LỜI NÓI ĐẦU
Niên giám Thống kê là ấn phẩm tổng hợp số liệu kinh tế - xã hội
hàng năm của ngành Thống kê. Nội dung niên giám là bức tranh tồn
cảnh từ đơn vị hành chính, đất đai, khí hậu, đến tình hình dân số, lao
động và các hoạt động kinh tế - xã hội trong một năm.
Cục Thống kê tỉnh Bạc Liêu biên soạn và phát hành “Niên giám
Thống kê tỉnh Bạc Liêu năm 2020”, bao gồm hệ thống số liệu phản ánh
kết quả đã thực hiện trên các lĩnh vực kinh tế, văn hóa và đời sống xã hội
của địa phương từ năm 2016 - 2020. Sử dụng hệ thống số liệu giúp các
nhà quản lý, nghiên cứu, các tổ chức và cá nhân có nhu cầu dùng tin
phân tích, đánh giá về q trình phát triển kinh tế - xã hội địa phương;
Các cấp lãnh đạo, các ban, ngành… hoạch định, lập kế hoạch, quy

hoạch đưa ra chủ trương, chính sách và những giải pháp phát triển kinh
tế - xã hội cho năm 2021 và các năm tiếp theo.
Trong cuốn Niên giám này, Cục Thống kê tỉnh Bạc Liêu có chỉnh lý
số liệu theo phương pháp tính và chuyển giá so sánh theo năm gốc 2010.
Do vậy, số liệu có sự điều chỉnh với niên giám năm trước, đề nghị thống
nhất sử dụng số liệu trong cuốn Niên giám năm 2020.
Q trình biên soạn khó tránh khỏi những hạn chế, thiếu sót, rất
mong nhận được ý kiến đóng góp của quý lãnh đạo và bạn đọc về nội
dung cũng như hình thức đối với ấn phẩm để lần biên soạn sau được
hoàn chỉnh và phong phú hơn.

FOREWORD
Statistical Yearbook is a publication which is aggregated the
annual socio-economic data of Viet Nam Statistical System. Its content
includes the total aspects, from administrative, land and climate to
situation of population, labor and socio-economic activities in a year.
Bac Lieu Statistics Office compiles and publishes the book
“Bac Lieu Statistical Yearbook 2020” which includes the data system
reflecting the results achieved in the fields of economics, culture and
social life of the locality from 2016 - 2020. Using the data system to help
managers, researchers, organizations and individuals wishing to use
information to analyze and assess the local socio-economic development
process; The leaders, departments, sectors... make planning, give

guidelines, policies and solutions for socio-economic development for
2021 and the following years.
In this yearbook, Bac Lieu Statistical Office has revised the data
according to the method of calculating and transferring the comparative
prices by the year 2010. Therefore, the data was adjusted with the
previous yearbook, statistical data users should use the data in the 2020
Yearbook.
In the process of compiling, mistake is unavoidable. We are looking
forward to receiving comments and ideas from the leaders and readers
in both content and form of publications so that statistical yearbook is
more complete and better in the next release.

TỔNG QUAN KINH TẾ - XÃ HỘI TỈNH BẠC LIÊU
NĂM 2020
1. Tăng trƣởng kinh tế
Tổng sản phẩm trong tỉnh (GRDP) năm 2020 ước tính tăng
4,08% so với năm 2019. Trong đó, khu vực nơng, lâm nghiệp và
thủy sản tăng 3,52%; khu vực công nghiệp và xây dựng tăng 7,71%;
khu vực dịch vụ tăng 2,79%; thuế sản phẩm trừ trợ cấp sản phẩm
tăng 4,21%.
Tổng sản phẩm (GRDP) bình quân đầu người ước tính đạt
54,37 triệu đồng. Cơ cấu nền kinh tế năm 2020 tiếp tục chuyển dịch
theo hướng cơng nghiệp hóa, trong đó khu vực nơng, lâm nghiệp và
thủy sản chiếm tỷ trọng 42,57%; khu vực công nghiệp và xây dựng
chiếm 19,20%; khu vực dịch vụ chiếm 33,15%; thuế sản phẩm trừ
trợ cấp sản phẩm chiếm 5,08% trong tổng cơ cấu chung của toàn
ngành kinh tế.
2. Thu, chi ngân sách và bảo hiểm
Năm 2020, tổng thu ngân sách Nhà nước trên địa bàn tỉnh Bạc
Liêu ước đạt 11.150,65 tỷ đồng, giảm 1,58% so với cùng kỳ.
Tổng chi ngân sách trên địa bàn tỉnh Bạc Liêu đạt 10.882,34 tỷ
đồng, tăng 18,08% so với cùng kỳ. Một số khoản chi lớn bao gồm:
Chi sự nghiệp kinh tế 783,70 tỷ đồng; chi sự nghiệp giáo dục - đào
tạo đạt 1.499,80 tỷ đồng; chi sự nghiệp y tế là 583,25 tỷ đồng...
Tổng số thu bảo hiểm năm 2020 đạt 1.294 tỷ đồng, tăng 4,08%

so với năm 2019, trong đó: Thu bảo hiểm xã hội đạt 606 tỷ đồng, tăng
5,97%; bảo hiểm y tế là 649 tỷ đồng, tăng 2,39%; bảo hiểm thất
nghiệp là 39 tỷ đồng, tăng 4% so cùng kỳ. Tổng số chi bảo hiểm năm
2020 là 1.480 tỷ đồng, bằng 94,22% so cùng kỳ, trong đó chi bảo

hiểm xã hội là 603 tỷ đồng, tăng 11,67%; chi bảo hiểm y tế 813 tỷ
đồng, bằng 82,39%; chi bảo hiểm thất nghiệp 64 tỷ đồng, tăng
45,45% so cùng kỳ.
3. Đầu tƣ - xây dựng
Tổng vốn đầu tư thực hiện toàn xã hội tỉnh Bạc Liêu năm 2020
theo giá hiện hành đạt 27.542,31 tỷ đồng, tăng 17,83% so với năm
2019, bao gồm: Vốn khu vực Nhà nước đạt 3.768,42 tỷ đồng (chiếm
13,68% tổng vốn đầu tư thực hiện toàn xã hội), tăng 10,74% so cùng
kỳ; khu vực ngoài Nhà nước đạt 23.614,10 tỷ đồng (chiếm 85,74%),
tăng 18,71%; khu vực có vốn đầu tư nước ngoài đạt 159,79 tỷ đồng
(chiếm 0,58%), tăng 101,38% so năm trước.
Về thu hút đầu tư trực tiếp nước ngồi: Năm 2020, tỉnh có 01 dự
án vốn đầu tư trực tiếp nước ngoài mới được triển khai với tổng vốn
đầu tư đăng kí 4 tỷ USD.
4. Chỉ số giá tiêu dùng, chỉ số giá vàng và đô la Mỹ
Năm 2020, trong điều kiện giá một số mặt hàng thiết yếu tăng trở
lại, nhưng với sự quan tâm chỉ đạo của các cấp, các ngành có liên quan
nhằm thực hiện đồng bộ các biện pháp từ sản xuất, tiêu dùng, điều hịa
cung cầu, bình ổn giá cả... nên lạm phát đã được kiểm soát trong giới
hạn cho phép.
CPI bình quân năm 2020 tăng 6,12% so với bình quân năm 2019.
Chỉ số giá tiêu dùng (CPI) tháng 12/2020 tăng 3,54% so cùng kỳ và
tăng 0,45% so tháng trước.

Chỉ số giá vàng tháng 12 năm 2020 tăng 29,35% so với cùng kỳ
năm trước; bình quân năm 2020 tăng 26,55% so với bình qn
năm 2019.
Chỉ số giá đơ la Mỹ tháng 12 năm 2020 tăng 0,01% so với tháng
12 năm 2019; bình quân năm 2020 tăng 0,16% so với bình quân
năm 2019.

5. Doanh nghiệp, hợp tác xã và cơ sở kinh doanh cá thể phi
nông nghiệp
Số doanh nghiệp thực tế hoạt động tại thời điểm 31/12/2019
trên địa bàn tỉnh Bạc Liêu là 1.858 doanh nghiệp, tăng 20,10% so với
năm 2018 (tương đương tăng 311 doanh nghiệp), trong đó: Doanh
nghiệp ngồi Nhà nước chiếm 99,46%/tổng số doanh nghiệp, với
1.848 doanh nghiệp, tăng 20,47%; doanh nghiệp có vốn đầu tư nước
ngồi là 06 doanh nghiệp, giảm 14,29%; số lượng doanh nghiệp Nhà
nước với 04 doanh nghiệp, giảm 33,33% so với năm 2018.
Lao động làm việc trong tồn bộ khu vực doanh nghiệp có
34.132 người, tăng 7,68% so với cùng thời điểm năm 2018, trong đó:
Lao động ở khu vực doanh nghiệp ngồi Nhà nước là 31.311 người,
tăng 9,73%; lao động khu vực doanh nghiệp có vốn đầu tư nước
ngồi là 2.455 người, bằng 93,38%; lao động làm việc trong khu vực
doanh nghiệp nhà nước chỉ có 366 người, bằng 68,54% so cùng kỳ.
Năm 2019, tồn tỉnh có 84 HTX hoạt động trên địa bàn, tăng
9,09% so với năm 2018 (tăng 07 hợp tác xã). Số lao động làm việc
trong hợp tác xã là 4.637 người, tăng 17,69% so với cùng kỳ.
Số cơ sở kinh doanh cá thể phi nông, lâm nghiệp và thủy sản
năm 2020 trên địa bàn tỉnh gồm có 56.917 cơ sở, bằng 96,77% so với
năm 2019 (giảm 1.898 cơ sở).

6. Kết quả sản xuất, kinh doanh một số ngành, lĩnh vực
a. Nông, lâm nghiệp và thủy sản
Sản lượng lương thực có hạt của tồn tỉnh năm 2020 đạt
1.172,18 nghìn tấn, tăng 2,05% so cùng kỳ (tương đương tăng 23,55
nghìn tấn). Trong đó, sản lượng lúa đạt 1.171,13 nghìn tấn, tăng
2,05% (tương đương tăng 23,50 nghìn tấn): Sản lượng lúa Đơng xuân
đạt 364,18 nghìn tấn; lúa Hè thu 585,38 nghìn tấn; lúa Mùa (thu
đơng) đạt 221,57 nghìn tấn. Sản lượng ngơ (bắp) là 1.048 tấn, tăng
4,9% so với cùng kỳ.

Năm 2020, diện tích trồng rừng mới tập trung của toàn tỉnh Bạc
Liêu đạt 1,57 ha, bằng 2,37% so với cùng kỳ. Tồn bộ diện tích rừng
mới là rừng phịng hộ. Sản lượng gỗ khai thác đạt 4.320m3, tăng
2,49% so với cùng kỳ.
Năm 2020, sản lượng thủy sản đạt 380,75 nghìn tấn, tăng 5,74%
so với năm 2019. Sản lượng thủy sản ni trồng đạt 257,68 nghìn tấn,
tăng 6,54%; sản lượng thủy sản khai thác 123,07 nghìn tấn, tăng
4,11%. Trong năm, tỉnh tiếp tục tổ chức thực hiện Đề án “Tái cơ cấu
ngành thủy sản tỉnh Bạc Liêu đến năm 2020, định hướng 2030 theo
hướng nâng cao giá trị gia tăng và phát triển bền vững”. Với mục
tiêu đưa “Bạc Liêu trở thành trung tâm công nghiệp tôm của cả
nước” theo chỉ đạo của Thủ tướng Chính phủ, Bạc Liêu đã triển khai
xây dựng “Khu nông nghiệp ứng dụng công nghệ cao phát triển tơm
Bạc Liêu”. Hiện dự án đã hồn thành gần 90% hạ tầng kỹ thuật giai
đoạn I và đã tuyển chọn được 09 doanh nghiệp đầu tư vào khu.
b. Cơng nghiệp
Chỉ số sản xuất tồn ngành cơng nghiệp năm 2020 tăng 4,11%
so với năm 2019. Trong đó: Chỉ số ngành khai khống (khai thác

muối) tăng 11,17%; ngành cơng nghiệp chế biến, chế tạo tăng 5,13%;
ngành sản xuất và phân phối điện, khí đốt, hơi nước và điều hịa
khơng khí, chỉ số bằng 92,85% và cuối cùng là ngành cung cấp nước,
hoạt động quản lý xử lý rác thải tăng 12,61% so cùng kỳ.
Năm 2020, một số sản phẩm cơng nghiệp chủ yếu trên địa bàn
tỉnh Bạc Liêu có sản lượng tăng cao so với năm trước như: Thủy sản
đông lạnh xuất khẩu đạt 97.146 tấn, tăng 9,80%; muối Iốt 10.152 tấn,
tăng 5,09%; điện thương phẩm, sản lượng 1.101,40 triệu kwh, tăng
5,21%; nước thương phẩm 19.285,89 nghìn m3, tăng 80,49%; bia các
loại 31,98 triệu lít, bằng 66,03% so cùng kỳ...
c. Thương mại và dịch vụ, vận tải
Năm 2020, tổng mức bán lẻ hàng hóa và doanh thu dịch vụ tiêu
dùng trên địa bàn tỉnh Bạc Liêu đạt 63.838,64 tỷ đồng, tăng 3,69% so
với năm trước.

Doanh thu du lịch lữ hành năm 2020 tỉnh Bạc Liêu đạt 4,64 tỷ
đồng, tăng 87,05% so với cùng kỳ. Số lượt khách nghỉ qua đêm có
620,81 nghìn lượt người, bằng 87,51% so với cùng kỳ năm trước;
khách trong ngày 2.400,15 nghìn lượt khách, bằng 91,15%; khách du
lịch do các cơ sở lưu trú phục vụ có 3.020,97 nghìn lượt khách, bằng
90,38% so cùng kỳ.
Khối lượng vận chuyển hành khách trong năm 2020 đạt 128,22
triệu hành khách, tăng 4,67% so với cùng kỳ; luân chuyển đạt
3.006,29 triệu hành khách.km, tăng 4,32% so với cùng kỳ.
Vận chuyển hàng hóa trong năm 2020 đạt 17,33 triệu tấn, tăng
5,44% so với năm trước; luân chuyển 821,91 triệu tấn.km, tăng
4,75% so với cùng kỳ.
7. Một số vấn đề văn hóa - xã hội

a. Dân số, lao động và việc làm
Dân số trung bình năm 2020 của tỉnh Bạc Liêu đạt 913.481 người,
tăng 5.240 người, tương đương tăng 0,58% so với năm 2019. Trong đó,
dân số thành thị 253.644 người, chiếm 27,76%; dân số nông thôn
659.837 người, chiếm 72,23%; dân số nam 457.072 người, chiếm
50,04%; dân số nữ 456.409 người, chiếm 49,96% trong tổng dân số.
Năm 2020, lực lượng lao động từ 15 tuổi trở lên của tỉnh Bạc
Liêu đạt 525.275 người, tăng 915 người so với năm 2019; Tổng số
lao động từ 15 tuổi trở lên đang làm việc hàng năm là 508.135 người,
tăng 502 người so với năm 2019, trong đó: Khu vực kinh tế nhà nước
có 27.336 người, chiếm 5,38%; khu vực kinh tế ngoài Nhà nước là
477.647 người, chiếm tỷ trọng cao nhất với 94%; số lao động làm
việc trong khu vực đầu tư nước ngoài là 3.152 người, chiếm 0,62%.
Tỷ lệ thất nghiệp của lực lượng lao động trong độ tuổi năm 2020
là 3,26%, trong đó: Tỷ lệ nam là 3,09%; nữ là 3,44%; Khu vực thành
thị 2,84%; Khu vực nông thôn 3,34%. Tỷ lệ thiếu việc làm của lực
lượng lao động trong độ tuổi là 0,6%; Tỷ lệ nam thiếu việc làm chiếm

0,58%; Tỷ lệ nữ là 0,62%; Khu vực thành thị 0,55%; Khu vực nông
thôn 0,62%.
b. Giáo dục
Năm 2020 - 2021, tồn tỉnh có 85 trường mầm non, giảm 03
trường so với năm học trước; 200 trường phổ thông, giảm 03 trường
so với năm học trước, bao gồm: 118 trường tiểu học, giảm 03 trường;
59 trường trung học cơ sở; 14 trường trung học phổ thông; 03 trường
phổ thông cơ sở và 06 trường trung học cơ sở.
Số giáo viên mầm non là 1.664 giáo viên, tăng 0,97% so với
năm học trước; Số giáo viên phổ thông giảng dạy là 6.117 giáo viên,

giảm 109 giáo viên so năm học trước, bao gồm: 3.083 giáo viên tiểu
học, 2.257 giáo viên trung học cơ sở, 777 giáo viên trung học phổ
thông. Phần lớn giáo viên phổ thơng đều có trình độ đào tạo đạt chuẩn
và trên chuẩn.
Tồn tỉnh có 25.219 trẻ em đi học mẫu giáo, giảm 2% so với
năm học trước; 139.819 học sinh phổ thông, bao gồm: 74.723 học
sinh tiểu học; 46.939 học sinh trung học cơ sở; 18.157 học sinh trung
học phổ thơng.
Bạc Liêu hiện có: 01 trường đại học, số giáo viên là 238 giảng
viên; số sinh viên đại học có 2.140 sinh viên; 03 trường cao đẳng, với
205 giáo viên, sinh viên cao đẳng có 1.615 sinh viên.
c. Y tế
Số cơ sở khám chữa bệnh do địa phương quản lý là 80 cơ sở,
trong đó có 13 bệnh viện, 01 phòng khám đa khoa khu vực và 64 trạm
y tế xã, phường. Số giường bệnh do địa phương quản lý là 2.789
giường bệnh, tăng 185 giường so với năm 2019, trong đó có 2.450
giường bệnh viện; 10 giường phòng khám đa khoa khu vực; 279
giường bệnh tại trạm y tế xã, phường. Số giường bệnh do địa phương
quản lý bình quân 1 vạn dân năm 2020 là 30 giường bệnh.

Năm 2020, số nhân lực y tế do địa phương quản lý là 4.107
người, tăng 26 người so với năm 2019, trong đó: 3.516 nhân lực làm
việc trong ngành Y; 591 người làm việc trong ngành Dược. Số bác sỹ
bình quân 1 vạn dân là 11 người trong.
Tỷ lệ trẻ em dưới 5 tuổi bị suy dinh dưỡng cân nặng theo tuổi là
9,01%; Tỷ lệ trẻ em dưới 5 tuổi bị suy dinh dưỡng chiều cao theo tuổi
là 17,82%; Tỷ lệ trẻ em dưới 5 tuổi bị suy dinh dưỡng cân nặng theo
chiều cao là 13,46%.

d. Đời sống dân cư
Đời sống của dân cư trên địa bàn tỉnh Bạc Liêu tiếp tục được cải
thiện. Một số chỉ tiêu về mức sống dân cư trong năm 2020 đều theo
hướng tích cực và tăng so với năm 2019.
Tỷ lệ hộ nghèo tiếp cận đa chiều đã giảm từ 1,38% của năm
2019 xuống cịn 0,47% trong năm 2020; thu nhập bình qn đầu
người mỗi tháng theo giá hiện hành đạt 3.958 nghìn đồng, tăng
28,51% so với năm 2019; tỷ lệ dân số đô thị được cung cấp nước sạch
đạt 70,95%; tỷ lệ hộ được sử dụng nguồn nước hợp vệ sinh là 100%;
tỷ lệ hộ dùng hố xí hợp vệ sinh đạt 85,65%.
Năm 2020, ảnh hưởng của biến đổi khí hậu làm cho tình trạng
hạn hán, thiếu nước, xâm nhập mặn trong mùa khô xuất hiện sớm và
gây thiệt hại nặng nề đến đời sống sinh hoạt của người dân, đặc biệt
là hoạt động sản xuất nơng nghiệp.
e. Trật tự an tồn xã hội
Năm 2020, trên địa bàn tỉnh Bạc Liêu đã xảy ra 35 vụ tai nạn
giao thông (chủ yếu là tai nạn giao thông đường bộ). Tai nạn xảy ra
đã làm 22 trường hợp tử vong; 29 trường hợp bị thương.
Trong năm, toàn tỉnh xảy ra 6 vụ cháy nổ, làm 01 người tử
vong, gây thiệt hại 8.610 triệu đồng. Để phịng chống cháy nổ, các
đơn vị chức năng ln chủ động thực hiện các phương án phòng cháy,
chữa cháy và đồng thời phân công lực lượng trực 24/24 ở những nơi
nguy hiểm.

Khái quát lại:
Năm 2020 là năm cuối tỉnh Bạc Liêu thực hiện kế hoạch phát
triển kinh tế xã hội nhiệm kỳ 5 năm (2016 - 2020), đây cũng là năm
tiến hành đại hội Đảng các cấp, tiến tới Đại hội đại biểu tồn quốc lần

thứ XIII của Đảng. Do đó, năm 2020 được xem là thời điểm “tăng tốc”
quyết định thực hiện thắng lợi mục tiêu “Phấn đấu đến cuối nhiệm kỳ,
Bạc Liêu đứng vào tốp các tỉnh khá trong khu vực và trung bình khá
của cả nước”.
Kinh tế - xã hội tỉnh Bạc Liêu năm 2020 diễn ra trong bối cảnh
kinh tế thế giới và trong nước có nhiều diễn biến phức tạp. Tác động
nặng nề của đại dịch Covid - 19 đã đặt ra nhiều khó khăn thách thức
cho cả nước nói chung và tỉnh Bạc Liêu nói riêng. Thêm vào đó, tình
trạng xâm nhập mặn, ngập lụt do mưa bão, triều cường dâng cao gây
nhiều khó khăn cho hoạt động sản xuất nông nghiệp; một số nơi dịch
tả lợn Châu Phi vẫn còn tái phát; sản xuất cơng nghiệp đình trệ đặc
biệt là mặt hàng thủy sản do khơng thuận lợi về thị trường xuất khẩu...
Trước tình hình đó, với quyết tâm thi đua vượt khó, hồn thành
nhiệm vụ mục tiêu của cả nhiệm kỳ, Tỉnh ủy, HĐND, UBND tỉnh Bạc
Liêu đã kịp thời chỉ đạo quyết liệt các cấp, các ngành trên địa bàn thực
hiện đồng bộ, có hiệu quả các giải pháp vừa phịng chống dịch bệnh,
vừa phát triển kinh tế - xã hội theo tinh thần các Nghị quyết, Chỉ thị

toàn xã hội trong bối cảnh đại dịch Covid-19.

OVERVIEW ON SOCIO-ECONOMIC SITUATION
IN BAC LIEU PROVINCE IN 2020
1. Economic growth
The Gross regional domestic product (GRDP) of the province in
2020 was estimated to increase by 4.08% compared to 2019. Of which,
the agriculture, forestry and fishery sector grew by 3.52%; industry and
construction sector rose by 7.71%; service sector edged up by 2.79%;
product taxes less subsidies on production went up by 4.21%.
The Gross regional domestic product (GRDP) per capita was
estimated at 54.37 million VND. The economic structure in 2020
continued to shift towards industrialization, of which the agriculture,
forestry and fishery sector accounted for 42.57%; industry and
construction sector shared 19.20%; the service sector represented
33.15%; product taxes less subsidies on production contributed 5.08%
to the economy’s overall structure.
2. State budget revenue, expenditure and insurance
In 2020, the total state budget revenue in Bac Lieu province was
estimated at 11,150.65 billion VND, decining by 1,58% over the same
period of the previous year.
The total budget expenditure in Bac Lieu province reached
10,882.34 billion VND, increased by 18.08% over the same period of
the previous year. Some large expenditures include: expenditure on
economic services was 783.70 billion VND; expenditure on education
and training reached 1,499.80 billion VND; expenditure on health care
made up 583.25 billion VND, etc.

Total insurance revenue in 2020 reached 1,294 billion VND, an
increase of 4.08% compared to 2019, of which: social insurance

revenue was 606 billion VND, an augment of 5.97%; health
insurance revenue reached 649 billion VND, a growth of 2.39%;
unemployment insurance revenue was 39 billion VND, a rise of 4%
over the same period of the previous year. Total insurance
expenditure in 2020 was 1,480 billion VND, equaling 94.22% of
that in the same period of the previous year, of which social
insurance expenditure was 603 billion VND, edging up by 11.67%;
health insurance expenditure attained 813 billion VND, equaling
82.39% of that in the same period of the previous year;
unemployment insurance expenditure was 64 billion VND, jumping
up by 45.45% over the same period of the previous year.
3. Investment - construction
The total realized investment in the Bac Lieu province in 2020
at current prices reached 27,542.31 billion VND, an increase of
17.83% compared to 2019, of which: State sector reached 3,768.42
billion VND (accounting for 13.68% of the total realized investment
of the whole province), an augment of 10.74% over the same period
of the previous year; the non-state sector reached 23,614.10 billion
VND (sharing 85.74%), a growth of 18.71%; FDI sector gained
159.79 billion VND (representing 0.58%), a jump of 101.38% over
the previous year.
Regarding FDI attraction: In 2020, the province had 01 FDI
project newly launched with a total registered investment of
4 billion USD.
4. Consumer price index, gold and US dollar price index
By 2020, although prices of some essential commodities rose
again, the inflation was controlled within the allowable limit under
the instruction of the concerned authorities at all levels to

synchronously implement measures from production, consumption
and regulation of supply and demand, prices stabilization, etc.
Average consumer price index (CPI) in 2020 increased by
6.12% compared to that in 2019. The CPI in December 2020 rose by
3.54% over the same period of the previous year and grew by 0.45%
over the previous month.
Gold price index in December 2020 increased by 29.35% over
the same period of the previous year; the annual average of 2020
grew by 26.55% compared to that of 2019.
The US dollar price index in December 2020 edged up by
0.01% compared to that in December 2019; the average 2020
increased by 0.16% compared to the annual average of 2019.
5. Enterprises, cooperatives and non-farm individual
business establishments
The number of acting enterprises as of December 31st, 2019 in
Bac Lieu province was 1,858 enterprises, an increase of 20.10%
compared to 2018 (equivalent to an augment of 311 enterprises), of
which: Non-state enterprises accounted for 99.46% of the total
number of enterprises with 1,848 enterprises, going up by 20.47%;
FDI enterprises reached 06 enterprises, reducing by 14.29%; the
number of state-owned enterprises was 04 enterprises, declining by
33.33% compared to 2018.
There were 34,132 employees working in the enterprises,
going up by 7.68% over the same period in 2018, of which: the
number of employees working in the non-state enterprises was
31,311 persons, an increase of 9.73%; the number of employees
working in the FDI enterprises was 2,455 persons, equaling 93.38%;
the number of employees working in the state-owned enterprises
was only 366 persons, equaling 68.54% of that in the same period of

the previous year.

In 2019, there were 84 acting cooperatives in the province, an
increase of 9.09% compared to 2018 (an expansion of 07
cooperatives). The number of employees working in the cooperatives
was 4,637 persons, climbing up by 17.69% over the same period of
the previous year.
The number of non-farm individual business establishment in
2020 in the province was 56,917 establishments, equaling 96.77% of
that in 2019 (a downturn of 1,898 establishments).
6. Production and business result in some areas
a. Agriculture, forestry and fishery
The production of cereals of the whole province in 2020 reached
1,172.18 thousand tons, going up by 2.05% over the same period of
the previous year (equivalent to an increase of 23.55 thousand tons).
Of which, rice production reached 1,171.13 thousand tons, edging up
by 2.05% (equivalent to a growth of 23.50 thousand tons): winterspring rice production reached 364.18 thousand tons; summer-autumn
rice production reached 585.38 thousand tons; winter (autumn-winter)
rice production reached 221.57 thousand tons. The production of
maize (corn) was 1,048 tons, edging up by 4.9% over the same period
of the previous year.
In 2020, the newly concentrated planted forests area of Bac Lieu
province reached 1.57 ha, equaling 2.37% of that in the same period
of the previous year. The total newly planted forest area was
protection forest. The wood production reached 4,320m3, an increase
of 2.49% over the same period of the previous year.
In 2020, the aquatic production reached 380.75 thousand tons, an
increase of 5.74% over 2019. Aquaculture production gained 257.68

thousand tons, an expansion of 6.54%; aquatic capture production
reached 123.07 thousand tons, a rise of 4.11%. During the year, the
province continued to implement the project “Restructuring of the

fishery sector of Bac Lieu province up to 2020, vision to 2030 towards
increasing the value added and sustainable development”. With the
aim to make “Bac Lieu become the shrimp industrial center of the
country” under the direction of the Prime Minister, Bac Lieu invested
to build "Hi-tech Agricultural Zone for shrimp industry". Currently, the
project has completed 90% of the technical infrastructure of the 1st
phase and has selected 9 enterprises to invest in the area.
b. Industry
The index of industrial production in 2020 increased by 4.11%
compared to that in 2019. Of which: the index of the mining (salt
mining) grew by 11.17%; the processing and manufacturing rose by
5.13%; the index of electricity, gas, steam and air conditioner
production and supply equaled 92.85% of the index in the same
period of the previous year. Finally, the water supply, waste
management and remediation activities increased by 12.61% over the
same period of the previous year.
In 2020, production of some main industrial products in Bac
Lieu province increased significantly over the previous year, such as:
frozen fishery products for export reached 97,146 tons, edging up by
9.80%; iodized salt reached 10,152 tons, rising by 5.09%; commercial
electricity achieved 1,101.40 million kwh, growing by 5.21%;
running water recorded 19,285.89 thousand m3, jumping up by
80.49%; beer of all kinds reached 31.98 million liters, equaling
66.03% of the figure in the same period of the previous year, etc.

c. Trade and services, transport
In 2020, the gross retail sales of consumer goods and services in
Bac Lieu province reached 63,838.64 billion VND, an increase of
3.69% over the previous year.
The travelling turnover in 2020 of Bac Lieu province reached
4.64 billion VND, a growth of 87.05% over the same period of the

previous year. The number of overnight visitors was 620.81 thousand
persons, equaling 87.51% of that in the same period of the previous
year; the number of daily visitors was 2,400.15 thousand persons,
equaling 91.15%; the number of tourists served by accommodation
establishments reached 3,020.97 thousand persons, equaling 90.38%
of that in the same period of the previous year.
The number of passengers carried in 2020 reached 128.22
million passengers, an increase of 4.67% over the same period of the
previous year; the number of passengers traffic was 3,006.29 million
passengers.km, a spread of 4.32% over the same period of the
previous year.
The volume of freight carried in 2020 reached 17.33 million
tons, an augment of 5.44% over the previous year; the volume of
freight traffic was 821.91 million tons.km, a rise of 4.75% over the
same period of the previous year.
7. Cultural and Social issues
a. Population, labor and employment
The average population in 2020 of Bac Lieu province reached
913,481 persons, an increase of 5,240 persons, equivalent to an
increase of 0.58% over 2019. Of which, the urban population was
253,644 persons, accounting for 27.76%; rural population was

659,837 persons, sharing 72.23%; male population was 457,072
persons, representing 50.04%; female population reached 456,409
persons, contributing 49.96% to the total population.
In 2020, the labor force aged 15 and over in Bac Lieu province
reached 525,275 persons, an increase of 915 persons compared to
that in 2019; the number of employed population aged 15 and over
in the year was 508,135 persons, an augment of 502 persons
compared to that in 2019, of which: the state sector possessed
27,336 persons, accounting for 5.38%; the non-state sector had

477,647 persons, sharing the highest proportion with 94%; the
number of employees working in the FDI sector was 3,152 persons,
representing 0.62%.
The unemployment rate of labor force at working age in 2020
was 3.26%, of which: the rate of male was 3.09%; female was
3.44%; urban area was 2.84%; rural area was 3.34%. The
underemployment rate of the labor force at working age was 0.6%;
the rate of male was 0.58%; female was 0.62%; urban area was
0.55%; rural area was 0.62%.
b. Education
In the school year 2020-2021, the province had 85 kindergartens, a
decrease of 3 kindergartens compared to the previous school year; 200
general schools, a downturn of 03 schools compared to the previous
school year, of which: 118 primary schools, a reduction of 03 schools;
59 lower secondary schools; 14 upper secondary schools; 03 basic
general schools and 06 secondary schools.
The number of preschool teachers was 1,664 teachers, an increase
of 0.97% over the previous school year; the number of classroom

teachers in general education was 6,117 persons, a decline of 109
teachers against the previous school year, of which: 3,083 primary
school teachers, 2,257 lower secondary teachers, and 777 upper
secondary school teachers. Almost all general teachers reached at least
qualification standard.
There were 25,219 children attending kindergartens in the
province, a decline of 2% against the previous school year; 139,819
general school pupils, of which: 74,723 primary school pupils; 46,939
lower secondary school pupils; 18,157 upper secondary school pupils.
Bac Lieu currently had: 01 university with 238 lecturers and 2,140
students; 03 colleges with 205 lecturers and 1,615 students.

c. Health
The number of locally-managed health establishments was 80,
of which 13 hospitals, 01 regional polyclinic and 64 medical service
units in communes and wards. The number of locally-managed
patient beds was 2,789 beds, an increase of 185 beds compared to
2019, of which 2,450 hospital beds; 10 beds in regional polyclinics;
279 patient beds in commune and ward medical service units. The
number of locally-managed patient beds per 10,000 inhabitants in
2020 was 30 beds.
In 2020, the number of health staff under local management was
4,107 persons, an increase of 26 persons over 2019, of which: 3,516
persons in health sector; 591 persons in the pharmaceutical sector.
The number of doctors per 10,000 inhabitants was 11 persons.
The rate of under- 5-year children with weight-for-age
malnutrition was 9.01%; the rate of under- 5-year children with
height-for-age malnutrition was 17.82%; the rate of under- 5-year

children with weight-for-height malnutrition was 13.46%.
d. Living standards
Living standards of people in Bac Lieu province were improved.
Some living standard indicators in 2020 showed both positive values
and upward trend compared to 2019.
The rate of multi-dimensional poverty households decreased
from 1.38% in 2019 to 0.47% in 2020; monthly income per capita at
current prices reached 3,958 thousand VND, an increase of 28.51%
compared to 2019; proportion of urban population with access to
clean water sources reached 70.95%; the proportion of households
using hygienic water sources was 100%; the proportion of households
using hygienic latrine was 85.65%.
In 2020, due to climate change, the drought, water shortage and
saline intrusion in the dry season occurred early and caused serious
damage to people's daily life, especially agricultural production.

e. Social order and safety
In 2020, in the province of Bac Lieu, there were 35 traffic
accidents (mainly road traffic accidents). The traffic accidents caused
22 deaths and 29 injured persons.
In the year, the province had 6 fires and explosions, killing 01
person and causing a damage of 8,610 million VND. In order to
prevent fire and explosion, functional agencies always actively
implemented the fire prevention and fighting plans and at the same
time assigned forces to be on duty 24/24 hours in high-risk locations.
In summary:
2020 was the of the previous year Bac Lieu province
implemented the 5-year socio-economic development plan (2016 2020) and the year Party congresses at all levels were organized

towards the 13th National Congress of the Communist Party of Viet
Nam. Therefore, the year 2020 was considered to be the “speeding
up” and decisive time to successfully implement the target “At the
end of term, Bac Lieu strove to be one of the developed provinces in
the region and the above-average provinces in the country”.
The socio-economy of Bac Lieu province in 2020 witnessed
many complicated developments of the world and domestic
economies. The heavy impact of the Covid-19 epidemic posed many
difficulties and challenges to the country in general and Bac Lieu
province in particular. In addition, saline intrusion, flood caused by
storms, high tides caused many difficulties to agricultural production
activities; African swine fever was still recurring in some places;
industrial production stagnated, especially fishery production due to
disadvantages of export markets, etc.
In this situation, with the determination to emulate difficulties
and fulfill the targets of the whole term, the Provincial Party
Committee, People's Council, and People's Committee of Bac Lieu

Province promptly directed local authorities at all levels to
implement synchronously and effectively measures for epidemic
prevention and socio-economic developement in accordance with
resolutions and directives of the Government, especially Resolution
No. 84/NQ-CP dated 29th May 20201, etc. Therefore, the local socioeconomic situation in 2020 was improved and witnessed many
positive changes.
