INTRODUCTION
1. Rationale for the research
On the international forum as well as in the national policies
and action programs, SD (SD) has been emerging as one of the top
concerns at present. In Vietnam, SD is considered as one of the
fundamental contents to implement the innovation of the growth
model, and is also the leading important goal that the economy aims.
Thus, harmonizing the settlement of economic growth with ensuring
progress, social justice and environmental protection has becoming a
requirements well as the development goal of every industry and
every field in our country and the development of SI (SI) in Hanoi
city is not exceptional.
Being the country’s political, economic, cultural and social
centre, Hanoi city soon realizes the need of SD for the industry in
general and SI in particular in the career of industrialization and
modernization of the city. Over the past years, Hanoi City has had many
guidelines and measures for rapid and SD of different economic sectors;
including development SI. On that basis, the growth rate of the industry
in general and SI in particular has had a continuous high growth rate for
many years, SI is a direct driving force to create added value and
enhance competitiveness of main industrial products and accelerate the
process of industrialization. Besides, the development of SI has been
accompanied by the effective exploitation of natural resources,
minimizing environmental pollution, in association with solving social
issues such as employment, economic restructuring and improving
people’s material and spiritual life.
However, the fact presents that the SI in Hanoi is not fully
sustainable, such as: The value-added ratio of SI is not really
sustainable; the growth quality, technological level, product
localization rate remain low; the restructuring of labour is also slow,


workers’ material and spiritual life still faces several difficulties; the
awareness of environmental protection, the treatment of waste water

and wastes in some SI enterprises is inadequate. The current situation
of SI development in Hanoi shows that there are still many
shortcomings and limitations. How to develop SI in Hanoi city is a
big problem needs addressing.
From the above-mentioned issues, with the hope to partly
interpret the theoretical and practical issues, and simultaneously
propose some views and solutions to promoting SI in Hanoi in the
coming time, the thesis’s author decide to choose the topic
"Sustainable development of the supporting industry in Hanoi city" as
his doctoral thesis specialized in political economy.
2. Aims and objectives of the research
Aims
The thesis aims at clarifying the theory and practice of
developing sustainable SI in Hanoi city; accordingly, it proposes
some views and solutions to SD of SI in Hanoi in the coming time.
Objectives
Giving an overview of related literature review in the country
and abroad.
Interpreting the theory on sustainable development SI in Hanoi
from a political-economic perspective: Constructing concepts, content
and factors affecting the development of sustainable SI in Hanoi;
Studying experiences of a number of foreign and domestic localities on
the development of SI in order to draw lessons for Hanoi city.
Analysing and evaluating the current situation of SI
sustainable development in Hanoi in the past time, indicating the

causes and generalizing the issues need addressing in the SD of SI in
Hanoi in the time to come.
Proposing views and solutions to the SD of SI in Hanoi in the
coming time.
3. Object and scope of the research
Object: Sustainable development of the supporting industry.

Scope
In terms of content: Studying sustainable development of SI
according to the pillars of SD. Specifically: Sustainable development
of SI regarding economy; society; and environment.
In terms of space: Hanoi city.
In terms of time: Survey data from 2012 to 2019; views and
solutions to 2025 and vision up to 2030.
4. Theoretical, practical basis and methodology
Theoretical basis
The thesis is based on the views and basic principles of
Marxism-Leninism and Ho Chi Minh thought; views, guidelines and
guidelines of the Communist Party of Vietnam on industrial
development, SI and sustainable development.
Practical basis
The thesis is based on the sustainable industrial development in
Hanoi, the results of surveys and practical studies in different wards
and districts of the city and the statistics of related Departments and
Agencies in Hanoi city.
Methodology
The thesis is based on the dialectical materialism of Marxism Leninism; the thesis uses the following methods: The method of
scientific abstraction; Statistical - comparative method; Methods of

analysis - synthesis; Logic method - history
5. New contributions of the research
Introducing the conception, the content and the factors
affecting the development of sustainable SI in Hanoi city from the
perspective of Marxist - Leninist economics.
Evaluating the current situation, indicating the issues need
addressing to develop sustainable SI in the time to come.
Proposing views and solutions to creating a breakthrough in
the SD of SI in Hanoi in the years to come.

6. Significance of the research
Theoretical significance
The thesis contributes to shed more light on theoretical and practical
issues on the development of sustainable SI in Hanoi in particular and the
development of sustainable SI in our country in general.
Practical significance
The thesis can be used as a reference for research and teaching
activities of Marxist-Lenin political economy at universities and
colleges in and out of the army; as a reference for researchers and
policymakers to promote SI in Hanoi in the coming time.
7. The structure of the research
The thesis includes: Introduction, 4 chapters (9 periods), conclusions,
list of published works of the author, list of references and
appendices.

1.2. An overview of the results of the published works and

The works at home and abroad have mentioned quite
comprehensively about the basic issues of the SI in general and
development of the SI in particular. Specifically:
First, the theoretical basis and practical experience of the SI
and its sustainable development
The above-mentioned works have analysed and interpreted
general theoretical issues about the SI and its sustainable
development in the world and in Vietnam, which serve as valuable
theoretical and practical basis for the thesis. Of which, there are
specialized content, directly related to the thesis such as the

conception, the characteristics, and the role of SI for socio-economic
development; evaluation criteria for sustainable development; the

need and factors affecting the development of SI. Some works have
presented experience in developing supporting industries such as
China, Japan, Thailand and Indonesia from which Vietnam can draw
lessons for itself.
Second, the current situation of development of the SI
The above-mentioned scientific works have had an overview of
SI and sustainable industrial development in some countries around
the world and in the country. Of which, some books, dissertations and
scientific seminars organized by the Central Economic Commission
and Universities in recent years have clarified the realities and causes
of the achievements and limitations in the development of SI in our
country.
Third, the solutions to promoting the SI
By a variety of perspectives, the above-mentioned scientific
works have proposed a number of solutions to remove barriers to the
development of SI in our country such as: Developing planning
for SI; completing the legal system and SI development policies;
linking the development of SI with the operation of enterprises in
a number of industries; strengthening the linkage among
enterprises in the process of SI development; mobilize
supporting resources; developing industry clusters to increase
productivity, improve the competitiveness of SI products; and
promoting human resources for SI.
The main results of the researches in foreign countries and in
the country presented above have provided students with important
data to clarify theoretical and practical issues on the development of
supporting industries, at the same time, there are more scientific
bases to build a system of points of view and solutions for the
development of SI in Hanoi in the time to come.

From the summary of the results of previous works, the
following issued need to be taken into consideration:
First, further research and clarify issues such as: What is the
conception of SI, sustainable development of SI in Hanoi? What is the
content and criteria for evaluating the sustainable SI development?
Second, what is the current situation of sustainable industrial
development in Hanoi in the past time? What are the achievements
and limitations? What are the objective and subjective causes of these
achievements and limitations? The issues raised need to focus on
solving to develop sustainable SI in Hanoi city in the time to come?
Third, what are the views and solutions to promoting
sustainable industrialization in Hanoi in the coming time?
Conclusion of chapter 1
The present chapter has reviewed the works at home and abroad
related to sustainable development and SI on different approaches. From
the above-mentioned works, the thesis’s author find out that there have
not been any scientific works touching comprehensively and thoroughly
on sustainable development in Hanoi specialized in political economy.
Although every effort has been made to carry out the research and
collect documents, there may still be other research areas that this thesis’
author have not yet touched upon. It can be affirmed that this thesis is an
independent scientific work, completely not overlap with works
published previously.
Chapter 2
THE THEORETICAL BACKGROUND FOR
SUSTAINABLE DEVELOPMENT OF
SUPPORTING INDUSTRY IN HANOI CITY

AND PRACTICAL EXPERIENCE

From the above research results, the thesis’s author states that:
Industry is an economic sector of social production, including
resource exploitation; processing products of fishing
industry and agriculture, forestry and fishery; Service
activities to repair industrial products to produce final
products to meet the social needs.

economy, the thesis’s author claims that: “Development of supporting
industries is an increase in the number, size, quality and structure of

enterprises accompanied by the improvement of production capacity
of supporting industry”.

Firstly, the supporting industry is multi-level and related.
Secondly, the supporting industry is systematically linked to
the production process.
Thirdly, the supporting industry has a variety of types and
technology.
Fourthly, the supporting industry attracts a large number of
small and medium-sized businesses.

Firstly, promotion of the supporting industry contributes to the
supply of components and accessories for the main industry.

Thus, from the above conceptions, the author defines SD as
follows: Sustainable development is a mode of socio-economic
development in order to well solve the relationship between rapid
and effective economic growth and the solution resolving social
issues well, without harming the ecological environment, to better
meet the needs at the present and in the future.
Accordingly, from the connotation of the concept of SD, in

order to achieve the goal of sustainable development, several issues
in terms of economy, society and environment need addressing.
First, sustainable development in terms of economy
In fact, SD of economy is a stable development of quality and
efficiency with a reasonable economic structure, meeting the requirements
of improving people's lives without harming environment.
Second, sustainable development in terms of society
Social sustainable development is assessed by criteria, such as HDI,
income equality, education, health, social welfare, and cultural factors.
Third, sustainable development in terms of environment
Sustainable development of the environment has a close
relationship with sustainable economic and social development,
reflecting the relationship between people and the natural world.

By selectively inheriting the conceptions of the development of
supporting industry and sustainable development from the
perspective of Political Economy, the author gives the conception of
sustainable supporting industry development in Hanoi as follows:
Sustainable development of supporting industry in Hanoi City
is an increase in speed, stability, and long-term in both quantity and
quality to meet both current and future requirements associated with
addressing all social, environmental and institutional requirements
based on a combination of measures.

The above-mentioned conception should be expressed on the
following points:
Firstly, the subject of sustainable supporting industry
development.
Secondly, the goal of developing a sustainable supporting industry.
Thirdly, the mode of development

The content of assessment of SD of supporting industry in
Hanoi city needs to focus on the following areas:

In order to evaluate the sustainable economic development of SI,
it is necessary to base on the following criteria: The criteria to evaluate
the increase in the number of supporting industry enterprises; criteria
for evaluating value added growth of supporting industries; criteria for
evaluating the quality of growth of supporting industries; Criteria for
evaluating the structure of supporting industry enterprises.

terms of society

The content of assessing the development of a sustainable
socialist industrialization is expressed through the following criteria:
Evaluation criteria to create jobs for employees from the
development of supporting industry; criteria for assessing income,

In order to develop SI, Hyogo province has many policies on
development of SI, include: First, focusing on supporting industries
with high science and technology content with tight production

focusing on solving social problems; Third, addressing
environmental issues has always been paid due attention.
2.3.1.2. The experience of Zhejiang province of China
This province has had many solutions for the sustainable
development of SI, namely: First, developing SI based on priority,
developing some key SI; Second, focusing on training human
resources and creating jobs for workers; Third, paying attention to
environmental protection in SI development.
2.3.2. The experience of some locals in the country on
sustainable development of the supporting industry
2.3.2.1. The experience of Ho Chi Minh City
First, sustainable supporting industry development is part of
the city's program of sustainable industrial development.
Second, focusing on training human resources to meet the
requirements of sustainable supporting industry development.
Third, providing capital support for enterprises in the field of
industry to support investment in technological innovation,
production and business development.
2.3.2.2. The experience of Dong Nai province
In order to develop a sustainable SI to achieve the set goal, Dong
Nai province has focused on the following issues: First, forming
industrial zones, creating conditions for the development of SI
enterprises. Second, focusing on technological innovation, improving the

quality of human resources, creating jobs for workers. Third, protecting
the ecological environment is always focused on SI development.
2.3.2. The lessons drawn for Hanoi city in sustainable
development of the supporting industry
First, focus on promoting supporting industries with
competitive advantages.
Second, focus on promoting human resources and addressing
social issues in supporting industry development.
Third, protect the environment in the development of
supporting industries must be paid appropriate attention.

In chapter 2, the thesis’s author has built a theoretical framework
and clarified the conception and the content of sustainable SI
development in Hanoi city. This chapter also presents the experience of
developing sustainable SI of foreign and domestic localities such as:
Japan Hyogo province, Zhejiang province, Ho Chi Minh city, Dong Nai
province, and the three lessons drawn for Hanoi city.

3.1. The achievements and shortcomings in sustainable
development of the supporting industry in Hanoi city
3.1.1. The achievements and limitations of sustainable
development of the supporting industry in Hanoi city
3.1.1.1. The supporting industry in Hanoi City has increased in
the number and scale of businesses, the growth rate has been
relatively stable and the quality of supporting industry growth has

been gradually improved.
First, the number of supporting enterprises in all sectors of
Hanoi city has increased in the past years.

Second, the production value of supporting industries has
increased steadily over the years, contributing positively to the
growth of the City's industry.
Third, the proportion of added value of supporting industry has
been gradually improved.
Fourth, the quality of supporting industry in Hanoi city has
been constantly improved.

created more jobs, accelerated the labour movement process,
contributing to increasing incomes and workers’ material and
spiritual life.

has been constantly improved.

has gradually been in accordance with environmental protection

products of supporting industry enterprises are inefficient.

Third, the labour structure shift remains slow, workers’ material
and spiritual life in supporting industry enterprises still face several
difficulties and have not been improved.
Fourth, the awareness of compliance with regulations on
environmental protection of supporting industry enterprises remains
inadequate.
Fifth, the treatment of wastewater and wastes in supporting
industry enterprises is insufficient.
3.2. The causes of achievements, limitations and the issues
need further addressing in sustainable development of
supporting industry in Hanoi in the coming time

The objective causes:
First, the Party, the State and the Government’s due attention in

and socio-economic conditions for the sustainable development of
supporting industries. Third, the positive effects of globalization and

international economic integration. Fourth, the positive effects of the
reforming process the country's economy.
The subjective causes:
First, Hanoi city has several many guidelines and policies to
encourage industrial enterprises to support technological innovation
to improve the quality of the products. Second, the party committees,
authorities and supporting industry enterprises in Hanoi city have
gradually focused on improving the quality of workers’ life. Third,
supporting industry enterprises in Hanoi city have been actively
expanding production and markets for consumption.

3.2.1.2. The causes of limitations
The objective causes:
First, there is a lack of specific policies to encourage the
development of supporting industries. Second, the lack of capital and
technology of supporting industry enterprises are quite common.
Third, due to the socio-economic development level of the city.
Fourth, the quality of human resources, especially high-quality ones,
has not been in line with supporting industry.
The subjective reasons:
First, the state management agencies’ awareness of sustainable
development of supporting industry is incomplete. Second, the
competitiveness of some supporting industrial products in Hanoi remains
low. Third, the development of supporting industry in Hanoi city currently
faces difficulties due to its own weaknesses. Fourth, the capacity of
enterprises to implement the environmental protection regulations of
supporting enterprises and the quality of workers’ life is still inadequate.
3.2.2. The issues need further addressing to promoting a

sustainable supporting industry in Hanoi City
From the above current situation, it can be stated that the
development of sustainable supporting industry in Hanoi city
currently has some conflicts need dealing with:
First, the conflict between the requirements of sustainable
supporting industry development with the city's current planning,
plans, mechanisms and policies is not synchronized.
Second, the conflict between the requirement of improving the
quality of supporting industry to meet the criteria of sustainable
development with the technological level and quality of human
resources remains inadequate.
Third, the conflict between the goal of developing a sustainable
economic support industry with that of social sustainability and
environmental protection.

Conclusion of chapter 3
In chapter 3, the author has analysed and assessed the
achievements and limitations, and indicated their causes and
problems posed in the process of sustainable development of the
supporting industry in Hanoi city in the past time. This chapter’s
results will serve as the basis for the author to propose views and
solutions to sustainable development of the supporting industry in
Hanoi in the coming time.

VIEWS AND SOLUTIONS TO SUSTAINABLE
DEVELOPMENT OF THE SUPPORTING INDUSTRY IN
HANOI CITY IN THE COMING TIME
4.1. Views on sustainable development of the supporting

industry in Hanoi city in the coming time
4.1.1. Sustainable development of the supporting industry in
Hanoi city needs to be synchronized and relevant to the planning of
sustainable industrial development of Hanoi city
This is seen as an overarching viewpoint, throughout the
process of sustainable industrial development in Hanoi. As SI is only
an integral part of the national industry, the development of SI must
be placed in the planning strategy and general development plan of
economic sectors. The sustainable development of SI cannot be out
of place or inconsistent, synchronized with the general sustainable
development planning of the industry. In order to implement this
view, the following requirements should be taken into consideration:
First, the building of SI development planning must ensure
synchronization in the overall development planning of the industry.
Second, it is crucial to ensure the uniformity of mechanisms
and policies to attract resources of sustainable SI development with
sustainable development of the industry.

The experiences in some locals in the country and overseas
have had certain successes in the process of developing sustainable

supporting industries such as: Hyogo Japan, Zhejiang province China;
Ho Chi Minh city, and Dong Nai province. On that basis, the thesis’s
author has drawn some of the following lessons that Hanoi city can
apply in sustainable development of SI: Rationalizing production
focusing on developing supporting industries with competitive
advantage to improve the quality of growth; focusing on developing
human resources, well solving social issues in the development of SI
and environmental protection in the development of SI.
By assessing and clarifying the achievements, limitations, and

addressing: The conflict between the requirements of sustainable
industrial development with the city's current planning, mechanisms
and policies is not synchronized; the conflict between the requirements
for improving the quality of SI to meet the criteria of sustainable

human resources; the conflict between the goal of developing a
sustainable economic support industry and the social and
environmental sustainability goals. All of these can be seen as
foundations for the author to propose views and solutions to promoting
sustainable development of SI in Hanoi in the coming time.
To promote sustainable development of the SI in Hanoi city in
the coming time, the thesis proposes 4 views to guide the process of
sustainable development of SI: Sustainable SI development in
Hanoi city needs to be synchronized and complied with the city's
sustainable industrial development; it is a long-term task, which
needs to carefully choose steps and goals in each phase; it must be

on the basis of effectively exploiting the potential strength of the
City in accordance with the efficient utilization of external
resources; it needs to comply with the laws of the market economy
and the State’s regulation. Five solutions include: Completing
planning and development projects; complete the system of
