I. FACILITIES CONSTRUCTION AND APPLICATION DEVELOPMENT
PLAN ICT OF DHDLHP.
1.1. The great role of ICT for the development of HPU
Potential and role of ICT has been confirmed by the State and Party in the
"ICT Viet Nam development strategy to 2010 and orientation to 2020 "issued by
the decision 246/2005/QD - TTg on October 6, 2005 of the Prime Minister: "ICT is
the most important tool to implement the Millennium goal, form the information
society and shorten the process of industrialization and modernization of the
country".
Grasp thoroughly the policy of the State, HPU with the mission “Building
and developing a central model of training university, research, application and
transfer of scientific and multi-sector technology, high quality, keeping pace with
the advanced universities in the region, striving to reach the international level,
playing an pivotal role and be the leader in the higher education system to meet the
needs of socio-economic development " was well awared to its formation and
development. Parties of HPU confirmed in the Plan of overall development and


application of information technology in the period of 2002-2005: Development
and application of information technology is one of the priority tasks in the HPU
construction and development strategy, is an important mean to improve quality of
education, scientific research and management; HPU needs to develop and
implement well this task.
Training the ICT human resource at HPU
The ICT human resource is a key factor having the decisive significance for

the development and application of information technology at HPU, provides highlevel ICT human resources for the country. ICT human resource development need
to ensure quality, synchronization, quickly shift the structure in the trend of
increasing the proportion of highly qualified human resources, contribute to
strengthening national information technology.
ICT Human Resource Development at HPU need to closely link with the
process of education and training innovation, especially innovation of higher
education, research university building. Renovating basically and comprehensively
the training ICT human resources towards integration and international level,
creating a fundamental change in the traning quality, meeting the requirements of
information technology development to serve the industrialization, modernization
and international integration.
Pushing the education to meet the needs of society and strengthen
international cooperation in the training of ICT human resources at HPU,
mobilizing all resources in the country and enlisting foreign resources for the
development of this force.


ICT Research
ICT industry now is a key economic sector, given priorities, cared and
supported by the State to encourage development. ICT research in modern trend to
create ICT innovative value of science and technology, products serving the needs
of HPU and society, contribute to asserting the role of HPU in the industrialization
and modernization of the country.
ICT application and infrastructure
Widespread application of ICT in education, research, management is a
significant factor, contributing to accelerate the development of HPU to be research
university reaching the advanced level in the region. ICT application to innovate
methods of teaching and learning, improve training effects, research and
management in all units of HPU.
The ICT infrastructure is an important part at HPU, which was invested and

developed to be modern, synchronous, effective management and exploitation.
Developing the ICT infrastructure to provide the basis for the development and
application of ICT for international level training, research and management.
Developing ICT infrastructure must go hand in hand with the deployment of
applications to efficiently exploit, analysis system that is open, allow easily the
expansion of scale and technological upgrading.
1.2. General assessment of the plan implementation on the development and
application of ICT at HPU.


During 5 years, basically HPU made the important objectives set out in this
plan, built the initial conditions for an information infrastructure, significantly
contribute to improving management, training and scientific research, while it
provided more and more IT human resources both in quality and quantity for the
Vietnamese economy. In research and development, there are a number of works
published in the magazine and the international prestigious conference on IT. Some
individuals and units are awarded with national prizes for IT products. Some of the
major achievements in the past IT activities are:
1.2.1. On training IT human resource
Type of IT training during the past years has been diversified including
bachelor's, master's and doctoral degrees. Number of IT faculty has doubled in five
years. Some units in HPU have IT training programs at international level. In
addition, many foreign cooperative training program was established such as the
University of France on Information - System - Technology (IST) to contribute to
improving the quality and environment of training, as well as the IT faculty of
HPU. It has trained thousands of degrees, hundreds of masters. IT students at HPU
have tradition of winning the high prizes in national and international exams, meet
the high demands of the job market. Some concrete achievements are outlined in
the following statistics.
1.2.2. IT Research

HPU focuses on researching specialized topics of computer science,
networks and communication, information systems, software technology. IT


department studied deeply the mathematical methods in image processing and
information processing, artificial intelligence, IT application, e-learning and
teaching, ...

1.2.3. IT Application
Awareness of IT applications at HPU has been gradually improved. Many
courses, training on the use of network, management system of documents and
records were held. Currently 100% of managers using the VNUnet in managing
letters, staffs and students in some units has been provided with internet serving for
high-quality

training,

international

links

training.

At HPU, the departments have organized Internet accessing centers for
students, plenty of rooms connecting remote training are with modern equipment.
Library Information Center has started deploying an electronic library for readers.
IT applications in training and training management, scientific research have been
strengthened, the training units deployed pilot training, invested for training
software, management and scientific research has been increased considerably from
various sources,HPU has completed a number of important software serving for

training in term of credits and high quality and will be put into operation in the near
future.
Training and learners management system at HPU by credit has been
developed and is being completed.


Research organization, building and deployment of e-Learning system on
HPU network infrastructure. Deployment of information services is for teaching
and learning (giving lectures, assignments, schedules, exchange of questions and
answers between teachers, students, etc.) on VNUnet / Internet.
1.2.4. IT Infrastructure
In most units they have had LAN internet infrastructure. A small number of
units (HPU’s Office, Economics University, the Institute of IT, etc.) have relatively
good IT infrastructure, the Technology University have the IT infrastructure at a
good level. In the vast majority of units, the number of computers for staffs using at
work basically meet the requirements, but in general the servers lack in quantity
and are poor in quality compared to the application need. The training units have
had the computer lab to practice and for students to exploit information.
HPU is one of the first units joining VinaREN. VNUnet has connected with
VinaREN by fiber optic cable, which has currently ability of exploiting
communication with institutions and studying abroad with the connection speed for
Vietnam is 45Mbps. Now, many electronic documents of training and research
facilities around the world joining in TEIN2 have been provided this online and
HPU students, staffs were able to exploit regularly. In particular, a number of units
such as the Technology University, Natural Sciences University have successfully
organized a number of online conference (video conferencing) with other
universities abroad via transmitted VinaREN/TEIN2. In the near future, it should
prepare enough technical conditions for better exploitation, many units at HPU can
use

VinaREN

service.


However, there are many shortcomings and defects presenting awareness,
manpower and material investment for the IT development and application is not
commensurate with the required level of HPU, the results obtained in a number of
activities are not proportional with the expectations and investment.
II. GOALS, DIRECTION OF ICT APPLICATION AND DEVELOPMENT

IT application and development is to improve the quality, effectiveness of
training, scientific research, management and promote international integration in
at HPU.
ICT human resource training

It developes strongly in both scale and quality of IT human resources at
HPU, contributes to strengthening the ICT human resources of the country, meets
the requirements of the industrialization and modernization. Paying attention to
ICT manpower training and improving the staff's ICT at HPU
In 2020, it reached the international level of training IT human resources for
all fields, specializing in the ICT, obtained the level that is equivalent to the school
in one of the most powerful 100 schools on ICT in Asia, group of 500 schools in
the world.
The curriculum is updated every year, sticking to the needs of society and the
concept,advanced achievements are admitted into teaching by the academics


Performing a multi-sectorial and multi-fields link in ICT human resources
training. Opening the sector / industry / new interdisciplinary (pilot) with
ICT is centered, make sure to meet the needs of the Vietnamese social
practices and ICT markets in the world.
ICT Scientific Research
The researchs should focus on promoting the strength of HPU, meet the
requirements of science and the application of ICT in the next 10 years as well as
the requirements from economic reality of Vietnamese society, mainly concentrate
on computer interaction (user-interface course), natural language processing,
knowledge-technology, new-generation Internet technology, multimedia services,
information services for innovative teaching and learning methods as well as
related information services to health care, public health, scientific computing for
resource management and forecasting and disaster prevention, ...
In 2013, it confirmed its position among the leading scientific research
institutions on national ICT, contributing to improving the international standard
quality of training to, and in the development of the IT industry.
In 2020, it aims to become a center for scientific research and transfer of
Vietnam's leading ICT, meet the needs of the ICT market in the country and abroad,

get the criteria each year with 50% of ICT PhD, at least one is published in
international journals and / or prestigious international conference on ICT.


Application of ICT in the administrative managemetn, education and research at
HPU
Step by step overcome the defects in the application of ICT at HPU to be
quick at accessing to applications and services to users on the achievements of ICT
at HPU.
ICT applications should be organically integrated, follow prescribed standard and
solutions on VNUnet, oriented development using the open-source system and
effective implementation of the ICT large investment.
By 2013, 100% of staffs and students having VNUnet account with large
enough online workspace, can be accessed in the full scope of work and student
dormitories, meeting the use demand of the communication exchange services,
information processing and calculating, learning resource exploitation of VNUnet,
Internet and VinaREN. Striving for all teachers to introduce lessons and references
on VNUnet before the lecture. 100% HPU lecturers have their own website for
teaching in the form of credits. Deploying the HPU information portal, integrating
portals of the units through a shared database in the Data Center of HPU.
By 2020, it continues to improve and modernize the management at HPU and
other units go to digital with the computerization of the management and training research and applications the support of information systems, electronic
communication ports inside and outside the unit, v. v. More details of a digitized
university are given in the Appendix.


ICT Infrastructure
ICT infrastructure must be built synchronously, modernized to meet the
performance of objectives stated; oriented development of the open source system,
according to the standard of open system it allows easy expansion of scale,

technological upgrading.
The ICT infrastructure needs to take a step forward to promote the
development of IT services and application oriented development of ICT
infrastructure in parallel with the deployment of the application to open effective
operation.

VINASAT-1 (connected to the Internet via satellite), AI3/SOI, ...
By 2013, the ICT infrastructure system must be finalized at a basic level,
using modern technology, synchronization, meeting training requirements of Credit
at HPU provide clear service for 30. 000 users. Implementing key solutions using
open source systems for computer systems of the last user, basic network services
such as LDAP, Portal, CMS, Mail, eLearning, calculate and treat the remote
information as well as security solutions and network monitoring and guidance of
synchronous implementation in entire HPU. The units are full of computer systems,
intranet connectivity with high-speed, meet HPU staff and students in research,
teaching and learning.
In 2020, HPU is the center of research and training to the system of modern
ICT infrastructure, sync, on a par with other major universities in Asia, meet


basically the needs of human connection, ensuring a modern ICT environment;
providing uninterrupted service for 10. 000 users.
