INTRODUCTION
1. Reasons for choosing dissertation topic
Human resources, especially high-quality human resources, are
resources that play an important role in the socio-economic
development of each country. In particular, Vietnam is in the process
of industrialization and modernization, human resources have an
extremely large position and role, holding the most important
position in resources. Deeply aware of the role of human resources,
in the 2011-2020 Socio-Economic Development Strategy (approved
by the 11th the Vietnam Communist Party Congress), our Party
determines to develop and improve the quality of human resources,
especially high-quality human resources is one of the strategic
breakthroughs, a decisive factor to promote the development and
application of science and technology, restructuring the economy,
transforming the growth model and is the most important competitive
advantage, ensuring fast, efficient and sustainable development.
Implementation of this policy requires all levels, sectors and
localities of Vietnam, including state management agencies of
industry and trade to promote the development of human resources,
especially high-quality human resources.
Hanoi City - The capital of Vietnam, the political center as well as
is one of the economic centers of the whole country with a developed
industry and trade. In the socialist-oriented market economy, in order to
strengthen state management for the industry and trade, Hanoi city must
solve many problems, especially the issue of human resource
development, especially high-quality human resources in the state
management agency of the industry and trade of Hanoi. Because, the
state management agency of the industry and trade sector plays a very
important role in advising and proposing to the committees and
administrations at all levels of Hanoi city on policies, plans and


developing measures, at the same time, it is the agency to help the
People's Committees and People's Councils at all levels of the city to
perform the state management function for the industry and trade.
Recognizing this problem, in recent years, Hanoi has focused
on developing human resources at the industry and trade management
agency at all levels of the city. The Hanoi People's Committee has
developed and issued many legal documents on recruitment,
retraining, appointment, planning, rotation, transfer, evaluation,

salary increase and rank promotion for officials, civil servants at state
management agencies in industry and trade at all levels. However,
high quality human resources in state management agencies in
industry and trade, Hanoi city has many limitations in terms of
quantity, quality and structure. The number of cadres, physical,
political, moral, working styles of a part of highly qualified civil
servants and officials in the industry and trade management agencies
is still small and has not met the requirements; working capacity,
practical level of a part of cadres, civil servants and officials in state
management agencies in the industry and trade sector are not
commensurate with the university and postgraduate qualifications
they have been granted and have not met the position, functions,
assigned tasks; The structure of both qualifications, gender and age of
high quality human resources is still inadequate. At the same time,
the process of developing human resources, especially high-quality
human resources in the state management agency of the industry and
trade sector in Hanoi has raised many issues that need to be studied
and answered, such as: The position and role of subjects and forces of
the City in developing high quality human resources; development

methods, content and criteria for evaluating the development of high
quality human resources; different and subjective factors impact on
the development of high quality human resources; achievements and
limitations on developing high quality human resources and causes;
basic and breakthrough solutions to promote the development of high
quality human resources in the state management agency of industry
and trade in Hanoi city in the coming time ....
In order to sove these issues, it is necessary to have research
projects. However, so far no research work has systematically
explained these issues. Therefore, the topic: "Development of highquality human resources of the state management agency of Industry
and Trade in Hanoi city" is really urgent both in theory and practice,
and PhD student selected as the dissertation of economic doctoral
dissertation, majoring in political economy.
2. Research purpose and tasks
* Research purpose: Explain the theoretical and practice basis
of development of high-quality human resources of the state
management agency of Industry and Trade in Hanoi city; Based on
that, proposing views and solutions to develop high-quality human

resources of the state management agency of Industry and Trade in
Hanoi city in the coming time.
* Research tasks
- Explaining the rationale of development of high-quality
human resources of the state management agency of Industry and
Trade in Hanoi city ;
- Analyzing the experience of development of high-quality
human resources of the state management agency of Industry and
Trade in the central cities and drawing lessons for the Industry and

Trade of Hanoi city.
- Evaluating the practical situation of development of highquality human resources of the state management agency of Industry
and Trade in Hanoi city in the past time; determining the cause and
the issues that need to be solved.

The scope of time: Time of survey, data collection from 2011 to
2017.
4. Theorical, practical basis and research methods
* Theoretical basis: The theoretical basis of the dissertation is
the viewpoint of Marxism-Leninism, Ho Chi Minh's thought, the
views and guidelines of our Party and State on developing human
resources and high-quality human resources.
* Practical basis: The dissertation is based on the judgments,
assessments, reports and statistics of the authorities of the Central
Committee of the Communist Party and Hanoi City; actual survey data
of PhD students in the process of carrying out the dissertation, and
inheriting results, materials and data of relevant research projects.

* Research methods:
To conduct research, the dissertation uses the following main
research methods:
The general methodology, which is materialist dialectics, is
used throughout the dissertation to ensure that the dissertation is built
according to a strict logic both in form and content; between
chapters, periods are closely related, making each other a premise; At
the same time, studying the development of high-quality human
resources of the state management agency of Industry and Trade in
Hanoi city in close relationship with the development of the industry
and trade in particular and the social - economic situation of Hanoi
city and the whole country in general.
The method of scientific abstraction is a specific research method
of Marxist-Lenin political economy, which is used in the Chapter 2 to
build and analyze the concepts of the dissertation: Human resources,
high quality human resources, high quality human resources in the state
management agency of industry and trade. Developing and analyzing
the central concept: "Development of high-quality human resources of
the state management agency of Industry and Trade in Hanoi city";
generalize the characteristics and role of high quality human resources in
the state management agencies of the industry and trade; studying the
impact of factors on the development of high-quality human resources of
the state management agency of Industry and Trade in Hanoi city; study
the experience of developing high quality human resources at the state
management agency of industry and trade in some localities and draw
lessons for Hanoi city.
The method of combining logic - history; statistics comparisons are used focusing in chapter 3 to assess the situation of
development of high-quality human resources of the state
management agency of Industry and Trade in Hanoi city as well as

determining the cause and the issues that need to be solved.
Analysis - synthesis method is used in chapter 1 of the dissertation
to review the research situation related to the dissertation, determine the
results of the relevant research works that the dissertation has inheritance
and scientific gaps that the dissertation needs to focus on. At the same time,
this method is also used to interpret, analyze scientific basis, requirements of
views; Scientific basis, content, measures to implement solutions to promote
the development of high-quality human resources of the state management
agency of Industry and Trade in Hanoi city in the coming time.

- Proposing a system of synchronous and feasible solutions to
develop high-quality human resources in the state management

6. Theoretical, practical significances of the dissertation
- A successful research dissertation will contribute to
deepening the theoretical and practical issues of development of
high-quality human resources of the state management agency of
Industry and Trade in Hanoi city in particular and high quality human

resources in our country in general.
- Research results of the dissertation can be used as reference
for scientific research, teaching Marxist-Lenin political economy and
other related science subjects in schools inside and outside the army.

Some research projects have mentioned the content of developing high
quality human resources which is very comprehensive in terms of
quantity, quality and structure, in which the focus is on improving
physical, mental and mental strength. At the same time, some projects

Research results of related works will be inherited during the
thesis implementation process. However, until now, no scientific
work has been studied in a systematic way from the perspective of
political and economic science and the issue of developing high
