INTRODUCTION
1. Rationale for the study
Sports centres in the army are sports units with several
recorded-achievements in the national sport; they are places to
manage and train military's high-performance sports teams in the
national and international competition. Since their establishments,
military sports centres have trained various talented athletes for
military sports as well as the whole country. Many generations of
military athletes have won many outstanding achievements in the
regional and the world arena. Their outstanding achievements have
helped the military to affirm its position as one of the top three
provinces, cities and branches in the country; it is the driving force to
promote the movement of sports training to improve the health of
cadres and soldiers in the entire army, meeting the requirements of
the training tasks and being ready to fight in every situation.
Political quality of athletes is a basic and important element
forming the value and comprehensive strength of athletes; it plays a
crucial role deciding the ability of each athlete to complete the tasks,
directly affecting the quality and efficiency of implementing the
guidelines of the National Assembly on promoting the development
of high-achievement sports in the army.
Over the past years, with the attention and direction of the
Central Committee, the National Assembly, Party Committees,
leading officials at all levels, the military sports centres have
regularly paid attention to educate and improve athletes' political
quality. The majority of military athletes have correct political
awareness, enlightenment, ideological stance, and peace of mind.
Most of the athletes are aware of the honour and responsibility,
actively train and make every effort to improve and become
mature, successfully complete the assigned tasks. However, the


activities to improve athletes’ political quality at military sports
centres have not been paid due attention; athletes’ political quality in
many aspects has not met the requirements and tasks of military
sports in the new situation.

Presently, in the era of international integration, our Party
advocates to attache importance to the education of ethics, will-power and
national pride for athletes is the top important task in order to improve
quality and efficiency of training sports talent. The Central Party
Committee and the Ministry of Defence advocate maintaining the goal of
continuing to affirm high-achievement sports is one of the leading centres
of the country. Meanwhile, the strong impacts from the negative side of
the market economy, the social vices, and the hostile forces’ resistance
have negatively affected the perception and ideology of officials and
soldiers, including athletes in military sports centres. The interest and
expectation of sports fans are seen as both the driving force and the great
pressure on achievement for each athlete. That requires strengthening
education and fostering to improve political quality, lifestyle ethics and
athletes’ political quality at military sports centres with high determination
in training and competition, successfully fulfilling every task assigned.
This is considered as a basic and an urgent requirement for athletes at
military sports centres in the current period.
From the above-mentioned reasons, the author decides to
choose the topic entitled "Improving political quality of athletes at
military sports centres in the current period" as his doctoral thesis
with its great theoretical and practical significance.
2. Aims and objectives of the study
Aims

Clarifying the theoretical and practical issues and proposing
solutions to improving political quality of athletes at military sports
centres in the current period.
Objectives
Giving an overview of the thesis’s related situation and
identifying the issues that the thesis continues to solve.
Interpreting and clarifying the theoretical and practical issues
about political quality and improving political quality of athletes at
military sports centres.

Assessing the current situation and drawing out some experiences
to improve political quality of athletes at military sports centres.
Analysing the impacting factors, determining the requirements
and proposing solutions to improve political quality of athletes at
military sports centres in the current period.
3. Objects and scopes of the study
Object: Improving political quality of athletes at military sports centres.
Scope: political quality and improving political quality athletes
who are officers, professional soldiers, defence workers, noncommissioned officers, soldiers and un-staffed athletes aged 18 years
and over in military sports centres. The scope of investigation and
survey is in 5 military sports centres. Sufficient data for the thesis are
mainly from 2010 to present.
4. Theoretical, practical basis and methodology
Theoretical basis
The thesis is conducted basing on Marxist-Leninist views, Ho
Chi Minh's thought, the views and lines of the Communist Party of
Vietnam on the work of Party building, cadres work, building the
Army to be strong politically; the Party's views on sports and training

high-achievement sports athletes.
Practical basis
The thesis is based on the practical activities of training and
competition at military sports centres. The current situation of and
improving athletes’ political quality at military sports centres. The
preliminary reports and summarizing the work of Party construction,
party work and political work of military sports centres and the
thesis’s author’s relevant surveys.
Methodology
The thesis is carried out on the basis of Marxist-Leninist
methodology, the thesis uses a combination of research methods of
specialized and interdisciplinary science, in which focus on logical,
historical, analytical, total methods consolidation, comparison,

statistics, system, structure, practical summation, actual survey,
sociological survey and experts consultancy.
5. New contributions of the study
Introducing the conception of political quality and improving
athletes’ political quality at military sports centres; identifying the
principled issues and the criteria assessing athletes’ political quality
at military sports centres.
Drawing out some experiences to improve athletes’ political
quality at military sports centres.
Proposing some new solutions to improve athletes’ political
quality at military sports centres in the current period. The
solutions include: "Determining the right content, applying
flexibly forms, measures of political education, ideology;
morality, way of life; and sense of discipline of athletes at military

sports centres" and "Promoting the activeness and initiative of
athletes at military sports centres for self-study and self-training to
improve their political quality".
6. Theoretical and practical significance of the study
The thesis contributes to clarify the theoretical issues on
political quality and improvement of athletes’ political quality at
military sports centres. Simultaneously, it provides the scientific basis
for the Central Committee, National Defence, Party committees, key
officers, political agencies at all levels and military sports centres to
issue the policies, leadership measures, and directions to improve
athletes’ political quality at military sports centres. In addition, the
thesis can be used as references for teaching and researching at
military schools.

The thesis includes the introduction, 4 chapters (9 periods),
conclusion, list of published scientific works of the graduate student,
list of references and appendices.

First, the studies overseas and in the country have analysed
quite deeply and comprehensively the views of Marxism-Leninism,
the Communist Party's, Ho Chi Minh's thoughts and the views of the
Communist Party of Vietnam on party work, political work in the
armed forces; on building and promoting the political and spiritual
factor, improving the will to fight; confirms the importance and
urgency of improving political quality of officials and soldiers.
Second, some works have focused on generalizing, explaining
to clarify the basic problems of political quality, giving conception,
explaining the role, determining the constituent factors and
expression of political quality of people and organizations in the
armed forces; propose and explain solutions to improve political
quality of officers and soldiers in the armed forces.
Third, some other studies have generalized, explained and
clarified the characteristics of high-performance sports activities,
athletes' psychology and affirmed the necessity to strengthen
capitalization of ideology, professional ethics, and athletes’ spirit of
dedication to the national pride.
Fourth, some works have investigated, actually surveyed,
correctly assessed the quality of quality and improved the quality of
workers, soldiers, militia and self-defence forces; point out the cause
and draw some experiences in improving the quality of education and
training to improve the quality of the armed forces officers and

soldiers and educating Vietnamese athletes in the integration period.
Fifth, some works have researched and forecasted the
development of the situation, clearly indicating the factors that impact on

political quality and improve the quality of armed forces officers and
soldiers; identify directions, requirements and propose solutions to
improve political quality of the armed forces officers and soldiers and
improve athletes’ ethics, lifestyle, and sense of discipline.
1.3.2. The issues need addressing in the thesis
First, clarifying some basic problems about athletes military sports
centres; generalizing and interpreting the concept of political quality of
athletes at military sports centres; the constituent factors, the role and
expression of political quality of athletes at military sports centres.
Second, clarifying some issues on improving political quality
of athletes at military sports centres. Introducing the conceptions,
clarifying the conception, the content, the form and the measure to
improve political quality indicating the issues of principle to improve
political quality and the criteria evaluating the improvement of
athletes’ political quality at military sports centres.
Third, conducting relevant surveys, collecting data, assessing
the current situation of improving athletes’ political quality at
military sports centres; indicating the causes of advantages and
limitations; and summarizing some experiences of improving
athletes’ political quality at military sports centres.
Fourth, giving an analysis on the impacts of the world,
regional and domestic situation, development orientation of the sports
industry and the mission of military sports centres to improve
political quality of athletes; and defining the requirements for

improving athletes’ political quality at military sports centres in the
current period.

position, the significance, the theoretical and practical basis, the
content, the form, and the method will be clarified.

An overview of the studies related to the thesis shows that each
work has different objects, scopes and methods but they all affirm the
role and importance of political quality and the needs to improve the
quality of the armed forces’ officers and soldiers in general and
athletes at military sports centres in particular. Some works have
introduced the conceptions, contents, forms, and measures to improve
political quality of military officials. However, there has been no
scientific research on improving political quality of athletes at
military sports centres. It can be confirmed that the thesis is new,
fresh, original, and independent, and it does not overlap with any
works published previously.
Chapter 2
THEORETICAL AND PRACTICAL ISSUES
ON IMPROVING POLITICAL QUALITY OF ATHLETES AT
MILITARY SPORTS CENTERES
2.1. Athletes and athletes’ political quality at military
fitness centres
2.1.1. Athletes at sports centres in the military
* Sports centres in the military
Structure and staffing of sports centres in the military

Military sports centres were established under decisions of the
Ministry of Defence, the General Staff, or the commander of the
military zone, including the Military Sports Centre (Centre 1) under
the Department of Military Training, the National Sports Centre 2
(Centre 2) under Military Region 7, Centre for National Defence 3
(Centre 3) under Military Region 5, Centre for Sports and Defence 4
(Centre 4) under Military Region 9, Centre for Sports and Defence 5
(Centre 5) under the Navy. Currently, sports centres in the army
directly manage 27 high-performance sports teams, belonging to 22
subjects including shooting, iron ball, table tennis, men's indoor
volleyball, swimming, chess, badminton, athletics, karate do, boxing,
diving, pencaksilat, judo, tennis, boxing, taekwondo, gymnastics,
wrestling, vovinam, traditional martial arts, wushu, bicycles, with a

total of 937 athletes , 274 of which athletes military personnel,
defence workers, 663 athletes have not been recruited into the
military payroll.
The functions and duties of sports centres in the military
Military sports centre is a physical sport non-business unit,
equivalent to middle level, brigade, established in units directly under
the Military Headquarters; operating under the leadership and direction
of Party Committee, agency commander, governing unit, the guidance
and direction of sports training profession of the Military Training
Department; The function of advising the party committees,
commanding agencies and units in charge of sports development in
which the unit has traditions and strengths and directly organize,
manage, train and train teams high-achievement military sports to
participate in sports competitions in the country as well as in the world.

The relationship of sports centres in the military:
First, the relationship with the Party Committee of the Military
Department of Military Affairs, the Party Committee of the Military
Department of the Military Region 5, 7, 9, the Party Committee of
the Party Committee of the General Staff of the Marine Corps is the
relationship between leadership and submission.
Second, the relationship with the Head of the Military
Department of the Military Department, the head of the General Staff
of the Military Region 5, 7, 9, the Head of the General Staff of the
Naval Forces is the relationship between command and submission.
Third, the relationship with the political chairman of the Military
Department of the Military Department, the political chairman of the

* The conception of athletes at sports centres in the military
Athletes at military sports centres are gifted, talented and
passionate about sports; meet the conditions and standards of politics
and expertise required by each sport and the provisions of the law; is
recruited, trained, managed and sent by the military to compete in
sports tournaments in different competitions the national and
international tournaments.
* The characteristics of athletes at military sports centres
First, athletes in military sports centres are those who have
advantages in many aspects of bodily functions, selected from many
sources; is organized and managed according to the Ordinance
Management in the Army.
Second, the majority of athletes in military sports centres are
far away from their homes; there is a diversity of age, military age,
military rank, educational attainment, region, origin composition and
inequality in rank and performance achievements.

Third, athletes at military sports centres always practice
and compete with high intensity, in a fierce competition
environment; perform tasks in a wide area both domestically and
internationally, with several difficulties that easily posing a number
of complicated problems.

Fourth, although the training conditions, life and policies of
athletes in military sports centres have been improved, there remain
several difficulties and shortages.
* The conception of athletes’ political quality at military
sports centres
Political quality of athletes at military sports centres is the
combination of the values of historical political factors, sociopolitical relations, political enlightenment levels and political
capacity; it is manifested in solid political quality, stability and the
results of implementing the tasks assigned.
* The factors making up the athletes’ political quality at
military sports centres include: athletes’ political history and sociopolitical relations of athletes and their families; political qualities,
capacity, behaviour, and practical political activities.
* The manifestations of athlete's political quality at military
sports centres
First, political purity and standards in socio-political
relationships.
Second, the enlightened level of the Party's revolutionary goals and
ideals; firmly aim for national independence and socialism; loyalty and
belief in the leadership of the Communist Party of Vietnam.
Third, the pure moral qualities, healthy lifestyle, strict sense of
discipline, and healthy living ideal.
Fourth, the sound career motives, love, stick with sports teams,
with the unit; high up the will, determination, overcoming all difficulties
and challenges, ready to receive and fulfil every task assigned.

2.2. The conceptions, the issues of principles
and the criteria for assessing political quality of
athletes at military sports centres

2.2.1. The conceptions of improving political quality of
athletes at military sports centres
Enhancing political quality of athletes at military sports centres
is the combination of the activities of the subjects and the forces
involved in making up the quality of athletes in order to formulate
political quality of athletes at military sports centres. It is constantly
being raised to better meet the assigned requirements of training and
competition.
The purpose of improving athletes' political quality is to make
athletes' political quality better, meeting the requirements of athletes'
missions and fulfilling their tasks.
The subjects of improving political quality of athletes at
military sports centres include: the party committee, the party
organization, lead officials, political agencies at all levels and
coaches. Of which, the subjects leading the advanced activities are
the party committees at all levels, the party committee of the sports
centres and the branches under the party committee of the sports
centres; the subjects directing, managing, orienting and organizing
the implementation are the lead officials, political agencies, coaches
and assistants at sports centres.
The forces involved in improving the quality of athletes is the
functional agencies of the sports centres; cadres, party members;
executive committee of mass organizations; superior rapporteur;
national sports training centres, families, and military schools.
The objects of improving political quality are athletes force in
sports centres in the army, including athletes who have been recruited
into the payroll, athletes in the second line, and talented athletes with
several prospects. The athletes are both objects and subjects of self-study
and self-training to improve their quality, capacity and political relations.

The areas of improving athlete's political quality at military
sports centres include:
First, improve the quality of leadership and direction of the
party committees, leading cadres and political agencies at all levels.
Second, improve the quality and efficiency for athletes’
political and ideological education.
Third, improve political reliability and fostering standards of
athletes’ socio-political relations.
Fourth, raise the level of political awareness and
enlightenment; love for the Fatherland, loyalty to the Party, State and
people; and athletes’ national pride.
Fifth, raising the aspirations, energy, determination, pride and
pride to be dedicating to the athletic army and athlete's country.
Sixth, improve the quality of practical political activities of athletes.
The forms and measures to improve political quality of athletes include:
First, select the appropriate athletes.
Second, strengthen the athlete management.
Third, flexibly apply the basic forms of educating politics and ideology.
Fourth, organize the training and competition activities to
foster, train and improve athletes' political quality.
Fifth, promote the role and activities of organizations,
especially party organizations, military councils and mass
organizations.
Sixth, effectively implement the policy for athletes.
Seventh, coordinate with the party committee, the local authority
where the soldiers are stationed and where the athletes reside.
Eighth, through athletes’ self-study, cultivation and training.
2.2.2. The issues of principle on improving political quality

of athletes at military sports centres
First, thoroughly grasp and strictly implement the Party's
views on cadres work, build a strong army in politics, and develop
sports career in improving athletes’ political quality.

Second, improve athletes’ political quality must be put in the
leadership of the party committee, party organization; the direction
and administration of the leading staff.
Third, improve athletes’ political quality must adhere to the
central political task and the functions, duties and characteristics of
each athlete object.
Fourth, combine closely between improving political quality
with athletes’ comprehensive quality.
2.2.3. Evaluation criteria for improving the political quality
of athletes in sports centres in the military
First, assess the relevant subjects’ awareness, responsibility and
capacity in improving athletes’ political quality at military sports centres.
Second, evaluate the implementation of the content, the form,
and the measure to improve athletes’ political quality.
Third, evaluate the development of political quality and the
results of athletes' missions at military sports centres.
Conclusion chapter 2
Improving athletes’ political quality at military sports centres is
a combination of activities conducted by the related subjects to make
athletes' political quality at military sports centres better, meeting the
set requirements and fulfilling the assigned tasks.
The contents, forms, and measures to improve athletes’ political
quality at military sports centres are various. It is necessary to base on

specific situation, object and experience in improving athletes’ political
quality at military sports centres. In order to accurately improve athletes’

3.1. The current situation of improving political quality of
athletes at military sports centres
3.1.1. The advantages
First, the awareness, the relevant subjects’ responsibility and
capacity for improving political quality of athletes at military sports
centres has been enhanced.
Second, the content, form, and measures to improve political
quality of athletes are quite comprehensive, step by step being renewed,
flexibly and creatively handling, appropriate to each sport centre.
Third, the political quality and the results of athletes'
performance in military sports centres have improved positively,
meeting the requirements set out.
3.1.2. The limitations and shortcomings
First, some party committees, leading officials, and political
agencies do not pay adequate attention to improving political quality
of athletes; the capacity to lead, direct and guide the organization of
activities to improve athletes’ political quality remains insufficient.
Second, the content, form, and measures to improve political

quality of athletes at some military sports centres are not flexible,
creative, and ineffective.
Third, the political quality and the results of athletes' performance
in military sports centres have limited aspects, unstable changes compared
to the development requirements of military sports.
3.2. The causes and some experiences in improving political
quality of athletes at military sports centres
3.2.1. The cause of the advantages
First, the achievement of national renewal; The attention of the
Party, State, the Central Military Commission, the General Political
Department and the General Department of Sports in sports creates
favourable conditions for improving athletes’ political quality at
military sports centres.

Second, the leadership and direction of the party committees at
all levels, but directly are the governing units’ party committees for
improving athletes’ political quality.
Third, the sports centres in the army have been cared for building in
all aspects, contributing to improving athletes’ political quality.
Fourth, each of athlete's efforts is a direct subjective factor
determining the effectiveness of their athletes’ political quality.
3.2.2. The causes of the limitations and shortcomings
First, the negative impacts from the market mechanism, social
evils and negative impacts on awareness, ideology, emotions,
motivation, determination and quality, ethics, lifestyle of athletes at
military sports centres.
Second, the inadequacies in mechanisms and policies for highperformance sports have a significant impact on improving athletes’
political quality.

Third, a number of committees, commanders, staff, coaches
have not brought into full play their roles and responsibilities in
improving athletes’ political quality.
Fourth, the coordination and promotion of the role of the party
committee, the local government where the army is stationed, where the
athletes reside, train and compete; families, schools and national sports
training centres in improving quality of athletes are inadequate.
Fifth, the immaturity of life, cognitive level and sense of selflearning, self-cultivation and training in political qualities, morality,
and lifestyle of some athletes remains insufficient.
3.2.3. Some experiences in improving political quality of
athletes at military sports centres
First, create a unity of awareness and responsibility of
organizations and forces in improving athletes’ political quality at
military sports centres.

Second, promote the leadership and direction of the party
committees, leading officials and functional agencies to improve
athletes’ political quality at military sports centres.
Third, attach importance to renewing contents, diversifying
forms and measures; close combination of building and supporting in
improving athletes’ political quality at military sports centres.
Fourth, combine the organization's education and training with
the of athletes’ self-awareness, self-training and political quality
improvement.

In the past recent years, having thoroughly recognized the
important role of political quality and improving political quality at
military sports centres, the majority of party committees, party

organizations, presiding officials, and political agencies at military

affecting negatively on athletes' political quality. The limitations and
shortcomings of athletes' political quality at military sports centres have
several objective and subjective causes. From the current situation, the
causes of advantages and limitations of improving athletes' political
quality, the thesis’s author seeks to draw some practical experiences to
identify feasible solutions to further improving athletes' political
