INTRODUCTION
1. Rationale for the study
Lecturers are one of the factors determining the training quality of vocational
colleges as lecturers are the ones who directly impart the knowledge to the students, and
form the necessary professional skills for the students’ future career. Lecturers are also
an important contributor to forming in students the attitude to study in the school, as
well as the attitude to work later. In order for lecturers to fulfill these educational goals,
they need to have the necessary competence and moral qualities, first of which is the
teaching capacity. When lecturers have good teaching capacity, they will have the
ability to design lessons, to conduct teaching activities, to evaluate teaching activities
and to manage teaching activities.
In order for the teaching staff of electrical departments at vocational colleges to
have the teaching capacity to meet the training requirements of the school, the
vocational colleges need to conduct activities to foster the teaching capacity of the
lecturers.
In order for the training of teaching capacity for lecturers of electrical departments
at vocational colleges to be effective, it is pivotal to manage and cultivate teaching
capacity for lecturers of electrical faculty at vocational colleges. The management of
cultivating teaching capacity for lecturers will ensure that this activity is carried out in
accordance with the set objectives, content, methods and forms of the training.
Stemming from the above reasons, we choose the issue: "The management of
cultivating teaching capacity for lecturers of electrical departments at vocational
colleges" as the topic of this doctoral thesis in Educational Management.
2.Aims and objectives of the study

2.1. Aims
From the general assessment of theory and current situation, the thesis proposes
solutions to improving the management of cultivating teaching capacity for lecturers of
electrical departments at vocational colleges in association with requirements of today’s
educational innovation.
2.2. Objectives
1) Provide an overview of research works on the management of cultivating
teaching capacity for lecturers of electrical departments at vocational colleges
2) Build a theoretical basis for the management of cultivating teaching capacity for
lecturers of electrical departments at vocational colleges.
3) Evaluate the current situation of the management of cultivating teaching capacity
for lecturers of electrical departments at vocational colleges and factors affecting this
activity.
4) Propose a number of solutions to contribute to improving the results of the
management of cultivating teaching capacity for lecturers of electrical departments at
vocational colleges and then test one of these solutions.
3. Subject and scope of the study
3.1. Topic of the study: The management of cultivating teaching capacity for lecturers
of electrical departments at vocational colleges.

3.2. Subject of the study: The cultivation of teaching capacity for lecturers of electrical
departments at vocational colleges.
3.3. Scope of the study
3.3.1.Limitations of the scope of study: The thesis focuses on understanding the
theoretical basis and the current situation of the management of cultivating teaching
capacity for lecturers of electrical departments at vocational colleges.
3.3.2. Limitations of study areas: The thesis conducted a survey at 3 vocational colleges

with electrical majors, namely Industrial Economic Technology College; Yen Bai
Vocational College; Hanoi College of Mechanical and Electrical Engineering.
3.3.2. Limitations of research objects: Managers of vocational colleges; Lecturers at
vocational colleges; Students of vocational colleges
4. Research Methodology and Research Method
4.1. Research Methodology
The thesis topic is implemented on the basis of the following principles: 1) Principle
of system approach; 2) Principle of competency-based approach; 3) Principle of process
approach.
4.2. Research methods
The thesis uses the following research methods: Method of studying documents and
materials; Method of investigating by questionnaire; Method of in-depth interview; 5)
Method of testing; 6) Methods of processing data by mathematical statistics.
4.3. Scientific hypothesis
The management of cultivating teaching capacity for lecturers of electrical
departments at vocational colleges has certain limitations, first of which is to determine
the need for training for lecturers; and develop training content and training procedures
in a scientific and appropriate manner. If the organization develops proper steps of the
process of the management of cultivating teaching capacity for lecturers of electrical
departments at vocational colleges, this training activity will be enhanced and meet the
current educational reform requirements.
4.4. Research questions
1) What is the manifestation of cultivating teaching capacity for lecturers of electrical
departments at vocational colleges? What is the content of the management of
cultivating teaching capacity for lecturers of electrical departments at vocational
colleges?
2) What factors affect the management of cultivating teaching capacity for lecturers
of electrical departments at vocational colleges?
3) What solutions to improve the effectiveness of the management of cultivating
teaching capacity for lecturers of electrical departments at vocational colleges?

5. 5.New contributions of the thesis
Theoretical contributions: The thesis has identified 4 basic teaching competencies for
lecturers of electrical departments at vocational colleges. From the main approach which
is the process approach, the thesis has identified the contents of the management of
cultivating teaching capacity for lecturers of electrical departments at vocational
colleges, which reflects the characteristics of lecturers of electrical departments as well
as in vocational colleges.

Practical contributions: The thesis has assessed the current situation of the management
of cultivating teaching capacity for lecturers of electrical departments at vocational
colleges, pointing out the factors affecting this management activity and proposing 5
solutions to the management of cultivating teaching capacity for lecturers of electrical
departments at vocational colleges. Especially, the thesis has built a process for
cultivating teaching capacity for lecturers of electrical departments.
6. Theoretical and practical significance of the thesis
- Theoretical significance: The thesis contributes to some additional theoretical
issues about the management of cultivating teaching capacity for lecturers in the context
of Vietnam's current economic development and international integration.
- Theoretical significance: The thesis is a reference for vocational colleges in
cultivating and managing the cultivation of teaching capacity for lecturers in general
and lecturers of electrical departments in particular in order to improve the quality and
results of the management of cultivating teaching capacity for lecturers.
7. Structure of the thesis
In addition to the introduction, conclusion, recommendations, references, appendix,
the thesis has 4 chapters: Chapter 1: Overview of research works on the management of
cultivating teaching capacity for lecturers at vocational colleges; Chapter 2: Theoretical
basis for the management of cultivating teaching capacity for lecturers of electrical

departments at vocational colleges; Chapter 3: The current situation of the management
of cultivating teaching capacity for lecturers of electrical departments at vocational
colleges; Chapter 4: Proposed solutions for the management of cultivating teaching
capacity for lecturers of electrical departments at vocational colleges.

OVERVIEW OF RESEARCH WORKS ON THE MANAGEMENT OF
CULTIVATING TEACHING CAPACITY FOR LECTURERS AT
VOCATIONAL COLLEGES
The thesis has performed research on the works of domestic and international authors in
the following aspects:
- Studies on cultivating teaching capacity for lecturers of vocational colleges: Studies
on teacher training activities (Hannele Niemi and Ritva Jakku- Sihvonem; A.Carin,
Craig A.Mertler, Marzano (2000) ); Judy Murray (2006)…) ; Lai Duc Vuong (2009),
Do Quang Trung (2009), Tran Minh Luc (2000), Nong Thi Cu (2013)…
- Studies on the management of cultivating teaching capacity for lecturers at vocational
colleges: Patrice Pelpel; Marguerite Altet; James H.Mc Millan; Thomas Olsson, Katarina
Martensson, Torgny Roxa; Fred C. Lunenburg, Allan C. Orstein; Robert Katz;
M.M.Rubinstein, P.M. Phoribic, N.V. Cudomia, Ph.M. Golobolin; Do Thi Ngoc Oanh (2012);

Analyzing domestic and international research shows that: Regarding cultivating
teaching capacity activities, foreign research works focus on learning about teacher's
capacity; fostering teaching capacity for teachers; fostering professional capacity
building for teachers; forms of capacity building for teachers, training programs for
teachers; and training model for teachers. Domestic research projects focus on the

training and managing the training for civil servants at state management agencies in

order to improve the capacity of this work force to perform official duties.
Regarding the management of cultivating teaching capacity, the works focus on the
following issues: Overseas research works focus on teaching capacity of teachers
(teacher’s assessment capacity, professional capacity, teaching capacity). Some other
research focus on improving the quality of teaching staff, especially improving teachers’
knowledge, teaching skills and attitudes; analyzing the competencies of the managers of
the training institutions. Studies in Vietnam focus on the management of training
activities, including fostering political theory of cadres and civil servants in the state
management system.
From the analysis of the above studies, it is shown that there are very few in-depth
and systematic studies on training activities and the management of cultivating teaching
capacity for lecturers of vocational colleges. In particular, there are very few studies on
fostering teaching capacity for lecturers at vocational colleges.
Chapter 2
THEORETICAL BASIS FOR THE MANAGEMENT OF CULTIVATING
TEACHING CAPACITY FOR LECTURERS OF ELECTRICAL
DEPARTMENTS AT VOCATIONAL COLLEGES
2.1. Teaching capacity of lecturers at vocational colleges
2.1.1. Lecturers at vocational colleges
2.1.1.1. The concept of a lecturer at a vocational college
In this thesis, the concept of a lecturer at a vocational college is as follows:
Vocational college lecturers are teachers who carry out teaching and scientific research
activities at vocational colleges.
2.1.2. Teaching capacity of lecturers of vocational colleges
2.1.2.1. The concept of competence of lecturers at vocational colleges
Competency of vocational college lecturers is the ability to closely and flexibly combine
the knowledge, skills and attitudes of lecturers to effectively carry out a training activity in
specific and certain conditions of the school
2.1.2.2. The concept of teaching capacity of lecturers of vocational colleges
Teaching capacity of vocational college lecturers is the ability to closely and flexibly

combine knowledge, skills and attitudes of lecturers to effectively carry out teaching
activities at vocational colleges.
From the above concept, we can define the concept of teaching capacity of lecturers in
electrical departments at vocational colleges as follows:
Teaching capacity of lecturers in electrical departments at vocational colleges is
the ability to closely and flexibly combine knowledge, skills and attitudes of lecturers to
effectively carry out teaching activities at vocational colleges and is demonstrated
through specific competencies such as: pedagogical design capacity; capacity to
conduct teaching, capacity to test and evaluate, and capacity to manage teaching.
2.1.2.3. Some basic teaching qualities and capacity of lecturers at vocational colleges
a. Some basic qualities of vocational college lecturers

Based on Vietnam’s regulations on lecturers and educational activities of the
lecturers, we determine the basic qualities of lecturers at vocational colleges as follows:
Political qualities (Be sincerely attached to the ideals of the nation, with passion and
enthusiasm for the teaching profession; have a sense of discipline, have a collective
sense and a spirit of striving to improve teaching capacity, for the sake of the school and
the country). Professional qualities (Be dedicated, have a sense of responsibility in
teaching and building school; be conscious in learning, constantly train to improve
professional qualifications and perfect the lecturer's personality; consciously absorb new
knowledge to improve teaching capacity) and ethical qualities (have a spirit of
dedication to students; have a spirit of cooperation with colleagues in teaching activities
b. Some basic teaching capacities of vocational college lecturers
On the basis of the views of scientists about the structure of teaching capacity and the
specificity of teaching activities in electrical departments, the thesis determines the
teaching capacity of lecturers in electrical departments at vocational colleges, which
includes 4 competencies:

- Teachers' pedagogical design capacity include the following specific competencies:
Competence to prepare for lesson design; Competence to design lessons, Competence to
use teaching methods, Competence to use teaching media and practical equipment;
- Teachers’ capacity to conduct teaching (model manipulation); Competence to
organize learning in groups; Competence to communicate and use language;
Competence to handle and create pedagogical situations
- Teachers’ capacity to test and evaluate student learning outcomes: Competence to use
regulations to evaluate student learning outcomes; Competence to assess students'
attitude; Competence to encourage and motivate students in learning; Competence to
self-assess the teaching activities of the teachers themselves.
- Teachers’ capacity to manage teaching activities: Competence to organize students' learning
activities in class; Competence to organize practical activities for students; Competence to
coordinate the time of lectures; Competence to cooperate with colleagues in teaching.
2.2. Cultivate teaching capacity for lecturers of vocational colleges
2.2.1. Concept
2.2.1.1.The concept of cultivating
In this thesis, the concept of cultivating is defined as follows: Cultivating is an
activity of equipping and updating to help the subject improve knowledge and skills in a
certain field.
2.2.1.2. The concept of cultivating teaching capacity for lecturers of vocational colleges
Cultivating teaching capacity for lecturers of vocational colleges is an activity of
equipping and updating knowledge and skills to help lecturers improve their teaching
design capacity; capacity to conduct teaching, capacity to test and evaluate, capacity to
manage teaching activities at vocational colleges.
2.2.2. Basic issues of cultivating teaching capacity for lecturers of vocational colleges
2.2.2.1. Identify needs for training lecturers of vocational colleges
a. Concept
The need to improve teaching capacity for lecturers of vocational colleges is the
requirement and desire to equip and update with knowledge and skills to help lecturers

improve their teaching design capacity; capacity to conduct teaching, capacity to test
and evaluate, capacity to manage teaching activities at vocational colleges.
b. Identify needs for training lecturers of vocational colleges
- Identify what the lecturer wants and requires about updating new knowledge and new
skills in the electrical sectors, thereby improving the teaching capacity of the lecturers.
- Identify what lecturers want and require to meet professional standards.
- Identify what lecturers want and require to raise professional standards
- Identify what lecturers want and require to meet the requirements of changing content
and teaching programs to serve the current needs of training human resources in the
electrical sectors and meet the requirements of educational innovation.
2.2.2.2. Objectives and principles of cultivating teaching capacity for lecturers
a.Objectives
- Equip lecturers with professional knowledge, socio-political knowledge.
- Equip lecturers with professional pedagogical skills and professional skills to improve
teaching capacity.
- Equip lecturers with new and necessary teaching methods to improve teaching
capacity.
b.Principles
- The training and retraining must be based on the requirements of teaching capacity of
lecturers.
- The training must ensure the autonomy of management agencies and units
employing lecturers in training and retraining activities.
- The cultivation should go according to the decentralization mechanism in the training
and retraining organization of the school
2.2.2.3. The content of cultivating teaching capacity for lecturers of vocational colleges
a. General theories
- New problems, topics, research directions and new research results reflected in

theories, research works, scientific topics, practical reviews in Vietnam and in other
countries, etc. which focus on in-depth areas of expertise related to the teaching capacity
of lecturers.
- The Party's guidelines and policies and the State's laws related to the teaching capacity
of lecturers. Laws and legal documents related to the teaching capacity of lecturers.
- The socio-economic situation of the locality and the country related to the training of
skilled human resources for the country.
b. Skills
- The skill to design lessons of lecturers; The skill to conduct teaching activities of
lecturers. The skill to test and evaluate the teaching activities of lecturers.
c. Experience report
Select some typical lecturers in teaching to report. Listen to reports and discuss
experiences in the management of cultivating teaching capacity for lecturers of
vocational colleges. Listen and discuss about the initiatives of management experience
in cultivating teaching capacity for lecturers of vocational colleges.
d. Information technology and foreign languages

- Train certificates of foreign language with a level equivalent to level 3 of
Vietnam's foreign language competency framework as prescribed in Circular No.
01/2014/TT-BGDĐT.
- Train certificates of Information technology with the standard level of basic
information technology skills as prescribed in Circular No. 03/2014/TT-BTTTT
2.2.2.4. Forms of cultivating teaching capacity for lecturers
The type of training will be organized in the following basic forms: Focused training; Semiconcentrated training; Work-and-Study training; Distance training (Online training,..)
2.2.2.5. Implement the structure of the training program to cultivate teaching capacity
for teachers
a. Class lecture: Theoretical topics; General topics, specialized topics; Skills topics.

b. Discussion: Class discussion/out-of-class discussion; Small group class discussion.
c. Self-study: Self-study citations/required documents (curricula, textbooks, scientific
articles, etc.); Self-study references (resolution documents, legal documents, thematic
reports, general reports, etc.).
d. Local or institutional field trips: Lecturers go on field trips at a number of training
institutions; The lecturers visited a number of enterprises to learn about the human
resource needs of the enterprises, thereby drawing experiences for cultivating teaching
capacity for lecturers.
e. Assessment of learning results: Oral test, written test. Writing a report; exam (oral
exam, written exam); Write and defend the topic.
2.2.2.6. Facilities for teacher training
Facilities serving the training of lecturers include: Architecture, landscape and space
of the training institution; Lecture hall system (lights, sound, air conditioning);
Equipment for teaching and learning such as computers, projectors; Internet connection,
computer, wifi in the classroom; Dormitory for distant lecturers.
2.3. The management of cuktivating teaching capacity for lecturers of vocational colleges
2.3.1. Management
2.3.1.1. Concept
Management is the oriented, purposeful, planned and systematic influence of a subject
on its objects.
2.3.1.2. Functions of management
The basic functions of management include forecasting, planning, organizing, directing,
leading, monitoring, controlling, and evaluating.
2.3.2. Theory on the management of cultivating teaching capacity for lecturers at
vocational colleges
2.3.2.1. Concept
The management of cultivating teaching capacity for lecturers at vocational colleges is
the oriented, purposeful, planned and systematic influence of the Rector of the
vocational college on managers and lecturers in order to equipping and updating
knowledge and skills to help lecturers improve their teaching capacity, which is

demonstrated through managing the identification of training needs, objectives,
principles and methods; content; form; program structure and facilities to serve this
training activities of lecturers.

2.3.2.2. The content of the management of cultivating teaching capacity for lecturers
at vocational colleges
a. Managing the identification of training needs for cultivating teaching capacity for
lecturers
Managing the identification of training needs cultivating teaching capacity for lecturers
is to enable lecturers of vocational colleges to correctly and appropriately identify
training needs in order to improve teaching capacity for lecturers. That is:
- Determine what teachers want and require about having more degrees and
certificates and create conditions for lecturers to satisfy this need.
- Determine what lecturers want and require in terms of updating modern new
knowledge and skills for the electrical industry, thereby improving teaching capacity for
lecturers and creating conditions for lecturers to satisfy this need.
b. Managing objectives, principles and methods of cultivating teaching capacity for
lecturers
- Managing training objectives: Organize the implementation of the identified training
objectives.
- Managing training principles: Organize the implementation of the training principles
identified in the training activities of lecturers.
- Managing training methods: Implement the training methods identified in training
activities to achieve the best quality and effectiveness of training.
c. Managing the content of cultivating teaching capacity for lecturers
Managing the content of cultivating teaching capacity for lecturers of vocational
colleges is reflected in the following 3 aspects:

- Managing the implementation of the general theory of the training content:
- Managing the skills in the training program content;
- Managing the experience reporting in the training content;
- Managing computer knowledge and foreign languages
d. Managing the forms of cultivating teaching capacity for lecturers
Activities of managing the forms of cultivating teaching capacity for lecturers are
reflected in the following aspects: Organize training courses for lecturers in the form of
concentration.; Organize training for lecturers in the form of semi-concentration.;
Organize training for lecturers in the form of working and studying.; Organize training
for lecturers in the form of distance training….
e. Managing the program structure of cultivating teaching capacity for lecturers
The contents of these management aspects are shown in detail as follows: Manage
classroom lecture; Manage the discussion part of the lecturers who are on the training;
Manage the self-study part of the lecturers; Manage the local and institutional field trips;
Manage the assessment of learning results
g. Managing facilities for cultivating teaching capacity for lecturers
The content of Managing facilities for cultivating teaching capacity for lecturers is
reflected in the following aspects: Ensure the architecture and landscape space of the
training institution; Ensure the lecture hall system (lights, sound, air conditioners) for
lecturers to study; Ensure equipment for teaching and learning such as computers and

projectors for lecturers to study; Ensure Internet connection, computer, and wifi systems
for lecturers to study; Ensure dormitory for distant lecturers
2.4. Factors affecting the management of cultivating teaching capacity for lecturers
at vocational colleges
2.4.1. Factors belonging to the management environment and working conditions
- Policies and laws of the Party and State, of the General Department of Vocational Education

and Training, of vocational colleges on cultivating teaching capacity for lecturers.
- Investment by the state and vocational colleges in cultivating teaching capacity for
lecturers in the electricity sector.
-Factors of pedagogical environment and working conditions: The encouragement of
colleagues; Traditions of training and construction of the school; Regimes and policies
for lecturers participating in training courses.
- Conditions of equipment serving training activities
2.4.2. Factors belonging to the subject of direct management
- When the Rector, the school's Board of Directors, leaders of departments, and leaders of
faculties in the electrical sector have the capacity and experience in the management of
cultivating teaching capacity for lecturers, the training activities achieve successful results.
2.4.3. Factors belonging to training instructors
- When the trainers carry out the training activities with good professional
qualifications, the capacity building activities for the lecturers of the electrical
departments at vocational colleges will achieve good results.
- When trainers have good pedagogical skills, the capacity building activities for
lecturers in electrical departments at vocational colleges achieve good results.
2.4.4. Factors belonging to lecturers who are on the training
- When lecturers participating the capacity building program with the right motivatio, the
training activities achieve good results. When lecturers participating the capacity building
program without proper motivation, the training activities do not achieve good results.
- When lecturers participating the capacity building program with the right spirit and
attitude to study, the training activities will achieve good results. When lecturers
participating the capacity building program without the right spirit and attitude to study,
the training activities do not achieve good results.
Chapter 3
THE CURRENT SITUATION OF THE MANAGEMENT OF CULTIVATING
TEACHING CAPACITY FOR LECTURERS OF ELECTRICAL
DEPARTMENTS AT VOCATIONAL COLLEGES
3.1. Practical research design and methodology

3.1.1. Practical research design
3.1.1.1. Research areas and subjects
a. Research subjects
- Total number of participants: 330 people; including: The number of participants
surveyed by questionnaire: 300 people. The number of participants surveyed by indepth interviews: 30
- Participants in quantitative survey: Managers and lecturers: 112 people (Lecturer 83
people; management staff 19 people); Students: 188 people.

b. Research areas
This study was conducted at 3 vocational colleges, including Industrial Economic
Technology College; Thai Nguyen Vocational College; Hanoi College of Mechanical
and Electrical Engineering.
3.1.1.2. Research design
-Preparation phase: Research the literature; Design research tools for the current
situation; Prepare the survey site;
-Phase of trial survey and official survey;
-Phase of data processing, data analysis, thesis writing;
- Phase of testing solutions
3.1.2. Research methods
The main research methods are: survey by questionnaire; in-depth interview; Process
data by mathematical statistics.
3.1.3. Scale and how to calculate scale score
3.1.3.1. Scale
The scale of the current situation of the lecturers and the management board of the teaching
staff consists of 5 levels. The following is the content of the scaling levels:
1) Level 1: Poor; Level 2: Weak; Level 3: Average; Level 4: Fair và Level 5: Good.
2) Level 1: Unnecessary; Level 2: Less necessary; Level 3: moderately necessary;

Level 4: Relatively necessary; Level 5: very necessary;
3) Level 1: Unsuitable; Level 2: Partially suitable; Level 3: Moderately suitable; Level
4: Relatively suitable; Level 5: very suitable;

Level 1: not influential; Level 2: Partially influential; Level 3: Moderately
influential; Level 4: Relatively influential; Level 5: highly influential;
3.1.3.2. Levels of the rating scale:
The scale of rating levels is divided into 5 levels: Good, good, average, weak, poor. The
average scores of the degrees are as follows:
Good: 4.21 – 5.0 Fair: 3.41 - 4.20; Average: 2.61 – 3.40; Weak: 1.81 – 2.60: Poor: 1.0 – 1.80:
3.2. The current situation of the management of cultivating teaching capacity for
lecturers of electrical departments at vocational colleges

The qualities of lecturers in electrical departments at the surveyed vocational colleges
were assessed at a fair level with the average score = 3.65 and SD = 0.802. There are
72.5% respondents rate the qualities of the lecturers as average to good, of which 21%
rate it as fair and good. This shows that lecturers of electrical faculty at the surveyed
vocational colleges have enough basic qualities needed to carry out teaching.
Among the 7 qualities surveyed, the quality that is most appreciated is “Have a spirit of
devotion to students” with an average score of 4.33 reaching a good level. This shows that the
lecturers of the surveyed vocational colleges have been very devoted to students in their
teaching activities. Following that is the quality of "Have a sense of responsibility in teaching
and school building", with an average score = 3.89, which is at a fair level.

With the total average score of the entire scale of teaching capacity of lecturers equal to 3.41,
which is fair, it shows that the teaching capacity of the lecturers in the electrical departments at
the surveyed vocational colleges has quite well met the requirements of teaching in vocational
colleges. These evaluations of officials, managers, lecturers and students are quite scattered
when SD = 0.879 > 0.5. Among the four basic competencies of the surveyed lecturers, the
capacity to conduct teaching was rated the highest. The lowest rated capacity among the four
surveyed competencies is the capacity to design teaching.

Overall assessment of the current situation of the management of cultivating teaching
capacity for lecturers of electrical faculty at vocational colleges is at an average level,
which means that it has not achieved a fair level, but it is also not at a weak level as the
overall average score of the whole scale = 3.09 and SD = 0.987. More than one-third of
the respondents rated the management of cultivating teaching capacity for lecturers of
electrical faculty as weak and poor (36.4%).
Among the 6 contents of the management of cultivating teaching capacity for
lecturers of electrical faculty at vocational colleges, the highest rated contents are only
at an average level. The content " managing the identification of the need for cultivating
teaching capacity for lecturers " was rated the lowest and achieved a weak level when
the average score = 2.46. Following that is the content "managing goals, principles and

With the overall average score of the entire scale equal to 4.08, it shows that the
surveyed subjective and objective factors have a great influence on the training and the
management of cultivating teaching capacity for lecturers at the surveyed vocational
colleges. There are 62.5% of respondents in these groups of factors that are influential
and very influential.
Among the four groups of factors surveyed, " Factors belonging to lecturers who
are on the training " (average score = 4.19) and "factors belonging to management
environment and working conditions" (average score = 4.18) is more influential.

However, the difference in SD between the 4 groups of factors is not significant. This
shows that the influence of 4 groups of factors is quite similar.
3.5. General assessment of the current situation of training activities and the
management of cultivating teaching capacity for lecturers
3.5.1. Achievements
The surveyed vocational colleges have quite well implemented the objectives,
principles and methods of cultivating teaching capacity for lecturers. Objectives,
principles and methods of cultivating teaching capacity for lecturers of electrical faculty
at vocational colleges have met the requirements of training capacity building for
lecturers. The principles of fostering are more highly evaluated than the goals and

methods of fostering.
The content of cultivating the teaching capacity of lecturers in electrical
departments at vocational colleges is evaluated quite well, in which skill training for
lecturers is most evaluated.
The implementation of the structure of the program to foster the teaching capacity of
lecturers in electrical departments at vocational colleges is relatively good. This is most
evident in the aspect of self-study activities of lecturers and implementing teaching
activities in class for lecturers.
The actual situation of implementing the structure of the program to foster the
teaching capacity of lecturers in electrical departments at vocational colleges is
evaluated at a good level. The implementation of the structure of the program to foster
the teaching capacity of lecturers in electrical departments at vocational colleges is most
appreciated in terms of self-research activities of the lecturers.
3.5.2. The limitations and reasons for limitations

are sometimes not done properly.

departments at vocational colleges and managing this activity according to the capacity
approach of the surveyed vocational colleges is still limited. Some training contents
have not been done well.
The development of steps of capacity building activities for lecturers at electrical
faculty at vocational colleges has not been done very well. Some specific activities of
the implementation process are still limited.
Securing facilities for capacity building activities for lecturers of electrical faculty
at vocational colleges is still difficult due to limited financial resources, and the interest
of school leaders has not been met requirements of training activities.
Reasons for limitations:
Although the leaders of the surveyed vocational colleges have paid attention to
training lecturers in general and improving teaching capacity for lecturers, this training
activity is still limited. One of the reasons is that the investment funds for training
activities are still limited and the facilities do not fully meet the requirements of the
training activities.
Due to the requirements of training human resources for large enterprises, teaching
activities requires frequent moving, so lecturers of vocational colleges have little chance
to go on training about teaching capacity.
A large number of lecturers are still young, and have not had much teaching
experience, and have limited pedagogical skills. Therefore, the teaching capacity is not
very good.
Chapter 4

PROPOSED SOLUTIONS FOR THE MANAGEMENT OF CULTIVATING
TEACHING CAPACITY FOR LECTURERS OF ELECTRICAL
DEPARTMENTS AT VOCATIONAL COLLEGES
4.1. Principles of proposing management solutions
The proposed management solutions to foster teaching capacity for lecturers at
vocational colleges must ensure the following basic principles: 1) Ensure inheritance in

4.2.5.1. Objective of the solution
The goal of this solution is to ensure facilities for managing the activities of

repairing computers, projectors, buying electric light bulbs, fans, air conditioners,
whiteboards, pens...). Vocational colleges direct the administration departments to
evaluate the facilities to serve the training of lecturers in the electricity sector.
4.2.5.4. Conditions for implementing the solution
Rectors and management boards of vocational colleges should have direct and
specific guidance to departments and faculties in ensuring facilities to foster teaching
capacity for lecturers of vocational colleges according to the competency-based
approach. Leaders of schools rely on the school's own funding and support from the
General Department of Vocational Education to create the best conditions in terms of
funding, time and human resources to ensure the training of teaching capacity for
lecturers of vocational colleges.
4.2.6. The relationship between the solutions
The solutions proposed above have a close relationship with each other. One
solution is the basis for the other solution and vice versa in the management of
cultivating of teaching capacity for lecturers in electrical departments at vocational
colleges.
4.3. Test the solutions
4.3.1. Aims of the test
The test aims to: 1) Evaluate the necessity of the proposed solutions for the
management of cultivating of teaching capacity for lecturers in electrical departments at
vocational colleges. 2) Evaluate the feasibility of the proposed solutions for the
management of cultivating of teaching capacity for lecturers in electrical departments at
vocational colleges.
4.3.2. Test subjects

- Management staff including leaders of 3 schools; leaders and lecturers of electrical
departments at 3 vocational colleges, including Industrial Economic Technology
College; Thai Nguyen Vocational College; Hanoi College of Mechanical and Electrical
Engineering.
- In-depth interview respondents: 90 people.

4.3.4. Test results
4.3.4.1. Necessity assessment of proposed solutions
The test results show that the proposed solutions are necessary at a very high level
(AS = 4.28) and the opinions are relatively consistent (SD = 0.512). This shows that the
proposed solutions are necessary for vocational colleges in managing activities of

cultivating teaching capacity fpr lecturers of vocational colleges and improving the
effectiveness of this management activity.
Among the 5 solutions, solution 4: develop the steps of the management process of
cultivating teaching capacity for lecturers of electrical departments at vocational
colleges is rated as the most necessary with AS = 4.46. 79.4% of the respondents rated it
as quite necessary and very necessary. Following that is solution1: Organize the
assessment and identification of needs for cultivating teaching capacity for lecturers of
electrical departments at vocational colleges with AS = 4.34.

4.3,4.2. Feasibility assessment of proposed solutions
With a general average score = 4.09, surveyed managers and lecturers rated the
proposed solutions as having high feasibility (quite feasible). This shows that the
proposed thesis solutions can be effectively applied at vocational colleges to improve
the management efficiency of cultivating teaching capacity for lecturers of electrical
faculty at vocational colleges. .
Among the proposed solutions, Solution 4: Develop the steps for the management
process of cultivating teaching capacity for lecturers of electrical departments at
vocational colleges is evaluated as having the highest feasibility with ES = 4.16.
Following that is Solution 2: Develop training objectives, principles and methods
towards cultivating teaching capacity for lecturers of electrical departments at
vocational colleges.
4.4. Test results of one solution
The solution selected for testing is: “Solution 4: Develop the steps for the management
process of cultivating teaching capacity for lecturers of electrical departments at
vocational colleges”.
4.4.1. Aims of the test
The test aims to evaluate the results of developing the steps for the management
process of cultivating teaching capacity for lecturers of electrical departments at
vocational colleges, thereby improving the results of the management of cultivating
teaching capacity for lecturers of electrical departments at vocational colleges
4.4.2. Test hypothesis
If the steps of the management process for fostering teaching capacity for lecturers
of electrical departments at vocational colleges are developed in the direction of
innovation, it will create better results in managing activities of cultivating teaching
capacity of lecturers of electrical departments at vocational colleges.
4.4.3. Locations and samples for testing
The test was conducted at 3 departments: Department of Electrical Engineering;
Department of Dynamics; and Mechanical Engineering Department of Hanoi College of
Mechanical and Electrical Engineering with 77 full-time lecturers.

4.4.4. Testing period: July and August 2020.
4.4.5. Test Rating Scale
Poor level: AS = 1.0 to 1.80; Weak level: AS = 1.81 to 2.60; Average level: AS = 2.61 to 3.40;
Fair level: AS = 3.41 to 4.20; Good level: AS = 4.21 to 5.0.
4.4.6. Test stages

After implementing a number of new changes in the 6 contents of developing the steps
for the management process of cultivating teaching capacity for lecturers of electrical
departments at vocational colleges, we measured the evaluation of the management staff
and lecturers on the effectiveness of the solution.
We used the survey by questionnaire method and in-depth interview method to
survey the evaluation of administrators and lecturers about the results of the steps of the
management process of cultivating teaching capacity for lecturers of electrical
departments.
4.4.7. Test results
4.4.7.1. Pre-test results
Before the test, the surveyed managers and lecturers rated this solution at a fair level
with the average score (AS) = 3.87. Nearly half of the respondents rated it as fair and
16.7% rated it as good. With SD = 0.856, the opinions are quite scattered.
4.4.7.2. Post-test results
After the test, the level of assessment of managers and lecturers at Hanoi College
of Mechanical and Electrical Engineering was higher than before the test. The mean
post-test score is 4.48, which is at a good level whereas the pre-test average score is
3.87, which is at a fair level. The difference in AS is 0.61. Post-test evaluations are more
focused than pre-test evaluations.
Items 1, 2, 4 and 5 have the greatest difference before and after the test. The above
results show that after being put to the test, the solution has been evaluated better and

has better efficiency. Thus, the hypothesis of the test has been proved.
CONCLUSION AND RECOMMENDATIONS
1. Conclusion
- Regarding the results of theoretical research:
From the review of research works, it is shown that there are few in-depth and systematic
studies on the management of cultivating teaching capacity for lecturers of vocational colleges.
The existing studies mainly focus on training activities and the management of training
activities for civil servants and high school teachers. In particular, there are very few studies on
fostering teaching capacity for lecturers at vocational colleges.
Teaching capacity of lecturers in electrical departments at vocational colleges is the
ability to closely and flexibly combine knowledge, skills and attitudes of lecturers to
effectively carry out teaching activities at vocational colleges and is demonstrated
through specific competencies such as: capacity to design teaching; capacity to conduct
teaching, capacity to test, evaluate and capacity to manage teaching. The teaching
capacity of lecturers in electrical departments at vocational colleges consists of 4
components: capacity to design teaching; capacity to conduct teaching, capacity to test,
evaluate and capacity to manage teaching at vocational colleges.
Cultivating teaching capacity for lecturers of vocational colleges is an activity of
equipping and updating knowledge and skills to help lecturers improve their capacity to
design teaching; capacity to conduct teaching, capacity to test, evaluate and capacity to
manage teaching at vocational colleges.
The management of cultivating teaching capacity for lecturers at vocational
colleges is the oriented, purposeful, planned and systematic influence of the Rector of

the vocational college on managers and lecturers in order to equipping and updating
knowledge and skills to help lecturers improve their teaching capacity, which is
demonstrated through managing the identification of training needs, objectives,

principles and methods; content; form; program structure and facilities to serve this
training activities of lecturers.
The basic contents of the management of training capacity building for lecturers of
vocational colleges include: (1) Managing the identification of training needs for
cultivating teaching capacity for lecturers; (2) Managing objectives, principles and
methods of cultivating teaching capacity for lecturers; (3) Managing the content of
cultivating teaching capacity for lecturers; (4) Managing the forms of cultivating
teaching capacity for lecturers; (5) Managing the program structure of cultivating
teaching capacity for lecturers; (6) Managing facilities for cultivating teaching capacity
for lecturers
- Regarding the study results of the actual situation
The overall assessment of the current situation of the management on cultivating teaching
capacity for lecturers of electrical departments at vocational colleges is at an average level,
which is not quite good, but not at a weak level. This shows that the management on
cultivating teaching capacity for lecturers of electrical departments at vocational colleges has
met the requirements of training capacity for teachers of the surveyed vocational colleges.
However, compared with the requirements of improving teaching capacity of lecturers in the
current context of human resource training for market economic development and
international integration, this training activity is still limited.
The surveyed subjective and objective factors have a great influence on the training and
the management of cultivating teaching capacity for lecturers at the surveyed vocational
colleges. Most of the respondents in these groups of factors that are influential and very
influential. Among the four groups of factors surveyed, " Factors belonging to lecturers
who are on the training " and "factors belonging to management environment and
working conditions" are more influential.
- Regarding solutions
From the results of theoretical and practical research, the thesis proposes 5
management solutions to foster teaching capacity for lecturers of electrical departments
at vocational colleges. The test results show that the proposed solutions are both
necessary and highly feasible.

The thesis has tested solution 4: Develop the steps of the management process of
cultivating teaching capacity for lecturers of electrical departments at vocational
colleges. The test results show that the solution is rated higher after the test than before
the test. This confirmed the feasibility of the solution and the experimental hypothesis
was proven.
2. Recommendations
2.1. For the General Department of Vocational Education
The General Department of Vocational Education plays a decisive role in training
and managing the activities of cultivating teaching capacity for lecturers of electrical
faculty at vocational colleges. The General Department of Vocational Education orients
and directs the objectives, principles, contents, forms and methods of fostering and
