The Hanoi Textile Industry – Fashion Junior College was upgraded from the
Tayloring Techonology and Fashion Number One Secondary College in 2005. The
College was founded in 1964 with the name, College of Tailoring Technology and Skills,
belonging to the ministry of home trade. In 1969, the college came to belong to the
ministry of light industry (now ministry of industry and trade). In 1995 the college was
under the charge of the Vietnam National Textile and Garment Group – ministry of
industry and trade. At present the college is charged with the tasks of giving training in
the following branches and professions:

Going through 40 years of establishment and growing up, the Hanoi Textile
Industry – Fashion Junior College having many stages of development, many names, has
unceasingly developed and strengthened it. Especially in the renovated years and over the
past five years the college rapidly and firmly developed, a result demonstrated by
achivements and rewarding awards. To promote development, the Training Department
was a pioneer in applying Information Techonology to the teaching system. This was a
prerequisite for development in the new era. Having the functional responsibility for
Information Technology, making training and recruiting plans, without applying
Information Techonology the training process would not have achieved a chained system
in the educational processes. So the Training Department applied Information
Technology to its work.
The state of applying Information Technology at the Hanoi Textile Industry –
Fashion Junior College has undergone positive changes in comparison with the time
without such an application.

1. Implementing the directions, resolutions of the Party, the State policy, over the
past years, the Hanoi Textile Industry – Fashion Junior College has determined that the
development and application of Information Technology is the breakthrough that might
help the College to improve the quality of the human resources training, promote
academic researches and technolgical transfers, contributing to the renovation of leading
methods and working styles to ensure the competitiveness in the intellectual economy
and the process of international integration.
Being aware that the application of Information Technology would better serve the
administration and leadership of the Party committees at different levels, would be an
important factor in contributing to the improvement of working effectiveness and rapidly
promoting the renovation of the leading methods of the Party, a number of cadres and
Party members took relevant lessons, gained knowledge and expored the possibilities of
applying Information Technology and used other modern means to exploit, process and
store information in the service of the leadership of the Party committee, gradually
changed the old working habits and styles and adopted the new working styles; helped to


transfer and process information more quickly and accurately, save time and the cost of
printing and transporting, etc. contributing to improve the quality and effectiveness of
work.
- The Party committee sent cadres to attend training programmes, improve
knowledge about the management of information technology projects and information
networks, etc. organized by the Vietnam National Textile and Garment Group and the
Department of Science and Technology of Hanoi City. At present the College has 800
computers of different kinds. The Party committees and cells are all provided with
computers, printers and Internet connections, local area network (LAN). Immediately
after the provision of computers and Information Technology equipment they were put
into use, meeting the needs for improving the ability to draft and type documents in
particular and the exchange and process information in general. All the comrades in the
Party committee and its divisions are proficient in using the computers to draft

documents, store and exploit and exchange information in the computer network, search
and exploit information in the available websites.
The sum capacity of the data facilities of the Party Committee of the College is
more than 1GB. The shared information system the data bases are rapidly implemented.
The Party Committee has applied software to work like the software Open Offices, Party
membership data base, membership cards, membership fees management, etc... The Party
member’s data base with more than 700 files is being constructed and frequently updated
being put in place for exploitation. The updating of the data base about party documents
and the data base about the table of contents of the documents in the archives of the Party
Committee of the College is being actively implemented. People are retyping the records
and documents of the Party work of the Party Committee since its establishment to store
them in the data base.
2. Besides achievements, the present application and development of Information
Technology at the Hanoi Textile Industry – Fashion Junior College still have a number of
remaining limitations or shortcomings that need to be overcome, namely:


- Information technology has not been used as a very effective tool for making
leadership and management decisions as well as the running of the College. The foreign
language ability, especially the English ability, of the cadres and party members are
roughly not high, limiting the ability and need to communicate and exchange information
through the web or network.
- Due to the very rapid development of science and technology, the system of
equipment becomes outdated and backward quickly, so there is the urgent demand for
replacing, updating re-furbishing computers and Information Technology equipment. The
internet system is presently overloaded, failing to maximally meet the learning, teaching
and researching needs of cadres and students.
- The training of cadres has only concentrated on presenting general knowledge
about Information Technology and training basic skills at using and exploiting computer
networks. Therefore, cadres need to receive continued training as regards Information

Technology.
- The integration of systems of information in the Electronic Page of the College
has been slowly implemented, with inadequately harmonious co-ordination between the
functional departments and divisions. The cadres administering the networks are fewer
and less able than needed. A number of shared applications have not been realized:
registration, management and tracking of incoming and outgoing documents; tracking of
application documetns and letters; sending and receiving documents; processing official
letters; financial and property management, looking up dossiers, directories, etc.
With 3 years of experiences and applications at the Hanoi Textile Industry –
Fashion Junior College; I draw a number of experiences lessons:
- Lecturers should be dreadless, should not be fearful of difficulties or hardship. If
they design and use their own electronic lectures, the lecturers can exercise many skills
and coordinate well other active teaching methods;
- When devising the electronic lectures the teacher should before hand prepare the
scenarios, materials (Video, images, maps,..), choose the solutions for the application of


science and technology, only thereafter drafting the lectures. If MS PowerPoint is used as
the main tool the teacher should mind the letter Font, colour (Blue (black)- white,
yellow/red) and the suitable effect (simple and gentle effect, helping to keep
concentration on the content of the lectures);
- The lectures’ content should be compendious, imageable and have a compact
style, whose simulations should be close to the subjects (there should not be many images
or letters in one slide). The contents to be written down by the students should have
conventions (frames or background colours might be used) which will help to overcome
expected difficulties of the students; The content of the lectures should contain many
bonds, especially connections with the system of questions to overcome arising
pedagogical problems (like the repetition of knowledge, lesson plan, the running out of
lesson time, …such bonds may be placed in the master slide), exploiting the strong point
of CNTT in testing and checking the results. (While consolidating the lessons, questions

should be asked to drive at applicable or testing answers);
- Not to misuse technologies if they do not have a positive impact on the teaching
process and the development of the students, not to misuse reproductive technologies if
they do not faithfully reflect the content, artistic value, and reality. Standardized
knowledge at the applying level needs to be combined with board [bảng: chưa rõ nghĩa

- Lecturers need to study and participate in the training courses for drafting and

delivering electronic lectures, frequently log in the websites and the forums: bachkim.vn,
dayhocintel.org, giaovien.net, moet.edu.vn, … each school should have the “Electronic
lectures” to exchange and enrich experiences, obtaining new technologies or giving and
taking good methods.
- Multipurpose room should come into existence and fully equiped with projector,
filming camera, camera, Internet connection, etc. …instructions for use (the positions of
the projector, spotlight, luminance need to be taken into consideration), provisions for
reparing and upgrading hardware, educational software, fringe benefit for the cadre in
charge of the room to solve errors and faults and maintain permanently good use;


- The Department of Education needs to have guidance documents to help the
colleges

Technology

teaching


(implementation from where and how is it to be?), hold annually the “The lecturer good
at using Information Technology” competition or “ Golden keyboard”, … to stimulate the
passion for creativity in the service for the education cause.
- Education experts should soon put forward criteria assessing the study period
using Information Technology, preparing electronic lectures so that there will be a basis
for assessments and a bank of high quality electronic lectures.
- The Department of Education should have a WebServer to process the documents,
create the educational material data base, www, elearning, etc. name sub Domian for the
subordinating units to reduce expenses and have a concentrated management of data.
In recent years, Information Technology has developed unceasingly and rapidly,
many intellectual products of mankind have been put into use in production lines,
academic researches, commerce, etc. Vietnamese Information Techonolcy has also
rapidly developed evidently confirmed by the application of Information Technology by
enterprises, units, organizations and individuals to all fields such as academic researches,
automated production lines, and especially production management and business.
However, the contact with and approaches to Information Technology have not
been as fast as IT development itself. Not all enterprises, units, organizations, etc.
understand clearly the ways to apply Information Technology to the management of their
own enterprises and units.
Basing on the particular conditions of each customer, our experts will help you to
understand more clearly the ways to apply software to management, their effectiveness
and the benefits obtained. Such particulars may be:
The material basis of modern Information Technology.
The number of subordinate units (if any).
The present professional procedures of the customer.


Other particular bases.
Information about the material basis of the Information Technology is the important
basis to determine the application of which technology will be suitable for the

management task of the company.
The number of subordinating units (if any) of the company will be the basis to
determine the management form of the company, helping to suggest the forms of the data
bases, dispersion or concentration, or both.
Regarding enterprises and organizations with only one main base, the management
by the concentrating management data base will ensure the high safety level for the
whole system.
The most important factor for applying the software system to management and
operation is the present professional management of the customer.
+ Regarding customers having experiences in management methods, we will base
on such skills to suggest solutions applying management software to replace their present
methods and develop new ones suitable for the management method using software
systems.
+ Regarding customers who are new enterpreneurs who just began operations,
having a diversified management method, we will base on the particular situation
regarding organizational structure, production branch or business kind, entrepreneurial
model, number of employees, Information Technology conditions and infrastructure, etc.
to suggest solutions applying the software systems to the production and business
management.
Other bases are supplementary bases for each customer; there are special forms of
management skills to serve as a basis for suggestions for management methods for such
special tasks.
Apart from the mentioned concrete factors, we frequently support customers
regarding the factors concerning the supplementation of management skills, upgrading


the software systems suitable for the demand for uninterrupted development of the
custombers.
APPLICATION OF INFORMATION TECHNOLOGY IN SCHOOLS AND
COLLEGES

1. The application of Information Technology (IT) in schools and colleges is an
inevitable trend of the Information era. It is impossible to refute the role and importance
of the application of IT to education.
Now it is not the question whether IT should be applied to Vietnamese schools but
the question how to implement the application of IT. To have the effective application the
strong points and advantages of IT need to be brought into full play while its negative
side effect should be avoided, taking into account at the same time the particulars of each
locality and unit. This essay would like to approach a number of solutions feasible and
widely applicable in schools in many forms and at many educational levels.
2. The basis to determine the solutions: Scientifically, the application of IT to
schools needs to be synchroniously implemented and uniformly managed. Without
guidance, there is no basis for the management to test and assess.
From the systematic point of view, the educational process is locally seen as a
closed system; yet regarding a broad aspect (together with the other objective processes)
the educational process is an open system assemblying many dialectically interactive
elements, helping to make a lecturer of the Hanoi Textile Industry – Fashion Junior
College.
Such solutions were implemented with good effect at many experimented schools
covered by the project “Information Technology in education and management” carried
out by Thiên An in cooperation with the College. So when IT application in schools is
implemented, a systemtatic and comprehensive viewpoint should be adopted. As regards
the realistic aspect, the IT application in Vietnamese schools has been implemented in the
whole system, reaching different levels and achieving a number of successes. To increase
the number of such successes and consolidate them, the schools need to establish a


mobile “mechanism”, i.e. building an organization-personnel machinery to implement IT
application in schools.
Objective: With a view to having timely and reasonable guidance for
implementation of IT application in schools.

School leaders make the decision to establish the organization-personnel machinery
to serve as consultants for the headmaster regarding the implementation and good
management of IT application in schools; for teachers regarding the methods and forms
of exploiting IT in effective teaching and learning, contributing to the elevation of
teaching quality. This organization-personnel machinery is comprised of: the support
group: cadres in charge of IT of the Department of Education, District Bureau and
Headmaster—people in a position to make decisions concerning the organizationpersonnel machinery and the implementation of IT application.
The support group has the task of determining the vision, missions and strategy of
implementing IT application in schools in a certain stage. It can also make management
decisions in support of the activities of IT application.
Operation group: People authorized by the headmaster to run the activities of IT
application in schools. This group is responsible for planning the implementation,
assigning tasks to each unit, supervising and managing the application of IT in schools.
Coordination group: technological and pedagogical coordination.
+ Technological coordination: are people knowledgable about IT having the
responsibility for:
Consultancy regarding planning the procurement of necessary equipment;
Management and maintenance of equipment;
Management of materials (software, lectures, materials, etc.); giving training for
teachers concerning how to use software;


Coordination of the use of equipment by teachers and students in accordance with
the needs of each study period;
Making procedures for using equipment, internal rules concerning the using of
equipment for teachers and students;
Technological support for teachers during the study period when need be.
+ Pedagocial coordination: People knowledgable about professional management
at schools and pedagocial methods, having the responsibility for:
Support for IT application in management;

Support for IT application in teaching and studying;
Organization of discussions among members of the implementation group on how
to apply IT effectively;
Engagement in exchanges of view with the implementation group on scenarios of
applying IT;
Organization of discussions evaluating the hardware, software, utility, web pages,
etc. Giving training to members of the implementation group;
Organization of discussions within the implementation group concerning the
models of lesson plans for a study period having IT application, the norms to assess the
effectiveness of a study period having IT application, etc.
+ Implementation group: all teachers, cadres of departments and divisions
participating in teaching.
For this the organization-personnel machinery to have effective and long-term
activities, the result of the activities of this machinery needs to be included in the criteria
concerning emulation of each academic term and year, etc.
II. The schools organize training for the using of the above mentioned software and
the related hardware for the teachers’ knowledge and use.


Teachers of the departments and divisions hold discussions on how to use IT
facilities with a view to bringing into full play IT effectiveness.
However, no methods are all-purpose. Therefore, depending on the content of each
special subject the teachers may choose the suitable IT methods and facilities.
The college or school establishes the norms to assess the effectiveness of a study
period having IT application which will serve as a basis for assessing the effectiveness of
the IT application in teaching.
The academic institution frequently organizes the emulation movements: Making
electronic lectures and study periods with IT application, etc. with a view to having an
enthusiastic emulation atmosphere in the whole institution concerning the application of
IT. Deserving rewards for individuals, collectives pioneering in bringing IT into teaching.

The material and equipment basis of IT is needed for a basis concerning the
determination of solutions for the application of IT in teaching.
The material and equipment basis of IT in the service of teaching and studying of
the College is rather good at present but has not been up to the level suitable for the
particular professional training task of the institution. Many computer programs violated
copyrights (Microsoft Office), the number of computer programs and IT utilities used in
teaching is not numerous. The availability of the multimedia rooms is inadequate
regarding the number of students in class. Many teachers do not have the conditions or
opportunities to get in touch with the multimedia rooms and software, etc. Therefore
people have not brought into play the hardware and software potential, having not
contributed to create effectiveness for the study periods with IT application.
Objective: With a view to creating favourable conditions regarding equipment for
the IT application in teaching.
Increase the number of computers in the lab. At present the lab rooms of the
College are rather modern, fully meeting the demands for IT application in teaching.
Nevertheless, the number of computers is limited. Crowded classes can not use the lab


effectively. This problem might be solved by providing computers for the present
classrooms. Change the brick wall betweenthe lab and classroom 201 by a mobile divide.
When a class does not have many students, we use the mobile divide to have to
independent classrooms. When a class is a crowded one, we may roll up the divide to
have a large classroom.
The provision of software for the effective application of IT, the software and IT
utilities (taken up in solution II) should be available and installed before the users
operate. Ensuring that all teachers are well trained to have the skills to use them.
Immediately equipe the software Microsoft Office (copyrighted) or the software open
source code freely for all computers (portable and desktop).
Exploiting Internet and electronic library. The use of computers in general and
Internet in particular for supporting teaching and and studying has become very prevalent

in universities. IT in general and Internet in particular have become and are becoming the
new training means. The present website of the college is constructed with the object
oriented programming technology ASP.NET. Therefore the interactive character is rather
strong. But at present the website is only exploited for information for readers, not yet
serving teaching and learning. Therefore there should be more exploitation of the
Internet, especially the website of the College for teaching activities. The particular
works for using the website for teaching, progressing towards the form of training and
further training online:


Using the website to have communicative contacts between studentstudent, teacher – teacher, student – teacher, student – college, teacher –
college via module forum, online exchanges, internal e-mail, etc.



Internet management of students, teachers, scores, etc.



Electronize the lectures, material in accordance with the standard SCORM.



Make test questions bank for groups of special subjects for which there
will be tests.




Make the procedures, organize training for teachers, students regarding

electronic study material, lectures, forms of teaching and learning via the
network, etc.



Pilot teaching and learning via the network

Establishment of a bank of electronic materials on the basis of the promotion of an
emulation movement, encouraging teachers to construct a bank of electronic materials in
the service of teaching their own special subjects. The College will synthesize and assess
such materials and make them commonly available.
The basis for determining the solutions
The IT application in teaching will only become effective when the essential
conditions converge. These are very important premises for the guarantee of applying IT
successfully to teaching.
With only one computer it is impossible to bring IT into teaching effectively. The
materialistic, human, financial and policy-making factors all have great influence on the
result of bringing IT into the schools. Before presenting the teaching methods in the IT
environment, we should determine these factors clearly because the absence of just one
of them may also harm the efforts of ours. The combination of necessary conditions will
create an educational environment favourable for the powerful application of IT
Objective: Helping the managers and teachers to have the conditions concerning
knowledge and necessary facilities to apply IT successfully in teaching.
Content of solution
Determination of the common vision
The common vision is reflected by the active support of the leaders concerning
administrative matters in the whole system of schools. It will create the association and
unity for the teachers. The common vision should be shared by all members of the
institution.



Creation of conditions for all teachers to approach IT
Technology, software and the communication network is presently readily prepared
for new teachers to use in teaching and serving the professional work at any time. All
teaching lecturers need to approach the IT utilities such as hardware, software and other
media tools in the classroms, offices as well as at home. The allocation of IT resources in
the institution should be realized fairly concerning teachers at all levels. However, not all
teachers are fully informed about the development of IT. Therefore, the technology
division of the institution should introduce new technology to the lecturers and create
favourable conditions for the latter to approach it.
Those proficient in using IT in the service of the teaching and managing tasks raise
the basic IT level of the lecturers and managers and so on and so forth. Knowledge about
IT, the ability to professionally use and apply to teaching of the cadres of the institution
might be different but there is the common ground regarding the basic IT level. The
instructing cadres might give consultancy and guide new lectuers and others.
Creation of opportunities for lecturers to develop disciplinary or professional
ability
Teaching cadres are continually in touch with opportunities to develop disciplinary
ability involving many different forms and they have the time to make use of the
available opportunities. All teachers should participate in the programs to develop
disciplinary or professional ability organized with a view to continually raising the IT
skills and application of IT to the teaching programs. Inexperienced lecturers are given
guidance to select the best solution for the activities of their professional operation.
Technical support
Technical support for lecturers is given timely and on the spot, including the help to
improve the skills in managing software and hardware in teaching. All lecturers are
supported fairly and timely without discrimination on the grounds of seniority. The
objective of technical support is to ensure the continuity of teaching and learning
activities give the lecturers the chance of to frequently learn or to cultivate the skills in



processing problems arising in IT. Technical support cadres direct and assist
inexperienced lecturers in using hardware, software in teaching and and the steps
required supplementary technical support.
Uniform standards concerning content and the teaching sources
Part of professional development is to achieve academic criteria in a collaborative
environment so all teachers can influence the reception of technological resources that
helps students to have the content standards. Standards concerning content and materials
of the teaching programs need to be openly available for all lecturers and students.
Students not only get knowledge from class lectures but also such sources of materials,
giving themselves the opportunities to widen and deepen knowledge and better the skills
in processing information in the service of the educational activities.
