FOREWORD
On the occasion of the 10'" anniversary of the establishment of diplomatic
relations between Vietnam and the Republic of Korea, the Conference on "Vietnam
Korea Relations: Ten years and beyond" was jointly organized by the Institute for
International Relations of the Ministry of Foreign Affairs of Vietnam and the
Embassy of the Republic of Korea in Hanoi, on December 4-5, 2002. The
conference involved the attendance of the most distinguished schola1s, professors
and many senior academic and high ranking officials from Vietnam and the
Republic of Korea.
The conference is a good opportunity for officials, scholars and researchers from
the two countries to meet, exchange views and review the cooperation in the past ten
years and recommend concrete policies to; further develop the Vietnam Korea
relatioi1s in the future. This is also an opportunity to improve the mutual
understandings between the Vietnamese and Korean people and one activity to
celebrate the ·w·h anniversary of the establishment of diplomatic relations between
Vietnam and the Republic of Korea.
Given the substantial and meanmgfulresult of this conference, we are of the view
that this scientific activity should be sustained and promoted. Hereby, we would like
to express sincerely thanks to participants for their enthusiastic contribution and to

AT THE SEMINAR .. VIETNAM- REPUBLIC
OF KOREA RELATIONS: 10 YEARS AND BEYOND"

Your Excellency Mr. Paik Nak Wan, Ambassador Extraordinary and Plenipotentiary of
the Republic of Korea to Vietnam,
Your Excellency Mr. Lee Sang Ock, Former Foreign Minister of the Republic of Korea,

Distinguished delegates,
It gives me great pleasure to attend the seminar "Vietnam the Republic of Korea Relations: 10 years and
beyond". I would like to thank the Institute for International Relations of the Ministry of Foreign Affairs of
Vietnam and the Embassy ofthe Republic of Korea in Vietnam for their efforts to make this seminar possible on
the occasion of the 1 0~' anniversary of the establishment of diplomatic relations between Vietnam and the
RepublicofKorea.

On behalf o1 the Ministry of Foreign Affairs of Vietnam, I would like to warmly welcome all Korean and
Vietnamese delegates to this seminar. My special welcome is extended to H.E. Mr. Lee Sang Ock, former
Foreign Minister of the Republic of Korea. 10 years ago in Hanoi he was the person who signed, on behalf of
the Government of the Republic of Korea, the Joint Statement on the establishment of diplomatic relations
between the two countries.
On 22 December 1992, 'Jietnam and the Republic of Korea released a Joint Statement on the
Establishment of the Diplomatic Relations at the ambassadorial level on the basic of equality, respect for
independence, sovereignty and the UN Charter. This event was of great significance in the history of the
Vietnam - Republic of Korea relations. In indicated our two peoples' will and aspirations to close the past and
look forward to the future, and develop the bilateral friendship and mutually beneficial cooperation. This
decision was in consonant with the development trend of the world and contributed to peace, stability,
cooperation and development in Asia Pacific and the world as awhole.
Distinguished delegates,
A Korean saying goes: "Mountains and rivers may change in the course of 10 years". Today, we are
gratified to see that over the past decade, the Vietnam - Republic of Korea friendship and cooperation have
seen strong growth in all areas. Our two countries have regularly exchanged delegations, including high level
ones, while economic cooperation and cultural and educational exchanges have been strongly promoted. The
Republic of Korea has become Vietnam's important economic partner, ranking 4th and 5r~~ among Vietnam's
largest foreign investors and trading partners respectively. Cooperation in other areas of labour, tourism,

science and technology has also seen rapid expansion. The Republic of Korea has been implementing
various socio economic projects in Vietnam through the provision of soft loans and grants. The two countries
have worked closely with each other in international forum, such as ASEAN plus 3, ASEAN plus 1, APEC,
ASEM, the WTO and the United Nations.
The Government and people of Vietnam highly value the cooperative relations betwe~n Vietnam and the
Republic of Korea over the past 10 years. The effective cooperation between the two countries has positively

contributed to the renewal , social economic development and international integration of Vietnam as well as
to the economic development and internationalization of the Republic of Korea.
In the past 10 years, mutual understanding and confidence between the two peoples have been raised,
which play an essential role in the development of the bilateral friendship and cooperation. For certain, few
nations in the world have as many similarities in culture, history, customs and tradition as the Vietnamese and
the Koreans. These similarities facilitate mutual understanding and close relations between the Vietnamese
and the Korean people as well as the promotion of bilateral cooperation. At the ~ame time, sincere and
effective cooperation in various areas in its turn has enhanced and consolidated mutual understanding and
confidence. In August 2001, President of the Socialist Republic of Vietnam Tran Due Luong paid a state visit to
the Republic of Korea, where he and President Kim Dae Jung agreed to build the Vietnam Republic of Korea
relations into a "comprehensive partnership in the 21 '1century".
Ladies and Gentlemen,
In recent time, we have jointly organised with great joy many activities in our respective countries in
commemoration ofthe 10111 anniversary of the establishment of the diplomatic relations. The highlights of these
events were marked by the visit to Vietnam of the Republic of Korea's Prime Minister Lee Han Dong in April
2002 and that to the Republic of Korea of Vietnam's Standing Deputy Prime Minister Nguyen Tan Dung in
August 2002. Today, we have the great pleasure to meet with Mr. Lee Sang Ock, former Foreign Minsterofthe
Republic of Korea. He returns to Hanoi to attend the Korean cultural week in Vietnam. Our former Deputy
Prime Minister, former Minister of Foreign Affairs Nguyen .Manh Cam, who on behalf of the Vietnamese
Government signed the Joint Statement establfshing the bilateral diplomatic relations, will also visit the

Republic of Korea and attend the Vietnamese cultural week in the near future.
To celebrate the 10111 anniversary of the bilateral relations, we should not only look back on the past but also
look forward to the future. The similarities in culture and history, the great achievements of the bilateral
relations over the past 10 years, and the mutually complementary potentials all serve as firm foundations for
our two nations to strongly boost the bilateral comprehensivepartnership in the years to come. On this basis,
we should deepen our relations in the diplomatic and political spheres, and promote regular contacts between
agencies of the two countries at all levels. Vietnam and the R Republic of Korea should focus economic
cooperation on the areas of high technology, information technology, and manufacturing. Besides, the two
countries should promote exchange in the fields of culture, tourism, and sports. With its special position,
Vietnam will spare no effort to contribute to the improved relations between the people on the Korean
Peninsula towards the achievement of peace and national reunification. All above mentioned goals are to
realize the agreement signed by high level leaders of our two countries on a "Comprehensive Partnership on
the 21st century".
This Seminar as a part of the Korean Week in Vietnam provides a good opportunity for us to review the path
traveled over the past 10 years and set out guidelines for the development of the two countries' relations in the
future. I strongly believe that distinguished delegates and scholars of the two countries, by your profound
knowledge and rich experience, will have a sound assessment of the development of relations between
Vietnam and the Republic of Korea over the past years. We need to draw both successful and lessons and
experience. On that basis, we can have candid and open discussion to work out concrete and practical
measures to realize our leaders' agreementto build a "Comprehensive Partnership in the 21st century".

Dear Friends,
First of all, on behalf of the Institute for International Relations, I would like to extend the warmest greetings
to distinguished guestsand participants to this Conference today.
Dear friends,
Ten years have passed since December 22, 1992 when Vietnam's Foreign Minister Nguyen Manh Cam
and Republic of Korean Foreign Minister Lee Sang Ock singed the joint statement to establish diplomatic
relations, marking a new chapter in the relationship between the two countries.
In the past ten years, relations between the two countries have recorder tremendous progress in all fields
such as political, economic, trade and educational fields ...
It's noteworthy to poiQt out that few relationship among nations in the region can achieve progress of that
magnitude in such a short period of time. And that in turn poses a great challenge as how to maintain that

vigorous rate of development in the future. This is precisely the goal of the academic conference "Vietnam
Korea relations: Ten years and beyond" jointly organized by the Institute for International Relations, Ministry of
Foreign Affairs and the Republic of Korean Embassy in Vietnam.
This conference is a good opportunity for officials, researchers and businessmen from the two countries to
meet, exchange views and review the cooperation in the past and recommend concrete policies to further
develop the Vietnam Korea relations in the 21•ccentury. This is also an opportunity to improve the mutual

understandings between the Vietnamese and Korean people and one activityto celebrate the 10 anniversary
of the establishment of diplomatic relations between the two countries.
We are confident that the participation of high ranking officials, senior researchers, businessmen will
guarantee an useful and interesting discussion.
We hope that this seminar will be a bridge to connect ideas from academia with actions of government
officials to further improve Vietnam Korea relations.

len 2,299 ty USD vao cu6i nam 2001. 8 thang dau nam 2002, kim ng9ch thuang m9i giva hai nu6'c da dc;Jt 1,676
tY USD, trong d6 Vi$tNam nh~p 1,375 ty USD va xuat 301 tri$u USD.
Ve vi$n trq phat trien den nay Han Qu6c da danh cho Vi$t Nam 148 tri$u uso tin d~ng uu dai tv Ouy Vi$n
trq phat trien (EDCF) va vi$n trq khong hoan lc;Ji 34 tri$u USD. Cac khoan vi~n trq nay da va dang thiet thlf.c gop
phan vao cong CUQC phat trien kinh te cua Vi$t Nam, nang cao doi song cua nhan dan tc;Ji cac khu Vl!C con c6

Ladies and Gentlemen,
First of all, allow me to express my gratitude to the Institute for International Relations, MOFA and The
Embassy of the Republic of Korea in Vietnam for giving me the opportunity to deliver this speech on Vietnam

Korean relations at the conference entitled 'Vietnam Korea Relations :ten years and beyond" to celebrate the
1Olh anniversary of the establishment of diplomatic relations between the two countries. It is a great honor for
me and my colleages at the Asia 1Department of MOFA, a unit responsible for the relations between Vietnam
and the Republic of Korea.
Ladies and gentlemen,
For the past ten years, since the signing of the Joint Statement on the establishment of diplomatic relations
between Vietnam and the Rebublic of Korea, the Vietnam-Korea friendship and cooperation relations have
been developing rapidly and very well in all fields, meeting the interests and aspirations of the people and the
governments of the two countries, making great contributions to the maintenance of peace, stability and
development in the Asia-Pacific region and the world over.

In political relations, we have established the mechanism of visits and meetings among high-ranking
leaders of the two countries. Top leaders of Vietnam such as the CPV General Secretary, the president, the
Prime Minister and the chairman ofthe National Assembly; and the Korean counterparts have exchanged their
officalvisits of friendship. Their high-level visits and talks have played impotant parts not only in strenthening
the mutual understanding and trust but also in discussing and determining major measures to develop the ~o
sides' cooperation in conformity with the practical conditions of each country and of the world.
The two governments have rapidly created a legal foundations facilitating the cooperation of all fields by
the signing of series of treaties and agreements at the governmental, ministerial and provincial levels such as
the agreement on economic, scientific and technological cooperation; the agreement on investment
promotion and protection, aviation accord, trade greement, the anti- double taxation agreement, the
agreement on cultural cooperation, the agreement on shipping, the agreement on customs and the
agreement on tourism cooperation, ect...

levels such as the annual ministerial meetings, the Inter Governmental Vietnamese-Korean Commission for
economic, scientific and technological cooperation, the mechanism for information exchange, the mechanism
for the diplomatic cooperation between the two countries' diplomatic representations in the third country and at
international organizations, etc. , as well as the regular exchange of visits among mass organizations of
friendship have made important contributions to ever strenthening the mutual understanding, friendship and
cooperation between Vietnam and Korea in a wider range and in depth
It is necessary to add that being the two nations in the Asia-Pacific and members of many important
regional and international organizations, sharing the goal of peace, stability, cooperation and development,
Vietnam and South Korea have regularly exchanged views, coordinanated and supported each other at
different forums and meetings such as ASEAN+3, ASEAN +1, ASEAN, ARF, ASEM, APEC, WTO, and the
United Nations, etc. We highly valued the active support of Korea to Vietnam in its activities and its hosting
many international events such as the Sixth ASEAN Summit Meeting (in December 1998}, the Fifth ASEM
Meeting (in 2004), Vietnam's entry into the WTO, etc. For our part, the people and government of Vietnam
have always showed our sympathy with and support for the legitimate a~pirations for peace, consolidation and
unification on the Korean Peninsular ofthe goverment and people of South Korea
Ladies andgentlemen,
Beside the political and diplomatic relations, the economic cooperation between Vietnam and Korea has
developed quickly and effectively, making the two countries the two important partners inthe past ten years.
In the investment field, South Korea is one of the earliest countries investing in Vietnam in many important

industries of Vietnam's economy such as iron refining, automobile manufacturing, ship building, electronics.
construction, light industry, etc. So far, many Korean corporations and companies such as the Huyndai, the
Samsung, the LG, the Posco and the Daewoo have been present in Vietnam with more than 400 projects.
South Korean has ranked the 4th among those directly investing in Vietnam with its registered investment
capital amounted to US$ 3.383 billion.
In the field of trade, the two-way trade volume between Vietnam and South Korea has increased ten times
from US$ 200 million in 1992 to US$ 2.299 billion in late 2001. For the first eight months of 2002, their trade
has reached US$ 1.676 billion, of which Vietnam's imports valued US $ 1.375 billion and exports worth US$
301 million.
In development aid, so far South Korea has granted Vietnam the preferential credit of US $ 148 million from
the Economic Development Credit Fund (EDCF) and US$ 34 million from non-refundable aid. These funds
have practically contributed to the cause of economic development in Vietnam, improved the living standards
of those in regions of many difficulties in Vietnam, wiped off the complex in the past and developed the
friendship relations toward the future between the people ofthe two countries.
In the field of human resource development. up to now there have been over 1000 Vietnamese people
participating in different courses offered by South Korea. South Korea has also sent over 30 experts and about
90 volunteers to Vietnam to help the country.
To June 2002, Vietnam has sent 47,000 people to work in South Korea (account for 30% of the total
Vietnamese laborers sent abroad). Currently, all Korean investment projects in Vietnam have created
employment for nearly 100,000 Vietnamese people. South Korea has also assisted Vietnam in the field of
vocational training and training workers of high skills through the sending of Korean experts to Vietnam,
inviting Vietnamese teachers to Korea to study, helping Vietnam to build vocational training schools of high
quality. These have not only created jobs but also played an important role in improving the knowledge and
skills of Vietnamese laborers; developing the human resources of Vietnam to meet the demand of the process
of modernization and industrialization.
In tourism, in recent years, Korean tourists to Vietnam have been on the rise at 30% per year and the

number stayed at 75, 000 turns of people in 2001.1n the first six months of 2002, there were 43,482 turns of

South Korean people to visit Vietnam, an increase of 56.5 % compared to the same period of 2001. The
number of Vietnamese tourists to South Korea has also increased. The signing of the Agreement on Tourism
Cooperation between the two governments in August this year will certainly open a new chapter in the
cooperation in thisimportant field of cooperation.
Ladies and gentlemen!
Ten years is just a short period oftime, yet the friendly relationship between Vietnam and South Korea has
recorded remarkable achievements and new developments. This is because the people andthe governments
of the two countries have shared the aspiration of" putting aside the past. looking forward to the future", and
have strived to build up the Vietnam Korea relations offriendship, for the interests of the two peoples, and also
for peace and stability in the region and in the world.
Ladies and gentlemen,
As we are here today, looking back the road we have gone through in the past 10 years, we are quite
pleased with what we have achieved. However, we do realize clearfy that to the aspirations of the people of the
two countries, and to the potentials of their cooperation, these achievemnts are still at a modest level. To
successfully develop their "comprehensive cooperation in the 21" century", as noted by the leaders of the two
countries, apart from the close governing of the two governments, it needs the efforts made by all industries
and locals, gill riots, particularly by experts, scholars and the people of the two countries to bring into full play
those recorded achievements and to overcome existing shortcomings so as to open a new bright future to
Vietnam Korea cooperation for mutual benefits. In this spirit, I would like to present some of my thoughts for
your reference:
In political relations, at the demand of turning the relations between the two countries into a new page in
quality and in the context of new complex developments in the region and the world, the two countries' leaders
need to maintain and further promote their bilateral visits or increase their contacts at multinational forum
meetings so as to exchange their views and orientations for the development of their cooperative relations.
The mutual understanding and trust of lhe two countries' high- ranking officials are solid foundations for
further development of their comprehensive cooperation relations. We need to maintain the existing dialogue
channel3, particularly the annual meeting between the two foreign ministers to review and examine the
implementations of high-level agreements, to further develop their comprehensive cooperation as well as the
annual meeting of the lnter-governmenmental Vietnamese- Korean Commission for economic, scientific and
technological cooperation. We also need to encourage the contacts and cooperation at all levels, among

industries and locals; promote the development of people's diplomacy, further strengthen the coopreration
and coordination at important international forums and meetings.
In economic cooperation, the two sides need to find out effective measures to sustain their high rate of
development and maintain stability in trade and investment.
In the coming years, we will strive to increase our two- way trade volume to US $ 3-4 billion, and at the
same time to reduce the current trade imbalance. The two sides need to have a suitable mechanism to
develope their trade in line with the changes in the region and the world such as the entry of Vietnam to the
WTO, the establishment of AFTA and the free trade market between China and ASEAN, etc. In investment
field, investment environment in Vietnam needs strong improvement to creat favorable conditions for South
Korean enterprises doing business in Vietnam and to attract more investment. As Vietnam US economic
relationship has positively developed, Vietnam and South Korea can cooperate in production to increase our
exports to the American market and others.
In development aid, Vietnam hopes that South Korea continues to be interested. in the course of
development in Vietnam in the new phase of industrialization and modernization of its economy; continues to

provide special preferential credits and non- refundable aid to Vietnam at larger scales. Vietnam will strive to
use these credits and aid more effectively.
We wish to further strengthen our cooperation in the fields of research, technology transfer, particulary in the
fields that South Korea has the advantage such as informatics, tele-communication. Also we wish to increase
our cooperation in the fields of exploration and exploitation of natural resources, tourism and labor, etc.
The development of economic cooperation can be sustained on the basis of trust, equality, mutual benefits
or in other words in the spirit of "Win-Win" among parters. It is certain that the potentials for expanding the
economic cooperation between the two countries are huge. Vietnam places high priority on South Korean
position in its strategy for foreign trade development and believes that with our joint efforts, our economic
relations will improve further and become the solid foundations for comprehensive cooperations between the
two countries.
Together with the economic and political relations, the cooperation in cultural field is an important realm in
comprehensive cooperation. During the past time, the similarities in histories, cultures, customs and

traditions of the two nations have helped their people be close to, understand each other and cooperate for
mutual benefits. Recently there exists in Vietnam the public opinion that the cultural exchanges between
Vietnam and South Korea have not been paid much attention to such a level that goes in line with the
development of their economic cooperation, particularly, the introduction of Vietnamese culture to Korean
people in South Korea is still at a limited level. This needs consideration. In the coming future, we need to be
aware of the importance of this matter and together we mak~ our efforts in intensifying our cooperation in the
realms of culture, education and sports.lt is particularly important that we place priority on the education of the
young generations in the two sides so that they honor, inherit and develop the friendship and cooperative
relations between Vietnam and South Korea.

Once again I would like to express my gratitude to all of you for participating in the conference and sharing
with you some of our thoughts on the development of relations of friendship and cooperation between
Vietnam and South Korea in the past ten years as well as some recommendations on the establishment of
"comprehensive partnership cooperation in the 21 51 century".

"VIETNAM· SOUTH KOREA BILATERAL COOPERATION
IN EDUCATION AND CULTURE AFTER ESTABLISHING
DIPLOMATIC TIE: PRESENCE AND PROSPECT"

Since the diplomatic relations between Vietnam and South Korea was established, the bilateral
cooperation in education and culture has been step by step improved and especially strengthened in recent
years. The two governments are concerned about the promotion of the cooperation inthese field since the two
people are prouc of their history, culture and fond of learning.
Similar to the tmdition of"respect for your teachers" in Vietnam, South Korea is a nation with a up and down
history, that is why South Korea has its own high consciousness, solidarity, responsibility and national identity
as well as national superiority complex. Though there have been many changes in the education system and
other fields in South Korea, many good traditions have been deserved and maintained up to now.
Dr. Chung Kim, the South Korean Minister for Education wrote:
"Education reform is being carried out a!I over the world and in each country it was practiced in its own way.
However, they are all similar in the way that education reform is one of the basic strategy and most
effectiveness for the preparation for the 2lst century.
If a nation did not care about its people in the next century, other property of the country would not mean
anything. Learning this, South Korean Ministry for Education has been actively realizing its education reform
for a society basing on the foundation of intellectuality for the 21st century. In September 1999, the Guideline
and Content of the South Korean Education Reform were presented in the meeting of OECD and earned the

So, in South Korea, education has been extremely concerned and the fond of learning by nature made
certain contribution for the changes in the education system development. That is why South Korea has a
potential human resources with high skills for the national economic development
Vietnam should cooperate more with South Korea to learn from South Korea experiences and progress
that have been achieved in this country as well as the assistance Vietnam may earn from.
Vietnam· South Korea education cooperation since the diplomatic tie:
Before 1992, there was bilateral cooperation between Vietnam and South Korea in education only among few
Universities such as the former Hanoi University, the former Hochiminh University with some other South
Korean Universities such as the Hankuk Foreign Languages Univ., Seoul University and the cooperation was
not much. After the formal diplomatic tie was established {22 Dec. 1992), the Education and Culture

Agreement was signed in 1994. Over the recent years, on the basic of this agreement, the bilateral relation

between Vietnam and South Korea in education and culture has been well improved. However, the relation
does not really show the true potentiality and also wishes of the two countries and it needs to be strengthened
and widened in the coming years. With wishes to strengthen further the cooperation between the two countries
in education and training, Ministry of Education and Training Vietnam and Ministry of Education South Korea
did sign a cooperation agreement for the period 2000-2002 in March 2000.
• Achievement in education and training cooperation between the two countries up to present:
Facilities:
Through Korean International Cooperation Agency (KOICA), Korean government helped Vietnam with 5
million USD for the project to upgrade two vocational schools of Vietnam: Hanoi Industrial College and Quy
Nhon Mechanic- Electronic Technology for workers' training. This project has been carried out for 5 years
since 1994.

Besides, KOICAalso finished its enforce to carry out the other two projects of two schools building in Dien
Chau, NgheAn, and Bui Thi Xuan School in Quy Nhon.
Korean- Vietnam Youth Association (KOVEX) is a charity NGO pf South Korea, aiding Vietnam to found
and equip as well as arrange activities for Vietnam- South Korea Vocational Center for Korean Vietnamese in
Thu Due, Hochiminh City. This center receives donations of facilities and equipment from South Korea every
year as well as other training assistance. The target learners in this center are Korean Vietnamese. The total
amount of assistance so far reached over 1million USD.
Jung Hae Welfare Foundation and Thu Due Technical Vocational Training provides this center cooperative
programs for b.uilding, upgrading facilities and vocational training, thus helping Korean Vietnamese learners
and homeless children in the locality. Total amount of assistance from this Foundation was about 1 million
USD. In Feb. 2000, MOET Vietnam offered medal for the cause of Education to Mr. Mr. Lee Chung Bum,
Lawyer, Chairman of the Jung Hae Welfare Association for his and his association's contribution for the
founding and running of the Vocational training branch of the Vietnam- South Korea Humanity Vocational

training center which is affiliated to Thu Due Technical Vocational Training.
This year, for the anniversary of the 10 year diplomatic tie establishment, South Korea Embassy and
MOET Vietnam cooperatively held a contest for Korean Languages for students in all Universities and
completed the project of 40 primary schools building in 5 central provinces : Quang Nam, Quang Ngai, Binh
Dinh, Phu Yen, Khanh Hoa, donated by Korean Government with total amount of 2 million USD.
Scholarship
Since 1994, Korean Foundation has granted scholarshipd for Vietnamese students for their language
learning and researching but normally directly granted some training centers such as Hanoi National
University, Hochiminh National University and Social Science and Humanitarian Center. This foundation also
granted scholarships for poor students with high school results in their Universities in Vietnam. In addition, the
Foundation cooperated to hold Korean Language Contest and Culture Seminar with Hanoi National
University.

To help Vietnamese teachers in Vocational training Centers to improve their teaching skills, teaching
rnethodo!ogy and management experience from 1993-96, through Ministry of Investment and Planning,
Korean Government granted ·120 scholarships for Vietnamese teachers for their practices in Korea for 1-3
months period. However, up to 1997, this scholarship program ended.
In 1994, MOFAKorea granted 2M.Ascholarships for Vietnamese students in fields chosen by Vietnam.
From 1995-97, each year, the Korean Government granted Vietnam 5 scholarships for Post graduate
education, fields chosen by Vietnam. Since 1998, due to the Financial Crisis South Korea faced with, South
Korea temporaryly came to a stop of grating this program, and only until the end of 1999, this scholarship
program was recovered with 3 scholarships for postgraduate education and in the early 2000, other 4

scholarships were granted by South Korea.
South Korea Vietnam Welfare Association helped District 3 of Hochiminh City to build up a Humanitarian
Vocational Training Center. In Jan. 2000, before ending his term in Vietnam, the Third Secretary of the South
Korea Embassy had a good will to Ministry of Education and Training of Vietnam in granting 50 million VND

from his own saving account to found a learning promotion scholarship fund for Vietnamese students and
pupils. This is not a big amount of money but this is a nice behavior of a South Korean who has been studying
and working in Vietnam. He wished that in the future he and his South Korean colleagues would continue to
develop this scholarship program, thus helping more and more outstanding poor Vietnamese students.
Ministry of Education and Training Vietnam encouraged the initiative and hoped to receive similar assistance.
Since 2000, the South Korea Embassy in Vietnam holds annually Korean Language Contest for
Vietnamese students in Hanoi and Hochiminh City. This contest has fairly good impacts on encouraging
Vietnamese students in Korean Language learning and Korean Studies.
The education and training centers in Vietnam have strengthen bilateral cooperation with the education
and training centers in South Korea. The cooperation includes information exchanging; Some Vietnamese
professors, lecturers, training managers went to South Korea for researching, experience exchanging,
lectuiing, seminar attendance; Vietnam also received students from South Korea to Vietnam for language and
culture learning (about 50 South Korean students per year). However, these activities only concentrated in big
education centers in Vietnam like Hanoi or Hochiminh City.
Volunteer teachers to Vietnam:
fMost of these came to Vietnam for ianguage and culture teaching. These specialists worked actively and were
proposed to extend their terms of working in Vietnam.
Other activities withinAPECframework
After Vietnam fully joined APEC, in 1998 and 1999, Ministry of Education and Training Vietnam was
granted 4 scholarships for Vocational teachers to study in South Korea for 2 months. Until2000, this program
was increased by 8 scholarship but the teachers are supposed to pay return tickets.
In the framework ofAPECcooperation, 1999, Ministry of Education and Training Vietnam was also granted
2 scholarships for Post Ph.D. research in South Korea from 6-12 months under the assistance of the South
Korea Science and Technology Foundation.
• Cooperation through the South Korea International Foundation and Samsung- Vietnam
Schoiarship Exchange Foundation:
Korea Foundation was founded in 1994 for South Korea promotion through scholar exchange and culture
exchange programs to other countries worldwide. With Vietnam, Korea Foundation has had relations since
1994, and grants annually scholarships for Vietnamese students, teachers to go to South Korea for study,

research in higher education of Korean studies and also grants scholarships for University students of Korean
studies in Vietnam.
In Dec. 1995, Sam sung, a South Korean Company granted this foundation one million USD to promote
scholar exchange relations with Vie~nam. This granting was sent to a special account by the South Korean
International Exchange Foundation and its interest was used to implement Samsung-Vietnam Exchange
Scholar Exchange Program. The program has had 3following activities:
• Granting Vietnamese students of Korean studies, of technology in Universities in Vietnam (200 USD/
head/ year)
.
• Arranging a delegation of 16-20 Vietnamese junior officials of Government and lpcalities, teachers,
students, to visit South Korea for strengthening understanding and cooperationfor 10 days.
• In addition, this program gave financial assistance to hold seminars co-held by Vietnamese and South
