1. The trend of developing and applying IT in Vietnam and over the world.
The world’s ICT has had remarkable progresses over the past 10 years, the year of
2008 is considered as the time of the premise for starting the new decade with the
following characteristics:
 Focus for connecting people together (connecting people).
 Taking users to be the center (user-centric).
 Many software developers and users can develop their own applications.
 Computer, electronic technology, nano technology allow the manufacture of the
equipment more and more faster, more compact, less power consumption and
integrated many services, such as "the system on a chip "(SoC), as well as integrating
many multiple services on a single appliance.
 The applications run not only on PC, but also on the Internet, in the "cloud" between
the PCs, between the TVs, mobile phones, between cars, between appliances,…
 The 3-specific factors: experience the high-tech everywhere; the rich devices are
connected with each service; the strength of natural user interface (Natural User

Interface).
The technology managers also emphasize on the mean of innovative technology,of

basic research and of the applied research to fulfill the expectations (and the natural
development) of the next 10 years. Computers will be everywhere, will serve
effectively for the train and the caring of human health. Computers will replace the
textbooks with compact PCs, handsets, flat on the desk, with a network connection
everywhere, natural interaction (not only the mouse and keyboard as the past decades).
The user can participate in various activities using electronict tools, referred to as e-*
(such as e-books, e-learning, e-education, e-library, e-science, e-health, e-business, ecommerce, e-agriculture, e-government, etc.) at any time, any place.
The government issued the "The development strategy of Vietnam’s IT and
communication until 2010 and the orientation to 2020" in Decision 246/2005/QD-TTg
on Octorber 6th ,2005, stating the objectives to be achieved:
- Apply the wide-areas IT in key sectors of the economy. It forms, build, and develop
e- Vietnam with e-citizens, e-government, e-business, e-commerce, e-transactions ,
that aims to Vietnam to reach the average level in the ASEAN region
- IT Industry becomes a key industry with the growth rate of 20 - 25% per year, the
total turnover of $ 6-7 billion in 2010.
- The information and communication infrastructure covers the whole country, with
large output, fast speed ,high quality, and cheap price.
- Training in the IT key department to reach the advanced level and quality in the
ASEAN region.
Besides the trends and the objective demand for IT development in the world and
Vietnam, there are major challenges for our country's IT such as: there is no real IT
industry; the training’s quality of the majority institutions does not meet the demand,
there is lack of high-level IT manpower; the researchers are scattered, there are no
Vietnam’s studies having technological breakthrough ; new businesses just focus on
doing outwork

of softwares,they do not pay attention to the research and

development; The academic links - IT industry is not yet clear;the confusion and the

failure of some National IT projects; the software piracy in our country is still at a high
level; etc.
Therefore, the IT will boom and increasingly toward serve more useful, more diverse
for human needs and it is the motivation to promote social progress and improve the
quality of life. IT has a special meaning in education. Developing countries and
countries with modern manufacturing or service have had the digitized universities,
they make the changes and open the form of training and new forms of learning
effectively. These impacts will continue to deepen the meaning of IT in the coming
years.
2. The great role of IT for the development of HPU
The potential and the role of IT have been confirmed by the Party and State in the
"The IT development strategy in Vietnam to 2010 and the orientation to 2020" issuing
by Decision 246/2005/QD- TTG on Octorber ,6 th ,2005, of the Prime Minister. "IT is
the most important tool to implement the Millennium goals, to the formation of
information society , to shorten the process of industrialization and modernization of
the country".
To be fully aware of the State’s guideline, HPU with the mission "To build and
develop a central model of higher education, research, application and to transfer
scientific and technological multi-disciplinary, multi-sector, to have same quality with
the advanced universities in the region, striving to reach the international level, to
play the role key, to be the leader in the higher education system to meet the needs of
socio-economic development”, it has the good awareness of the leading important role
IT about its formation and development.
The Training of IT- communication human resources in HPU.
The IT- communication human resources is a key factor having decisive significance
for the development and application of IT in HPU,it provides the high-level human
resources of ICT for the country. The development of ICT human resource has to

ensure quality, synchronization,the quick shift structure in the increasing proportion of
highly qualified human resources, to strengthen the capacity of national IT.
The development of ICT human resource in HPU has to closely link with the
innovation process of education and training, especially in higher education, university
research making. The basic and comprehensive innovation of training human resources
towards the ICT integration and reaches the international level, creats a fundamental
change in the quality of training, meets the requirements of IT development for the
industrialization, modernization and international integration.
It promotes the training to meet the needs of society ,to strengthen the international
cooperation in the training of ICT human resources in HPU,to mobilize all resources in
the country and enlist foreign resources for this human resource development.
ICT research
The ICT industry is a key economic sector, having state priorities, care and support to
encourage development. The ICT research towards the modern direction, aims to
create the innovative value of science and technology about the ICT, to create the
product serving the needs of HPU and society,to confirm the HPU’s role in the
industrialization and modernization of the country.
The application and infrastructure of ICT.
The wide-area application of ICT in training, research, management is the factor
having significant meaning, contributes to accelerate the development of HPU
becoming the research university reached the advanced level in the region.The ICT
application helps to innovative methods of teaching and learning, improves the
training, research and management in all units of HPU.
The ICT infrastructure is an important part of the HPU infrastructure, having
prioritized investment, development,it ensures the modern, synchronization, effective
management and exploitation. The
development of ICT infrastructure aims to provide the basis for the development and

application of ICT for training world-class level, the applied research and
management.
The building of ICT infrastructure must go hand in hand with the deployment of
applications to have efficiently exploit, visionary, the design analysis system being
open, allow easy expansion of scale. andtechnological upgrading.

3. The general assessment about the implementation “the Overall Plan of the
development and IT application” in HPU
In 5 years, basically HPU has made the important objectives set out in these plans,built
the initial conditions for an information infrastructure, significantly improved the
efficiency management, trained and studies scientific; while providing IT human
resources with scale more and more in terms of quality and quantity for the
Vietnamese economy. In the research and development, there are a number of works
published in the magazine and the prestigious international conference on IT. Some
units and individuals have the national award for IT products. Some of the major
achievements in the previous IT operations are:
The training of IT human resource.
The type of IT training in the past has been to diversify ,including: bachelor's, master's
and doctoral degrees. Number of IT lecturer has doubled in five years. Some HPU’s
units have IT training programs with the international level . In addition, many foreign
cooperative training programs have been established as the University of France (PUF)
on Information- Systems- Technology (IST) ,contributed to improving the quality of
environmental education and training, as well as the IT lecture of HPU. It has trained
thousands of bachelors , hundreds of masters. IT students of HPU have won many high
awards in the national and international exams, met the high demands of the job
market. Some concrete achievements outlined in the following statistics.

Research on IT
School focuses on research the topic of Computer Science subjects,network and
communication networks, information systems, software technology assign for
school’s management, IT department studied in depth the mathematical methods in
managing image and info, the artificial intelligence, IT application, e-learning and eteaching, ...
IT applications
The awareness of IT applications in HPU has been gradually improving. Many
courses, trainings on the use of network, documents and records management system
have been held. Currently ,100% of managers have used the VNUnet in letter
management network, the staffs and students of some units have been piloted to
provide internet services, serving the high-quality training and the training of
international links.
At schools, the directly under department has held the accessing center serving for
students, many rooms connect the remote training with modern equipment. The
Library and Information Center has started deploying an electronic library serving for
the readers. IT applications in training and management training, scientific research
have been strengthened, implemeted the digitized university gradually, the training
units have deployed the pilot electric training, invested for the software for training,
the science research and management have been significantly enhanced from many
sources, HPU has completed a number of important software serving for credits
training and high quality and it will be put into operation in the near future.
The learner’s training and management system in HPU based on credit have been
developed and being completed.
It operates to research, build and deploy the e-learning system on the HPU’s
infrastructure network. Deploy the information services for teaching and learning (give
lectures, assignments, schedules, exchange of questions and answers between teachers,
students, etc.) on VNUnet / Internet.

IT Infrastructure
In most units,they have LAN infrastructure. A few units have relatively good ITcommunication infrastructure, school having ICT infrastructure at a good level. In the
vast majority of units, the number of computers for staff using at work basically meet
the requirements, but in general, the server lacks of quantity and poor in quality,
compared with the need of application demand. The training units have had the
computer for practice and for students exploit informations.
HPU is one of the first units joining VinaREN. VNUnet has connected with VinaREN
by fiber optic cable, which is currently in its ability to exploit connecting with the
training and research centers with the connection speed for Vietnam is 45Mbps.
Currently, many electronic documents of training and research centers around the
world participated in TEIN2 have been provided on this network and the HPU’s
students and staffs have been able to exploit regularly.
However, there are many shortcomings and defects presenting the awareness,
investment in manpower effort for the development and application of ICT that are not
suitable with the level of HPU’s required size , the obtained result in some activities
are not commensurate with the expectations and investment.
II. THE OBJECTIVE AND DIRECTION OF ICT DEVELOPMENT TO THE
YEAR 2013, THE STRATEGIC VISION TO 2020
The training of ICT manpower: Develop the size and quality of IT human resources
in HPU, contribute to strengthening ICT human resources of the country, meet the
requirements of the industrialization of modernization. It pays attention to train IT
manpower and improve the IT- communication level of the HPU’s staffs.
By 2020, achieve the international level of training IT human resources for all
branches, ICT specializing, reach the equivalent level to the most powerful 100
schools on ICT in Asia, the group of 500 schools in the world.
The curriculums are updated every year, they go with the needs of society and the

concept, the advanced academic achievements which are admitted by the academia
and put into teaching.
It implements the multi-link, multi-disciplinary of training IT human resources.
Opening the sectors / branches / new interdisciplinary (pilot) with ICT are become the
center, to meet the practical social needs of Vietnam and ICT market in the world.
The scientific research of ICT: The research should focus on promoting the strengths
of HPU, meet the science and application requirements of ICT in the next 10 years as
well as the requirements from economic-social reality of Vietnam, focus on interaction
between human - PC (natural user interface), natural language processing, knowledgebased technology, the new generation of Internet technology, multimedia service,
information service serving for the innovative teaching and learning methods as well
as information services related to health care, public health, scientific computing for
resource management, forecasting and disaster prevention , ...
To the year of 2013, it will confirm its position as the ICT leading basis of scientific
research in our countries, contribute to improve the quality of education reached the
international standards, and the development of IT industry .
To the year of 2020, it aims to become the leading center for scientific research and
transfer of ICT Vietnam, meet the needs of the ICT market in and out the country. It
achieves the criteria for each year with 50% of ICT doctors,at least 1 will be published
in the international journal and / or prestigious international conference on ICT.

ICT applications in administrative management, training and research in HPU:
Step by step, the deficiencies in the ICT application of HPU must to be fixed to access
applications quickly and provide the benefit service to HPU’s users about the new
achievements of ICT.
The ICT application should be organically integrated, according to the solutions and
defined standardization, smooth on VNUnet,the development-oriented use open source
systems and effective implementation of ICT major investment.

To the year of 2013, 100% of staffs and students having VNUnet account with online
workspace large enough, they can access the full range of work and student’s
dormitory, it meets the needs of services such as information exchange , information
processing computation, resource extraction VNUnet academic research, and Internet
VinaREN; Striving to all teachers introduce lesson plans and references on VNUnet
before the lecture. 100% HPU’s lecturers have own web site for teaching work in the
form of credit; It deploys the HPU information portal, integrates the units’s portals
through a shared database in the Data Center of HPU.
To the year of 2020, It continues to improve and modernize the HPU’s management
and the affiliates, proceeds to the university with the computerization of management education - research - applications which are given high support of information
systems, has the electronic communication ports inside and outside the unit, etc. More
details about a number of universities are given.
ICT Infrastructure: The ICT infrastructure must be built synchronously and be
modernization to meet the performance of outlined goals; the open source systems are
orientated to develop,they are based on the open system standards, allowing easy to
expand the scales and the technological upgrading.The construction of ICT
infrastructure should take one step forward to promote the development of IT
applications and services which are oriented by the development of ICT infrastructure,
in parallel with the deployment of applications to exploit effectively. It needs to find
more forms of connection and timely upgrade the available VinaREN, VINASAT-1
(Internet connection via satellite), AI3/SOI, ...
To the year of 2013, the system of ICT infrastructure must be completed at baseline, be
used the modern technology, synchronization, meet the training requirements of credit
in HPU, provide the services smoothly for 30,000 users; It implements the key
solutions of using open source system for computer system of the end user, the basic
network services such as LDAP, Portal, CMS, Mail, eLearning, computation
information processing as well as remote security solutions and network monitoring

and implementing uniform guidelines throughout HPU; The units also have full
computer systems with the high connection speeds, meet the requirements of HPU’s
staffs and students in research, teaching and learning.
To the year of 2020, HPU is the center of research and training with the modern ICT
infrastructure system, the synchronization , on par with the major universities in Asia,
meet the needs of human connection basically, make sure the environment of ICT
modern; provide the seamless service to 10,000 users.
III. THE CONTENT AND THE DEVELOPMENT INDICATORS OF ICT TO
THE YEAR OF 2013
3.1. The ICT Training
It needs to strengthen the staffs, improve the quality and quantity of IT, electronics,
telecommunication lectures in the units, to provide teachers for universities and other
educational institutions in the country. Enhancing teaching staffs and ICT deployment,
operating the devices, applications and services in the ICT unit members in which are
not trained in ICT. Creating breakthrough change in the quality of training. Striving to
2013 ,the IT, electronics, telecommunications training, reach the advanced level in the
ASEAN region. Promoting the training of human resources serving for the
development needs of businesses in the ICT sector. Strengthening to training of IT
human resources.
The specific targets to the year of 2013:
 The units of ICT training in HPU ensure the ratio of 15students/1 instructor;
 35% students of IT, electronics, telecommunications graduating from HPU, have the
professional capacities and language learning to study abroad or participate in the
international labor markets. To the year of 2020 ,the training of HPU’s IT, electronics,
telecommunications will be achieved at international level, 75% students of IT,
electronics, telecommunications graduated from the member universities, have the
professional capacities and language learning to study abroad or participate in the
international labor markets.

 Training for 200 HPU’s staffs about the IT, it insures for teaching, the
computerization and use, the good operational services, applications and infrastructure
deployment of member units, it is the core to promote ICT training and support for
each branch research, special in HPU.
3.2. The ICT research
ICT research is under the direction of high-quality training,the leval of international
training and area one, it pushes to serve the needs of the country, step by step ,a
number of products will be exported abroad.
From now until 2013, the directions of HPU research on ICT need to continue
intensive in mathematical basis, in computer science, communications and computer
networks, information systems, public software engineering, computer engineering,
interaction – machine of ICT.
The research topics of coordination among agencies inside and outside HPU include:
the simulations, forecasting, control; Vietnamese processors, large scale of computing,
grid computing, computing everywhere - mobile, embedded software, embedded
system and real-time, information security, image processing, geographic information
systems (GIS), bioinformatics,the information systems management; ... It should pay
attention to the interdisciplinary research related to ICT in each unit and in HPU.
From now until 2013 ,there are 2-3 strong teams, typical of ICT.
3.3. The application of ICT
It operates to evaluate the deployed systems, draws experience, operate to adjust,
update, and replace the business processes, software systems, and be suitable and
meet the requirements of HPU in general and the in particular. Gradually, it improves
the quality of services.
The solutions of service are built and the exchange of data and information in HPU are
standardize. It encourages the use of services on the open source and opens source use
in training, research and applications.

Upgrading and having regular maintenance of the website system of HPU and the unit
members, as a "portal" (portal) shows the basic operation of HPU and affiliates.
Building and completing the digitized databases and service of HPU and units serve
for the management and operation.
Building and improving the digitized school facilities, electronic documents, digital
publishing ,aim to meet the research requirements and training meet based on credit.
Building and testing the linking mechanisms,changing the management information
with domestic and foreign universities.
Deploying the voice services (VoIP), online video conferencing on theinfrastructure
network as VNUnet, VinaREN, ...
Providing the accessing VNUnet account for all staffs, pupils, students, postgraduate
students and fellows of HPU. Developing the communication channels of alumni,
students, contribute to the image of HPU to the numerous domestic and international
levels.
The management is innovated, the mechanism of serviece’s management is built,
gradually,it improves the quality of ICT services of HPU.
Gradually ,the information systems are improved, integrated towards to the perfection
of HPU’s portal.
3.4. The ICT infrastructure and services
 Increasing the current speed of accessing Internet international trade from 10Mbps to
20Mbps by 2013, the study of international Internet-education from 45Mbps to
155Mbps and based on the ability of VinaREN. Increasing the speed of Internet access
in the country to 200Mbps on commercial and to 155Mbps on VinaREN way.
 Developing the overall model of multi-service network infrastructure insures the
standards of safety and security, smoothness, stability;the same scale and quality of
similar universities in BESETOHA group,and to meet demand of about 10,000 users
(2008-2009).
 Promoting the ability of connecting to the Internet via satellite VINASAT-1 and

receive / transmit with partners cooperating scientific and technology in the area (AI3SOI).
 Reorganizing the operating system, full VNUnet administration. It establishes a
mechanism to work, collaborate on ensuring ICT infrastructure and services among
units in HPU with the attention and frequently support of HN national university.
 Improving the organizational model and operating mechanism, managing the HPU’s
information system, the institutional mechanisms and operation of VNUnet Center.
 Consolidating and strengthening the role and operation of the integrated data center
of HPU.
 Gradually,it moves to use the free software and opened source in the field of training
and research, in the field of computerization of public administration partly, in the
network services.
 Research and application of new network technologies, IPv6
IV. THE SOLUTIONS
1. Raising the awareness of role and position of ICT in all activities of HPU.
2. The units need to consolidate the IT Steering Committee, make the detailed plans
for implementation of “the Plan of ICT development and application of in the unit.
3. VNUnet is consolidated about the organization, functions, duties and operation
mechanism.
4. Reviewing and improving the system of policies to encourage the development of
ICT.
5. Promoting the innovative programs and diversity the training forms of IT personnel.
6. Strengthening the connection between the HPU’s units with the organizations,
reputable businesses inside and outside the country.
7. Performing to evaluate the training quality based on the AUN, and ABET's standard
and the accreditation standards of HPU and the Ministry of Education issued.
8. Enhancing to teach English and IT -communication in English.

9. Prioritizing the implementation of strong research groups in the ICT, based on the
HPU’s criterias.
10. Consolidating and strengthening the professional team of ICT, both the teaching
staff, research and deployment of ICT in the units.
11. Training to improve the professional for staffs in charge of ICT in the units
(network administrators, responsible for computerization, IT equipments in the units).
Training skills of using the ICT applications and tools for staffs and lectures in other
sectors.Overcome the current shortage of staff in charge of operations and ICT
services presented in the units.
12. Priority funding annually to upgrade, maintaining the ICT infrastructure (computer
networks, equipments, deployed applications, ...) according to the plan and synced and
effective schedule.
V. THE IMPLEMENTATION
1. Based on the HPU ‘s plan of IT development, the heads of the units are responsible
for planning and developing ICT applications in their units, deploy the content’s
applications and IT development, related to assigned fields, build the elaborated
schedule and criteria in line with the general direction of HPU.
It brings the IT mission plans into the tasks of each school year and estimates the
budget in the annual plan of HPU, considers to give the funding complying with the
current regulations of the State and HPU.
2. The Science and Technology Committee presides and coordinate with the relevant
departments to direct the ICT research and development and the ICT research and
applications. As a permanent part of the IT Steering Committee, it suggests and give
expert to the director of HPU, the direction for all management development activities
in the field of IT functions and duties.
3. The Planning and Finance Committee shall coordinate with the Science and
Technology Committee , are responsible for prioritizing the allocation of funds for

investment activities, policy development of applying and developing IT.

4. The training board in collaboration with the relevant departments, the units continue
to perform the innovative strategic of IT training programs, teaching and learning
methods based on credit system with ICT applications; direct supervision, check the
quality of training, scaling (both in quality and quantity), especially ICT human
resources and training forms. The situation of ICT human resources training is
reported annualy. It is the clue of building, deploying the management software related
to training.
5.The organizing Committee of officials has a plan of giving a part of fund for the
training of cadres annual ,priorities for the organization of training courses to improve
the skills of IT staffs and employees of HPU. It is the clue of making plan ,schedule of
training the HPU’s teaching and research staffs in the field of IT.
6. The student work Committee leads and coordinate with the relevant ones that
continue to propagate, to raise awareness for all members of HPU about the
importance and potential of ICT. It is a clue to consolidate and upgrade maintenance
HPU’s website, to make sure the posted content on the websites of the HPU’s member
units based on the portal consistently.
7. HPU’s office building which is the focal point of intergrated information system,
deploys the software supporting the executive and IT application serving for
management and administration.
8. Heads of member units report to the HPU’s Directors about the implementation of
IT development tasks at the unit annually.
9. The office and functional departments, heads of HPU’s units are responsible for
implementing this plan.
VI. THE DIGITAL UNIVERSITY
Along with the development of IT, especially the boom of Internet, the university
information systems are rapidly changed and increasingly bring many new practical

applications and useful. Many universities around the world have made significant
achievements in the computerization of the management and ICT application in

teaching and research, improve the performance of an advanced university. The digital
university or the electronic university (Digital University, E-University) is the term
used to refer this activity with three main characteristics are:
• Management of the University is computerizated.
• Academic and research are supported with maximum level through the information
systems, especially the self-learning ones and the materials deploying through network
including telephone network. E-learning has become the most fundamental
characteristic of digital university.
• Open to the public through the portal (also known as electronic communication port
or hub port) - this is the site providing the links to news sites and public services.
Two final characteristics of the three above-mentioned features are the new features to
meet the following needs:
• Unified communication tool between users of university information systems,
creating a consistent approach to key services;
• Improving the number of knowledge of usability to be;
• Enhancing the communication among teachers, learners and managers.

The subjects are served by the university information system (see above image)
including :
• Student,
• Teacher,
• Researcher,
• Policy makers (and the schools’s leaders and department’s leaders),
• The managed experts
• The other objects.
There has been a shift from the university management information system with the
main function is the administrative support activities by passive way,to the active way
whose objects are students and teachers with the direct interaction’s systems. Some
common services previously managed by professionals turn to students. For example :
register for the courses, exams , students can do it themselves currently. Students

having credit cards, can pay tuition online. The previous notices can be automatically
created, students can access information on the network according to their needs.
Lectures and students become the main beneficiaries of the computerlization program
which not only include the research ones through the computer network, but also the
management systems.
It can be said that, in the 21st century, university without computerization is an

support system having the one-step function of collecting, storing and processing
information from outside environment or from the professional systems. The input of
this system and product also are the informations,so it will be called the information
system. In the university,the management units such as the training rooms and student

affairs, administrative- organizational office, financial- accounting office, science
room - postgraduate training, administration one.
Computerization of a general organization mainly is the computerized information
layer of the organization. The essence of this system is the management information
system. The organizations has had the same information modules but unique
computerization of each field is located in the computerization of the operations level.

Besides, it needs to take common computing environment as a base for other computer
applications and information systems to communicate with the public. Today, the
Internet has become the information environment of the university. Most universities
in the world also have the WEBsite on the Internet that helps the general public having
informations about the college and participate in activities or use the services of the
university. The Portal concept, essentially a WEB page for navigation to the service,
helps users to easily access information and services through a single clue. However, it
dóe not confuse the complexity, architecture and technology of the traditional website
and portal.
Portal is a further development of the website with the following characteristics:
• The open architecture. Portal not only provides information ,but also it has the
application satisfactory integration (interaction service between system and user).
Furthermore, portal has capable of opening to integrate the information channels and
services.
• The single sign-on (single sign on), control the entire powers and application
information for the user, is a member (members) from the time of login as a member.
• Personalized, depending on the jurisdiction and requirements of the user , the
interface, communication channels and applications that can be personalized, relevant

to each user. The personalization is often applied only to the members.
Thus, when talking about the portal , people refer to the inside platform (intranet
portal) rather than public websites (internet portal), or more precisely, the public
website only shows the outside of the field of information systems os school ,the main
control software Web sites (CMS) is a canal application located in the intranet portal.
Today, the "socialized education" is a demand and a allege should be taken into
account. It needs to maintain an environment of information and communication
between the school and society. With the expansion of objects ‘s training, in addition

to the direct benefit of the economy, there are other benefits through expanding
political influence of the university which were created through the training process.
When computerizated university, it can not be excluding the environmental
information and services as an organic component of the university information
system.
The relationship between university and society need to be deployed not only through
passive information on the Web site of the university ,but also in an active and positive
way through the assessment of response of the university to the job market, and many
other social issues through the organization on a large scale investigation. The
university will become bureaucratic, even disoriented without taking this. So we need
to organize a system for collecting and processing the feedback. There are four sources
of information that should be referenced , the first three sources of information are
more important and can be managed.
• The alumni. This object is better understanding of what society expects and what the
school has been provided, the level of agreement between the society’ need and the
being one.
• Employers. This object can be said to be a need not only current but also future.
• The learning students. If two objects could help the policy makers in the future, the
learning students object can help managers determine the current status of education

activities of the school.
• The general public.
