<b>ABSTRACT: </b>


This paper is to analyze the current status of human resources to map out the human resource
development strategy and policy by 2025 for Binh Phuoc Rubber One-member Company
Limited. Based on research models and several researches related to human resource
development strategies, the author used a research model based on defining missions and goals,
then, analyzing the internal environment to identify strengths and weaknesses, analyzing the
external environment lo identify opportunities and threats. By analyzing strengths, weaknesses,
opportunities and threats, the SWOT matrix was implemented to develop strategies. The
researchs results show that it is necessary to develop a human resource development strategy by
2025 for the company based on four selected business strategies including (1) Strategy of
expanding business to other fields, (2) Strategy of expanding market, (3) Strategy of attracting
labours through offering salaries and welfare regimes and (4) Strategy of cooperating to
improve investment performance.
