INTRODUCTION
1. Reasons for choosing dissertation topic
Capital construction, especially construction of socio-economic
infrastructure works is an important economic sector in our country's
economy today. To promote socio-economic development requires capital
construction to be one step ahead. Socio-economic development strategy
for the 2011-2020 period (approved by the 11th Party Congress) defines:
“Building a synchronous infrastructure system, with a number of modern
works, focusing on transportation system and large urban infrastructure is
one of 3 strategic breakthroughs". The Resolution of the 12th Party
Congress affirmed: "building a synchronous infrastructure system" is one
of the key tasks in the term of the Congress.
Due to the characteristics of the structure, the scale of basic
construction works and the great demand for capital construction, the
field of capital construction investment requires a great cost of
resources ... At the same time, due to the characteristics of the
permanent construction works at the construction site, the planning
stage must be strict, ensuring the rationality of the position of the
basic construction works.In particular, the field of basic construction
is quite sensitive, easy to generate negative, especially wastefulness,
capital loss, slow progress, unsecured work quality, ... Therefore, to
save and rational use of resources, improving the quality, efficiency
of investment and preventing and combating negative activities in the
field of capital construction, requiring authorities and functional
agencies at all levels to perform well the work of State investment
management in capital construction under the provisions of law.
Thành phố Hà Nội, với vị thế là Thủ Đô, trung tâm chính trị,
đầu tàu kinh tế của cả nước và diện tích rộng, dân số đông, nên so với
nhiều tỉnh, thành phố trong cả nước, thành phố Hà Nội có nhu cầu
cao về đầu tư xây dựng cơ bản, có nhiều dự án quy mô lớn, triển khai


trên địa bàn rộng và nhiều lực lượng, thành phần kinh tế tham gia,...
Do vậy, đòi hỏi chính quyền thành phố Hà Nội phải tăng cường công
tác quản lý nhà nước về đầu tư xây dựng cơ bản.
Hanoi City, with the position of Capital, the political and

However, besides these achievements, the state management of
capital construction investment in Hanoi also has certain limitations:

and waste treatment; housing and urban development; renovating old
apartments; development of satellite towns; housing development,
resettlement houses for site clearance, ..In order to carry out the
above capital construction investment projects, Hanoi City has to
deal with many issues, especially the state management of capital
construction investment. The Resolution of the XVI Hanoi Party
Committee Congress, 2015 - 2020 term, is determined: Doing well
the work of planning and management of planning; building and
managing urban development and new rural construction, in
association with good management of resources to improve
environmental quality, is one of the 5 major tasks of the city in the
period of 2015-2020.
In order to carry out this problem, it is necessary to conduct
researches from the perspective of political and economic science to
explain the theoretical and practical basis, contributing to providing a
scientific basis for Hanoi to identify its owners and measures to

strengthen state management of capital construction investment. In
the past, there has been a lack of research works to explain the above
problem. Therefore, the topic: "State management of capital
construction investment in Hanoi city" is really urgent about theory
and practice, selected by doctoral students as dissertationof political
economy major.
2. Research purpose and tasks
* Research purpose
Interpreting theoretical and practical foundations of state
management of capital construction investment in Hanoi city; on that
basis, proposing views and solutions to strengthen the state
management of capital construction investment in Hanoi in the
coming time.
* Research tasks
- Overview of the research situation related to the topic.
- Interpreting general issues on capital construction investment,
state management of capital construction investment; conception,
content and factors affecting the state management of capital
construction investment in Hanoi city; analyzing state management
experience of capital construction investment in centrally-run cities,
drawing lessons for Hanoi city.
- Assessing the status of state management of capital
construction investment in Hanoi city; identifying causes and
problems that need to be addressed.
- Proposing views and solutions to enhance the state
management of capital construction investment in Hanoi in the
coming time.

research results of the related scientific works.

- Proposing basic views and major solutions to enhance the

coming time.
6. Theoretical, practical significances of the dissertation
The successful dissertation will contribute to deepening the
theoretical issues and state management practices of capital
construction investment in Hanoi.
The research results of the dissertation can be used as
references in scientific research, teaching Marxist - Leninist Political
Economy at academies and schools inside and outside the military.

scientific gaps that the dissertation needs to focus on solving as follows:
Firstly, the clarifying the theoretical and practical basis to
assess the situation, propose views and solutions to strengthen state
management of capital construction investment in Hanoi city?
Secondly, the dissertationneeds to properly assess the state
management of capital construction investment in Hanoi city in the past time?
Thirdly, in order to strengthen the state management of capital
construction investment in Hanoi in the coming time to thoroughly
grasp what are the basic views and what are the key solutions to be
implemented?
