INTRODUCTION
1. The necessary of the thesis
Our Party has affirmed that "Education is the cause of the entire
people". That means the entire population is responsible for participating
in the education process. A career is meant to mean education needs to be
conducted over a long period of time. Following the Party's guidelines,
education levels and branches have been concretized into specific
normative documents, programs and plans. The closer and more
coordinated the school, the family, and the society, especially the school
and family, is to the educational effect for students.
Ethical and legal education activities are a long-term and highly
interactive process. In particular, the formation and development of
personality and the sense of law observance in students are influenced by
many aspects such as schools, families, and society. Each force has its
own methods and ways of education with its own strengths and
weaknesses. Therefore, the problem posed here for researchers is to
promote positive aspects while limiting the negative to effectively
implement the coordination between schools with families for education,
especially ethical, legal education for the students.
In Viet Nam, the position, the role of ethical education, legal
education and the link between them are generally not clearly and fully
understood. The subject of civic education, also known as moral
education for many years, is still one of the least time-allocated subjects,

students often focus on natural or social subjects without paying
attention. to ethics education. Hanoi, which its position as a cultural,
educational, political and economic center of the whole country, has a
responsibility to be at the forefront of all fields. In the field of education
is no exception. Students at all levels in general and junior high school
students in Hanoi today must be the leading examples in learning in
general, practicing moral qualities, and observing laws in particular.
Thereby, gradually striving to become good citizens, people "both
pink and professional" - as Uncle Ho taught. However, besides the

positive results, due to the condition of early and frequent contact with
various sources of information and images on the media, it must be
acknowledged that there are still phenomena and practices. violating
ethical standards, even breaking the law among students in Hanoi. There
are many causes for this situation, and one of the reasons is that the
coordination and management activities with the family have not yet
shown the role and importance in ethical and legal education. for
students. Besides, the demand for educational innovation requires more
of the students in terms of skills, communication, and social behavior.
Because of the lack of coordination with the school from the family,
many students have not regularly trained at home the knowledge and
skills learned in the classroom.
Moreover, the management of schools and families in education,
especially in moral education, the law for students is still done in a
traditional way. Faced with the development of society, the management
and coordination of the school with the family in ethical and legal
education for students have revealed limitations, lack of uniformity and
inefficiency. High school principals are not fully aware of the importance

of school and family coordination; The necessity of ethical and legal
education for students. Stemming from such inadequate awareness,
managers have not come up with an effective management model of
school-school coordination relationships with families.
Based on the above grounds, the theme: “Managing the school
coordination with family in ethical, legal education for the Hanoi
Secondary students to meet the requirements of educational innovation”
is selected as the dotoral thesis theme.
2. The research purpose and task of the thesis
2.1. The research purpose of the thesis: On the basis of theoretical
research and the situation of coordinating school management with
families in ethical and legal education for junior high school students in
Hanoi, the thesis proposes coordinated management solutions. schools
and families in ethical education, the law contributes to improving the
quality of school cooperation with families in ethical education, a sense

of compliance with laws for junior high school students in Hanoi. The
application now requires educational innovation.

Research an overview of domestic and foreign scientific works on
coordinating, managing and coordinating schools with families in ethical

with the current conditions of social development and the requirements of

basis, proposing solutions to ensure science and practice, creating
innovation in factors such as objectives, content, methods of coordination
in order to promote the activeness of participants. . It will contribute to
improving the quality of ethical education, law in particular and

the situation of conducting school-family relationships in ethical and
legal education for junior high school students in Hanoi. From that point
out the advantages and limitations; analyze the causes of the limitations
in managing the schools coordination with families in ethical, legal
education for students, propose solutions to meet current educational
renovation requirements: Strengthen renovating methods of schools

3.1. General overview of secondary school education in Hanoi
3.1.1. Overview of junior high school teachers
Secondary education in Hanoi has 218 secondary schools and 16
interdisciplinary schools; with 4,499 classes and 176,734 students. Nonpublic students have 9,279 students, making up 5.3%.
Teachers and educational managers in secondary education system

in Hanoi city in general have good moral qualities, pedagogical capacity,
are regularly trained and improved as necessary skills for teaching
process.
By the end of the school year 2018-2019, the whole city has more
than 20,986 teachers. In particular, the percentage of teachers meeting the
standard at junior secondary school level is over 99% and over the
standard reaches 75.6%. Along with that, the number of teachers who are
recognized as good teachers at the district and city levels has reached a
high rate, achieving many positive achievements at the national excellent
teacher contests.
The city has focused on directing the serious implementation and
high results of the program and professional regulations. In addition,
ethical, legal education and socialization are interested in the City,
directing units to actively implement, mobilizing more participation of
education forces, especially especially the family side of students in
education for students. Hanoi currently has 102 socialized projects with a
total investment of up to 14,825 billion VND, using 1,826,350 m2 of
land, 68 projects have been implemented, 38 projects have been
completed and put into operation as: Marie Curie Secondary & High
School in My Dinh - Me Tri urban area, Nam Tu Liem district with a
total budget of VND 350 billion, Vinschool Secondary & High School in
Minh Khai, Hai Ba Trung with a total budget of over VND 800 billion ...

However, in addition to the positive signals of the majority of
students who have good ethical training results, good sense of law
observance, a worrying situation is the situation of violating ethical
