INTRODUCTION
1. Rationale for the study
The young generation, including students - the country’s
owners in the future, is considered as a great human resource,
actively participating in building and protecting the Fatherland; they
play a decisive role for the success or failure of the country’s cause of
industrialization, modernization, international integration and
successful construction of socialism. The task of educating and
fostering the young generation in general and students in particular is
both a goal and a motive for ensuring the nation’s stability and
sustainable development. In his will, President Ho Chi Minh advised:
"Fostering the revolutionary generation for the coming time is of
paramount importance and necessity". His ideology is the basis for
fostering the young generation, as well as students appropriate to
each historical phase, as well as in the current context.
In the current modern society, people in general and students in
particular live in an open, diverse and multi-dimensional environment
of social relations. On that basis, it is necessary for students to have
SS (SS) in order to adapt and select what is appropriate and useful for
them. Therefore, promoting the great role of students requires
educational managers, lecturers, Youth Union officials, and Student
Union officials at universities to regularly pay attention to fostering
not only quality and capacity but also SS for students, meeting the
practical requirements of social life in the current context.
If students have good SS, they will be able to apply their
knowledge into effectively addressing relationships and problems
that arise in real life, especially in working place and in daily
communication. Accordingly, fostering SS for students is a regular as
well as urgent task. Fostering SS for students is seen as a way to
implement the objectives of education and training; to develop a


young generation with comprehensively with solid knowledge; to
form positive habits and behaviours in dealing with personal and
social situations; to stand on their own two feet; and to take part in
social activities proactively and efficiently.
The country’s goal of tertiary education is to "train learners of
political and ethical qualities, a sense of service to the people, and
knowledge and professional practice capability commensurate with
the training level, and good health, meeting the requirements of

building and protecting the Fatherland" [66, p.59]. Thoroughly
grasping that goal, universities in Ho Chi Minh City have actively
developed plans and content programs to foster SS for students based
on specific conditions of each certain school. However, the
management of fostering SS for students remains limitations and
shortcomings, namely: lack of a unified orientation for developing
plans and content programs to foster social responsibility for students
in education activities; the ways of managing SS training for students
are not diverse; the coordination between the forces involved in the
process of fostering SS for students is not harmonious. Notably, in
the context of deeper and deeper international integration, the
developing knowledge economy, the fourth industrial revolution has
brought about both opportunities and challenges, profound impact on
all areas of social life, including education. For the current tertiary, it
is not just about creating knowledge for students, but more
importantly, it is changing from equipping with knowledge to
developing skills, evoking all potential, maximizing multiple
intellectual capacities, practical activities and adaptive skills, meeting
the requirements of the modern society.

In terms of theory, there are many scientific works on
education, fostering life skills, soft and SS for the young generation
in general and for university students in particular published in the
form of books, journals, proceedings, topics, or thesis. The works on
young generations, pupils and students are approached in different
aspects. The results of these works have certain theoretical and
practical significance. However, until now, there have been no
scientific works researching systematically and thoroughly on
management on fostering SS for students at universities in Ho Chi
Minh City.
From the above-mentioned reasons, the author decides to
select the topic: "Management on fostering social skills for students
at universities in Ho Chi Minh City in the current context" as his
doctoral thesis of education management.
2. Purposes and tasks of the study
Purposes
By researching on the related theoretical and practical issues,
the thesis proposes measures to management on fostering SS for

students, contributing to improving the quality of education and
training at universities HCM city in the current context.
Tasks
Giving an overview of the thesis-related research situation.
Investigating the theory of management on fostering SS for
students at universities in the current context.
Making surveys and assessing the current situation of fostering
SS and its management on fostering SS for students at universities in
Ho Chi Minh City.

Proposing measures to management on fostering SS for
students at universities in Ho Chi Minh City in the current context.
Experimenting and testing the proposed measures.
3. Subject, object, scope of the study and scientific
hypotheses

In terms of content: Thesis focuses on management on
fostering some basic SS for students at universities in Ho Chi Minh
City in the current context.
In terms of participants: The participants include: educational
management staff (the board of directors, the head of the
department), lecturers, Youth Union officials and staff Student Union
and students at 9 universities in Ho Chi Minh City.
In terms of time: Documents and data for research are
conducted from the 2015-2016 school year to present.
Scientific hypothesis
If measures proposed to management on fostering SS for
students are in accordance with the reality of tertiary education
activities such as raising awareness, promoting responsibilities of the
subjects in managing SS fostering for students ; well implementing
planning and directing the renovation of training methods;
strengthening the main activities, integrated extracurricular activities,
integrated content of SS fostering; close coordination between the
refresher forces and regular inspection and evaluation of the process
of fostering SS for students will improve the quality of fostering

management of SS for students at universities in Ho Chi Minh City in
the current context.
4. Methodology and research methods
Methodology
The thesis is conducted on the basis of dialectical
materialism of Marxism-Leninism, Ho Chi Minh ideology, views
and guidelines of the Communist Party of Vietnam on education,
training and training management; decisions, statutes, regulations
and guidelines of the State, the Education sector on the
management of tertiary education. During the research, the author
approaches the problem from a systematic - structural perspective;
history - logic, practical approach and functional approach to
clarify content about managing SS fostering for students at
universities in Ho Chi Minh City in the current context.
Systematic viewpoint approach Fostering SS and management
on fostering SS for students at universities should be considered from
the systematic viewpoint: it is necessary to identify the system of SS
that need fostering for students; the process of fostering SS for
students is put in the training process of universities; derived from
reality for analysis, generalization, combined with the movement of
objectives, content, methods and forms of the training process in
order to detect and stimulate internal motivation and promote SS
fostering for students effectively; measures to management on
fostering SS for students are studied in the movement of socioeconomic development, culture based on guidelines, policies, legal
documents, and the relationship, and interaction among those social
processes.
Practical perspective approach

SS need to foster for students to meet the social needs today;
analysing and assessing the current situation of fostering and
managing SS for students at universities in Ho Chi Minh City in the
current context such as: advantages, limitations and their causes;
proposing measures to manage and foster SS for students at
universities in Ho Chi Minh City so as to meet the increasing
requirements of social reality in the current context. Besides, the
thesis uses practical viewpoint in testifying the results achieved.
Functional approach

Management on fostering SS for students at universities is
studied through the functions of management (planning, organizing,
directing, inspecting), identifying roles and tasks of each specific
function in the cycle of fostering management.
Competency-based approach
Management on fostering SS for students with a competency
approach is the process of designing, organizing and coordinating the
training of lecturers and self-training activities of students' SS not
only about professional knowledge , working skills, which are mainly
the ability to apply knowledge, SS in learning, living, communicating
and working after graduation.
Research Methods
Theoretical methods
Reading material, gathering information, analysis and
synthesis, systematizing, modelling, generalizing the classics of
Marxism-Leninism, Ho Chi Minh thought; documents, resolutions of
the Party, Ministry of Education and Training, Law on Education;
textbooks, reference books, documents on social science management

education, SS fostering; researching articles related to the topic
which has been published and published in magazines, newspapers,
proceedings abroad and at home.
Practical methods
Method of observing: Observing students' SS and observing
SS fostering activities for students in some universities in Ho Chi
Minh City to draw conclusions about the research content.
Method of conversation: conducting seminars and exchanges
with educational managers, lecturers and students at a number of
universities in Ho Chi Minh City from which to draw conclusions for
the research topic.
Method of survey questionnaire: sociological survey for
managers, lecturers, Youth Union officials, Student Union officials
and students at 09 universities in Ho Chi Minh City as a basis assess
the situation, find the cause and propose measures to management on
fostering SS for students.
Method of summarizing educational management experience:
research from on-going issues related to education and training for
the formation and development of SS of students in order to draw
into experience on managing SS fostering for students at universities.

Method of studying educational activities: conducting research
on educational activities, training and management of SS training for
students at universities such as programs, training content, form of
training; guiding documents in each school related to fostering SS for
students to give arguments and arguments to prove the current
situation of the research issues.
Method of expert consultancy: seeking advice from scientists

and higher education managers on some theoretical and practical
issues on SS fostering, management of fostering SS for students at
universities related to the thesis.
Method of experiment and testing: planning and organizing
testing in managers and lecturers at 9 universities; conducting the
experiment at the University of Social Sciences and Humanities, Ho
Chi Minh City to confirm the necessity, feasibility and effectiveness
of the proposed measures.
Method of mathematical statistics: in the research process, the
author uses statistical math to process data collected from the actual,
conducting experiments and testing. On that basis, it analyses,
compares and generalizes to fulfil the aim and tasks of the study.
5. New contributions of the study
It contributes to formulating the theoretical basis for SS,
fostering SS, management on fostering SS for students at universities
in the current context.
It contributes to indicating the advantages, limitations and their
causes of SS fostering, managing SS for students at universities in Ho
Chi Minh City.
It proposes a number of practical and feasible measures to
management on fostering SS for students at universities in the current
context.
6. Theoretical and practical significance of the study
Theoretical significance
The thesis contributes to supplementing the theoretical issues
of SS fostering and managing SS fostering for students in general,
managing and fostering SS for students at universities in Ho Chi
Minh City in particular. On that basis, it contributes to the change in
awareness and responsibilities of entities in fostering SS for students
at universities in Ho Chi Minh City in the current context.

Practical significance

The research results of the thesis provide scientific and
practical arguments for educational managers, lecturers and officials
in mass organizations at universities and apply them to practical
training activities. , managing SS training for students in universities.
On that basis, it contributes to improving the quality of SS fostering
for students at universities in Ho Chi Minh City.
The results of the thesis can serve as a reference for
educational managers, lecturers and students in scientific research,
teaching and learning about educational management.

Firstly, about SS and fostering SS, the previous works have
generalized the general issues of life skills, including SS and
fostering SS for students. The results of the above overview have
content related to SS fostering for students. However, the scientific
works have not studied in depth the characteristics and characteristics
of SS; content, form and method of fostering SS for students. On that
basis, it is essential regarding both theory and practice to have
systematic researches on fostering SS for students presently.
Secondly, on the management of SS fostering, the research
focuses on the life skills of students and students or discusses general
aspects of SS. However, the discussion on managing SS fostering for
students of scientific works has been published not deeply, yet into a
system. The scientific works have discussed management of fostering
SS mainly through the management of fostering life and soft skills.
Hence, in the study of management of SS fostering for students, it is

necessary to have reasonable inheritance of the results of published
scientific works. Simultaneously, it is vital to focus on management
of fostering SS for students. It means that it is crucial to clarify both
theory and practice the nature, purpose, content, method, subject, and
mechanism of management of fostering SS for students.
1.3.2. The issues need further addressing in the thesis
Firstly, interpret the theoretical basis for management on
fostering SS for students. In this field, the following things need
clarifying: First, inheriting the research results of published works
discussing concepts (skills, life skills, soft skills ...) to build concepts
(SS, fostering SS and focusing on building a concept of management
on fostering SS for students; second, explaining the content and
forms of fostering SS for students; third, interpreting systematically
the argument "the content of management on fostering SS for
students".
Secondly, generalize the practical issues on management on
fostering SS for students at universities in Ho Chi Minh City. Of
which, the basic contents should be analysed and evaluated: first,
describing and assessing the positive and limited aspects of the
content, form and method of fostering SS for students at universities
in Ho Chi Minh City; second, describing and evaluating the positive
and limited aspects of the management of SS fostering for students at
universities in Ho Chi Minh City. Based on the survey of the

situation, it indicates the causes of the above-mentioned points,
which serve as a basis for proposing measures to management on
fostering SS for students at universities in Ho Chi Minh City in the
current context.

Thirdly, formulate a system of measures to management on
fostering SS for students at universities in Ho Chi Minh City. In order to
propose suitable and feasible measures, it is necessary to base on the
theoretical framework (the first); focus on solving the shortcomings of
the current situation mentioned in the content (the second).
Simultaneously, it indicates the purpose, content of requirements,
specific conditions in presenting the measures of fostering management.
Fourthly, testify the proposed measures by experimenting and
testing the research results. Based on the content, requirements,
conditions and specific measures of the identified measures to
conduct verification of both the urgency and feasibility of the
solutions will be mentioned in the thesis. The urgency and feasibility
will be compared so as to draw out the conclusions.
Conclusion of chapter 1
Students at universities counts for a considerable part of the
youth and is the force representing young human resources. Facing
the increasing requirements of the innovative cause of the nation, the
fostering SS and management on fostering SS for students, including
students at universities, are both a long-term requirement and a
profoundly practical demanding one.
Skills in general, SS in particular as well as management on
fostering SS for students are issues of great concern and are paid due
attention by many authors both in the world and in Vietnam. A
considerable number of books, scientific works, doctoral theses,
scientific articles, etc. on skills, life skills, soft skills and educational
management and life skills nurturing and SS for students have been
investigated and clarified at a variety of different levels.

students in our country's universities today, there have been posing
some urgent issues for the task of management on fostering SS for
students at universities as follow:
Firstly, building and developing the contingent of educators
and educational management staff in the current context is a
breakthrough, directly contributing to fundamental and
comprehensive renovation of education and university education,
including training and management on fostering SS for students.

Secondly, fostering SS for students, especially university
students, needs to create human resources with efficient skills to
work in an innovative and competitive environment.

factors affecting management on fostering SS for students.
SS are complementary skills for professional skills and they
have a close relationship. SS are a system of basic skills implemented
voluntarily based on each individual’s knowledge about work, ability
to integrate into society, attitudes and behaviours or interact with
society, community, friends and co-workers, partners and
organizations to fully promote work efficiency and life success.
The thesis seeks to clarify the theoretical basis for management
on fostering SS for students, which serve as a basis for studying the
status of fostering and management on fostering SS for students at

universities in Ho Chi Minh City in the current context.

Firstly, about the formation and development of SS. Students’
SS have been mobilizing and changing in a positive and dominant
direction, contributing to perfecting student's personality.
Secondly, about cognition. Generally speaking, managers,
lecturers, Youth Union cadres, Student Union officials and students
have a fairly good awareness of social work fostering; on the
necessity, goals, content, form of SS fostering for students during the
education and training process.
Thirdly, about holding the management on fostering SS for
students, universities in Ho Chi Minh City are more interested in
educating and fostering life skills and SS for students.
Fourthly, about management on fostering SS for students. The
university administrators also paid attention to leading and directing
management on fostering SS for students, including management on
fostering SS for students.

4.3.1. Purpose of experiment
To prove the effectiveness of management on fostering SS for
students at universities in Ho Chi Minh City.
4.3.2. Hypothesis of experiment
It might enhance the effectiveness of fostering SS for students

4.3.3. Content, object, force and time of experiment

* Content of experiment
This thesis’s author decides to select the area "Enhancing
integration, integration of contents of SS fostering for students
through teaching subjects" in measure 4 to conduct the experiment.
* Place of experiment
The experiment is conducted at the University of Social Sciences
and Humanities - Vietnam National University Ho Chi Minh City.
* Participants
The thesis’s author; collaborators at test place; 100 students participated in
training SS at the University of Social Sciences and Humanities - Vietnam
National University Ho Chi Minh City, which is divided into 2 groups.
Group 1: 50 students participated in the experimental group.
Group 2: 50 students participated in the controlled group.
* Time of experiment
Time: the author conducted 2 times. First time: conducted in
the middle of the 2nd semester, academic year 2017 - 2018; Second
time: conducted at the beginning of the school year 2018 - 2019.
