet their practical requirements. The revenue from software industry in 2012 numbered
only 1.208 million USD, an increase of 3.1% compared to 2011. Meanwhile, the revenue of digital
content industry reached 1.235 million USD, increasing by 6.0% compared to 2011. This revenue was
mainly contributed by 03 main business like VNG, FPT online and VTC Online.

The year of 2012 is the first year the postal and delivery market fully has opened to the world,
Being aware that the competitiveness of the postal market will be increasingly powerful as foreign
companies enter the market, regardless of a lot of obstacles in production and business, domestic
enterprises still continued to promote IT application in management, administration and opened more
new products and services in order to raise their revenue as well as deployed management
mechanisms innovation. At the end of 2012, the postal revenue reached 273.73 million (a 11.15%
increase compared to 2011).
The broadcasting market also achieved impressive results. These achievements were due to
diversifying and improving the quality of services, constantly upgrading transmission and broadcasting
subscribers has nearly doubled, bringing the total paid TV revenues reached 200.20 million USD.
With an effort to build a modern administration to quickly meet the requirement in accelerating
the development of the country, the application of information technology in the governmental
agencies is continually boosted both in quality and quantity. Being mentioned in the recent reports,
100% of state agencies have built websites/portals which provided 101,995 public services at level 1
and 2; 1,662 public services at level 3 and 9 public services at level 4 (an increase by 3,356 public
services at level 1 and 2; 802 public services at level 3 compared to 2011). In particular, This is the
first year some units have started to deploy digital signature applications and a number of specialized
databases has begun to be focused. Typically, the ranking of the level of IT application in 2012
showed in the group of ministries, ministerial-level agencies, the Ministry of Information and
Communications increased from rank 7 in 2011 to the top position in 2012, the State Bank had a leap
by 9 positions in the ranking (from 12

position in 2011 to 3
rd
position in 2012). At the same time, in
the group of provinces, Da Nang city continued to hold the highest position owing to the determination
of investment and harmonized solutions in IT application.
The problem of information security is the most concerned problem which needs to be addressed
to protect the security infrastructure, ensure the sustainable development of IT application in particular
and the development of the whole sector in general.
The training system for ICT human resources remained stable in terms of size and forms of
training with 290 universities, colleges and the rate of universities, colleges enrollment in ICT subjects
was 10.83%. In 2012, there were 40,233 students graduated from ICT universities and colleges,
169,302 ICT students were studying in universities and colleges and 57,917 students were actually
enrolled. On the other hand, the number of vocational schools offering ICT training increased by 30
units compared to 2011 and raise the total number of vocational schools up to 143 units. However, a
rate of enrollment in these vocational schools accounted for actually 11.97% ( a 2.77% decrease
compared to 2011).
The regulatory environment for ICT is continuously completed to facilitate the development of
IT application and enhance the management and administration capacity of the government. In 2012,

2. SOME EVALUATIONS OF INTERNATIONAL ORGANIZATIONS ON VIET NAM ICT
ICT in Viet Nam is a infant economic - technical sector compared to many countries around the
world but has achieved a number of advancements recognized and appreciated by some international
organizations on ICT. Located in Southeast Asia, Viet Nam has always been appreciated not only the
economy with high growth rates but also the ICT sector which develops from a limited capacity to
impressive rankings on the world ICT map.
2.1 General rankings on ICT
a) ICT Development Index (IDI)
According to the ranking of the report on Measuring of Information Society

by the
International Telecommunication Union (ITU) about ICT Development Index, Viet Nam continued to
rise 5 places from 86/152 to 81/161, ranked the 3
rd
in the Southeast Asia and ranked 12/27 countries in
the Asia - Pacific region. In the past 10 years, Viet Nam had a spectacular breakthrough from position
107 to position 81 with a jump of 26 steps. Viet Nam was highly rated by ITU in terms of IT
applications whose ranking was 76/161.

b) Networked Readiness Index (NRI)
According to the ranking released in the Global IT Report

by the World Economic Forum
annually, the NRI of Viet Nam in the past year
improved in the period 2001-2010 with an increase of 20 places from 75 to 55. However, from 2012,
countries fall compared to those of the year 2010. On the other hand, Viet Nam stands in the 4
th
position in the Southeast Asia. In this evaluation, the readiness subindex of the Viet Nam Government
was ranked highest out of subindexes forming NRI.

IT industry in Viet Nam has been recognized with outstanding achievements. According to the
ranking of A.T. Kearney

, in 2005, Viet Nam was ranked at the average level amongs the leading
countries in offshore services with the position of 26/50. However, in 2011, Viet Nam was ranked the

out of the top 50 countries in offshore services, an increase of 2 places compared to the year of
2009, 11 places campared to the year of 2007 and 18 places campared to the year of 2005, and Viet
Nam took over Philipines and came close to Thailand. Viet Nam leads in the financial subindex in this
assesssment.

In the E-Governent Survey

by the United Nations (UN), E-Government in Viet Nam is
evaluated fairly good and has a remarkable advance in both its index value and ranking. Over the 10
years, the ranking of E-government of Viet Nam has increased by 14 postions from ranking 97 in 2003
to 83 out of 150 countries throughout the world and has stood the 4
th
in the Southeast Asia. In this
index, Viet Nam is rated prominently in the public online services.
