INTRODUCTION
1. The reason for choosing the theme
The public universities in Hanoi city have had many long histories
and revolutionary traditions, have been really becoming the big and
prestigious centers for training, education and scientific research of the
country and the region; plays a very important role in training and
fostering the high-quality human resources for the national cause of
industrialization and modernization and the international integration. The
universities’ students in Hanoi city are young people who get knowledges,
enthusiastics, dynamics, creativity and sensitivity to new things, however
they haven’t never experienced, been lack of life-lessons, so their bravery
and ability also have had shortcomings.
Educating the political theory for students is an important part of
the educating and training programs’ content at the university level that
help form and develop students' personality. In particular, teaching the
political theoretical subjects is the process that lecturer has conditionally
affected on the political knowledges in an educational environment with
the students’ participation to help them master this knowledgeable system.
Thus, the political theoretical education for students plays an important
role in building up a worldview, a life of communism and the scientific
methodology; directly fostering the political qualities, the revolutionary
ethics, upgrading the theoretical thinking, the practical capacity... of young
intellectuals in the future, setting up a resource of cadres and civil servants
who will be the high-quality officials of the Party and State.
As for the requirement to keep on innovating the education and
training (according to the Resolution of the 12th National Party Congress),
it is necessary to reform and renew the work of the political theoretical
education for students at universities in Hanoi city. Strengthening the
education about the Marxism - Leninism, Ho Chi Minh’s
thoughts, Party’s pointviews and guidelines, State’s


policies and laws, improving the political ability, fostering
goals, revolutionary ideals, patriotic tradition and socialist
love for students in many rich and diverse forms.
The hostile and reactionary forces at both home and abroad have
interconnected with each other, have been aggressively pushing up
propaganda and inciting activities against the Party, the State and the
socialist regime with the very sophisticated tricks and the extremely
devilish tactics; in which, the universities’ students were considered as an
object that these forces have been focusing on propaganda in order to
entice and provoke the participation in protests and disruptive.
For the above reasons, the author has chosen the issue of

"Renovating the work of the political theoretical education for
students at universities in Hanoi city at present” as the research topic
of the scientific doctoral thesis, which submajors in Building the
Party and State administration.
2. Purposes and tasks of research
2.1. The purposes of research
Clarifying the basic issues of theory and practice for innovating
the work of the political theoretical education for students, thereby
propounding the solutions to continue renewing the work of the political
theoretical education for students at universities in Hanoi city today.

Overview of the research works related to the topic.
Researching and clarifying the theoretical issues about renovating
the work of the political theoretical education for students at universities
in Hanoi city.
Appraising the real situation; specifying the causes, drawing some

experiences for innovating the work of the political theoretical education
for students at universities in Hanoi city.
Making out requirements, proposing solutions to continue
renewing the work of the political theoretical education for students at
universities in Hanoi city today.

Renovating the work of the political theoretical education for
students at universities in Hanoi city.

The thesis focuses on studying the issues about theory, practice,
requirements and solutions for innovating the work of the political
theoretical education for students at universities in Hanoi city.
The thesis focuses on researching the work of the political theoretical
education for the full-time students at the state-owned universities in Hanoi
city, including: 40 universities and 14 institutes/ academies (excluding the
universities in the armed forces and private ones).
The materials, the investigation and survey data are mainly from 2010
to 2018. The solutions of application value by 2040.

Based on the system for the basic standpoints of MarxismLeninism and Ho Chi Minh's thoughts; the Party’s viewpoints, lines and

education for students at universities in Hanoi city. Researching the
final resuming reports of the National Executive Committee, the
Party Committee, the Directorate, the Administrators of universities
in Hanoi city. The results of collecting data, documents and materials
from summarizing the experiences for renovating the work of the
political theoretical education and the author's dissection on the work
of the political theoretical education for students at universities in
Hanoi city from 2010 to 2018.
4.3. The research methods of the thesis
On the basis of the Marxism-Leninism’s methodology, the thesis
uses a combination of the specialized and interdisciplinary scientific
research methods, especially focusing on methods: Logics - history;
analysis - synthesis; statistics, investigations, surveys, comparisons, the
practical summations and the expert methods.

The research results of the thesis will make a good contribution to
clarify more the theoretical affairs about renovating the work of the
political theoretical education for students at universities in Hanoi city.
The thesis supplies more scientific grounded arguments for the Party
committees, the Party Committee, the Directorate, the Administrators of
universities to specify the undertakings and solutions of leadership,
direction and innovation for the work of the political theoretical education

for students at universities in Hanoi city in order to sastify the nominated
requirements in the new situation.
The thesis can be used as the documentation for researching,
teaching and learning of the subject about the political theoretical
education in universities.

references and the addendums.

1.1.1. The research works on educating the political theory and
the work of the political theoretical education
There were typical works: "The methodology for the work of the
ideological education" of D.A. Vongonop, X.I. Xuronitrenco’s "The
Soviet Communist Party's ideological activity", "The thought
propaganda in the new period" of the Chinese Communist Party’s
National Committee's Propaganda Department, "The issue of educating
the Marxist-Leninist theory for the advanced system’s high-level
students in the political and administrative schools of Lao People's
Democratic Republic at present" of Sai Kham Moun Ma Ni Vong. The
research results concentrated in the effects of the scientific and technical
revolution, in the ideology and the spiritual life; analyzing the political
theoretical education’s content through dissociating the contents and the
directions of the ideological educational work. The current status of the

political theoretical education is comprehensively assessed, thereby
accentuating some solutions in a view with improving the effectiveness
of Marxist-Leninist theoretical education for learners.

socializing the politics for students in the new age", "The current status, the
visualization and the political worth of the existing students and

researching on the educational strategies" of Hoang A Loi, Ly Kiet’s
"Investigating and evaluating the students’ the political essential qualities",
"The universities’ the new thinking for the political theoretical education" of
Ho Tu Luc. The authors have assessed the vocational profession for the
educational works and the teaching; have affirmed the students as the
country’s the future owners, the representative for the social education; have
analyzed the current status of socializing the politics for students, have made
out the basic methods to prefer the political ideological education in
universities.

There are currently 54 universities in Hanoi (40 stated-own
ones, 14 private ones); 26 academies (25 stated-own ones, 01 private
one) with more 800,000 students and nearly 30,000 lecturers.
Therein, there are 40 universities and 14 stated-own academies under
the scope of the thesis’s research.
The organizational structure of the university
The organizational structure of the stated-own colleges,
universities and academies includes: a) Council; b) Rectors, vice
rectors of colleges and universities; director, deputy director of the
academy; c) The functional departments and divisions; d) The faculties
and the team for the subject; the scientific and technological
organization; e) The organization for the training and the scientific and

technological research; the establishments for production, trade and
service; f) The branch (if any); g) The council for science and training,
the advisory councils.
The universities’ accountabilities and rights in Hanoi city
Building up the strategies and the plans for developing the high
educational institutions at universities; Deploying the activities of

training, science and technology, international cooperation in
order to avouch the quality of the universities’ education;
Enlarging the training programs in accordance with the identified
objectives; consolidating the connection between the training
programs and the qualifications; Organizing the system’s
structure, recruiting, managing, setting up and fostering the human
resources of the lecturers, the executive cadres, the functional

technology transfer with the research institutes and the centers for
research and application that are increasingly modern; Thirdly, the
facilities and the equipments of universities in Hanoi city are more and
more modern; a contigent of the executive cadres and the lecturers

with the high qualifications, the enthusiasm and the attachment to the

profession; Fourthly, the universities in Hanoi city get a diverse
structure of occupations and the abundant training fields; Fifthly, some
universities pioneered in registration and application of advanced
training programs and curriculum, actively cooperated and connected
the training links with the foreign nations towards the diversification

2.1.2.1. The conception for the students at universities in Hanoi city
Students at universities in Hanoi city are pupils, young people
who graduated from high school, passed the entrance exams, the
university admission in the regulations of the Ministry of Education
and Training, have been studying, fostering and training for the
objectives, models, programs, the educational and training contents
of each university in Hanoi city, after graduation, the university is
granted a university degree, becoming the high quality human
resource for meeting the socio-economic development, building up
and protecting the socialist homeland.

At universities in Hanoi city, the students can be divided into 3
categories as follows: Being trained in the technique, in the economics, and
in the social sciences and humanities.

indicating the classes’ interests and attitudes to the state power; having an
useful effect in the orientation and the direction of operating the political
activities of a state and a country.

The political theoretical education is an awareness-raising activity
of the political theory by spreading and comprehending the principles and

arguments of Marxism-Leninism, Ho Chi Minh’s thoughts, Party’s
guidelines and viewpoints, the State’s policies and laws; setting up the
worldviews, revolutionary human-life perspectives, methodologies and
the cadres’, the communist party’s members’ and the people’s the
political qualities and capacities in the cause of building and defending
the socialist Vietnamese Fatherland.
2.2.1.5. The concept for the work of the political theoretical
education for students at universities in Hanoi city
The work of the political theoretical education for students at
universities in Hanoi city is the activities with purpose, advocacy, method
and organization at universities to spread and comprehend the Marxist –
Leninist theory, Ho Chi Minh's thoughts, the Party's platform, guidelines

the national cultural identity; forming the worldviews, revolutionary

In order to spread and foster the Marxism-Leninism, Ho Chi
Minh's thoughts, the Party's policy guidelines and the State's law; setting

absolute loyalty to the Party, the State and the people; build the volition,

building up and protecting the Fatherland.

The leader of the work of the political theoretical education is
the Central Committee for Propaganda and Education, Hanoi
Committee for Propaganda and Education, the Executive Committee
of Ho Chi Minh Communist Youth Union in Hanoi city; the party
committees, the party organizations at all levels belong to the party
departments; the officials and the lecturers for the political theory at
universities in Hanoi city. The directing and guiding subject of the
work of the political theoretical education for students is the
directorate, the administrators, directly as the training department, the
department of the students’ affairs, the specialized faculty, the faculty
